Le Quest sales gallery opens for Phase 2 previewQingjian Realty has reopened the sales
gallery for Le Quest (above, left) in anti-
cipation of the sales launch of Phase 2
on May 19. Le Quest is a 516-unit,
mixed-use development in Bukit Ba-
tok and is the developer’s first mixed-
use development in Singapore.
Phase 1 was launched last August
and at least 287 units (56%) were sold
at an average price of $1,280 psf over
the first weekend of sales. The num-
ber exceeded the 200 units initially re-
leased. The developer has yet to decide
how many units will be put up for sale
this time and announce the price list.
When completed, the 99-year lease-
hold Le Quest will have five 12-sto-
rey residential blocks atop a four-sto-
rey podium, which will house about
100 F&B and retail shops, a childcare
centre and car parks. Qingjian Realty
is expected to announce its redevel-
opment plans for the former Shunfu
Ville, which it bought for $638 million
($747 psf per plot ratio [ppr]) in May
2016. The redevelopment could house
about 1,100 new units.
The Le Quest sales gallery is lo-

The three-storey, freehold shop-
house at 727 Havelock Road is going
for $7 million. It has a gross floor area
(GFA) of 3,767 sq ft on a land area of
1,574.8 sq ft. Under the 2014 Master
Plan, the first level is zoned for com-
mercial, with the upper floors zoned
for residential use. The site has a plot
ratio of 3.0. The owner can perform
alteration works to enhance the val-
ue of the property, subject to the au-
thorities’ approval, according to Sav-
ills, the exclusive marketing agent for
the development.
The four HDB shops are selling at
$3.5 million to $4 million each and
located on the ground floor of HDB
building blocks: Two adjoining units
are located at 65 Telok Blangah Drive, a
six-minute walk from the Telok Blangah
MRT station; and the other two ad-
joining units are located at 131 Jalan
Bukit Merah, in housing development
clusters of Kim Tian and Tiong Bah-
ru estates.
Each HDB shop unit has a floor
area of 1,442 to 1,787 sq ft, and are
on HDB leases with 57 to 59 years
left. The shops are located in estates
with access to an estimated 144,000
residents.
The expressions of interest will
close on June 12.
New Bridge Road shophouseon the market for $6 milA prime four-storey shophouse at 21
New Bridge Road has been put up for
sale by tender, says marketing agent
Colliers International. The 99-year
leasehold property has a guide price
of $6 million, excluding the premium
payable for lease renewal. The addi-
tional premium payable to top up the
lease, which started in December 1928,
is $5.64 million.
The shophouse is tenanted to a res-
taurant operator on a month-to-month
basis, and the property is approved for
F&B use until December 2019. It can
be sold with vacant possession and on
an “as is, where is” basis, says Col-
liers. The shophouse has a total floor
area of about 4,500 sq ft and occupies
a 1,443 sq ft site. The price works out
to $1,333 psf based on the total floor
area. It has an allowable building height
of up to 18.35m and is zoned for com-
mercial use with a plot ratio of 4.2 un-
der the 2014 Master Plan.
Shophouses are scarce and will con-
tinue to appeal to high-net-worth in-
dividuals, property funds and invest-
ment firms, says Steven Tan, director
of capital markets and investment ser-
vices at Colliers.
The property is flanked by a cof-
fee shop and a restaurant, and is lo-
cated opposite The Central mall. It is
served by the Clarke Quay MRT sta-
tion on the North-East Line as well as
Raffles Place interchange.
The tender will close on May 30.
Residential units up for bulk sale at 336 River Valley RoadTwenty-two residential apartments at
the freehold 336 River Valley Road are
open for bulk sale by tender, says mar-
keting agent Richmond Capital Invest-
ments. 336 River Valley is a 14-storey
residential and commercial develop-
ment on River Valley Road in prime
District 9 and is the former AA Centre.
The 22 units for sale are on the
seventh to 14th floors, and the total
strata area for sale is about 38,976 sq
ft. The guide price is from $2,200 to
$2,300 psf, or $86 million to $90 mil-
lion. “The owners have decided to
unite in the joint sale for the residen-
tial component in the development.
It is a rare opportunity for investors
to acquire a substantial shareholding
in terms of floor area in a prime free-
hold residential-cum-commercial as-
set,” says Stella Hoh, director at Rich-
mond Capital.
The units could be converted into
service apartments, subject to the au-
thorities’ approval. The development
has 28 residential units, and the re-
maining six units may be sold at a
later date, says Hoh. 336 River Valley
occupies a 33,757 sq ft site zoned for
residential use under the 2014 Mas-
ter Plan. It has a plot ratio of 2.8 and
a height restriction of 10 storeys. In
2013, the six floors in the commercial
block were sold to Far East Organiza-
tion for close to $62 million.
The development is served by the
Somerset MRT station, and is accessi-
ble via Killiney Road and Devonshire
Road. The tender will close on June 6.
En bloc sale of Kemaman Point for $144 milThe 89-unit Kemaman Point (above,
right), located off Balestier Road, has
been launched for collective sale, with
Knight Frank as the marketing agent.
The development occupies a 43,825
sq ft, freehold site zoned for residen-
tial use under the 2014 Master Plan,
with a plot ratio of 2.8. The site can
therefore be redeveloped into a new
project with 162 units, assuming an
average size of 70 sq m (753 sq ft), a
GFA of 122,710 sq ft.
The reserve price is $143.8 million,
or a land rate of $1,180 psf ppr, includ-
ing a $958,000 development charge.
The Balestier Road area has been
rejuvenated by the influx of new F&B
outlets and cafes and is a haven for
foodies. The new development will
also enjoy unobstructed views to-
wards Jalan Kemaman over the low-
rise landed houses. “There isn’t much
impending supply in the Balestier area
through land and collective sales,” says
Ian Loh, head of investment and cap-
ital markets at Knight Frank. “Thus,
new launches in the area are likely to
be sought after because of the limit-
ed supply as well as the lifestyle that
the area provides.”
The tender will close on June 12.
Ava Towers on the marketfor $248 milThe freehold Ava Towers off Balestier
Road in District 12 will launch a col-
lective sale on May 16, says marketing
agent ERA Realty. The condominium
has a reserve price of $248 million, or
a land rate of $1,374 psf ppr.
The 124-unit development occupies
a 64,471 sq ft site zoned for residential
use, with a gross plot ratio of 2.8 under
the 2014 Master Plan. The site can be
redeveloped up to a GFA of 180,519 sq
ft. Given the high development baseline,
there is no development charge paya-
ble for redevelopment up to this GPR.
But with the inclusion of an additional
10% bonus GFA for balconies, the land
rate would fall to $1,274 psf ppr after
a $5.03 million development charge.
The Land Transport Authority’s Traf-
fic Application Feasibility Study is not
required for this site, based on the pro-
posed redevelopment of at least 215
units averaging 70 sq m each.
The tender will close on July 2. —

Recent rental contracts for 800 to
1,000 sq ft units at Cote D’Azur

A one-bedroom, ground-floor
unit at the Cote D’Azur con-
dominium in District 15 is
on the market for $1.28 mil-
lion ($999 psf). The sell-
er is a foreigner who purchased the
unit for $1.65 million ($1,288 psf)
in 2013. He was residing in Singa-
pore until 2014 but has retired to his
home country. He is selling the unit
because he does not want to main-
tain an overseas property, says mar-
keting agent Julin Tan, senior asso-
ciate director at Orange Tee & Tie.
The one-bedroom unit has a floor
area of 1,281 sq ft and is currently
tenanted, with the lease expiring
at end-August. The monthly rent is
$3,000, which translates into an annu-
al rental yield of 2.81%, based on the
asking price. This year, recent rental
contracts at Cote D’Azur for units of
800 to 1,000 sq ft have ranged from
$2,200 to $3,600 a month.
So far this year, nine units have
changed hands at Cote D’Azur, at an
average price of $1,228 psf. When
the development was launched in
2002, units were sold at an average
price of $597 psf.

Unlike previous years, visitors to the
sales galleries of new condominium
launches this year have had to jostle
with a few thousand others and get in
line just to have a peek at the show-
flats. The hubbub and crowds have given rise
to a sense of euphoria at the sales galleries.
“Singaporeans must see a queue, then they
will join in,” says Anson Yap, vice-president
(project marketing) of ERA Realty. “We must
see other people buying before we buy.”
At a briefing for agents on May 7, Yap said:
“Foreigners are savvier and normally ahead of
the trend. The fact that they are returning to
the Singapore residential market and buying
luxury property means that they believe the
recovery of the housing market is real and they
see future price upside.”
In March and April, there was a string of
previews of projects in the city-fringe area and
suburbs. These projects saw more than 70%
of the units released sold on the launch week-
end (see Table 2).
Up, up and awayOn the weekend of May 5 and 6, at the launch
of Twin VEW, 442 units out of a total of 520
units in the development were sold, bringing
total sales to 85%. The average price of $1,399
psf achieved at the project set a new bench-
mark for West Coast Vale, as it was 21.7%
higher than the average price of $1,150 psf at
Parc Riviera next door when the project was
launched in November 2016.
The developer of Twin VEW, CSC Land Group,
paid $592 psf per plot ratio (ppr) for the site last
year. At the beginning of this year, City Devel-
opments (CDL) paid $800 psf ppr for the ad-
jacent 99-year leasehold site at a government
land tender. Based on CDL’s purchase price, the
new project is likely to be priced from $1,600
psf, says Alice Tan, head of research and con-
sultancy at Knight Frank Singapore. This will
be at least 14.4% higher than the average price
of $1,399 psf achieved at Twin VEW.
Last month saw the launch of Rivercove
Residences, a 628-unit executive condo. It is
the only EC project launched so far this year.
Close to 80% of the units were sold via ballot
on the first day of launch. At an average price
of $965 psf, it set a new benchmark price for
ECs. “People were almost crying when they
managed to get in to the ballot tent to buy a
unit,” recounts ERA’s Yap, who conducted the
ballot, which was said to have lasted eight-
hours on April 14.
The first launch of 2018 was that of New
Futura, a freehold luxury condo by CDL on
Leonie Hill Road in prime District 9. About
half of the 124 units in the twin-tower devel-
opment have been sold so far, at an average
price of $3,258 psf.
‘Benchmark prices’The weekend of May 12 and 13 will mark the
10th project launch this year: Amber 45. The
139-unit freehold development by UOL Group
is located on Amber Road in prime District 15.
At the preview weekend of Amber 45 on
April 28 and 29, more than 3,000 people turned
up at the sales gallery located opposite the Da-
kota MRT station. Unlike most of the projects
launched so far, Amber 45 does not have any
one-bedroom units. Unit sizes start from 614
sq ft for a two-bedroom unit, which is priced
from $1.45 million, while a three-bedroom unit
starts from about $2.5 million and a four-bed-
room unit, from $3 million. Indicative prices
are around $2,360 psf.
According to George Tan, executive direc-
tor of Savills Residential, one of the market-
ing agents for Amber 45, the project attracted
not just en bloc beneficiaries and affluent par-
ents buying for their children, but also many
residents from the landed housing estates of
Siglap and Kembangan in the east. “It’s a very
good profile of buyers,” he says. The project
is expected to set the benchmark for upcom-
ing launches in District 15.
“The new condo launches this year have set
benchmark prices,” says ERA’s Yap. He points
to the first significant mass-market launch this
year: the 861-unit The Tapestry at Tampines
by giant developer CDL. On the first week-
end of sales on March 24 and 25, 315 of 450
units released were sold at an average price
of $1,310 psf. This was a good 21.8% higher
than the average price of $1,075 psf achieved
at The Alps Residences when it was launched
in October 2016.
Likewise, Oxley Holdings’ The Verandah
Residences, which was launched at an aver-
age price of $1,800 psf, set a new benchmark
for the Pasir Panjang area. On the first week-
end of sales on April 7 and 8, the project saw
129 out of a total of 170 units snapped up.
Only 10 units are available for sale currently.
Phase Two of Park Place Residences, which
was launched on the same weekend as The
Verandah Residences, saw 149 out of 219 units
sold at an average price of $2,014 psf. The av-
erage price achieved in Phase Two is 11.8%
higher than the $1,800 psf achieved when the
first 210 units were launched in March last year.
Those units were sold out in a day.
Feeding pent-up demandGiven the buying frenzy, many are wondering
whether it is sustainable. While the residential
market is sentiment-driven, ERA’s Yap attrib-
utes the strong sales partly to pent-up demand
built up over the last 3½ years. He based this
on average new-home sales over the past dec-
ade, which was 12,000 units a year. In 2014
to 2016, however, the average number of new
homes sold was 7,000 to 8,000 units.
Last year, a total of 11,562 private new
homes (excluding ECs) were sold, accord-
ing to Prop Nex Realty. And, after 15 con-
secutive quarters of price declines, the URA
private property price index turned the cor-
ner in 3Q2017.

homes. “We think the increase is front-load-
ed, owing to the pent-up demand and buyers’
fear of losing out on good-value buys as prices
trend up,” says Tricia Song, Colliers Interna-
tional head of research for Singapore.
However, affordability is still key in to-
day’s market, notes Knight Frank’s Tan. In the
mass-market segment, that means prices of
one-bedroom units should be pegged below
$1 million, while those of three-bedroom units
should be less than $1.5 million. “I don’t see
an increase in appetite for higher absolute pric-
es in this segment,” she adds.
City-fringe prices — to catch up in coming quartersPrivate-home prices in the Rest of Central Re-
gion (RCR), or the city-fringe area, rose the
least in 1Q2018 (up 1.2% q-o-q) compared
with the prime districts in the Core Central Re-
gion (CCR) and the suburban areas of Outside
Central Region (OCR), where prices appreciat-
ed 5.5% and 5.6% respectively. Colliers’ Song
reckons the more measured pace of increase
in RCR in 1Q2018 could be due to the lack of
new launches at significantly higher prices.
That could change in the coming quar-
ters with more launches in RCR, such as Am-
ber 45 in District 15, Margaret Ville by MCL
Land in District 3 as well as Park Colonial
and The Woodleigh Residences in District
13. As these projects are also expected to set
benchmark prices in their respective locales,
“prices of homes in RCR will catch up with
those in OCR and CCR in the following quar-
ters”, adds Song.
Given greater competition among city-fringe
projects in the coming quarters, developers will
be working hard to differentiate their projects,
with some banking on “emotional appeal”, says
Knight Frank’s Tan. She foresees “a mixed bag”
in terms of the performance of new launches
over the next three quarters.
Tugging at heartstringsERA Realty’s briefing of its agents on the up-
coming project, Affinity at Serangoon, offers
a glimpse of how developers such as Oxley
Holdings are differentiating themselves from
the rest of the pack.
Beyond the usual marketing paraphernalia,
the consortium led by Oxley Holdings has even
produced a food guide in collaboration with
K F Seetoh, founder of Makansutra, which
features his 50 favourite eateries located
within a 3km radius of Affinity at Seran-
goon. They include Ah Seng Braised Duck
Rice, Pow Sing Restaurant as well as the fa-
mous Ah Hock Fried Hokkien Noodles and
Swee Heng Wonton Mee at Chomp Chomp
Food Centre.
There is even a four-minute filmlet designed
to tug at the heartstrings, not just the purse
strings. “The film represents all of you — chil-
dren and parents — and sends the message
across on why this property is called Affinity
at Serangoon,” says Eugene Lim, Oxley Hold-
ings’ director of marketing and sales, in his
address to the agents at the briefing. “When
we showed it to the other marketing agents,
we saw tears in their eyes and a lot of people
taking out tissue paper at the end of the film-
let. We hope this will be very meaningful to
you and your buyers too.”
The 1,052-unit Affinity at Serangoon is a
redevelopment of the former Serangoon Ville
privatised HUDC estate by Oxley Holdings and
its partners — SLB Development, KSH Hold-
ings and Apricot Capital, a private invest-
ment arm of the Teo family of Super Group.
Upward revisionWith this year’s new launches achieving
benchmark prices for their neighbourhoods,
Colliers’ Song has adjusted her forecast for a
price increase in private-home prices to 8%
(from 5% before April). This implies another
4% rise in the next three quarters, which is
a more gradual increase for the rest of 2018.
She attributes this to “an unexpected gush of
new launches in the next few quarters, an ex-
pected rise in mortgage rates and heightened
volatility in the world economy”.
Meanwhile, Knight Frank’s Tan has revised
her forecast of a 7% y-o-y increase in private
residential prices to 10% by 4Q2018 on the
back of stronger new home sales this year.
It looks like developers will continue to
draw in the crowds for many more weekend
launches to come.

A four-bedroom unit on the 27th floor of The Tate Residences has posted the greatest loss for condo-
miniums and apartments so far this year, accord-
ing to URA caveats. It is also an all-time record
loss of $3.3 million (29%) for units transacted at
the condo.
The 3,229 sq ft unit changed hands for $8 million ($2,477
psf) on April 25. This translates into a 3% annualised loss for
the owner over a holding period of 10.7 years.
The seller had purchased the unit in August 2007 for $11.3
million ($3,500 psf) when the development was still under
construction.
According to Dominic Lee, head of the luxury team at
Prop Nex Realty, “the unit has one of the most interesting lay-
outs in the condo”.
In 2007, the luxury property market was experiencing a bull
run, and many who purchased properties at that time “are cur-
rently still underwater”, notes Lee. He sees the recent transac-
tion at The Tate Residences “as a one-off deal”.
This latest transaction is the second at The Tate Residences
in 2018. The first was in February, when a 3,240 sq ft, four-bed-
room unit was also sold for $8 million, or $2,469 psf. The sell-
er, however, made a profit of $436,680 (6%), having bought
it in September 2006 for $7.56 million ($2,334 psf). This unit
is situated on the 30th floor — just three floors above the unit
that sustained the loss.
There have been 17 unprofitable and 59 profitable trans-
actions so far at The Tate Residences, based on transactions
culled from URA caveats as at May 8.
The second-largest loss of $2.1 million (24%) at the free-
hold condo was incurred in 2017. A 3,208 sq ft, four-bedroom
unit on the eighth floor that was bought in November 2009
for $8.6 million ($2,681 psf) changed hands for $6.5 million
($2,026 psf) last September.
The Tate Residences, located on Claymore Road in Dis-
trict 9, was developed by Hong Leong Holdings and complet-
ed in 2011. It comprises a total of 85 units in two 36-storey
towers that sit on a 71,978 sq ft freehold site. It is less than a
three-minute drive to Orchard Road, and a 10-minute drive
to the CBD.
At Ardmore Park, a 330-unit freehold development near
The Tate Residences, all three transactions for the year have
been profitable, with gains averaging $2.74 million (56%). A
2,885 sq ft unit was sold in February for a $4.65 million profit
(124%). At The Claymore, units changed hands at more than
$2,500 psf. A 2,680 sq ft unit was sold for $6.8 million ($2,537
psf) in September 2017.
Meanwhile, also in District 9, a 2,820 sq ft unit at Cairn-hill Plaza recorded a $2.45 million profit (114%), making it
the most profitable transaction for the week of April 24 to
May 1, according to caveats lodged. The four-bedder was sold
at $4.6 million ($1,631 psf). The seller purchased the sev-
enth-floor unit in March 2006 for $2.15 million ($762 psf).
This translates into an annualised profit of 6% over a 12-
year holding period. All four transactions last year at Cairn-
hill Plaza were profitable.
Cairnhill Plaza is a freehold development by UOL Group
that was completed in 1978. The 30-storey condo comprises
a mix of two-, three- and four-bedroom units of 2,292, 2,819
and 3,303 sq ft, respectively. It is located about 400m from the
Orchard Road shopping belt.

Developers of residential projects in the
Alexandra neighbourhood in District
3 have been reaping benefits from the
property market upcycle.
Transactions have been picking
up at The Crest, a 99-year leasehold develop-
ment on Prince Charles Crescent, off Alexan-
dra Road. The 469-unit condominium in Dis-
trict 3 was completed in late 2017 and, so far,
267 units, or 57% of the project, have been
sold, according to caveats lodged. The project
was jointly developed by Wing Tai Holdings,
Metro Australia Holdings and Maxdin, a unit
of UE E&C, and designed by renowned Japa-
nese architect Toyo Ito.
Sales have been strong this year. In just the
first four months of 2018, a total of 51 units
were sold, compared with 73 units in 2017 and
52 units the previous year.
Selling prices have gone up 8.4% to an
average of $1,947 psf in the first four months
of this year compared with $1,796 psf in the
first three months of launch from July to Sep-
tember 2014, according to caveats lodged.
To entice buyers, The Crest rolled out a
deferred payment scheme for the three- and
four-bedroom units last September. Buyers opt-
ing for these units need only pay a 1% book-
ing fee upon signing the option to purchase.
They have to exercise the option to purchase
and pay another 4% as well as buyer’s stamp
duty a fortnight later, according to marketing
agents. Another 5% will be payable a year later,
and the remainder is due only two years later.
Within a month of signing the option to pur-
chase, the buyers of these units can choose to
either move in or lease out the unit.
The developer has also upgraded the fittings
in two of the the four, 5-storey villa blocks,
including using Miele kitchen appliances and
installing high-end Bang & Olufsen television
sets in the living rooms. The buyers of units
in the villa blocks are offered another deferred
payment scheme.
The efforts have paid off. Of the 51 units sold in
the first four months of 2018, 11 were villa units,
at prices ranging from $2,015 to $2,190 psf. The
highest psf price achieved for all unit types was
for a 1,604 sq ft, four-bedroom villa unit on the
second storey of one of the villa blocks. At $3.5
million, this was also the second-highest price
fetched in the development so far.
In the vicinity is the 400-unit leasehold
Artra on Alexandra View, which will be linked
to the Redhill MRT station when completed.
The mixed-use 99-year development, a joint
venture between two listed Hong Kong devel-
opers — Far East Consortium International
and New World Development Co — has seen
sustained demand.
As the inventory of unsold units in neigh-
bouring projects dried up, the developers of
Artra and The Crest started to adjust their sell-
ing prices as well. Average psf price at Artra
rose 4.8%, from $1,728 in February to $1,810
in March. In April, the average psf price edged
up slightly to $1,837.
Since the project’s launch in April last year,
prices have risen 11.3%, from $1,650 to $1,837
psf, over the past 12 months. The highest av-
erage psf price was achieved on April 7, when
a buyer purchased a two-bedroom unit on the
38th floor for $1.7 million ($2,093 psf).
So far, Artra is 70% sold, according to
George Tan, executive director of Savills Resi-
dential, which is jointly marketing the project
with Knight Frank and PropNex Realty. There
are a wide range of unit types at Artra, from
two-bedroom units of 786 sq ft to five-bed-
room apartments of 2,583 sq ft.
The residential blocks sit on top of a com-
mercial podium that will have a Fairprice Fin-
est supermarket, a childcare centre and 16 re-
tail shops.
According to Savills’ Tan, the majority of
homebuyers at Artra are locals, with a good
mix of investors and owner-occupiers. He at-
tributes the strong sales to the positive mar-
ket sentiment. “People feel that if they don’t
buy now, prices may go up further,” he says.
