ShortCourseDescriptionHomesandcommunitiesareafocusofpublicpolicyforlocalandseniorgovernments.Thiscoursewillgiveanoverviewofpastandcurrentpoliciesaddressingthedesignanddevelopmentofhomesandcommunities.
CourseFormat–Lectures,DiscussionandWalkingToursTherewillbepresentationsfromtheinstructorandguestspeakersoncommunityplanningandhousingpolicies.Learningaboutthecoursetopicswillalsobepursuedthroughsixtoursonfootandaferryboattourandabustourofavarietyofneighbourhoods.Therewillbeopportunitiesforclassdiscussionwiththeguestspeakersandontheassignedreadingsorviewingvideodocumentaries.
CourseOverview,ContentandObjectivesThedesignanddevelopmentofhomesandcommunitiesisafocusofpublicpolicyforlocalandseniorgovernments.Accessingadequatehousingseemstohavebecomeaquestionofprivilegeratherthanabasichumanright.
Thiscoursewillgiveanoverviewofpastandcurrentpoliciesaddressingthedesignanddevelopmentofhomesandcommunities.Amongthetopicscoveredwillbe:! howtoprepareapolicydocument;! whatisahousingcrisis–fromavarietyofperspectivesincludingthecommoditizationof
residentialhousing,thelackofnewrentalhousingandchoicesforlowandmoderateincomefamilieswithchildren,themarginalizationofstate-assistedtenureoptionsandtheimpactofglobalcapitalinvestmentsinhousingandtheirimpactsonhousingaffordabilityandhomelessness
! therolesofgovernmentandtheprivateandnon-profitsectorsinaddressinghousingandcommunityplanningpolicyissues;

Purposesofthecourse:
Inthiscoursewewill:1. Explorewhat‘meaning’thatyouandothersassociatewiththefollowingwords:
home,house,housingandneighbourhood;2. Becomefamiliarizedwithhousingandcommunityplanningpoliciesandthe
preparationofhousingpolicydocuments;3. ‘Unpack’thedefinitionofahousingcrisis;4. Explorethemeaningofaffordablehousingandthehousingneedsofavarietyof
households;5. Becomefamiliarwiththeroleofglobalcapitalanditsimpactontheaffordability
ofhomes.6. Considerpolicyobjectivesregardingsustainabilityandresilienceandthe
challengesposedbyclimatechangeandhowhousingpoliciescanaddresstheseissues;
7. Becomefamiliarwiththehistoryoflocal,provincialandfederalpoliciesandinitiativesaddressinghousingissuessince1900,includingtheintroductionofzoning,generalormasterplans,public,socialandco-ophousingandcommunityplanninginitiatives,inclusionaryzoningandotherimplementationtools;and
8. DiscussthehistoryoftheKitsilanoIndianReservetoprovideinsightintotherolesandinitiativesofthefederal,provincialandlocalgovernmentsincolonizingtheSquamishNation’slandsatSnauq.

Inadditiontotheconceptsandtopicsidentifiedabove,inthiscoursewewilldiscuss:
1. communityandneighbourhoodplanning,urbandesignandcommunityamenitiesandtheirroleinachievinglivable,walkableandsustainableneighbourhoods;
2. Mixed-usebuildings,densificationofsinglefamilyneighbourhoods,mediumdensityhousingforfamilieswithchildren;
3. PublicBenefitStrategiesandPublicSpacePlansaddressinghousingandcommunityneeds;and
4. Strategiesfortheprovisionofmodestmarketandaffordablemarketrentalandowner-occupiedhousing.
LearningOutcomesAftercompletingthiscourse,studentswillbeableto:
! Demonstrateknowledgeofcommunityandhousingpolicies,theneedsofavarietyofhouseholdsandhowthedesignofhousingcanrespondtotheseneeds,planningandfundingstrategiesforpublicfacilitiesandtherolesofgovernmentsandtheprivateandnon-profitsectorsintheprovisionofhousing.
! Prepareapolicydocument.AdditionalCourseRequirements
! Thiscourseisuniquebecauseasignificantportionoftheclasstimewillbespentwalkinginthefieldobservingbestpracticesinhousingandneighbourhooddevelopment.TherewillbetwoferryboattripsonFalseCreekeachcostingbetween4and11dollars.TheInstructorwillalsobeorganizinganafternoontourofsuburbanhousingdevelopments,subjecttotheInstructorfindingfundingforthisbustrip.YoushouldbringyourUPassbecausewewillalsobetakingpublictransit.
AttendanceItismandatorythatstudentattendallclassesandtours.Itisvitallyimportantthatyouattendallclasses.Classattendanceisarequirementofthiscourse.Gradesaredeductedforabsencesandsignificantlatearrives(seebelow).EvaluationCriteriaandGrading

Project#2,GroupProject(50%):Studentswillworkinagroupfocusingonemergingorcurrenthousingorhousing-relatedneighbourhoodplanningissuesandprovideviablepolicyoptionsandothersolutions.Afterconsultationwithmeonthehousingpolicyareachosenbythegroup,youwillcollectbackgroundinformation,identifypolicyoptionsandexplaintherationalefortherecommendedpolicies.Thereportcanbeadigitalcopy.ThepresentationandreportisdueWednesday,August28th.
! ClassroomandTourParticipation(20%):Yourcontributiontoclassdiscussions,yourknowledgeandgraspofthefeaturedreadingsandtheobservationsyoumakeduringthewalkaboutswillbethebasisofthisevaluation.‘Noshows’andlatearrivalsordeparturesarealsonoticedandwillresultinthereductionofastudent’sfinalgrade.Yourfinalgradewillbereducedby2%(upto20%)foreverythreehoursorportionsthereofofclasstimeyouareabsent.

• PoliciesAddressingGlobalCapitalanditsimpactonHousingAffordability–Explainhowthisissueisaddressedinanumberofcountriesandurbanareas,reviewbestpracticesandpoliciesandrecommendthemosteffectiveones.
• AffordableHousingandClimateChange:Howdoesthedefinitionofaffordablehousingandthepoliciesforaddressingthisissueshiftwhenoneconsidersthechallengesofalsoaddressingclimatechange?Proposeasetoflocalorseniorgovernmenthousingpoliciesthataddressaffordablehousingissues,butalsoconsidertheneedtoaddressthechallengesposedbyclimatechange.
• Resilience:Whatisresilience?Whatarethequalitiesofresilienthousingandneighbourhoods?Whatlocalandseniorgovernmentpolicieswouldfosterresilienthousingandneighbourhoods?
• UrbanAboriginalHousingPolicies:DoindividualsandfamiliesfromFirstNationCommunitieshaveuniqueneedswhensettlingintolargerurbancentressuchasVancouver,Calgary,Regina,SaskatoonandWinnipeg?Arethereuniquedesignconsiderationsandotherelementsthatshouldbeconsideredinhousingpoliciesrespectinghomesforaboriginalfolkslivinginlargeurbancentres?Alternatively,theteamcouldprovideapolicyframeworkforaddressingissuesrelatedtohomelessaboriginalindividualsandfamiliesinurbancommunities.
• NeighbourhoodLaneInfillStrategy:Choosetwobacklanesineither–theWestEnd,theDowntown-Eastside,MarpoleorGrandview-Woodland,assessthehousingstock,

openspace,parking,socialprofileandrelatedissuesandproposeasetofpoliciesaddressingopportunitiesforinfilllanehousingandotherneighbourhoodamenities.
• Housingfamilieswithchildrenathigherdensities:Assessthehousingchoicesforfamilieswithchildrenforthosechoosingtonotliveinasinglefamilydwelling.Prepareasetofpoliciesthataddresstheneedtoensurefamilieswithchildrenhavearangeofviableandappropriatechoicesforlivinginhigherdensityhousingwiththeirchildorchildren.
• TheDesignofHousing:Choseatypeofhousing(e.g.multipleconversiondwellings,courtyardapartments,townhouses,lowrise,mid-riseorhighrisehousing,work-livehousing),assessoneormoreofitselements(e.g.thecourtyard,thedeckspaces,thebalcony,thefrontporchorstoop,thelayoutofthedwellingor...)andproposepoliciesand/ordesignguidelinestoaddressitsdesign.
• Homelessness:ReviewbestpracticesinlocalandseniorgovernmentpoliciesaddressinghomelessnessinCanadiancitiesandidentifythemosteffectivepolicies.
