Dear Fellow Members and Friends,

Despite the almost incessant wet weather our local area endured in 2018, I’m pleased to report that the Loyalhanna Watershed Association has persevered and has progressed in almost all areas we have attended to.

Eighteen years ago, the Board of the LWA obtained the current Watershed Farm property with the hopes that someday, it would be protected from future development. I’m proud to report that after many years of diligent and hard work with the Westmoreland County Agricultural and Land Preservation Board, an agricultural conservation easement has been granted on the Watershed Farm, and will take effect in 2019. Combined with the improvement work that has been completed in the areas of water quality and the great strides we have made in providing quality educational and outreach opportunities for all in our community, we continue to fulfill our mission each and every year.

To witness the growth of the Loyalhanna Watershed Association over the last decades has been a true joy, and can be attributed to the dedication of our small staff, numerous volunteers, innovative programs and partnerships, and most importantly, to our ever increasing, involved and interested membership. On behalf of The Board of Directors of the Loyalhanna Watershed Association, I wish to thank everyone involved in our growth outlined in this Annual Report, and invite your continued participation in any or all of our community events and programs held throughout the year ahead. O h 2018—a year of highs and lows! One thing for certain was that it was a rec-ord year for both rainfall and accom-

plishments for the Loyalhanna Watershed Association.

LWA was awarded the 2018 Gover-nor’s Award for Environmental Excellence for the recently developed STEM/Environmental Education Programs at the Watershed Farm. The award was accepted by Executive Director, Susan Huba, at a recep-tion and ceremony at the Harrisburg Hilton on April 24, 2018.

Since launching the new curriculum in 2017, over 2,500 students from six different school districts in Westmoreland County

have participated in programs led by LWA educator and curriculum developer, Lynne Donnelly. Programs highlight a variety of focus areas prevalent on the Watershed Farm including agriculture, soils, sustainable design, streams & wetlands, plants, insects and animals. All programs were developed to meet multiple state and core curriculum standards and are offered at no cost to students.

However, just about two months after this, we were saddened to learn that an iconic structure that stood the test of time for nearly 100 years was one of the casualties of floodwaters that damaged sev-eral other homes and businesses in the Stahlstown, Rector, Ligonier and Latrobe communities after a significant rainfall event on June 20, 2018. The “Swinging Bridge” along the Loyalhanna Nature Trail, owned and maintained by LWA for more than three decades, was damaged so severely that is was deemed unsalvageable and had to be removed. A common background to area resident’s family, prom, va-cation and even wedding photos, the suspension bridge served as a crossing over the Loyalhanna Creek from Nicely Road to what is now the eastbound side of Route 30.

While this was not something we were prepared for, we are grateful that no one was injured, and thankful for the group of volun-teers who helped remove the bridge and enormous amount of flood debris along the Loyalhanna Nature Trail, which remains open to the public to enjoy.

Water Quality Initiatives

L WA and partners from the Western PA Conservancy, PA Fish & Boat Commission, Westmoreland Conser-

vation District and Hardiman Excavating completed pro-jects on three area waterways to reduce the impacts of se-vere bank erosion on stream flow and aquatic habitat.

Most notably was the completion of a three-year effort to restore a large section of Fourmile Run in the up-per/middle watershed. The $328,000 Growing Greener Plus Grant project involved the construction of 161 devices, in-cluding log-framed cross vanes, modified mud sills and log-framed stone deflectors. In total, 9,560 feet of streambank restoration was completed, including a 50-foot riparian buffer planting along sections of the waterway.

Additional work was completed on a section of Mill Creek in Waterford, to make repairs on previously installed structures damaged from recent high water events. This project was funded through the DEP Office of Water Man-agement Program, as well as the project with Greater Latrobe High School along a Ninemile Run unnamed tribu-tary.

W orking with students from Greater Latrobe High School’s Capstone class, a section of se-

verely eroding bank along a small Ninemile Run tribu-tary near the community of Whitney, Unity Town-ship, was improved while providing a unique learning experience. In May, 2018, LWA coordinated the effort to stabilize a 100-foot section of eroding stream with the school district, nearby landowners and project partners. Students helped to install the devices and saw firsthand how projects like these are completed.

In summer 2017, LWA began a new partnership with Carnegie Mellon University spinoff company, Carnegie Waters, to test a new intelligent water quality monitoring system on Fourmile Run. This system streams real-time water quality data that can be accessed via any smart phone, desktop or wireless device. The new system is environmentally friendly with low power requirements and is field capable to withstand operating in challenging conditions. To view the data, visit:

Future AMD Treatment

T he Loyalhanna Creek has been polluted with drainage from abandoned coal mines for over a

century. Fortunately, the enactment of stronger mining regulations and the installation of several treatment sys-tems on impacted tributaries have greatly improved the quality of this rejuvenated waterway. The Loyalhanna Creek and the Loyalhanna Lake currently support cold and warm water fisheries and provide recreational val-ues to the region that were absent just 30 years ago.

The largest remaining source of untreated mine water in the entire 300 square-mile watershed is the Crabtree Discharge, stemming from an old overflow shaft located behind the Crabtree Volunteer Fire Depart-ment in Salem Township. The flow of this discharge av-erages 4,500 gallons per minute, and contributes a whopping 1,132,000 pounds of iron solids each year into Crabtree Creek and ultimately the Loyalhanna.

In early 2018, LWA and Hedin Environmental completed a feasibility study and cost analysis of treat-ing the Crabtree Discharge via passive or active treat-ment. Although the road to treating this pollution source may be long, were are pleased that two possible treatment scenarios now exist as a result of this study.

Chris Clouser of BluAcres, LLC, along with LWA staff, complete annual monitoring of the Shirey Wetland Mitigation Project on the former Shirey Motel property. This property was acquired in 2009 by LWA to prevent it from being commercially developed and has since flourished into a restored wetland habitat in partnership with BluAcres, the PA Department of Transportation and the Westmoreland County Airport Authority.

W orking with the Western PA Conservancy, a crit-ical land protection easement is now in place on

six parcels of land totaling nearly 30 acres held by LWA west of Ligonier Borough.

The individual parcels were acquired or donated to LWA over the past three decades to hold as open, green space. The properties are all located within the floodplain of the Loyahanna Creek and much of the land is comprised of wetland and woodland habitats.

Both LWA and WPC have worked for many years on this effort to limit development and uses of the prop-erties that would adversely affect water quality and aquatic biodiversity of the Loyalhanna Creek and tribu-taries that pass through these parcels. In addition, the properties sit along two designated scenic an historic transportation corridors, including the Lincoln Highway and Loyalhanna Gorge Greenway. This easement seeks to ensure that the scenic open space character of these corridors, as well as the areas surrounding Ligonier Bor-ough, are protected for the benefit of the public by re-stricting development, subdivision and incompatible use.

L WA was pleased to partner with the Ligonier Town-ship Recreation Board and members of the Ligonier

Valley Weeders & Seeders Garden Club on the establish-ment of the Ligonier Community Garden. The garden is located on the former site of LWA’s office facility along Old Lincoln Highway West, and provides 18 raised plant-ing beds of various shapes and sizes for use by the public.

Led by Recreation Board member Larry Shew, the project took off after the removal of the old buildings in early 2018. The project involved the construction of the beds, installation of a water line and hydrant, perimeter fencing and storage shed rehabilitation. Native insectary border plantings and other features to attract pollinators were installed by volunteer gardeners led by Master Gar-dener, Wilma Light. Friends of Ned Caughey provided funds to restore several benches which came from the Li-gonier Diamond’s Renaissance Project that can now be found in the garden.

It is quite a change from what this site once looked like, and further accents the new Ligonier Valley Commu-nity Storage Building completed in 2017 for the benefit of partners from the Laurel Highlands Visitors Bureau, Fort Ligonier Days, Inc., Ligonier Valley Chamber of Com-merce and Forbes Trail Trout Unlimited. A special thanks to the Richard King Mellon Foundation for supporting this beautification and community effort!

Partners in the Community

Thanks to Nathan Andrews and fellow scout members from Troop 375, the Watershed Loop Trail was completed. This trail takes visitors along a 1,000 foot hike along the upper

part of the Watershed Farm wetland and provides stunning views of both the wetland and town of Ligonier. Nathan was

awarded the rank of Eagle for completing this project.

Education & Outreach

I f you passed by the Watershed Farm this year, chances are you saw quite a few students walk-

ing, running and bouncing about the property. In 2017, we were pleased to launch a new “After School Environmental Science Club” along with several other recently developed programs for stu-dents in grades K-12. All programs were devel-oped to feature unique, hands-on activities on food chains, roles of plants, heathy soil, animals and habitats, streams, wetlands, migration, agriculture and sustainability, all with a STEM (Science, Tech-nology, Engineering and Math) focus.

Feedback from parents and teachers has been extremely positive, and confirmed that pro-grams like this are needed and are a beneficial way to get students to appreciate our environment. In all, over 2,500 students participated in programs in 2017-2018. And with grant support provided by the Nimick Forbesway Foundation, we are able to continue offering these programs at no cost.

I t was another great YCC Summer, as a crew of five college students worked

alongside staff from the PA DCNR-Forbes State Forest to complete valuable trail and other public access improvement projects. This 8-week summer program was led by veteran crew leader and LWA Board Mem-ber, Bill Repko. All participants received a $2,500 scholarship thanks to the generosity of long-time program supporter, Katherine Mabis McKenna Foundation.

The 2018 crew was comprised of Will Duran, Cassey Fox, Natalie Lamagna, Pey-ton Lindley and Cole Rashilla.

Spring Cleanups (in the Snow!)

W ith a fresh blanket of snow on April 7, 2018, volunteers from the Latrobe and Ligonier com-

munities still came out in force to clean up roadside litter from several miles of area roadways for Earth Day! Groups participating included Ligonier Masonic Lodge, Ligonier Rotary, Bethlen Communities, St. Johns UCC, the Pat Piper Crew of Fourmile Run, Val-ley School of Ligonier, Powdermill Nature Reserve, local scout troops and other incredible volunteers. Thanks for braving the cold with us!

T he Fifth Annual Loyalhanna Sojourn took place on Saturday, May 19, 2018. Over 200 people reg-

istered to participate in the one-day float on the Loy-alhanna Creek that began at the Cardinal Park launch site in Latrobe and ended nine miles downstream at Gray Wing Park in New Alexandria. Event organizers representing LWA, Latrobe-GLSD Parks & Recreation, New Alexandria Borough, and DCNR Keystone State Park worked for several months to plan the successful community event to bring awareness of the beauty of the Loyalhanna. Grant support from PA Organization for Watersheds & Rivers helped to make the event af-fordable and fun for all.

Despite high water conditions prior to the So-journ, paddlers enjoyed another great day on the wa-ter. Thanks to Two Dam Kayak Rentals for outfitting those in need of boats, and to Jack and Valerie Mayer of New Alexandria for providing a fun “after the float party.” See you at the 6th Annual Sojourn planned for Saturday, May 18, 2019!

User-Friendly Improvements

I f you have visited our website lately, you were hopefully pleasantly surprised!

Working with students from the University of Pittsburgh—Johnstown’s MC2 Social Media Team and Trillium Connect, LWA enhanced our social me-dia marketing objectives and our digital web pres-ence. Our website now provides a more modern visi-tor experience and features vivid photos and videos of many of our projects and programs, and is aligned for mobile web browsing, which is the most common way users visit sites.

In addition, a long anticipated platform for renewing your membership or contributing to our organization through donations made online via credit card or PayPal is now available!

Strategic Planning 2016-2018

I n February, 2016, LWA formally adopted a new strategic plan to guide the organization through the next three-years thanks to a partnership with the Hill Group and funding provided by the Lau-

rel Foundation. Some features of the plan are detailed here.

Vision - We envision a Loyalhanna Creek and surrounding environment that is recognized as a scenic and pristine destination for inhabitants and visitors that positively contributes to the quality of life in our region.

Mission - Our mission is to conserve, protect and restore the Loyalhanna Creek Watershed by remedi-ating environmental issues through evidence-based initiatives and educating and involving diverse audiences about the value of a healthy and thriving ecosystem.

Financial Report FY 2017-2018

T he Loyalhanna Watershed Association’s accounts are kept on a fiscal year basis,

beginning on July 1 and continuing through June 30 of the following year. In 2017-2018, income from all sources totaled $442,882. Of this total, $253,463 came from Restricted Project Grants and Unrestricted General Operating Grants; $79,342 came from Special Events/Fundraisers; $66,113 came from General Contributions & Membership Dues; $30,657 came from Investment Interest; and $13,307 from Rental Income and Other Sources.

Expenses totaled $678,001, higher than average due to the completion of two projects where restricted grant income was acquired in prior years. Conservation Program expenses totaled $359,080 among the focus areas of Water Quality Improvement, Land Conservation, Education and Community Outreach; Special Event/Fundraising Expenses were $57,817; and Administrative & General Operating expenses totaled $149,547. As our Depreciation reporting has increased due to the completion of the Watershed Farm and Ligonier Community Storage Building Projects, it is shown as a separate category expense of $111,557.
