CONSTITUTION of the
TOP 0' TEXAS BAPTIST ASSOCIATION
ARTICLE I: NAME
The name of the body shall be the Top 0' Texas Baptist Association.
ARTICLE II: PURPOSE
The purpose of the Association shall be to promote harmony, doctrinal integrity, evangelism, missions and
cooperation among the churches comprising its membership; to provide opportunity for fellowship among the
churches; and, to provide means of assisting the churches in their various ministries.
ARTICLE III: VISION STATEMENT
We the churches of the Top O' Texas Baptist Association do hereby covenant together to prayerfully seek the
Lord God's guidance and the consistent filling of the Holy Spirit in an atmosphere of unconditional Christ-like
love. In a spirit of cooperation we will strive to:
. Exalt the Savior through heartfelt worship consisting of prayer, music and song, the proclamation of God's
Word, and personal response to God's Word.
. Exalt the Savior not only in our individual churches, but also in our respective communities and our world.
. Exalt the Savior through our personal lives in both word and deed.
. Equip the saints through the study, teaching, proclamation, and application of the infallible Word of God.
. Equip the saints through the implementation of cooperative ministries designated to meet the overall needs of
all our participating church families.
.Evangelize the unsaved and enlist the unchurched through a concerted effort to implement the Great
Commission.
. Evangelize the unsaved and/or unchurched through ministries and programs that are prayerfully designed to
meet both spiritual and physical needs.
. Extend the gospel through a cooperative effort to all areas of the association and beyond the geographical
boundaries of our association throughout the world.
ARTICLE IV: MEMBERSHIP OF THE ASSOCIATION
1. The Association shall be composed of messengers duly elected by cooperating churches. A cooperating church
is a church which supports the Association through prayer, financial, human resources and presents an annual
church profile to the Association on an annual basis. While the Association disclaims any authority over any
church or any member of any church, it reserves the right to refuse to seat any messenger or messengers known
to be disorderly in conduct or unscriptural in doctrine or in practice.
A. Before any action of withdrawal is initiated, every effort will be made to restore any church
deemed to be inconsistent with the faith and practice of the Association.
B. After repeated attempts to resolve the issues of doctrine or practice, the Association can remove
the church from membership with a 2/3 majority vote.
2. Each church is entitled to send five messengers to the annual and mid-year meetings of the Association, plus
one additional messenger for every fifty members after the first fifty or fractional part thereof, provided that no
church shall be entitled to more than twelve messengers.
3. Scripture is the authority for doctrinal issues within the Association. In the event of a questionable doctrinal
issue within a church, the Association will determine, by majority vote in its annual or mid-year meeting,
whether messengers from that church shall be seated.

4. Application for membership.
A. Missions of churches within the Association shall be accepted into the Association upon the
recommendation of the sponsoring churches and the credentials committee, upon a 2/3 favorable
vote at the annual meeting.
B. A church desiring membership in the Association shall present an application to the
Administrative Committee of the Association as outlined in the operations manual. The applying
church will be invited to have representatives attend the meetings of the association, but will not
have a vote until after completion of a one year watch care. The credentials committee, appointed by
the association or moderator, shall examine the applicant's organizational structure or Articles of
Faith, and pledge of cooperation with the Association. The Credentials Committee shall report to the
opening session of the semi-annual or annual meeting. A 2/3 favorable vote shall be required for the
admission of a church into a one-year watch care relationship to the association. Messengers of the
petitionary church shall be seated after a favorable completion of the one year probationary period.
ARTICLE V: MEETINGS OF THE ASSOCIATION
1. The Association shall convene both a mid year and an annual meeting at time and place to be determined by
the body. Elected messengers present shall comprise a quorum.
2. Special meetings of the Association may be called at the direction of the Moderator. Each church shall be
notified in writing at least two weeks prior to any special called meeting of the Association as to the specific
nature of the business to be conducted.
3. In the matters of parliamentary usage, the latest edition of Robert's Rules of Order shall be followed.
ARTICLE VI: OFFICERS OF THE ASSOCIATION
1. The Nominating Committee shall be appointed by the Executive Board in its Spring meeting.
2. The Nominating Committee shall nominate the officers of the Association. The Nominating Committee shall
make its report to the Administrative Committee prior to the annual meeting. Vacancies, which may occur, shall
be filled by the Administrative Committee as recommended by the Nominating Committee.
3. The officers of the Association shall be Moderator, Vice Moderator, Clerk, Treasurer, and other officers as
needed to carry on the work of the Association. These officers will be elected at the annual meeting.
ARTICLE VII: EXECUTIVE BOARD OF THE ASSOCIATION
1. The Executive Board shall consist of the officers of the Association, the pastors, and the called vocational staff
members and two additional members of each church.
2. The Executive Board shall transact business for the Association between annual and mid-year meetings of the
Association.
A. It shall have regularly scheduled meetings and any necessary called meetings by the Moderator.
B. Notification shall be given to the churches one week prior to any called Executive Board
meeting.
C. All Executive Board meetings are open meetings.
D. Executive Board members present shall constitute a quorum.
4. The Executive Board is responsible for the securing and dismissal of Associational Ministerial staff.
A. Upon the vacancy of the office of Director of Missions, the moderator shall serve as the
temporary Director of Missions until the Executive Board selects either an interim or a new Director
of Missions.
B. A search committee comprised of an equal number of pastors and laymen from each of the four
Top O’ Texas Baptist Association fellowships (Canadian, Palo Duro, Pan Fork and Trans-
Canadian), with no church having more than one representative shall be elected by the Executive
Board. The Search Committee shall recommend a successor for the vacated ministerial staff
position to be approved by the Executive Board.
4. The Executive Board is responsible for the securing and dismissal of Associational Ministerial staff.
A. Upon the vacancy of the office of Director of Missions, the moderator shall serve as the temporary
Director of Missions until the Executive Board selects either an interim or a new Director of Missions.
B. A search committee comprised of an equal number of pastors and laymen from each of the four Top O’
Texas Baptist Association fellowships (Canadian, Palo Duro, Pan Fork and Trans-Canadian), with no church
having more than one representative shall be elected by the Executive Board. The Search Committee shall
recommend a successor for the vacated ministerial staff position to be approved by the Executive Board.
C. A 3/4 vote of the Executive Board members will constitute a recommendation for a call or a dismissal of
ministerial staff. A called meeting of the Association shall be convened to act upon the recommendation. A
3/4 vote of the Association is required to ratify the recommendation.
D. The associational ministerial staff responsibilities are defined in the operations manual of the Top O’
Texas Baptist Association.
ARTICLE VIII: ADMINISTRATIVE COMMITTEE OF THE ASSOCIATION
1. The Administrative Committee shall consist of the four general officers of the Association, the chairman
from each of the standing Task Forces and two representatives from each of the four fellowship areas of our
association (Canadian, Palo Duro, Pan Fork and Trans Canadian). The same shall constitute the voting
members of the Administrative Committee.
2. The Administrative Committee will develop, recommend for adoption and oversee the annual budget and
calendar in coordination with the existing Task Forces.
3. All meetings are open. Association members are encouraged to attend and participate. Voting members are
the members of the Administrative Committee.
4. Administrative Committee members present shall constitute a quorum.
ARTICLE IX: AMENDMENTS
1. Constitutional Amendments may be made by a 2/3 favorable vote of the Executive Board. The Executive Board
shall present the amendment to the following midyear or annual meeting of the Association where it must receive a
2/3 majority vote for adoption. Proposed Constitutional amendments must then be ratified by a 2/3 favorable vote
of the Association one year after the original vote.
2. The Administrative Committee will adopt and maintain “The Operations Manual” for the administration of the
Association.
3. The Administrative Committee will give direction and work with the associational ministerial staff in carrying
out the purpose of the Association.

Brothers and Sisters in Christ, Our church wishes to thank
you for your financial support of Clarendon College Minis-
tries. The college ministry of our church is a top priority,
driven by a love for the students and a desire for them to
follow Christ during this crucial time in their life. Our goal is
to show God’s love to each student that leads to discipleship.
Our goals and purpose for this school year are as follows: • A
worship service at 9:00 P.M. every Wednesday and meal
following • A welcoming and encouraging opportunity for
Sunday worship and participation • On campus presence at
lunch and other school activities • Adopt-A-Student-
Ministry • Leadership Lunches throughout the semester •
Outreach to international students • Meals to athletic teams
when the cafeteria is closed • On campus bible studies • Mis-
sion trips and community service opportunities • Retreats and
discipleship conferences • A full time missionary/pastor to
the college students So far this year our worship gathering on
Wednesday nights at 9:00 p.m. have been faithfully attended
and appreciated by the students. Two bible studies on cam-
pus have been started and well attended already. Campus
leadership meetings are in process as well as students volun-
teering in the worship band. We are pleased to watch every
semester, college students hearing about Christ and receiving
him for the first time, restoring their relationship with him,
and taking a more prominent role in Christian leadership.
Your financial help will continue to help with the financial
offset of food, honorariums for qualified and pertinent speak-
ers and worship leaders, as well as the salary of the full time
campus missionary/pastor. Also, it is a reminding encourage-
ment to our volunteer servants who faithfully do the work of
the ministry relentlessly every year. Once again, your part-
nership in our ministry encourages our church, reaches the
entire world, and impacts eternity. Thank you.

The fall semester is kicking off at Frank Phillips but we have had students
with us since the middle of July! The volleyball team reports early so we
have the pleasure of meeting them and spending time with them as a team
before students arrive for the year. We had the opportunity to feed the
girls once a week at our place on Wednesday nights until their cafeteria
opened up in late August. The team had 3 workouts a day to prepare for
the season so we gave them a break one week and took the whole team to
Wonderland in Amarillo and to dinner as well. They had a blast! This
year, our Adopt a Student program is different in the fact that, Frank Phil-
lips approached me and asked to partner with us in making the program a
city wide effort. We approached different churches and civic organiza-
tions to help us adopt students, international students with priority, and
have them almost all adopted! We are waiting for a few more parent
forms to come in and only have about 7 students left to adopt. Last year,
it was a massive under-taking for just our church body, so we are excited
that we only have a few left. They will be adopted within the next week
or so. Our Crosspoint weekly bible study has begun as well and we had
20 students show up. I am teaching through “Thinking?” by Andy Stei-
ger. It asks and answers life’s five biggest questions. We started with
“What is the meaning of life?”. Each question will take two weeks and
each answer will be answered biblically. I am so excited about this fall
study. These are all questions college students begin to wrestle with and
many of them texted or messaged me afterward with comments or ques-
tions. I spend as much time as I can on the campus. The students and the
coaches are beginning to trust me. Students are calling me for help with
inspection stickers, relationship issues and asking if they can come to our
church. The coaches have had me come in and talk to teams about life
choices, success and what it means to be an adult. We look forward to
partnering with Frank Phillips this year and pray our relationship with the
staff and students grows as the years go by. There are about 10-15 college
kids coming to our Sunday morning gathering on a regular basis! Without
your support, none of this is possible. We are so grateful for you as an
association in the way you give and pray for this college ministry. God is
working at Frank Phillips and I believe we are only seeing the begin-
ning. Thank you for your continued support!
