1 Company background and brief description

VMS d.o.o. is a consultancy organisation and retains its Serbian roots with its head office in Belgrade,

Serbia. Optimal conditions will be maintained to ensure that we

continue as one of the local leaders in the field of consulting

engineers. The company specializes in a range of construction fields

including design, supervision and technical support during

construction. Our further development will be based on increased

collaboration with Clients concerning marketing and engineering

skills, as well as development of new solution based on Internet of

Things and Digitalization.

VMS has maintained its recognizable style with its dynamical staff. Experts who created the name of

VMS are still active and represent the necessary link with the new engineer generation.

VMS took part in almost every structure’s reconstruction project in the home country in recent years.

Experts from VMS have been upgrading their experience by working abroad and in association with

highly reputable international consulting companies.

The company specializes in a wide range of construction activities including engineering, design,

supervision, and technical support during construction. During the

last 25 years we have established a reputation for providing high-

quality service to our clients and innovative solutions to meet their

needs.

Over the last 17 years VMS has been engaged in Transport and

Infrastructural Projects supplying local market with services related

to design, supervision and consulting. Most of the activities are

referring to the bridges, tunnels and underground structures,

retaining walls, as well as other kind of complex civil structures.

Company is experienced in assisting Clients in the identification, preparation and promotion of

projects under the terms of the various IFI and has direct experience of working to their procedures.

With an increasing emphasis on Quality Assurance, VMS operates a self-developed Quality

Management System under recommendations by PMI and FIDIC.

VMS is cofounder of the national consulting engineers association – ACES (please visit: www.aces.rs)

as a branch of FIDIC for the territory of the Republic Serbia, presently holding Vice-Presidency position

in the Board of Directors. VMS CEO, Nikola Matic is member of Board of Directors in EFCA,

organization representing FIDIC in Europe. VMS is dedicated also to promotion of mediation and other

alternative dispute resolution methods in civil engineering field. VMS CEO, Nikola Matic is involved as

adjudicator in regional infrastructure projects based on FIDIC.

2 Company Size

VMS Consulting Engineers started with five employees, while number of Company’s permanent

employees today is 25, out of which 20 are civil and structural engineers among them. In addition we

have established an extensive network of exclusive experts covering different fields of specializations

and working on a part time basis. Additionally the Company can also draw on a pool of specific

expertise through its close co-operation with Belgrade University and specialized Institute for

materials and testing in civil engineering.

Our strength in our capacity to successfully deliver projects lies in the tailor-made associations we

form, where each partner enhances our capabilities and brings their unique expertise, experience and

knowledge to the benefit of the project. All firms in our association must have well-established track

records.

The association combines the best in international and local knowledge, expertise and experience,

which will ensure highly professional delivery of the full spectrum of services that will be required for

the Projects.

In accordance with our Digitalization strategy we are using for several years BIM software as design

tool. We have continued our Digital transformation by opening IoT department that is focusing on

Structural Health Monitoring, Construction Site Monitoring, Preventive Maintenance as well as Health

& Safety risk assessment.

3 SERVICE AREAS

In the beginning the Company concentrated on designing and technical overview and verification of

the designs. A large number of designs were done both in ex-Yugoslavia and abroad, from small

projects such as family houses up to big projects such as buildings of more than 100 000 sqm, high-rise

buildings with height of 300+ m, sport facilities and industrial

halls with a span of more than 50m and a number of special

projects such as reconstruction of the severely damaged

bridges. At the same time our engineers performed a number

of supervisions and site inspections verifying that the works

are carried out by the rulebook and in accordance with the

approved drawings.

Over the last few years VMS has been involved in several projects providing project management

services, including supervision of the works, cost and contract management and risk assessment.

Clients benefit from our wide-reaching skills base matched by a strong commitment from the

company’s senior management to provide quality services and sustainable solutions.

Our specific capabilities include:

Apart from the activities related to the technical support during the construction, VMS is specialized in

engineering as well. A large number of building reconstructions and

rehabilitation were executed over the past years.

VMS provides a comprehensive service in the procurement of

construction contracts. We are experienced in the procurement

procedures of the international donor agencies and the associated

use of standard bidding documents based on:

• FIDIC Conditions of Contract, 4th Edition, 1987, reprinted 1992 (Red Book)

• FIDIC Conditions of Contract 1999 – for Construction (New Red Book)

• FIDIC Conditions of Contract 1999 – Plant & Design-Build (Yellow Book)

• Multi Lateral Development Bank (MDB) Harmonized Conditions of Contract (developed under

License to FIDIC and based on FIDIC 1999 format)

The company has wide ranging experience of international Codes of Practice and Technical Standards

including DIN, SIA, British, American, European, and former Yugoslav (JUS) standards (updated and

now called SRPS).

We provide the Team Leaders or required supporting staff on full time international assignment to

manage projects in country and provide the first point of contact with Clients. These are supported by

full time and/or visiting specialists, local specialists and support staff, and head office backstopping

staff as required. All members of the project team are selected based on their qualifications and

appropriate regional and technical experience.

Over the last couple of years VMS have been using BIM (Building Information Modelling) in our design

process, that enables us to be more efficient, lower the risk and collaborate better.

We have also started with our partners in development & implementation of Internet of Things

solutions in construction sector - Structural Health Monitoring - related to high buildings, bridges and

tunnels. We are also creating solutions for Construction Site Monitoring as well as Construction

Equipment Fleet Management.

Having in mind that Operation & Maintenance cost and aged infrastructure are becoming important

topic we are also focused on preventive maintenance using latest optical sensors technologies.

4 BUSINESS CONCEPT

4.1 Business Intimacy with the Client

VMS is set as consultancy organization. It will retain its Serbian roots and have its head office in Belgrade, Serbia.

Optimal conditions will be maintained to ensure that we continue as one of the local leaders in the field of

consulting engineers, maintaining our leading position with clients in Serbia and the region. VMS is a private

Company founded in 1992. The company specializes in a range of construction fields including design,

supervision and technical support during construction. Our further development will be based on increased

collaboration concerning marketing and engineering skills.

4.2 Independence

VMS operates on sound commercial principles and will retain genuine financial independence.

This financial independence is upheld on the basis of own capital resources, and outside investors provided the

latter do not affect the dominant position of the VMS Foundation. This ensures our non-dependence on any

bank or other source. VMS will also remain independent of any political party policies and, where possible, avoid

dependence on trade organisation politics.

4.3 Impartiality

Our consultancy will always be impartial.

Where technological or business-related developments require us to be involved in deliveries or with developers

or act in the role of client, such factors shall not affect our impartiality.

4.4 Clients and market

Consultancy requirements of our clients will be met with complete professionalism. In our choice of professional

fields, markets and clients, we shall bear in mind those factors which are important to VMS's continued

development.

The assignments taken on should consist of what is considered best in providing the right basis for commercial

stability, professional advancement and sound economy.

The company and its employees must be seen to have an awareness of social and environmental considerations.

Through the improving social and environmental conditions applied on each Project we take a part, we have

committed our selves to support a sustainable development in these fields.

5 FACTS

5.1 Consultancy should add value

The basis for all VMS's consultancy services is to add value for the customers by delivering complete solutions,

integrated in the value chain of the customers.

5.2 Home market

VMS defines its home market to be Serbia and Montenegro. On the home markets, VMS offers a large program

of consultancy services covering the markets' needs. Based on experience and trends we are aiming to

announce the Balkan region as a home market in the near future.

5.3 International market

Presently, VMS is focused on clients from the Middle East (UAE, KSA, and Qatar) and Switzerland. In a short time

we were recognized as a reliable and professional partner on these markets. Generally, our intention in the

future is to ensure that our position will be improved in all aspects of work and establish good position for VMS

in the EU market as well.

5.4 VMS's core competences

VMS's consultancy services are based on a set of core competences: the ability to develop and cultivate the

professional level, deliver multidisciplinary services, manage projects and develop close customer relations.

5.7 VMS's beginning

VMS was founded as a company in 1992 by Vladislav Matic and his two sons Sinisa and Nikola. The name was

given as abbreviation of Vladislav Matic and Sons.

5.8 Building up talent

It is VMS's objective to establish the most attractive work place for professionals who want to make a

professional, commercial or managerial career in the field of consultancy services.

5.9 History

VMS is specialised in construction design, building steel constructions and supervision in many fields of civil

engineering. History began in a few modest rooms in Belgrade in 1992.
