2018 Annual ReportWells County Foundation
THE MISSION......of The Wells County Foundation, Inc. is to enhance the present and future quality of
life of the Wells County community.
1
The Wells County Foundation, Inc. is a vehicle for people of all means to make a lasting difference in Wells County. The central purpose of the Foundation is to serve the needs and philanthropic aims of donors who wish to better Wells County, now and in the future. The Foundation accomplishes this by providing donors with flexible, efficient, and tax-effective ways to ensure their charitable giving achieves the greatest possible impact.
The Foundation represents a wide variety of ideas and interests of individual donors who have united in a common purpose and the bettering of the Wells County community both now and in the future. Whatever your charitable intentions, there are ways to achieve them through a gift to the Foundation.
Ways To Give Gifts of Cash – Gifts of cash are the most popular for many people who make contributions to a
community foundation. Whether your gift is in honor or in memory of a friend or loved one, or to meet your personal charitable wishes, the cash gifts contributed each year help the community foundation grow and expand its support of our local community.
Securities – Contributions of securities are attractive to people who have held stocks or bonds for a long period of time, especially when the appreciation is so great that the capital gains tax would take a substantial portion of the value if they were liquidated. With gifts of appreciated securities you are able to make a significantly larger contribution to the community foundation than the actual or original cost of those securities, so both you and the foundation, and ultimately, the community, benefit.
Life Insurance – It may surprise you to know that your life insurance policy can be used as a charitable gift. You may have been paying premiums on life insurance for years, but now the protection is no longer needed or you may own a paid-up policy. Because the policy has value and you want the foundation to benefit, you may donate the policy to the community foundation, making the foundation both owner and beneficiary of the policy. You will receive an immediate tax deduction usually in the amount equal to the cash surrender value.
Testamentary Gifts – A testamentary gift is a specific bequest in your will or testamentary trust. Such gifts are exempt from estate tax.
Charitable Gift Annuities – A gift annuity is a contract between a charity and a donor. In return for a donation of cash or other assets, the charity agrees to pay a fixed payment for life to the donor or to a friend or family member of the donor’s choosing. The donor also can claim a charitable tax deduction. If a donor funds a gift annuity with long-term capital gain property, the donor will have to report only some of the gain, and may be able to report it in installments over many years.

Agency Endowment FundsAgency Endowment Funds are
created for the benefit of charitable organizations or agencies that prefer to establish funds within the Foundation rather than create and manage their own funds. They are a practical and administratively efficient
way for nonprofit groups to ensure sustained, future funding. Agency Endowment Funds allow a charitable organization to take advantage of the community foundation characteristics of permanence, of pooling funds for better investment return, and of reduced administrative costs. The organization thus places its endowment within the community foundation and each year receives income from the fund.• Acres, Inc.

LiGHT is a women’s giving initiative of The Wells County Foundation, Inc. The purpose of LiGHT is simply to improve the quality of life for women and children in Wells County by collectively funding grants to charitable projects with the same purpose. 2018 marked the sixth year for LiGHT, with an all-time high membership of 266. LiGHT continues as the largest women’s group in the state of Indiana (of those administered by community foundations).
LiGHT is made up of donors who contribute a minimum of $25 annually. While gifts of any amount are welcome at any time, donors who contribute $25 annually have the opportunity to cast an individual vote for grant receiving agencies at the fall business meeting. A gift to LiGHT is also a meaningful way to honor or memorialize wives, daughters, mothers or any special woman.
In 2018, LiGHT grants totaled $8,490. Agencies benefitting from 2018 LiGHT funding were: Brickhouse Family Ministries (Table Talk to Teenage Sons program); Helping Hands Pregnancy Resource Center (cribs and mattresses); Park United Brethren Church (Food Fight program which pays negative balance of school lunch accounts so all kids get a hot lunch); and Wells
Community Boys and Girls Club (Safe Kid Project, audio/video door station).
The ladies of LiGHT hosted LiGHTEN UP! 2018 in April. Guests enjoyed an evening of fellowship, desserts and an inspiring message of hope and the power of forgiveness from News Channel 15 Anchor Terra Brantley. Representatives from the grant receiving organizations from 2017 provided updates regarding how the grant funds were being utilized.
The Foundation proudly underwrites the administrative costs associated with LiGHT so that 100% of the contributions received directly benefit women and children in Wells County.

Wanda Smith was selected as the 2018 “Bette A. Erxleben Volunteer of the Year”. This annual award is to honor individuals from Wells County who have made significant contributions in such areas of community service as youth, education, human services, community development, health or the environment.
Wanda, a native of Muncie, Indiana, moved to Bluffton with her husband and children in 1967. Wells County has been her home since that time. Wanda retired from Caylor-Nickel Clinic, where she worked as a microbiologist. She was married to Hyde Smith, who passed away in 1997.
Wanda’s volunteer service is extensive. While still in high school, Wanda served her church through teaching Sunday school. In college, she served through organizing fund raisers for numerous organizations. While raising their five children, Wanda continued to volunteer through school parent/teacher organizations, as a cub scout leader and cookie mom. She was active in the band boosters and chaperoned many band trips.
Wanda and her late husband Hyde were actively involved with
the local Habitat for Humanity organization, locally. Wanda has been involved in serving through her church, First United Methodist Church in many capacities over the years. She was a Sunday school teacher, organizer and worker for the church funeral dinners, serving as a church council member for more than 32 years and was chair-person for the board of trustees. She was also the treasurer for United Methodist Women. Wanda’s service is instrumental in the Kate’s Kitchen ministry through the church. She organizes planning and preparation for 200 meals served through this program.
In addition, Wanda makes fleece blankets for the boys at Bashor Home, crochets hats for cancer patients and hand-makes cards for the card ministry, serving shut-ins of the church. Wanda also serves as a volunteer for the local food bank. She also keeps an updated scrapbook on behalf of the local Creative Arts Council.
Wanda’s broad range of sacrificial service throughout our community exemplifies the individuals this award seeks to honor,” said Tammy Slater, Foundation CEO.
