1. INTRODUCTION
The University of Cambridge International Examinations (CIE), the Ministry of
Education (MOE), Singapore and Singapore Examinations and Assessment
Board (SEAB) are the joint examining authority for the examinations except for
Mother Tongue subjects and subjects examined in Mother Tongue, where
SEAB is the examining authority.
The Singapore-Cambridge General Certificate of Education [Normal
(Technical), Normal (Academic) and Ordinary Level] Examinations are
administered by SEAB.
You are advised to read the information contained herein carefully and to
comply with those applicable to the subjects you are sitting for.
By registering for the examination, you have to read, understand and agree
to comply with the examination instructions and regulations stipulated in
SEAB website: https://www.seab.gov.sg and in other exam documents
issued by SEAB; and accept the possible consequences in the event of a
breach of the regulations.
You may be issued with additional administrative or procedural documents or
instructions for the conduct of specific examinations (for example, written
papers, coursework, oral, and practical), which form part of the instructions &
regulations with any changes taking immediate effect unless stated.
You will be informed of the updates through your school. If you have any
queries or uncertainties, you should approach your school for clarification.
The national examination question papers are copyrighted. You are not
allowed to post online, publish or reproduce them in any other form without
permission from SEAB. SEAB shall take necessary actions, including penalties
against candidates if there are any copyright infringements.
No part of this document, whether image, text or otherwise, may be copied,
reproduced, published, adapted, modified, distributed, transmitted,
communicated and/or stored in any form or by any means without the prior
written permission of the SEAB.

2. REGISTRATION
You are required to register your choice of subjects with SEAB through your school.
School candidates must not register as private candidates. If you have
registered as a private candidate, your registration as a private candidate will
be invalidated and any paid examinations fees will be forfeited.
2.1 GCE N(T)-LEVEL EXAMINATION
You must be in one of the following courses to be eligible to sit for the GCE N(T)-

Course Academic Level
Subject Requirement(s)
N(T) Secondary 4 You must register for at least FIVE but not more than SEVEN subjects.
The compulsory subjects that you need to register for are: (a) English Language Syllabus T; (b) Mother Tongue Language
(Basic Chinese, Basic Malay or Basic Tamil);
(c) Mathematics Syllabus T; and (d) Computer Applications.
N(A) Secondary 4 You may register for Computer Applications (CPA), Elements of Business Studies (EBS) or any of the MOE-ITE Applied Subjects (MOE-ITE AS)1 at the N(T)-Level, provided you register for a minimum of FIVE distinct subjects (can be any combination of N(A)- and O-Level subjects).
However, your grades for CPA, EBS and MOE-ITE AS will not be considered in the computation of the ELMAB3 for promotion to Secondary 5 N(A), or for progression to post-secondary education via DPP2 or PFP3.

2 Direct-Entry-Scheme to Polytechnic Programme 3 Polytechnic Foundation Programme
2.2 GCE N(A)-LEVEL EXAMINATION
You must be in one of the following courses to be eligible to sit for the GCE N(A)-
Level Examination:

N(A) Secondary 4 You must register for at least FIVE (can be any combination of N(A)- and O-Level subjects) but not more than EIGHT subjects.
The compulsory subjects (either at N(A)- or O- Level) that you need to register for are: (a) English Language; (b) Mother Tongue Language
(Higher Chinese/ Chinese/ Chinese B, Higher Malay/ Malay/ Malay B or Higher Tamil/ Tamil/ Tamil B);
(c) Mathematics; (d) Science; and (e) A Humanities (with Social Studies) subject.
N(T) Secondary 4 You may register for N(A)-Level subjects in lieu of subjects at N(T)-Level, if you have received approval from your school.
You are not required to sit for the corresponding N(T)-Level subjects. However, if you wish to do so, you may register for the same subject at both the N(T)- and N(A)-Level, up to a maximum of TWO sets of subjects. This is not permitted for coursework-based subjects [e.g., N(T)-Level Design & Technology and N(A)-Level Design & Technology].
If you choose to offer the same subject at both the N(T)- and N(A)-Level, or for subjects with substantial content overlap [e.g., N(T)-Level Science and N(A)-Level Science (Chemistry/Physics)], they will be considered as separate subjects that count towards the seven-subject cap. Only ONE of the subjects can be used in the aggregate computation for progression.

2.3 GCE O-LEVEL EXAMINATION
You must be in one of the following courses to be eligible to sit for the GCE O-
Level Examination:

Express Secondary 4 You must register for at least SIX but not more than NINE subjects.
The compulsory subjects you need to register for are: (a) English Language; (b) Mother Tongue Language
(Higher Chinese/ Chinese/ Chinese B, Higher Malay/ Malay/ Malay B or Higher Tamil/ Tamil/ Tamil B);
(c) Mathematics; (d) Science; and (e) A Humanities (with Social Studies) subject.
If you wish to register for more than nine subjects, you must get prior approval from MOE through SEAB.
Integrated Programme
Secondary 4 You may register for up to THREE O-Level subjects from the following list: (a) English Language; (b) Mother Tongue Language
(Higher Chinese/Chinese/Chinese B, Higher Malay/Malay/Malay B or Higher Tamil/Tamil/Tamil B);
(c) Foreign Language; (d) Chinese (Special Programme)/Malay (Special Programme)/Arabic as a Third Language/Bahasa Indonesia as a Third Language; (e) Higher Art; or (f) Higher Music.

Secondary 5 You must register for at least FIVE but not more than EIGHT subjects.

(Chinese/Chinese B, Malay/Malay B or Tamil/Tamil B);
(c) Mathematics; and (d) A Humanities (with Social Studies) subject
O-Level subjects that were taken in Secondary 4 N(A) will count towards the total number of O-Level subjects that you register for this year.
For candidates offering Higher Mother Tongue Language: If you sat for O-Level Mother Tongue Language when you were in Secondary 4 N(A), you may register for O-Level Higher Mother Tongue Language with your school’s approval.
N(A) candidates who did not sit for the N(A)-Level Examination in Secondary 4N(A)
Secondary 5 You may register for at least SIX but not more than NINE subjects.
The compulsory subjects you need to register for (which can be taken over two sittings in Secondary 4 and Secondary 5) are: (a) English Language; (b) Mother Tongue Language
Chinese/Chinese B, Malay/Malay B or Tamil/Tamil B;
(c) Mathematics; and (d) A Humanities (with Social Studies) subject
O-Level subjects that were taken in Secondary 4 N(A) will count towards the total number of O-Level subjects that you register for this year.

N(A) course Secondary 4 You may register for O-Level subjects in lieu of N(A)-Level subjects, if you have received approval from your school. You are not required to sit for the corresponding N(A)-Level subjects but may do so if you wish to. However, this is not permitted for coursework-based subjects [e.g., N(A)-Level Design & Technology and O-Level Design & Technology]
If you choose to offer the same subject at both the N(A)- and O-Level [e.g., N(A)-Level Mathematics and O-Level Mathematics], or subjects with substantial content overlap [e.g., N(A)-Level Humanities (Social Studies/Geography) and O-Level Geography], they will be considered as separate subjects that count towards the eight-subject cap. Only ONE of the subjects can be used in the aggregate computation for promotion to Secondary 5N(A), to repeat Secondary 4N(A) or for progression to post-secondary education via DPP3 or PFP4.
You may also register for the following O-Level subjects:
Subjects which do not have an N(A) equivalent, e.g., Literature in Chinese, Music, Mother Tongue Language (Special Programme)
MOE Applied Subjects (e.g., Computing, Drama, Electronics, Exercise and Sports Science)
O-Level School-Initiated Electives (OSIEs) (e.g., Business Studies and Economics).
N(T) candidates from Subject-based Banding schools

You may offer O-Level subjects in lieu of subjects at N(T)-Level, if you have received approval from your school.
Secondary 3 candidates offering Higher Mother Tongue Language
You can only register for O-Level Mother Tongue Language (Chinese / Malay / Tamil)

2.4 REGISTRATION PERIOD
2.4.1 You must register through your school during the registration period
from 22 February to 7 March 2018.
2.4.2 You are not allowed to amend your registration entries after:
30 April 2018 for GCE N(T), N(A) and O-Level Mid-Year
Examinations;
30 June 2018 for GCE O-Level Examination;
2.4.3 If you have registered for the GCE O-Level Mother Tongue Language
(MTL) / Mother Tongue Syllabus B (MTLB) subjects for the Mid-Year
examinations, you may register to re-sit the MTL/MTB subjects for the
Year-End examinations.
2.4.3.1 You will be advised on the registration period by the school
after the release of the GCE O-Level Mid-Year MTL/MTL
Syllabus B Examination results in August 2018.
2.4.3.2 If you have sat the GCE O-Level Mid-Year MTL
Examination, you may register:
(a) to re-sit the written papers for GCE O-Level Year-End
MTL Examination; or
(b) for Year-End MTL Syllabus B if you obtain E8 or below
in the GCE O-Level Mid-Year MTL Examination
2.4.3.3 If you have sat for the Mid-Year MTL Syllabus B
Examination, you may re-sit for this subject during the Year-
End Examination after the mid-year MTL Syllabus B result
release.

2.5 EXAMINATION SUBJECTS
It is compulsory that you sit for all registered components of a subject;
such as Oral, Listening Comprehension, Coursework, Practical and
Written Papers.
‘Absent’ will be issued for the subject if you do not turn up for one or
more components, unless you have been granted prior exemption by
SEAB for this component(s).
2.5.1 You may refer to the list of subjects and incompatible subjects in the
GCE N(T)-Level, N(A)-Level and O-Level Examinations in the Annexes.
2.5.2 Details of the examination syllabuses can be found on the SEAB website
at https://www.seab.gov.sg.

2.6 CONFIRMATION OF REGISTRATION ENTRIES
2.6.1 You will receive a Registration Slip (RS) from your school teacher during
the registration period.
2.6.2 The Registration Slip (RS) will contain the following:
a) Your personal particulars;
b) Your exam subject/paper registered;
c) Details of the examination fees payable (if applicable).

Step 1. Check your RS carefully and verify your personal particulars and subject/paper indicated. Any amendments
should made on the RS clearly.
Step 2. Sign on your verified RS.
Step 3. Return your verified RS to your teacher, even if there is no amendment.
Step 4. You will receive a finalised RS as a confirmation of your successful submission of your examination entries. to
SEAB.

2.7 PAYMENT OF EXAMINATION FEES
2.7.1 The examination fees payable includes both the basic fee and subject fees. No
Goods and Services Tax (GST) is payable for the examination fees as this is
currently absorbed by the Ministry of Education.
2.7.2 The amount of examination fees payable is based on your citizenship status as of 7
March 2018.
2.7.3 The examination fees are waived for candidates who are Singapore Citizens as of 7
March 2018 i.e. the last day of examination registration.
2.7.4 No waiver of the examination fees will be accorded if the Singapore Citizenship is
obtained after 7 March 2018 (indicated as date of issue on the NRIC). Details of the
fees are shown on the registration slip.
2.7.5 Please approach your school if you require financial assistance.
2.7.6 Mode of Payment:
You may pay the examination fees via GIRO, cash or cheque. Details are below:

If you are currently paying your school/miscellaneous fees via MOE’s GIRO Scheme, the examination fees will be automatically deducted via GIRO
Please inform your teacher if you do not wish to pay your examination fees via GIRO. You should indicate your intent in the payment notification letter and return the letter to your teacher
Cash/ Cheque
If you have opted not to pay via GIRO, please pay examination fees by cash or cheque to the school

3. WITHDRAWAL FROM ENTIRE EXAMINATION AND REFUND
Your registration for the examinations will be deleted if you withdraw from school.
3.1 WITHDRAWAL FROM ENTIRE EXAMINATION
3.1.1 You can withdraw from the entire examination if your request is:
Approved by MOE, and
Submitted through your school before the start of the year-end written
examination.
If you withdraw from the examinations, you will NOT receive any results, result slips
or certificates for any subjects or components of subjects that you have taken.
If the examination results have already been released (for example, the mid-year
written examination results) to you, your results will be invalidated.
3.2 REFUND
3.2.1 You will be given a full refund of the examination fees (basic fee and subject fee) if
your school submits your withdrawal request to SEAB:
By 30 April 2018 for N(T)- and N(A)-Level examinations; and
By 30 June 2018 for O-Level examinations.
3.2.2 You will not receive a refund of your examination fees if:
your withdrawal request is made after the respective deadline, or
if you have sat for any components of the registered subject.

4. ACCESS ARRANGEMENTS
If you require access arrangements (AA) to sit for the examination due to specific learning and
physical needs diagnosed before the examination, you can apply following the instructions below.
AA are arrangements granted to enable you to sit for the examination without compromising
assessment objectives. AA are not intended to give you an unfair advantage over other
candidates in the same examination.
4.1 APPLICATION FOR ACCESS ARRANGEMENTS
If you wish to apply for AA, you should submit your application through your school
as early as possible and before the deadline in the examination year.
Applications typically require three to four months for review and late applications may
not be accepted or approved due to insufficient time for review.
Please consult your school teacher on the application procedure and the deadline for
the submission.
4.1.1 You will receive the outcomes of your AA application through your school.
4.1.2 You should bring along and present the approved AA outcomes to the examination
personnel before the start of the examination to indicate the AAs granted by SEAB.
4.1.3 If you wish to withdraw the AA granted, you are required to submit a letter of
withdrawal through the school at least five days before the date of exam. SEAB will
not re-instate the provision of the AA once they have been withdrawn.

4.2 ANNOTATION ON YOUR RESULT SLIP AND CERTIFICATE
4.2.1 Your results will be annotated for the following AA:
Extra time allowance (including preparation time for oral exam);
Exemption from satisfying the full range of assessment objectives in a subject
(e.g. exemption from oral, listening comprehension.);
Modification of examination papers;
Use of word processor facilities and other computer aids;
Use of Reader or Scribe/Writer/Amanuensis; and
Practical assistance in areas such as handling apparatus during practical
examination, using instruments or graph plotting.
4.2.2 There are two types of annotation symbols. The explanations for the symbols
(provided on the reverse side of the result slip and certificate) are as follows:
Exemption Symbol (#)
‘The candidate was exempted from satisfying the full range of assessment
objectives in this subject.’
Access Arrangement Symbol (+)
‘The candidate sat the paper under access arrangements’
4.2.3 Your results in the result slip and certificate will still be annotated if you do not submit
the letter of withdrawal through your school by the stipulated deadline, even if you
do not make use of the approved AA during the national examinations.
