professional knowledge and belief, I meet the definition of Environmental Professional

on education, training and experience to assess a property of the nature, history and

INTRODUCTION

Responding to the request by the Arlington School District No. 16 (District), Brent Planning

Solutions, LLC presents this Phase 1 - Environmental Site Assessment (Assessment) for the

subject site, at 12528 and 12616 Jim Creek Road, Arlington, east of SR-530 (within the

northeast quarter of Section 29, Township 32 North, Range 6 East, W.M.), in Arlington,

Washington (see Figure 1 – Vicinity/Parcel Map), referred to as the Trafton site. This site is

in unincorporated Snohomish County and consists of two tax parcels, which total

approximately 6.19 acres. The site map has been compiled from the Snohomish County tax

parcel map for the area (Figure 1) and is also depicted on an aerial photograph (see Figure 2

– Aerial/Parcel Map). The subject site is an odd shaped aggregation of two parcels (6+

acres), with more than 800 feet of frontage on the southeast and south sides (the inside curve)

of a sharp bend in Jim Creek Road NE. The property is described in this report as the

“subject site” or “subject property.”

The District is preparing a property management evaluation of the Trafton site and has

requested this Phase 1 – Environmental Assessment. A 2001 Asbestos Survey was previously

prepared for the Trafton site and provided for review. Public records for land use/building

permit applications, Assessor records, title information, and environmental records were also

reviewed. The information stated in this analysis was based on the currently available

information, site inspection, and environmental records, and could change in the future.

This Environmental Site Assessment evaluates the environmental liability associated with the

subject site in accordance with the EPA’s AAI rule (based on reasonably available

documentation within the limits of budget, schedule and other project-specific limitations).

The purpose of this Phase 1 – Environmental Assessment is to research and assess any

Recognized Environmental Conditions (RECs) at the subject site, which may pose an

environmental risk/potential liability to the owner of the property. Any RECs will be

documented and discussed within the Findings & Results section of this report. The

Environmental Professional will also provide a professional opinion in this report regarding

any discovered RECs. Additionally, if data gaps were identified, they are described within

the Findings & Results section of this report.

The purpose of this investigation is to establish the potential risk of hazardous waste

contamination on the subject site in anticipation of the District’s preparation of a property

management evaluation of the Trafton site. Since the passage of the federal “Superfund” law

or CERCLA (Comprehensive Environmental Response Compensation and Liability Act of

1980), which attaches liability to a property owner for clean-up of a contaminated site

(regardless of whether that owner was responsible for the contamination), the concern

regarding potential environmental contamination by owners and purchasers of property has

grown. While there has been no legislatively defined level of investigation that constitutes

“due diligence”, whether from the Congress, US EPA or state agencies, there has been

continuing expansion of legislation to encompass potentially responsible parties. Examples of

such legislation include SARA, RCRA, and MTCA as described in the following: SARA -

1986 Superfund Amendments and Reauthorization Act broadened the definition of who

would be financially responsible for the clean-up of hazardous material to include all owners

of contaminated property, regardless of the circumstances of their ownership; both the Federal

Resource Conservation and Recovery Act (RCRA), and the Hazardous Waste Cleanup –

Model Toxics Control Act (MTCA) Chapter 70.105D of the Revised Code of Washington,

attach liability for contaminated site clean-up.

SITE


The key defense of liability assessment has been through the performance of a “due

diligence” evaluation of the property on the part of the “innocent purchaser.” In other words,

the purchaser did not know, and had no reason to know or suspect, that the property contained

hazardous materials. The purchaser’s knowledge of contamination potential is based on a

thorough search of available information, appropriate inquiries about previous ownership and

assessment of prior property use. Initiated by the owner, the purchaser, or performed as a

joint effort, an Environmental Site Assessment is recognized as the instrument to provide a

due diligence level search.

Environmental Site Assessments are typically conducted in three phases. Phase I is

conducted in general accordance with the American Society of Testing and Materials (ASTM)

Standard Practice for Assessments. Phase I Environmental Site Assessment Process (ASTM

Designation: E1527-13) contains a review of federal and State databases tracking past land

use activities, City and County records (such as the Snohomish County Assessor’s and

County Health District records) and interviews with the owner(s), local residents, etc. A site

walkover is also included in Phase I to identify hydrology, potential areas of fill or

excavation, unusual or stressed vegetation and any obvious signs of contamination. Phase I

assessments do not typically include subsurface investigations or laboratory analysis. The

new standards for Assessments became effective in December 2013. This report addresses

those industry standards. The scope of work is limited solely to the ASTM E1527-13

standard. There are non-scope considerations that are excluded. This report shall include the

Environmental Professional’s opinion(s) of the impact on the property of conditions identified

in the Findings & Results section. The logic and reasoning used by the Environmental

Professional in evaluating information collected during the course of the investigation related

to such conditions shall be discussed.

In response to discovery, if any, of potential hazardous waste contamination found during a

Phase I investigation, a Phase II assessment may be required. Laboratory analysis and long-

term monitoring of surface and subsurface soil, air and water quality may be included in a

Phase II process.

A Phase III investigation is initiated in response to inconsistencies found in Phase II and

involves much more extensive analysis of surface and subsurface soils. A Phase III

assessment may include development of a Remedial Action Plan directing removal of the

hazardous waste including excavation and disposal of soil.


METHODOLOGY

This Environmental Site Assessment was prepared in general accordance with the ASTM

Standard Practice for Assessments, Phase I - Environmental Site Assessment Process (ASTM

Designation: E1527-13). The new standards became effective November 2013. This report

meets or exceeds industry standards.

According to Section 9601(35)(b) of CERCLA, when attaching cleanup liability, the court

shall take into account the “…likely presence of contamination at the property and the ability

to detect such contamination by appropriate inspection.” The MTCA similarly states that any

court shall take into account “...commonly known or reasonably ascertainable information

about the property, the obviousness of the presence or likely presence of contamination at the

property, and the ability to detect such contamination by appropriate inspection....” The

accepted methodology to accomplish this is the site walkover. The walkover verifies the

surrounding land uses, topography, surface water flow patterns, and contains a visual

inspection for unusual stains, odors, vegetation patterns, oily sheen or atypical color of

surface water and potential contamination by noting signs of illegal dumping, filling or other

disturbance. Limited surficial soil examinations may be conducted to detect changes in soil

color or texture. Photos taken during the site walkover by Brent Planning Solutions

Environmental Professional are included within this Phase 1 – Environmental Assessment

(see Appendix A – Site Photos).

For assessments, there are significant resources available for review to evaluate a site’s

potential for environmental concerns. Employing “good commercial” or “customary

practices,” the following sources of information were reviewed for this Phase 1 investigation

(see Appendix B – EDR Radius Report, April 21, 2015). The customary search distance, by

industry standards, is a maximum of one mile. The individual customary distances are noted

in the following database details.

Environmental Protection Agency Databases (Federal)

CERCLIS (Comprehensive Environmental Response Compensation and Liability

Information System) The CERCLIS database contains identified hazardous sites or

potentially hazardous sites proposed or being screened for the NPL. (Customarily

searched to 0.50 mile.)

FEDERAL FACILITY (Federal Facility Site Information Listing) (Federal CERCLIS

List) A listing of NPL and Base Realignment and Closure (BRAC) sites found in the

CERCLIS database where EPA’s Federal Facilities Restoration and Reuse Office is

involved in cleanup activities. (Customarily searched to 1.0 mile.)

CERCLIS-NFRAP (Comprehensive Environmental Response Compensation and

Liability Information System No Further Remedial Action Planned) Archived sites that


have been removed and archived from the inventory of CERCLIS sites. Archived status

indicates assessment has been completed and believed to have/require no further remedial

action planned for the site. (Customarily searched to 0.50 mile.)

CORRACTS (Corrective Action Report) The CORRACTS database contains a list of

RCRA facilities that are undergoing corrective action activity. (Customarily searched to

1.0 mile.)

ERNS (Emergency Response Notification System) ERNS records and stores information

of reported releases of oil and hazardous substances. (Customarily search of Target

Property Only.)

NPL (National Priority List - Superfund) The NPL database (a subset of CERCLIS) and

contains uncontrolled or abandoned hazardous waste sites identified for priority cleanup

remedial actions under the Superfund program. (Customarily searched to 1.0 mile.)

Proposed NPL (Proposed National Priority List) The PNPL database contains

uncontrolled or abandoned hazardous waste sites proposed for listing to the NPL priority

remedial actions under the Superfund program. Sites are awaiting processing, public

comments/responses from EPA (Customarily searched to 1.0 mile.)

NPL LIENS (National Priority List Liens – Superfund Liens) The NPL Liens database

contains EPA filed liens against real property in order to recover remedial action

expenditures or when property owner received notification of potential liability.

(Customarily search of Target Property Only.)

DELISTED NPL (Delisted National Priority List) The National Oil and Hazardous

Substances Pollution Contingency Plan (NCP) established criteria used by the USEPA to

delete sites from the NPL when no further response is appropriate.. (Customarily


RCRIS-TSDF (Resource Conservation and Recovery Act Sites - Treatment, Storage

and/or Disposal) This is an EPA compilation of facilities which report generation,

storage, transportation, treatment and/or disposal of hazardous waste, containing selective

information. (Customarily searched to 0.50 mile.)

RCRA-LQG (Resource Conservation and Recovery Act – Hazardous Waste - Large

Quantity Generators) This program identifies and tracks hazardous waste from the point

of generation to the point of disposal. Large Generators are facilities that generate over

1,000 kg/month of non-acutely hazardous waste or 1 kg/month of acutely hazardous

waste. (Customarily searched to 0.25 mile.)

RCRA-SQG (Resource Conservation and Recovery Act – Hazardous Waste - Small

Quantity Generators) This program identifies and tracks hazardous waste from the point

of generation to the point of disposal. Small Generators are facilities that generate

between 100 kg and 1,000 kg of hazardous waste per month. (Customarily searched to

0.25 mile.)

RCRA-CESQG (Resource Conservation and Recovery Act – Hazardous Waste -

Conditionally Exempt Small Quantity Generators) This program identifies and tracks

hazardous waste from the point of generation to the point of disposal. Conditionally

exempt small quantity generators are facilities that generate less than 100 kg of hazardous


waste or less than 1 kg of acutely hazardous waste per month. (Customarily searched to

0.25 mile.)

US ENG CNTRLS (US Engineering Controls Sites List) A listing of sites with

engineering controls in place (including various forms of caps, building foundations,

liners, and treatment methods to create pathway elimination for regulated substances to

enter environmental media or effect human health. (Customarily searched to 0.50 mile.)

US INST CNTRLS (US Sites with Institutional Controls) A listing of sites with

institutional controls in place (including administrative measures and post remediation

care requirements; generally deed restrictions are required). (Customarily searched to

0.50 mile.)

FEMA UST (Federal Emergency Management Agency Underground Storage Tank

Listing) FEMA owned underground storage tanks. (Customarily searched to 0.25 mile.)

Washington State Department of Ecology and Tribal Databases

BROWNFIELDS (Brownfields Site Listing) Brownfields from CSCS Listing;

Brownfields are abandoned, idle or underused commercial or industrial properties, where

State hazardous waste site records and is the State’s equivalent to the CERCLIS. These

for cleanup using State funds (State equivalent of the Superfund) are identified along with

sites where cleanup will be paid for by potentially responsible parties. (Customarily


HSL (Hazardous Site List) (State and Tribal Lists) This database is a subset of the

CSCSL Report; it includes sites which have been assessed and ranked using the

Washington Ranking Method (WARM). (Customarily searched to 1.0 mile.)

INST CONTROL (Institutional Control Site List) (State and Tribal Lists) This database

lists State and Tribal institutional control / engineering control registries. (Customarily

Property Information

Location and Legal Description of the Site

The subject site is located at 12528 and 12616 Jim Creek Road, Arlington, east of SR-530

(within the northeast quarter of Section 29, Township 32 North, Range 6 East, W.M.), in

Arlington, Washington (see Figure 1 – Vicinity/Parcel Map), and is referred to as the Trafton

site. This site is in unincorporated Snohomish County and consists of two tax parcels, which

total approximately 6.19 acres, as detailed below and depicted in Appendix A – Site Photos.

The site map has been compiled from the Snohomish County tax parcel map for the area

(Figure 1) and is depicted on an aerial photograph (see Figure 2 – Aerial/Parcel Map). The

subject site is an odd shaped aggregation of two parcels (6+ acres), with more than 800 feet of

frontage on the southeast and south sides (the inside curve) of a sharp bend in Jim Creek Road

NE. The legal description of the site is included as Appendix B – Legal Description. The

site is accessed via driveways from Jim Creek Road (see Figure 2 – Aerial Photograph of

Site). The site is bordered to the west by SR-530/Jim Creek roadways and Jim Creek Road

wraps the subject site from the west to become the northern boundary of the site, too. The

parcels to the east are undeveloped and single-family, as are parcels along the south. Areas to

the west include agricultural lands and the subject site is within a Snohomish County

“Designated Farmland Notification Area” (property within 1,300 feet of Ag-land).

The northern parcel contains the historic Trafton Elementary School building (c. 1912) and

the southern parcel contains the Caretaker Residence (c. 1930), which was acquired by the

District in 1995. The northern parcel has had the distinction of being an area landmark with

the original Trafton School built on the site in 1888 and replaced with the existing building

after a fire destroyed the previous school building.

Chicago Title Company prepared Property History Report Guarantee for the subject site.

Generally, records for all exceptions, easements, covenants, reservation, restrictions, right-of-

ways, assessments, latecomer’s agreements, access limitations, and other encumbrances are

disclosed in this report. The reports provided insight into the ownerships, history, usage and

easements, which is documented within this assessment. Review of these available materials


provided significant information to glean the history of ownership and uses/development of

the subject site. This information matched the historic reports and information provided for

the subject site.

The ownership history of the site has been stable and consistent with the records of the

Snohomish County Assessor’s office, information presented and agency research. The

historic Trafton school building, single-family residence, accessory structures and

undeveloped/vacant land were consistent throughout the property records. A point of interest

is that the historic use of this site as the location of Trafton Elementary School dates to 1888;

however, the property was transferred by deed first in 1892. This is not believed to be of any

environmental consequence nor a data gap.

History of Ownership, Property Records and Site Use

The site usage and ownership history was reviewed from the available sources [Title/Property

Documents, Snohomish County Assessor Records, historic archives, utility records,

owner(s)/neighbor(s), previous environmental reports, etc.]. The subject site encompasses

two tax parcels. The following detailed table presents a summation of the records.

The history of the site (uses and ownership) has been stable and consistent with the records of

the Snohomish County Assessor’s office, property reports, information presented in

interviews, and agency research. The school and single-family residence, accessory structures

and undeveloped/vacant nature of the balance of the subject site were consistent in all

property records. The information supported the history of the subject site as Trafton School

and a single-family residence.

The elementary school was closed in 2010, after being noted as the longest continually

operating small school in Washington; having opened in 1888, before Washington became a

state. The Caretaker Residence (c. 1930) was acquired by the District in 1995.

City Directories

The historic and current city directories for the subject area/site were reviewed. The

properties are not mapped within the directory; therefore, other sources were utilized to

provide historic address data.

Sanborn Map Report

The subject site area is certified as Unmapped Property after a search of the complete

holdings of the Sanborn Library, LLC collection and fire insurance maps covering the subject

site were not located.

Review of Historic Information (Maps, Plans, Designations)

The topographic map for 1911 (Mt. Vernon, Washington, Series) encompassed the subject

site and shows this regional area was rural and with only scattered settlers along SR-530 and

the existing Great Northern Railroad line to the west of SR-530. Overall the general area of

the subject site was very rural in nature, contained some logging roads in 1911 and settlers

began appearing. The Trafton School was already in operation at the site by this time. A

1943 (Marysville) topographic map showed limited new rural development, as did the 1956

(Arlington-East) map. In 1968, the Arlington-East map has an increase in rural residential

development within the area, but not a significant change within the immediate area and those

to the extended east, west and north. There records are born out in a review of the available

aerial maps. The Trafton School and garage show on the earliest (1941) aerial, as does the

residential house and garage. The roadways progress with few changes in this area over the

course of decades. By 1954 there is obviously more agricultural clearing in the extended area,

but the subject site first changes notably in 1958 with the new perimeter driveway

surrounding the southern field. The driveway is gone in the 1968 aerial. The offsite pond

(southwest) first appears in 1990 and the Pump House on the southern lot became visible in

2006. The onsite Utility Pad area abutting Jim Creek Road is visible in the 2007 aerial, along

with the Pump House and seismographer equipment.


Aerial Photographs

Review of historic aerial photographs for the years 1941, 1948, 1954, 1968, 1979, 1981, 1990,

2005, 2006, 2007, 2009, 2011, 2015 and 2015 was conducted and is a part of the

environmental record of this site.

Historical Maps

EDR provided a Historical Topographic Map Report, which included maps for the years of

1911, 1943, 1956, and 1968.

Historical Site Plan

The records of the Snohomish County Assessor included historic Folio Sheets. These sheets

may provide insight not readily located elsewhere as the Assessor would take the Field Book

from the County offices, out into the field, and record observations and personal notes

regarding changes in the area or site. It was within a record from a folio sheet that a site

layout plan was located for use during the Boundary Line Adjustment (BLA) conducted just

after the District acquired the Caretaker House parcel (noted as changing from 1-013 to 1-035

on Figure 3 – Historic Site Layout.

Historical Use/Designations

It is customary that an assessment reviews historic information as it may apply to

environmental conditions at the subject site. This research has been expanded slightly beyond

the customary extent due to the nature of this site (historical designations) and length of

history (pre-statehood). Contact/research of databases with Snohomish County and the State

Department of Archeological and Historic Preservation (DAHP) did describe the Trafton

Elementary School in detail. Both the school and house are on the DAHP database of historic

properties. Trafton Elementary School, the “charming two story wood frame structure”, is on

the National Register of Historic Places and the Washington Heritage Register.

Records indicate the Trafton School Building is a two-story white schoolhouse with a gray

roof crowned by a cupula on the roof with approximately 2,528 SF. The site was previously

used as an elementary school and the school was closed by the District in 2010. The building

had been used by the Oso Community Chapel from 2011 to 2014 when the lease was

terminated. The site has been a focal point of the Trafton community northeast of Arlington

proper, and has previously been the site of the annual Trafton Fair.

The Trafton School building is over 102 years old. The existing building was constructed in

1912-13 after a fire destroyed the previous building and has been on the historic registers

since 2006. The Trafton Caretaker Residence was built in 1930. Both sites have frontage off

of SR-530, but no direct driveways except off of Jim Creek Road. The area is developed

consistent with the rural designation with residential development on large acre lots. Trafton

is a small unincorporated community located within Snohomish County, Washington. Much

of the area’s community identity is derived from the area features which include this property

(Trafton School). The Trafton Community Center operated at the site for a brief time after the

school closed and now bases out of Oso. This community identifies as residents of Arlington.

In a 2010 Snohomish County land use action, it was described in the Hearing Examiner

Decision that:

The school building is a historic site and the oldest existing school building in the state of

Washington. The Washington Department of Archaeology and Historic Preservation

have acknowledged that nothing in the proposed development activities will have a

deleterious impact on the historical building … The site should be displayed rather than

masked by the landscape buffer.

The DAHP’s online research/database system contained an Historic Property Inventory

Report for the school parcel. That information is provided in the following.

Listing for the National Register of Historic Places: The Trafton School building, like its

twin in Oso, is a plain, two story, rectangular frame structure. A bell cupola with bell rises

from the center of a hip roof. The grand doric columned porch supports a second story

balcony. The windows are notable with the first and second story grouped over the other and

the first story windows with a semi-circular cap. The addition of a fire escape in the front

mars the façade but could be easily removed.

Description of Physical Appearance: Trafton School is a major landmark and significant as

a historic school still in use and avidly supported by the community. The school serves

kindergarten through fifth grade and is thought to be the oldest continuously operating school

in the state.

A plaque ceremony was held at Trafton in early 2009 for placement on the State Historic

Register and National Register of Historic Places. The District closed the school in 2011 for

budget reasons.

Utilities Review

Located within unincorporated Snohomish County, the immediate vicinity of the site is

single-family rural residential, undeveloped parcels and agricultural uses. The area is not

within an Urban Growth Area, and is actually located within 1,300 feet of agriculturally

designated lands, requiring notification to properties that “Agriculture is practiced in this area

(30.32B SCC).” Utilities are described in the following.

Water and Sewer

The subject site area is historically served by private water wells, some small community

water systems and the area is within the Public Utility District #1 of Snohomish County Water

Service Area (without any plan for water service in the projected future). As reported by

public records, including from the Snohomish Health District, the subject site has both septic

systems and water wells. The northern parcel (#1-034) has a septic system with a gravity

drainfield, installed in 1988. In 1998 a water well was decommissioned on this parcel. The

1988 Application for Onsite Sewage Disposal Permit noted a new water system and

installation of vehicle barriers. The southern parcel (#1-035) has a 1995 Onsite Sewage

Disposal System Plan (As-Built), which also noted “public water” (Trafton Elementary). The

Pump House is still located on the southern parcel (see Appendix A – Site Photos). The 2010

CUP still described the water well serving the Trafton School.

There is no public sewer service within the area of the site.


Electricity

Electricity is provided to this area by the Public Utility District No. 1 of Snohomish County

(P.U.D.). Overhead power lines run along Jim Creek Road and SR-530. There is a utility pad

area on the southern parcel along the frontage of Jim Creek Road. Various types of utility

equipment are located on this pad; including PUD transformers and Verizon FIOS equipment

box. The transformer equipment is of new manufacture and reported as non-PCB containing

ground transformers. Transformers are located on the power poles along Jim Creek Road and

may be of older manufacture. The P.U.D. routinely tests their transformers for PCB content

and inspection is conducted for leaking equipment. No area transformers are known to be

leaking and no reports of any past contamination. Any PCB-containing transformers are the

equipment of PUD and ultimately they are responsible for any clean-up to State Department

of Ecology standards in the event of PCB contamination. Those transformers of newer

manufacture are considered PCB-free. Area transformers pose minimal risk of environmental

threat to the subject site.

Natural Gas

Is not provided to the subject area.

General Site and Area Research

The purpose of this investigation is to establish the potential risk of hazardous waste

contamination at the subject site, for evaluation by the owner, Arlington School District

(District). The District is preparing a property management evaluation of the subject site.

For assessments, there are significant resources available for review to evaluate a site’s

potential for environmental concerns. The Methodology section of this report detailed the

sources of information reviewed for this Phase 1 investigation (for full results see Appendix B

– EDR Radius Report). In addition to those environmental records, a 2001 Asbestos

Management Plan was prepared for the subject site. Those reports were reviewed and were

substantially confirmed as compatible with the findings of Brent Planning Solutions’ research

and investigations.

The subject site’s environmental history has been documented by agency research, prior

environmental studies and personal contacts. Significant environmental concerns were not

uncovered with area provider research. Local agencies and emergency service providers did

not relate any environmental problems or concerns specific to the site or abutting parcels.

Federal and State databases offer a better view of area activity and environmental concerns as

there is significant documentation required and a searchable database for most agencies.

Specific data was located within the EDR background research and is detailed within this

assessment. The property owner did not have any area of concerns regarding the nearby

properties.


Local Agency/Department Records

Local emergency service providers (police and fire departments) report to the proper

State/federal agencies depending on the nature of any on-site finds or concerns. The public

records of activity in the area and interviews with the local fire department, as well as

Department of Ecology database research (SPILLS database), revealed no report of illegal

dumping for the subject site or along the frontage (SR-530 and Jim Creek Road). There were

no reports of hazardous materials fires.

Review of Snohomish County records yielded evidence of permitted building permits, land

use actions and a nearby designated farmland area. The subject site is noted as located within

a 1,300 foot notification boundary of “Designated Farmland Area.”

Police and Fire Records

The Snohomish County Fire District #21 is the area provider. They service the subject

parcels from Arlington (Rural) Fire Station at 12131 228th

Street NE, Arlington. There were

no records provided for any hazardous materials incidents on the subject site. There are no

records indicating any environmental complaints/problems on the subject parcels.

The subject site has no record of concerns with any illegal drug manufacturing operations.

While illegal drug manufacturing operations or similar illegal activity may first be reported to

the police, historically the fire department was ultimately notified and required to respond to

any such occurrences. In recent times, this is not always the case as some policing agencies

(in much larger jurisdictions) are now effectively dismantling and/or disposing of operation

sites/materials without need of fire department response. As drug operations become more

sophisticated, drug-manufacturing labs are becoming more portable and it is possible that a

large backpack can contain most of the necessary materials for drug production. This can

make detection of illegal operations much more difficult. There are no reported

environmental incidents by the Snohomish County Sheriff for the subject site.

Snohomish Health District

Personal contacts were made with the Snohomish Health District – Environmental Health

Department (August 2015). The Health District’s on-line document system contained records

indicating septic systems were installed for both parcels. The subject site area is historically

served by private water wells or small community water systems. The Snohomish Health

District has records indicated the subject site had permitted both septic systems and water

wells. The northern parcel (#1-034) has a septic system with a gravity drainfield, installed in

1988. In 1998 a water well was decommissioned on this parcel. The 1988 Application for

Onsite Sewage Disposal Permit noted a new water system and installation of vehicle barriers.

The southern parcel (#1-035) has a 1995 Onsite Sewage Disposal System Plan (As-Built),

which also notes that Public Water (Trafton Elementary) served the site.

There is no public sewer service within the area of the site and both sites have approved septic

systems with drainfields. Historic septic systems were described in earlier environmental

documents from the County Assessors folio sheets and are not duplicated herein, but provided

consistent information.


Snohomish County Planning and Development Services

Snohomish County Assessor’s Office

Review of the records of the Snohomish County Planning and Development Services yielded

evidence of on-site development permitting activity. Table 1 – History of the Site shows the

subject site had permitted school and residential use. As recently at 2010 the District pursued

an expansion of Trafton School and received an approved Conditional Use Permit from

Snohomish County (SC #07 106671LU) in March of 2010; however, the District closed the

school in 2011 for budget reasons and did not implement the approved expansion of the

school.

The Snohomish County Assessor’s historic field books/folio sheets were reviewed. Review

of the Snohomish County Assessor’s online records and the historic documents provided a

rich story of the past. Review of the historic folio sheets confirmed findings of the earlier

environmental and historic reports for the subject site. Earliest school use was in 1888 with

Trafton’s first school, which burned down and was replaced with the existing historic

structure (c. 1912). This area landmark had become the longest operating small elementary in

the state, prior to its closure. The Caretaker Residence was constructed in 1930 according to

County records. A variety of accessory buildings (including portable classrooms, a barn,

residential garage, and sheds) had been on the site over the years. They are documented in

their development and demolition/removal from the site and subsequent removal from tax

records by the County Assessor. None of these are of particular environmental consequence

for the subject site and are therefore not detailed within this assessment.

Environmental Database Review and Agency Contacts

The area to be researched varies depending on the types of potential contamination. The

distance from the subject site to be researched varies according to types of potential sources

and is established by industry standards. An approved database under the Environmental Site

Assessment Report (Appendix B – EDR Radius Report) was utilized for area research. The

search area boundary was set to a maximum of a 1.0-mile radius, and it varied dependent

upon the database being researched. The customary maximum research distance is a 1-mile

radius. Brent Planning Solutions, LLC ordered a background report from Environmental Data

Resources (EDR) in April of 2015.

Research of Standard Environmental Records

The subject site (target property, see Appendix B - EDR Radius Report) was listed on two of

the reviewed environmental record databases, and mapped erroneously adjacent to the

property in an environmental record when it is actually the subject site. There were seven

surrounding area listings identified on the federal, state, local, tribal or proprietary databases.

Within this Phase 1 - Environmental Site Assessment, when a site is identified on an

environmental database, it is referred to as a “hit” on the database. Some of these listings are

“clustered” and may include more than one hit, but from a single business or site. Of these

ten hits, there were six determined to be located more than a quarter of a mile from the

perimeter of the subject site. There is a very low potential for impact to the subject site by

these hits, so it was determined that those sites beyond a quarter of a mile where not in the


Area of Concern (AOC). The remaining four hits represent the subject site (three hits) and an

area parcel, which are discussed in the following information, and detailed on the individual

environmental lists if they remained within the Area of Concern after all analytical parameters

were applied.

The following is the discussion of the environmental hits within the Area of Concern. Based

upon this information, comments have been provided regarding the potential of environmental

impact to the subject site: (Any site with a name in bold italics has been identified on

multiple databases.)

State and Tribal Registered Storage Tank Lists

UST: The Underground Storage Tank database contains registered USTs. USTs are

regulated under Subtitle I of the Resource Conservation and Recovery Act (RCRA). The data

comes from the Department of Ecology’s Statewide UST Site/Tank Report.

A review of the UST list, as provided by EDR, and dated 04/08/2015 has revealed that there is

one UST site within approximately 0.375 miles of the target property.

Lower Elevation Address Distance / Direction

This database indicates the listing of known area USTs. Inclusion on this environmental

database is not indicative of any environmental contamination, but rather indicates the

potential risk based upon the materials present at the listed site(s). The UST site is mapped as

located 0.25 miles from the subject site (field check verified actually a greater distance), over

the ASTM 1527 distance limits for plumes in 90% of all contaminated sites (which is 1/10

mile for petroleum hydrocarbons). It is the opinion of the Environmental Professional this

site poses a low risk for undetected environmental contamination to the subject

property.

State and tribal registered storage tank lists

State and tribal voluntary cleanup sites

ICR: Independent Cleanup Report - These are remedial action reports Ecology has

received from either the owner or operator of the site. These actions have been conducted

without department oversight or approval and are not under an order or decree.

A review of the ICR list, as provided by EDR, and dated 12/01/2002 has revealed that there is

one ICR site within approximately 0.625 miles of the target property.

ICR sites are of low environmental risk for undetected contamination to the subject site

because they have entered into remediation, therefore contamination would be subject to

reporting and disclosure. It is the opinion of the Environmental Professional this site

poses a low risk for undetected environmental contamination to the subject property.


Additional Environmental Records

Local Lists of Hazardous Waste / Contaminated Sites

ALLSITES: The State Department of Ecology lists an ALLSITES database comprised of

information on facilities and sites of interest to the DOE. This list contains a variety of

environmental permitting - from construction permits for stormwater management to

installation/issues of underground storage tanks (USTs). Because of the significant

differences in possible environmental consequences to the subject site from these

actions/permits, each instance is reviewed and evaluated. If actual contamination had

occurred from these known projects, it would be reported under other appropriate local, state,

federal mechanisms and appear in additional databases.

A review of the ALLSITES list, as provided by EDR, and dated 02/03/2015 has revealed that

there are four ALLSITES sites within approximately 0.625 miles of the target property. Only

one of those were within a quarter of a mile and those were reviewed against the parameters

of the Area of Concern, however all three hits are listed below.

(ALLSITES) The DOE listings for these sites did range from farming management of water

quality issues to installation/issues of a leaking underground storage tank (LUST), therefore

they were each reviewed. If there were any known spill and/or accidental release made to the

runoff, additional reporting would have been required for additional databases. The Olson

Quarry Site is approximately 0.50 miles east from the subject site. The Olson project includes

Sand and Gravel Quarry groundwater monitoring, 1999 and 2006 reports. This database and

the FINDS (Facility Locator database) list are the only listings of the Olson Quarry Site,

which appears to have closed in June of 2006. (Additional research of DOE records suggest

this site is actually further away and to the south.) The Environmental Abatement at Jim

Creek Naval Radio Building appears to be regarding the water quality issues associated with

dairy farming operations, likely on the lands surrounding the Radio-use. A hazardous waste

generator log was placed in May of 2000, but terminated at the end of the year; also, there

were no other listings for the hit. The site is also located at a lower elevation than the subject

site, and across the SR-530 and Jim Creek roadways. (Additional research of DOE records

suggest this site is actually much further away and to the east, at the end of Jim Creek Road.)

The Trafton General Store and Olson’s Saw Shop are both located approximate a half-mile

from the subject site; the Store is on the west of the SR-530 roadway and Olson’s is on the

east side. The Store was listed for inspection of an installed UST (2009-2011); no spills were

listed. It also was documented that earliest UST was 1964 single-walled UST replaced in

1999. The Store sells automobile gasoline and the USTs are 5,000-9,999 gallons in size.


Olson’s Saw Shop had multiple listings (discussed within this report) and inspection of

installed UST(s) and LUST (leaking UST); cleanup was also discussed within this report.

The Olson Quarry site appears to be located at a slightly higher elevation, but at a significant

distance from the subject site. There were no release/contaminations discovered within this

record. The Trafton General Store and Olson’s Saw Shop sites are both at a lower elevation

than the subject site, are hydrologically down-gradient, and appear to be on soils that have

high infiltration rates; since these sites are both most at risk for environmental contamination

due to USTs holding gas/diesel fuel, they are over the ASTM 1527 distance limits for plumes

in 90% of all contaminated sites (which is 1/10 mile for petroleum hydrocarbons). It is the

opinion of the Environmental Professional these listed activities pose a low risk for

undetected environmental contamination to the subject property.

WA CSCSL NFA: This State of Washington data set contains information about sites

previously on the Confirmed and Suspected Contaminated Sites list that have received a

No Further Action (NFA) determination. Because it is necessary to maintain historical

records of sites that have been investigated and cleaned up, sites are not deleted from the

database when cleanup activities are completed. Instead a No Further Action code is entered

based upon the type of NFA determination the site received.

A review of the CSCSL NFA list, as provided by EDR, and dated 01/20/2015 has revealed

that there is one CSCSL NFA site within approximately 0.5 miles of the target property;

however the Area of Concern for the petroleum/diesel contamination typically greatly reduces

those which require detailed investigation:

Olson’s Saw Shop conducts business almost a half of a mile to the southwest of the subject

site; and appears on multiple environmental listings. This listing for a 1993 leaking

underground storage tank spill of petroleum/diesel was monitored through out clean up

efforts; which was documented as remediated and required No Further Action. The Olson site

appears to be located outside both the area of concern for volatile chemicals and beyond the

area of concern for petroleum hydrocarbons. The ASTM 1527 distance limits for plumes in

90% of all contaminated sites for volatile chemicals and for petroleum hydrocarbons (which is

1/3 mile for volatile chemicals and 1/10 mile for petroleum hydrocarbons). The site is at a

lower elevation than the subject site; is hydrologically down-gradient; and on soils that are

well drained, which serves to mitigate any potential risk. It is the opinion of the

Environmental Professional that this site poses a low risk for undetected environmental

contamination to the subject site.


UIC: A listing of underground injection wells. A review of the UIC list, as provided by

EDR, and dated 02/17/2015 has revealed that there is one UIC site (#20144) within

approximately 0.125 miles of the target property. This listing (#20144) is for the subject site.

Arlington School District – Trafton Elementary School, is the listed owner, and detailed the


septic system (drainfield); registered to Municipal Stormwater, effective January 2001. The

DOE states:

The Underground Injection Control Program (UIC) protects ground water quality

by regulating the disposal of fluids into the subsurface. The potential for ground

water contamination from UIC wells can occur and is dependent on the well

construction and location, the volume and quality of the fluids injected and the

hydrogeologic setting.

Vapor Encroachment

Screening was conducted for all environmental hits within the Area of Concern (AOC) for

possible Vapor Encroachment Conditions (VECs). Using integrated data, with analytical

tools, a report was prepared (see Appendix D – Vapor Encroachment Screen) for compliance

with the requirements of ASTM E2600-10, Standard Guide for Vapor Encroachment

Screening on Property Involved in Real Estate Transactions. Evaluation of the potential of

subsurface contamination of concern (COC) caused by release of vapors on or near the

subject site (via contaminated soil and/or groundwater) is a standard of the Phase 1

Assessment.

Research was conducted to provide a professional determination if: 1) A VEC exists; 2) A

VEC likely exists; 3) A VEC cannot be ruled out; or 4) A VEC can be ruled out because a

VEC does not or is not likely to exist. While no vapor encroachment screening can eliminate

all uncertainty, the intention of process of screening is to reduce the potential of a VEC on the

subject site. This screening is meant to balance the time and expense of an actual vapor

encroachment study with reducing uncertainty and using available best technology and

analytics.

It is the opinion of the Environmental Professional the subject site is at low risk for any

VECs due to the mapped environmental hits.

Results of Review of Standard Environmental Records

The subject site area is rural in nature, previously utilized for school and school related uses,

and most of the abutting parcels are single-family rural residential, undeveloped or

agricultural uses. The results of the review of the environmental databases contained a typical

small number of environmental hits from the adjacent residential uses and a more significant

number of hits from the few commercial land uses along the SR-530 corridor to the southwest

and down-gradient of the subject site. Few residential/rural area activities pose significant

potential environmental risk to the subject site, yet commercial nature of the businesses along

the SR-530 corridor potentially pose a more inherent risk. The records showed the

environmental hits are primarily attenuated by either distance, topographic differences,

hydrologically down-gradient, soils types, type of source / contamination / incident or a

combination of these. In the opinion of the Environmental Professional, all reviewed sites

are rated as low risk to the subject site for undetected contamination having occurred.


There are often sites considered orphaned (unmappable) due to poor or incomplete

information given in incident reports. Orphaned sites are sites that have addresses that cannot

be verified, sometimes due to incomplete data on reporting forms. A goal within the

Assessment is to not have any gaps in the history or information regarding environmental

concerns. To complete research of data gaps, an attempt was made to determine the site

distances from the subject site to the addresses provided using Google Earth and/or Map

Quest. In addition, the Thomas Brothers Map and Snohomish County Assessor’s online

mapping system were reviewed for better determination of proximity, when necessary. All

sites were reviewed and evaluated to the extent possible for risk of environmental impact to

the subject site. Only one orphaned site was represented - BP #11097, ICR (at I-5/SR530

intersection). It was eliminated from any further review because it was found to be over three

miles away (clearly not within the study area /customary search distances).

No data gaps were discovered in the investigation of these environmental databases.

Property Inspection

The subject site is situated at approximately 205 feet above sea level. The site and

immediately surrounding area is relatively flat; however, area elevations range as high as 300

feet above sea level (to the southeast) and 100 feet to the west/northwest. A review of historic

USGS topographical maps and the background environmental reports was conducted for the

subject site. The topographic maps for this area (Arlington East, WA 1968, formerly

Marysville 1943, and Mt. Vernon 1911) were reviewed. Adjacent rural residential and

agricultural parcels are at a similar elevation as the subject site. Elevations have been

determined from the USGS Digital Elevation Model and should be evaluated on a relative

(not an absolute) basis. (EDR 2015) Relative elevation information between sites of close

proximity required field verification. Since the major concern for any site listed as an

environmental hit, or subject to undisclosed contamination, would be contamination from

groundwater and surface water flow, the elevation of the subject site places it at an advantage

from many of the adjacent parcels, thereby reducing risk for possible environmental

contamination; additionally, the distance from any potential area contamination sources

further attenuates concerns for contamination. The subject site has a topographic advantage

over some neighboring parcels; most notably those to the south, southwest, west, and

northwest. The topography of this area can serve to reduce the risk of environmental

contamination from adjacent and nearby parcels.

Snohomish County’s Online Property Information Interactive Map does show a mapped

stream running through the eastern portion of the northern parcel. That location was

consistent with the site walkover by Brent Planning Solutions staff. The mapped stream and

associated wetland area had a bridge crossing over the stream (see Appendix A – Site

Photos). The stream was gently running at the time of the walkover, and does contain pooled

areas north of the bridge. Inclusion of critical areas information herein is for purposes of

discussion regarding possible migration of any contamination onto the subject site with

respect to topography, soils, critical area features and area activities with potential

environmental consequences. Per the EDR report (Appendix B), the soils within the subject

site and surrounding area are mapped as Ragnar (fine sandy loam), Norma (loam), Tokul


(gravely loam) and Mukilteo (muck), which are quite a variety of soil types ranging from

well-drained to muck. Onsite septic drainfield designs had noted Ragnar soils in their test

pits.

Subject Site Review

Brent Planning Solutions staff reviewed project material, investigated environmental findings

and participated in site walkovers. Paula Townsell is the Environmental Professional who

conducted the site walkovers and she also authored this assessment. Site visits were

conducted in July and August of 2015 for investigations for the Environmental Assessment

(see Figure 1 – Vicinity Map). The environmental professional walked the site on July 27,

2015, and inspected the Caretaker House interior. Additionally, the environmental

professional viewed the site on August 12, 2015, inspected the interior of the school building

and met the Facilities/Maintenance Supervisor.

The District is preparing a property management evaluation of the Trafton site and has

requested this Phase 1 – Environmental Assessment. A 2001 Asbestos Survey was previously

prepared for the Trafton site and provided for review. Public records for land use/building

permit applications, Assessor records, title information, and environmental records were also

reviewed. The information stated in this analysis was based on the currently available

information, site inspection, and environmental records, and could change in the future.

Owner and/or Resident Interviews

Often, the property owner can supply the most detailed background for the site as well as the

surrounding property activity. An owner interview was conducted with Mr. Sid Logan,

Executive Director of Operations, Arlington School District. A telephone interview was

conducted in August of 2015. Mr. Logan reported District ownership of the historic Trafton

school site, and purchase of the Caretaker Residence in 1995. The Owner did not report

knowing of any environmental risks, concerns or contamination having occurred on the

subject site. The facilities staff was not aware of problems with trespass or illegal dumping

on the subject site. Mr. Logan is aware that there had been an Underground Storage Tank

serving the school building, which was replaced with two ASTs. (The 500-gallon UST was

permitted by Snohomish County to be removed. There were no releases reported. The

replacement ASTs were also installed with a permit issued by the County.) He stated there

may have been a UST used historically at the Caretaker Residence/House, but was not aware

of any. He was aware of the Asbestos Management Plan for the Trafton site. He was also

aware that the sign (permitted in 2009) in front of the Caretaker Residence (then the School

Office) was hit and damaged prior to closure of the school, therefore it was removed and not

replaced (a rusted sign pole stub remains in place). The school is served by a water well. Mr.

Logan reported that the area has elevated levels of arsenic and the District participates in a

monitoring program for water quality safety.


Site and Current Area Conditions

The subject site is essentially flat with vegetation including several large mature trees,

formerly cultivated landscaping, perimeter large trees, and a grove of trees bracketing a small

stream in the eastern portion. It is developed with a school building (former Trafton

Elementary School) and a play shed, and, in the southwestern portion, the Caretaker

Residence (single-family house and pump house) (see Appendix A – Site Photos). The area

of the site is developed with rural single-family residences, undeveloped parcels, and

agricultural lands. The property is described in this report as the “subject site” or “subject

property.”

There was access and inspection of the Trafton school building, play shed, and Caretaker

House. The locked pump house was not accessed, but an exterior inspection was conducted.

Reconnaissance conducted on-site was limited to accessible areas, including accessible trails.

Forested/heavily treed areas and overgrown areas were not accessed as part of this inspection.

The District has demolished/removed some structures over the last decades; therefore, only

historic records note the existence of the former portables and accessory structures.

All sites within the environmental area of concern are detailed and discussed within this

Assessment. The entirety of reported environmental databases are included in Appendix B –

EDR Report. The closest rural residences are along the site on the north across Jim Creek

Road and appear to be in good to average repair and the yards are fairly well maintained,

while rural in nature. There was some outdoor storage of vehicles/boats/equipment on nearby

parcels, but nothing of concern was observed. This is the same for parcels along SR-530 in

the immediate vicinity of the subject site.

The subject site is primarily fenced, with chain link along the perimeter, a locking gate at the

school parcel, and interior fencing between the two parcels. There are pedestrian-only

openings into the schoolyard around Trafton School. The parking area for the playground,

surrounding the Caretaker Residence, is open along the Jim Creek Road frontage.

Overall the site has been actively monitored by the District, former owners/residents and area

neighbors. There are no reported problems with security or trespass onto the subject site. The

Caretaker Residence was only recently vacated by a caretaker/renter. The playground, play

shed and field areas are available and accessible, for use by area residents. There is no

reported problem with illegal dumping and no evidence of any.

The existing school building is known to date back to 1912, therefore it and other older

structures are suspect for lead paint. They are known to also have asbestos containing

materials.

There was a single documented Underground Storage Tank (UST) on the northern parcel,

which was decommissioned and removed. The decommissioned/removed Underground

Storage Tank (UST) is considered an historical recognized environmental condition.

The Caretaker Residence utilizes electricity for heating; however, it is unknown if that was

the original (1930) heating source. According to the Assessor’s historic records, there is a


covered concrete slab on the northeast corner of the house, which is now covered by the

ramp/porch area. It is possible that an above ground storage tank (AST) may have been

located on the slab. No photographic evidence or historic documents provided insight into

any former ASTs or USTs on the residential site. It is not uncommon, given the possible age

of any AST/UST, that a permit would not have been obtained for placement. This data gap is

not considered significant.

There is a pipe stub located near the entrance of the Caretaker Residence, which is reported to

be the old sign post, see Appendix A – Site Photos. The sign was permitted by Snohomish

County in 2009, but reported to have been damaged (hit by a vehicle) shortly before to the

closing of the school and was removed from the subject site.

The two existing Above Ground Storage tanks (which appear empty), do not pose a current

threat to the subject site. The area of these tanks is highly visible, when the school is in use,

and easily inspected. The concrete pad they are placed on is in good condition and does not

show any sign of leaking as no staining was evident. However, there is no secondary

containment in-place at this location. These tanks are at low risk for having caused any

contamination at the subject site due to visibility, age, ongoing maintenance and inspection,

but if they are refilled and placed back into service, there is a risk that environmental

contamination could occur. The risk would still be considered low because the District

maintains their equipment with regular inspection and maintenance.

Existing water wells and septic systems are not of a direct environmental concern for the

contamination to the subject site. The school and house continue to be served by well water.

Some area wells have elevated levels of arsenic and the District participates in a monitoring

program for water quality safety. At such time as they are no longer utilized, they would need

to be properly abandoned or decommissioned in accordance with standard practices.

No signs of hazardous material spillage or environmental contamination were observed

throughout the site walkover. The majority of the site was easily accessed. There was

significant coverage and overgrown vegetation in the area of the stream and treed portion of

the eastern corner of the northern parcel. This serves to reduce trespass too. The weather was

dry and hot, and the grasses were mowed within the playfield area and very dry at the time of

the site walkovers. Observations were made regarding the surrounding land uses, topography,

surface water flow patterns. A visual inspection of the accessible areas of the site yielded no

discovery of any unusual stains, vegetation patterns, oily sheen or atypical color of surface

water and/or signs of potential contamination from illegal dumping, filling or other

disturbance within area that were accessible. There were no exterior areas with visible soil

staining. In the basement of the Caretaker Residence there was some staining of the concrete

floor, which had mild petroleum/oil odors, and are detailed in the following. There were very

minimal signs of any litter observed on the subject site during the site walkover, including

along the perimeter fencing.

Walkover Summary

1. Chemicals and Hazardous Materials: There were minimal customary

household/residential chemical containers observed at the house and school. The school only


contained hand soap, a gallon of bleach, and a gallon of degreaser. The chemicals/cleaners at

the house were all clearly labeled and properly stored, and in very minimal quantities. There

was no evidence of any chemical usage/storage beyond customary amounts. There was no

evidence of drug use or manufacture observed on the property.

2. Lead Paint and Other Lead Sources: There were paint cans observed on the subject site;

properly stored in the basement of the Caretaker Residence/House. A single 5-gallon paint

bucket was outside the door of the house. All were properly labeled and appeared non-

leaking. No attempt was made to move or open any containers. Old pipes may have lead

content and/or lead solder. The age of the pipes for the subject site are unknown, but appears

likely that some may be original in the house and/or school, and the pump house.

The age of the structures does suggest that older layers of paint are likely to contain lead.

While the Consumer Product Safety Commission banned the manufacture of paint containing

lead in 1978, and prohibited consumer sales after February 1978, commercial use of paint

containing lead continues to be available. Interior paints manufactured before the 1978-ban

may contain more than 600 parts per million (ppm) of lead. Since the house, school and the

outbuildings on this site predate the 1980’s, it is likely that lead paint was utilized on any

painted surfaces. A Phase II lead paint survey should be conducted on all the site buildings,

as they were all constructed prior to 1978, to confirm the suspected presence of lead-based

paint prior to any demolition and prepare a proper plan of removal and disposal.

3. Asbestos: Asbestos is documented on the subject site. The first asbestos inspection was

conducted in 1989. A 2001 Asbestos Management Plan is on file with the District. Asbestos

was common in many building materials until mid-1989, when a ban was placed on all new

uses of asbestos in the US. The potential for asbestos remains in older siding, ceiling panels,

any vinyl-type floor tiles, spray foam insulation, or insulation within the walls of the areas

where sheet rock has been used. The Puget Sound Clean Air Authority (PSCAA) and Labor &

Industries regulations require an inspection of all buildings greater than 120 square feet for the

presence of asbestos containing materials prior to renovation and/or demolition. Asbestos

containing materials are defined as those building materials containing one percent or more of

asbestos as verified by laboratory analysis. Prior to demolition/removal of any of the structures

a plan would need to be prepared to address proper removal and disposal of asbestos-

containing materials.

4. Debris Piles/Household Waste: No household waste was observed on site. The site is

served with refuse service.

5. Vehicle Tires/Equipment/Staining: There were no observed tires and/or abandoned

equipment on the subject site. Inside the Caretaker Residence, there was a single automotive

battery located on the basement floor (see Appendix A – Site Photos). It was next to an area

of apparent oil staining on the concrete floor and there were several other similar, some may

have been faint with age, which was considered to be de minimus. No drains were observed

in the basement floor. (The de minimus condition is defined by ASTM as those that

“generally would not be the subject of an enforcement action if brought to the attention of

appropriate governmental agencies.”)


6. PCBs: Another item of potential concern for environmental assessments would be any

PCB-containing light ballasts. These were observed throughout the school and house.

Interior light ballasts present minimal risk to the subject site when properly handled and

disposed of offsite. None were noted in any debris/trash on the subject site. PCBs can be

found in electrical transformers. Area transformers pose minimal risk of environmental threat

to the subject site. Also, the florescent light tubes are known to contain mercury. There are

bulbs both in use and stored at the Caretaker Residence basement, and in use at the school.

Care should be taken when tubes are removed from the buildings and they must be properly

disposed of.

7. USTs/ASTs: It is known that the school had utilized an Underground Storage Tank (UST)

for heating fuel. A UST was permitted to be removed from the school and two Above

Ground Storage Tanks (ASTs), which were also permitted for installation, now serve the

school. The ASTs are located to the rear of the school and on a concrete pad. They appear to

be well-maintained, empty at the time of inspection, and non-leaking. There was no staining

observed in the area of the ASTs. A pipe was located in the front yard of the residence, but is

believed to be a broken sign post (see Appendix A – Site Photos), for a school sign permitted

in 2009. The Assessor documented a covered concrete slab on the northeast corner of the

house, but there was no documentation of either a UST or AST having been used at the house,

which utilizes electricity for heating.

8. Illegal Dumping: The site has not had a reported history of nuisance with illegal dumping

of debris. While rural in nature, adjacent rural developed parcels are fairly well maintained.

The opportunity for dumping onto the frontage of the site is minimal because of a lack of

opportunity to pull-over unnoticed along SR-530 (a busy highway) and Jim Creek Road (a

busy roadway). The frontage and parking area are fully visible to nearby neighbors and

passersby. Entrance to the school site is not possible with the full perimeter fencing installed

and maintained by the District. The school building is also secured with an alarm system, and

entry is well-monitored by the District Facilities Maintenance Department. The Caretaker

Residence parking area could be more easily trespassed, but it has not been reported as a

problem. No signs of illegal dumping were observed on neighboring properties.

9. Off-site Contamination: The parcels in the immediate vicinity of the site appear to pose

minimal risk of environmental contamination to the subject site. The majority of the abutting

parcels contain single-family rural development or are undeveloped. The primary area of

concern that could pose a risk to the subject site would be those limited commercial uses

southwest of the site along SR-530, which is greatly attenuated by distance, topography, and

groundwater flow direction, as well as their current uses, as detailed within this report.

On-site Soils Contamination

The site walkover was conducted with a focus on locating any Recognized Environmental

Conditions (RECs) as a component of performing the All Appropriate Inquiry (AAI)

requirement for an Environmental Assessment. The ASTM standard defines a REC as, “the

presence or likely presence of any hazardous substances or petroleum products on a property

under conditions that indicate an existing release, a past release, or a material threat of a

release of any hazardous substances or petroleum products into structures on the property or


into the ground, ground water, or surface water of the property.” RECs include stained soils,

distressed vegetation, storage tanks (USTs/ASTs, or evidence thereof), stored hazardous

materials, transformers, signs of fill/pits/waste burial, aged structures, etc.

The initial site walkover yielded the following areas of concern for potential on-site

contamination. The RECs were identified and reviewed by Brent Planning Solutions’ Staff

(see Appendix A – Site Photos):

Area 1 - Utility Equipment (Pad/Transformers): The concrete utility pads/gravel area

installed on the southwestern frontage of Jim Creek Road contains electrical transformers and

utility boxes (telephone/internet – FIOS box). All equipment appeared of newer manufacture,

in good repair and well-marked (see Appendix A – Site Photos). There did not appear to be

any signs of leakage, staining or reports of any environmental contamination related to the

equipment pad area. The concrete pads are in very good condition. This utility equipment,

including transformers may have an inherent risk to the subject site, but it is considered to be

a low risk for environmental contamination to subject site. There are overhead power lines

running along Jim Creek Road and SR-530. Transformers are located on the power poles

along Jim Creek Road and may be of older manufacture. The P.U.D. routinely tests their

transformers for PCB content and inspection is conducted for leaking equipment. No area

transformers are known to be leaking and no reports of any past contamination. Any PCB-

containing transformers are the equipment of PUD and ultimately they are responsible for any

clean-up to State Department of Ecology standards in the event of PCB contamination. Those

transformers of newer manufacture are considered PCB-free. Area transformers pose a

minimal risk of environmental threat to the subject site.

Caretaker Residence/Rental House: It is unconfirmed if any heating oil UST or AST

is/was ever located at the Caretaker Residence. There was no environmental documentation

as to the existence of any tank(s), which is not unusual given house was constructed in 1930.

The pipe in the front yard of the house is reported to be a broken sign post. Additionally, it is

known that the age of the structure, and prior environmental documentation, suggests that the

house and accessory structures are suspect for potentially containing lead. Asbestos

containing materials are known to be onsite.

Supplemental Information

There are no reports as to any customary residential chemicals (fertilizers, herbicides,

pesticides, etc.) that may have been used previously on the Caretaker Residence lot, prior to

the District purchasing the parcel in 1995. While the parcel was not known to have been

utilized for agricultural purposes, it is possible that former owners may have done limited

small farming on this parcel. This appears to be of a low risk of concern for any

environmental contamination having occurred as a result of this activity.


PROFESSIONAL OPINION

Brent Planning Solutions recognizes the purpose of this Level I – Environmental Assessment

is to review public records and to conduct all appropriate inquiries about the present and past

ownerships, and known and/or suspected uses of the subject site.

The documentation of the site and area environmental incidents was reviewed and

investigated as warranted. The subject site appears to have been historically developed as the

Trafton Elementary School, and a single-family house/rural residential use. These uses are

consistent with the history of the reviewed documents. The parcels comprising the subject

site appear to have a stable history of uses and ownership.

The highly visible site presents minimal opportunity for illegal dumping or illegal use of the

site. Further, the existing fencing/gating of the school site limits access into areas of poorer

visibility. The roadway is actively driven by neighbors and the likelihood of illegal dumping

going undetected at this site, especially along the frontage, is extremely low. The District also

monitors their property.

There were documented environmental concerns for the subject site which have been

reviewed and evaluated for this assessment. Professional judgment was utilized in

determining if the environmental conditions described within this assessment indicate the

presence of contamination at levels of concern. Therefore, the assessment Findings & Results

reflect those conclusions, based on the information obtained, investigated and reviewed for

the assessment.

Brent Planning Solutions, LLC, has no reason to believe that any substantive environmental

information was withheld in its investigation. Information has been verified by more than a

single source, if appropriate and when possible. In the preparation of this Level 1 –

Environmental Assessment, it has been assumed that the testimony of the owner(s),

resident(s) and/or neighbor(s) is accurate and honest. There were no contradictions in the

findings of the research for this assessment.

Throughout the site walkover a visual inspection was conducted for any unusual stains,

vegetation patterns, oily sheen or atypical color of any surface water, as well as noting any

unusual odors. There were no unusual or disturbed vegetation patterns observed. No

observations were made of any outdoor areas containing exposed and/or stained soils.

Additionally, visual inspection was conducted to document any potential contamination by

noting any signs of grading/filling, illegal dumping, debris piles or any other apparent

disturbances. Historically, the site was substantially cleared for development of the school,

playfields, residential uses, and parking; leaving an extensive portion of the subject site

cleared with natural vegetation/trees primarily remaining along perimeters and in the area of

the onsite stream.


If/when future clearing or building demolition/removal does occur, it is recommended that

visual inspection should be conducted. This is especially prudent in areas where historic

(removed or existing) USTs may have been located. Any newly exposed area soils should be

visually inspected to ascertain any possible soils contamination obscured by vegetation,

walkways, pads or other obstructions. Any contaminated soils should be properly removed

and disposed of at an approved off-site location.

Also, soil contamination on the subject site could have occurred during the past logging

activities (late 1800’s logging would have likely used oxen; however, logging prior to the

1930’s construction of the residential house would be more suspect). Equipment placement

during logging operations is unknown. There is a possibility of contamination to site soils by

equipment leaks and/or fuel spills during the logging activities. The risk of petroleum

hydrocarbons contamination still being detectable may have been minimized over time due to

the opportunity for the influence of natural organic matter in the soils. The subject site

appears to have had minimal earthwork/grading. No signs of leaks and/or fuel spills were

observable within the field/lawn/parking areas.

There have been a variety of associated structures on the subject site, and development spans

more than a century. The District should consider the potential for the possible presence of an

unexpected buried fuel tank and/or septic tank(s), and that these features and any associated

soil and or/groundwater contamination could be encountered during future ground-disturbing

activities. Historic research did not uncover evidence of these, but documentation and

permitting information wane and become suspect with the passage of so much time.

Prior to any remodel or demolition of structures, a Phase II lead paint survey should be

conducted on all the site buildings, as they were all constructed prior to 1978 (with the

possible exception of the play shed), to confirm the suspected presence of lead-based paint.

This would prepare a proper plan of removal and disposal.

This Level I – Environmental Assessment primarily focused on any contamination that may

have gone undetected at the subject site in anticipation of District’s property management

evaluation of the Trafton site.

Within the scope of the Level 1 – Environmental Assessment, a site walkover and owner

interviews were conducted to ascertain the level of risk for undetected environmental

contamination having occurred on the subject site. There are minimal areas of concern for the

subject site. There were no documented or reported incidents regarding spills and/or

contamination for the subject site; however, it is known that a UST and septic systems have

been actively utilized in the past. The overall risk for the subject site having undetected

environmental contamination appears to be low.

The potential for off-site contamination to the subject site was investigated. It was

determined that overall, the surrounding area poses a minimal risk to the subject site for

environmental contamination. The potential for any off-site contamination sources to affect

the subject site are greatly minimized by a topographical advantage of the subject site and the

rural nature of the surrounding areas. Also, the commercial uses to the south on SR-530 are


greatly attenuated by distance, topography, and groundwater flow direction, as detailed within

this report. The electrical transformers in the area may pose an inherent risk of environmental

contamination, but are maintained by the provider and routinely inspected. The risk of

contamination generated from other properties having gone unnoticed at this site is also

believed to be low.

Upon review of the Findings of the Level 1 – Environmental Site Assessment, the

Environmental Professional did not locate any identified Recognized Environmental Concerns

(RECs) associated with the subject site that have resulted in the release of hazardous

substances or petroleum products to the site. There is only the one historic REC, the

decommissioned UST. No data gaps were discovered that raised concerns to warrant further

study. It is the professional opinion of Brent Planning Solutions, LLC, that a Phase II

Environmental Site Assessment is unwarranted.

known and readily available documents, area research, interviews/contacts, past experience,

standard practices and professional judgment. Due diligence methods, which are exercised by

Brent Planning Solutions staff in performing all services, are consistent with industry

standards. The report was supervised and authored by Paula Townsell, an Environmental

Professional. Ms. Townsell conducted a site walkover as required by new All Appropriate

Inquires (AAI) and ASTM Standards, effective November 2013 for a Phase 1 Assessment to

meet the criteria of fulfilling due diligence.

The scope-of-work is limited solely to the ASTM E1527-13 standard. There are non-scoped

considerations (such as seismic/earthquake investigation) that are excluded. This report

includes the Environmental Professional’s opinion(s) of the impact on the property of

conditions identified in the Findings section. The logic and reasoning used by the

Environmental Professional in evaluating information collected during the course of the

investigation related to such conditions has been discussed herein.

This Phase 1 – Environmental Assessment was authored by Paula Townsell, Environmental

Professional (EP) with Brent Planning Solutions, LLC. Ms. Townsell does not have any

specialized knowledge of the subject site beyond the research conducted as part of this report

and contained herein. Those interviewed in the investigation of preparation of the assessment,

reported no specialized knowledge of the subject site beyond the content of this report. The

EP was provided with a previous study (Asbestos Management Plan) for the subject property,

which documented some historic information as well as provided time-specific site photos.

No seismic/earthquake investigation is conducted for Phase 1 Environmental Site

Assessments. Regulations are increasing in many jurisdictions with regard to development

and seismic potential and are the responsibility of the project applicant to investigate all

applicable area development regulations for any existing or proposed development.

Local area jurisdictions may have unique historic designations that are not a part of State

records, therefore both sources were reviewed. Contact with Snohomish County and the State

Department of Archeological and Historic Preservation did provide substantive information

on the historic designation for the subject site, which is detailed within this report.

This Environmental Site Assessment is a Phase 1 Assessment and provides only the research

for items within the customary scope-of-work or as outlined elsewhere within this report.

Further, this Assessment does not include any structural and/or materials inspection on the

site. No testing was conducted as a part of the Level 1 - Environmental Assessment. Any


observations contained within this report are of a general nature and included as background

information for evaluation of environmental concerns only.

There may be additional unique requirements for receipt of federal and/or state monies. The

scope of this Level 1 Assessment was limited to meeting the ASTM E1527-13 standard only.

In the event of any changes in the nature, design or locations of the project site features, the

EDR MGP: EDR Proprietary Manufactured Gas PlantsThe EDR Proprietary Manufactured Gas Plant Database includes records of coal gas plants (manufactured gas plants)compiled by EDR’s researchers. Manufactured gas sites were used in the United States from the 1800’s to 1950’sto produce a gas that could be distributed and used as fuel. These plants used whale oil, rosin, coal, or a mixtureof coal, oil, and water that also produced a significant amount of waste. Many of the byproducts of the gas production,such as coal tar (oily waste containing volatile and non-volatile chemicals), sludges, oils and other compoundsare potentially hazardous to human health and the environment. and on the west side of SR-530/Jim Creek roadways. This listing appears to be

correctly mapped for a nearby agricultural use, which is down-gradient and west of the

SR-530/Jim Creed roadways. The issue of water quality due to dairy waste does not

appear to present a direct vapor encroachment risk to the Subject Site.

Hazardous Generator (seven month listing was closed without additional environmental

database entries). Building was reviewed, located and distance checked. It is reported

to be at a distance of seven miles down Jim Creek Road to the end. This entry would

be outside of the Area of Concern.

TRAFTON GENERAL STORE 12021 SR 530 NE ARLINGTON, WA, 98223

This site is detailed within the Environmental Assessment, where is was determined to

be located beyond the Area of Concern:

The Trafton General Store site is located at a lower elevation than the subject site and at

a distance of approximately a half-mile. The Store is on the west of the SR-530

roadway. The Store was listed for inspection of an installed UST (2009-2011); no spills

were listed. It also was documented that earliest UST was 1964 single-walled UST

replaced in 1999. The Store sells automobile gasoline and the USTs are 5,000-9,999

gallons in size. There were no release/contaminations discovered within this record.

The Trafton General Store at a lower elevation than the subject site, is hydrologically

down-gradient, and appear to be on soils that have high infiltration rates; since the site

is most at risk for environmental contamination due to USTs holding gas/diesel fuel,

they are over the ASTM 1527 distance limits for plumes in 90% of all contaminated

sites (which is 1/10 mile for petroleum hydrocarbons).

Paula Townsell is a Special Projects Planner with over 30 years of experience in land use

planning and project management of a wide variety of environmental and land use

applications including Conditional Use Permits/Master Use Applications, Annexations,

Zoning Code Violations, Shoreline Permits, Building Permits, Short Plats, and Boundary

Line Adjustments. Paula was a Certified Environmental Inspector (CEI), which is now

designated as an Environmental Professional (by US EPA 2007). With knowledge of

area history and agency regulations, she is a strong asset on any environmental team. She

has a reputation for thoroughness and can provide comprehensive and complete

environmental information for project inspections and site feasibilities. Specializing in

unique projects with diverse requirements, Ms. Townsell excels in background research;

formulation of databases and database management; coordination and research with

jurisdictions (State/federal environmental agencies; utility service providers; health

districts; and local agencies); community involvement; and coordination with

subconsultants. Ms. Townsell is responsible for much of the quality control/quality

assurance on major environmental documents produced by Brent Planning Solutions.

Northshore School District – Wellington Hills Site (240th Street SE), Woodinville (2015):

Conducted Phase 1 Environmental Assessment for a potential school, school-uses site (100+ acres)

and assisted on the Feasibility Report. Prior environmental materials were reviewed, environmental

risks were assessed, and site utilities/easements evaluated. The site was researched for former land

uses, permitting, historical and cultural information, and a full Assessment was conducted for the

subject site.

Northshore School District – Goemaere Site (188th Street SE), Bothell (2012): Conducted Phase

1 Environmental Assessment for a potential school/land-banking site (44+ acres) and assisted on site

Feasibility Report. Additionally, assisted with research and coordination for a Phase 2 with

geologist/engineer. Prior environmental material was reviewed, environmental risks were assessed,

and site utilities/easements evaluated. The site was researched for former land uses, permitting,

historical and cultural information, and a full Assessment was conducted for the subject site.

Northshore School District – Fairview Ministries NW (39th Avenue SE), Bothell (2011):

Conducted Phase 1 Environmental Assessment for a potential school/land-banking site (17+ acres)

and assisted on site Feasibility Report. Prior environmental material was reviewed, environmental

risks were assessed, and site utilities/easements evaluated. The site was researched for former land

uses, permitting, historical and cultural information, and a full Assessment was conducted as well as

a Feasibility Study for the subject site.

Dykeman Architects / Northshore School District – Anderson Site, Woodinville (2010):

Conducted Phase 1 Environmental Assessment for a potential school site / land-banking site (33+

acres). Prior environmental material was reviewed, environmental risks were assessed, and site

utilities/easements evaluated. The site was researched for former land uses, permitting, historical and

cultural information, and a full Assessment was conducted.

Auburn School District – Lakeland East Site, Auburn (2009): Conducted Phase 1 Environmental

Assessment for a potential school site (51 acres). Significant prior environmental material was

reviewed, environmental risks were assessed and site utility easements evaluated. The site was

researched for former land uses, permitting, historical and cultural information, and a full

Assessment was conducted.

Cypress Equities Commercial Redevelopment Environmental Assessment, Lynnwood (2008):

Conducted a Phase 1 Environmental Assessment for potential redevelopment of the existing

Lynnwood High School site adjacent to the Alderwood Mall complex. The 40-acre site was within

an urban residential, retail and commercial area. The school structures were to be demolished and

the site re-developed with mixed commercial, retail and multi-family residential uses. The area

included a significant amount of suspect environmental activities. The structures were also suspect

for lead and asbestos hazards, as well as possible soils contamination and concerns regarding the

high water table, springs and wetlands. Experienced with State WISSARD system. Authored EZ-

form reports for the database of the DAHP (on behalf of the Edmonds School District).

Blox Construction Commercial/Multiple Family Re-Development Environmental Assessment,

Downtown Everett (2008): Conducted a Phase 1 Environmental Assessment for potential

redevelopment of a site with commercial and residential uses. The site had development activity

dating back over 100 years and the many structures to be redeveloped were aged, had multiple

tenants and occupancy concerns existed. The structures contained lead and asbestos hazards, as well

as possible soils contamination (both recent and historically). Residents were not made aware of any

pending transaction so a high level of sensitivity and confidentiality were required.

Storybook Properties, LLC Re-Development Environmental Assessment, Downtown Everett

(2008): Conducted a Phase 1 Environmental Assessment for potential redevelopment of a site

developed as a nursing home/care facility. The site had development activity dating back over 50

years and the aged structure to be redeveloped/modernized contained potential lead and asbestos

hazards, as well as concerns regarding trespass and theft of structural materials.

Habitat for Humanity of Snohomish County (Holy Cross Mission – Granite Falls) Re-

Development Environmental Assessment, Granite Falls (2008): Conducted a Phase 1

Environmental Assessment for potential redevelopment of a site developed with a historic Catholic

Church and associated structures. The site had development activity dating back over 100 years and

the aged structure to be redeveloped/demolished contained potential lead and asbestos hazards.

Potential Civic Center - City of Stanwood/Lorig Development, Stanwood (2007): Conducted

Phase 1 – Environmental Assessment for a new civic center campus (over 40 acres). The parcels

contained historic farming uses and soils testing was conducted early in the process, which yielded

positive results for on-site contamination. The site was adjacent to major wetlands.

Resource Lands Environmental Assessments, Snohomish County (Granite Falls and Sultan)

(2005): Conducted Level 1 - Environmental Assessments for a quarry and a sand and gravel pit.

Both rural sites were large (from 75 – 140 acres in size). The sites were researched for former land

uses, permitting, historical and cultural information, and a full Assessment was conducted for all

structures located on the sites. Significant wetlands occupied one site and the other site was

significantly forested.

Multiple Family Re-development Environmental Assessment, Everett (2005): Conducted a Level

1 Environmental Assessment with the City of Everett for five structures to be redeveloped into

condominiums. The old houses had multiple tenants and there were occupancy concerns. The

structures contained lead and asbestos hazards.

Union for Reform Judaism, Snohomish County (Arlington area) (2003-2006): Environmental

Assessment (Phase 1) for a rural site to determine conditions on the 200-acre site. Site had

established residential, rural village-type uses, and environmental concerns. Also, assisted on site

study to determine feasibility of a youth camp and documented existing structures for environmental

planning purposes. Issues included critical areas, rural commercial uses, multi-residences,

agriculture and area utilities.

40-acre School Site, Edmonds School District (2004): Conducted an Environmental Assessment

(Phase 1) for a Lynnwood-area site to be used for a future school. Undeveloped site was forested,

with wetlands and environmental concerns. Also, assisted in the District’s feasibility study for the

site.

St. Mary’s Food Bank, Marysville (2005): Conducted an Environmental Assessment (Phase 1) for

a vacant church/residential site, for conversion to a food bank, within the City of Marysville to

determine environmental conditions of the 3-acre site. Area had significant commercial/industrial

uses.

Cannon Commercial Site, North Smokey Pointe Blvd., Marysville (2004): Conducted an

Environmental Assessment (Phase 1) for a residential site, for conversion to commercial use, within

the City of Marysville to determine environmental conditions of the 5-acre site. Site had established

commercial storage and residential-mixed uses with adjacent environmental constraints.

reviewed for potential school development (both vacant and developed). Parcels included all types

of development (from commercial to single-family residential). Most Assessments were full scope

Phase 1 Assessments.

Everett Housing Authority, Jade Development, Everett (2008), 11-acre parcel surrounded by

mixed-uses (including commercial/light-industrial).

Everett School District, Multiple Sites, South Everett (2006-2008), 18 sites reviewed for potential

land banking. Parcels included all types of development (from commercial to single-family

residential). Confidential limited scope Phase 1 Assessments. Project leading to completion of five

official Phase 1 assessments.

Northshore School District, Downtown (Anderson/Ricketts Site), Bothell (2004-2007): Major

27-acre downtown Bothell mixed-use developed site.

Northshore School District, Canyon Park (Dairy Farm Site), Bothell (2004-2008): Relocation of

transportation facility – site feasibility. Site was previously a dairy farm, now adjacent to major area

highway and commercial/industrial development.
