PREPARATIONS BY RIVERBEND DEPARTMENTS The following preparation steps are to be launched when a Hurricane threatens the RiverBend area.

UNITS/GUESTS ON SITE:

1. Using a printout from RezExpert, establish an accurate list of owner coaches on site identifying which are occupied.

2. Tag owner/renter coach door handles that are occupied with red weatherproof tags

3. Tag owner/renter door handles that are unoccupied with yellow waterproof tags

4. Be sure there is an accurate list of units on site with owners’/renters’ names and their cell number and lot numbers.

OPERATIONS/OWNER SERVICES:

Save all computers data to an external drive and send/take off-site or place in safe.

Place a copy of the most recent store inventory in the safe

Back-up QuickBooks data to the external drive and to disk. Take the external drive off site and place disk in the safe.

RENTAL OFFICE:

1. Using RezExpert, establish a precise coach list of: - Owners and Renters who are on site with their coach including their cell number and lot

number - Owners & Renters with coaches that are on site and unoccupied including their cell number

and lot number -

2. Advise Owner Services of lots with occupied and unoccupied coaches for tagging.

3. Distribute copies of the coach list to all managers and the Gate House. Also put a copy in the Welcome Center safe.

4. Confer with the team leader regarding: a) Rental reservations expected during period of severe weather b) What lots to use and not use for any storm “refugees”

c) Accept Fifth (5fth) Wheels or Travel Trailers in an emergency situation?

5. Export RezExpert reservation information and save to disk and send/take disk off-site or place in safe. 6. Print hard-copy of report with all future reservations and send/take print-out off-site. Also, put a copy

of report in safe.

7. Bring all free-standing items from the Mailroom into the Welcome Center (literature racks, waste container, mail flag, table, etc.

8. Check Mailroom windows to be sure they are closed and locked.

9. Bring in all “Welcome” and “Open” flags and the portable welcome sign (from Route 80 and from front of building.)

10. Place cigarette butt containers in closet beside the Mailroom.

11. Coordinate with Maintenance to place Welcome Center deck furniture in storage shed.

12. Secure Bike Rack

13. Send food and beverage items from store to River Clubhouse.

14. Pick up all exterior door mats and place them inside.

15. Check First Aid Kit(s) for completeness and freshness. Battery-operated radio on hand? Extra batteries?

16. Locate and check flashlight(s) have fresh batteries. Batteries should be available at Welcome Center.

17. Put computer back-up tapes in safe (except the tape that will be in use.)

18. Provide Everyone in the resort a card/sheet with the following type of information: (this will also be emailed and posted on bulletin boards at WC, RCH, NC and PCH.)

“Hurricane_____________ is scheduled to hit this area on ___ ____. The RiverBend staff is working hard to secure the buildings and grounds. Beginning __ ___, both the River Clubhouse and the Pool Clubhouse will remain unlocked 24 hours-a-day – overnight: _____ __ and ____ _ nights in the event you prefer to stay there during the storm’s impact.” (Pets are welcome during this period (please use carriers if at all possible)

19. Advise residents of Florida Pet Friendly Emergency Shelters where you can stay with your pet if you must evacuate from your home during hurricanes, wildfires or other disasters:

1. The South Florida United Methodist Camp 6355 CR 78 W

Call for availability 863-675-0334.

2. Pet friendly motel - reserve early:

Rivers Edge Motel, La Belle, 863-675-6062

Take down American flag on front flagpole.

GATE HOUSE:

1. Be sure Gate House weather radio is plugged into electric power source, and also has fresh batteries.

2. Place the battery-operated weather radio (along with a generous supply of batteries) in the hands of an on-site staff person.

3. Check Gate House First Aid Kit for completeness and freshness.

4. Lock and stake Entrance and Exit Gates in open position.

5. Be sure Gate House sliding door is locked.

6. Food and beverages to gate house.

7. Be sure no trailers or other units are left in the Staging area.

RIVER CLUBHOUSE:

1. Be sure there is enough water for everyone.

2. Bring doormats inside.

3. Is Kitchen Porch storage shed secured? Does it need to be emptied?

4. Secure Bike Rack.

5. Coordinate with Maintenance to bring outdoor furniture (deck & patio tables, chairs and umbrellas) inside or tied together.

6. Cigarette butt containers inside (generator building?)

7. Foods: Experts suggest that these foods be on hand:

Dry cereal

Canned fruits

Canned juice

Ready-to-eat soups (not concentrated)

Peanut butter

Canned vegetables

Ready-to-eat canned meats

Quick energy snacks, crackers

8. Have a supply of the following on-hand:

Toilet tissue

Paper towels

Paper plates & cups

Plastic bags

Feminine supplies

Personal hygiene items

House-hold chlorine bleach

Soap

Liquid detergent

Plastic sheeting

Heavy cotton or hemp rope

Heavy Rags for under doors

9. Check to be sure the following are on hand:

Non-electric can opener

Utility knife

Shut-off wrench

Duct tape or plumbers’ tape

Pliers

Screwdriver(s)

Hammer

Assorted nails & screws

Crowbar

10. Test Operation of River Clubhouse Generator and be sure several people know the capacity/limitations/purpose of the generator’s production.

11. Suggest people bring with them the following:

Prescription drugs / daily medications

Eye or denture needs

Extra eyeglasses / Sunglasses

Hat & gloves

Blanket(s) or sleeping bag(s)

Rain gear

One complete change of clothing & footwear per person

12. Pet owners should bring the following for their pets:

Vaccination records

Leash, harness and/or carrier

Food & water with non-tipping food and water containers

POOL & POOL CLUBHOUSE:

1. Lower Pool water level (about 6 inches)

2. Secure Pool deck furniture & umbrellas in the Party Hut

3. Secure Cigarette butt containers inside Party Hut

4. Bring door mats inside

5. Laundry change machine - remove bills and fill with coins

BOAT STORAGE FACILITIES:

1. Assess positions of stored boats and trailers (space between, away from trees?)

2. All units properly tagged

3. List all units in storage and give copy to managers and Gate House, also keep copy in safe.

THROUGHOUT THE RESORT IN GENERAL:

1. Lower level of lakes

2. Turn off all fountains

3. Turn off entrance waterfall pump

4. Unlock West “construction” gate

5. Unlock East “easement” gate.

6. Turn off power to irrigation pump

7. Firmly close all dumpster lids

8. Check phone shed to confirm it is secured

9. Keep record(s) to bill all owners whose lot furnishings had to be placed in storage by RiverBend employees.

10. Secure boat and trailer storage areas.

11. Secure all items around the Maintenance building and Maintenance storage sheds.

WATER TREATMENT & SEWER PLANTS:

1. Locate current Permits #26-00673-W a. Review the Emergency Water Supply Preparedness Plan with the Operating Engineer

2. Provide flashlights and a supply of batteries at both sites

3. Confirm with Operating Engineer that water for sanitation would continue to be available for

three (3) days

4. Have Operating Engineer review with on-site employees, key residents and managers: a. How to handle any emergency matter with the water and sewer plants, and; b. The emergency communication plan and system

5. Temporarily remove the Facility(s) Log Books from plant sites and advise managers which log

books have been removed and where they are located

6. Check all high-level alarm systems

7. Be sure there is an adequate supply of lime for disinfection of spills

8. Inventory to be sure there is adequate supply of chlorine, hypochlorite solution and other chemicals to operate the facility without replenishment for a minimum of 10-14 days

9. Be sure there is an adequate supply of fuel to operate the auxiliary equipment for a minimum of 10-14 days

10. Review supply of critical parts for regular auxiliary equipment that might be needed in the event of an emergency

Hurricane Season: The six (6) month period from June 1st to November 30th which awareness

of a possible storm should be heightened.

WEATHER AND EMERGENCY DEFINITIONS

Advisory: A National Weather Service Message, which gives storm location, intensity,

movement, and precautions.

Disaster: Any natural, technological, or man-made emergency that causes damage of sufficient

severity and magnitude to result in a declaration of a state of emergency by the county, the

Governor, or the President of the United States. Disasters are identified by the severity of

resulting damage as follows:

a. Minor Disasters - Disasters likely to be within the response capabilities of local

government and to result in only a minimal need for state and federal assistance.

b. Major Disasters - Disasters that will likely exceed local capabilities and require a broad

range as state and federal assistance.

c. Catastrophic Disasters - Disasters that will require massive state and federal assistance,

including immediate military involvement.

Emergency: Any occurrence or threat thereof, whether natural, technological or manmade, in

war or in peace, which results or may result in substantial injury or harm to the population or

substantial damage to or the loss of property.

Emergency Procedure: The sections in the Plan which describe the activities to be carried out

during various stages of an emergency. The actions begin with Pre Emergency and end with

Recovery.

Eye: The roughly circular area of comparatively light winds and fair weather at the center of a

hurricane. The area around the eyes is called the wallcloud or eye wall. It is considered to be the

most intense area of the storm. (Do not go outdoors while the eye is passing; the full intensity of

the storm will reoccur in minutes).

Evacuation: The activities whereby residents and visitors are moved from dangerous areas to

safer ones.

Hurricane: A tropical weather system characterized by pronounced rotary circulation with a

constant minimum wind speed of 74 miles per hours (64 knots) which is usually accompanied by

rain, thunder, and lightning. Hurricanes often spawn tornadoes and strong updraft and downdraft

winds.

a. The Saffir/Simpson Scale is used by the National Hurricane Center to provide a

continuing assessment of the potential for wind and storm surge damage.

Winds Storm Surge

Category 1 74 - 95 mph 5 feet

Category 2 96 - 110 mph 7 feet

Category 3 111- 130 mph 10 feet

Category 4 131- 155 mph 13 feet

Category 5 156 + mph 15 feet

b. The following is a description of the damage potential by hurricane category.

Category 1 - Winds of 74 to 95 miles per hour. Damage occurs primarily to shrubbery,

tress, unanchored mobile homes, and to poorly constructed signs. Low-lying coastal

roads are inundated, minor pier damage occurs, and some small craft in exposed

anchorage are torn from moorings.

Category 2 - Winds of 96 to 110 miles per hours. Considerable damage to shrubbery and

trees with some blown down. Major damage to exposed mobile homes. Extensive

damage to poorly constructed signs. Some damage to roofing materials, windows and

doors but not major damage to buildings. Coastal roads and low-lying escape routes

inland cut by rising water two to four hours before arrival of hurricane center.

Considerable damage to piers. Marinas flooded. Small craft in unprotected anchorages

torn from moorings.

Category 3 - Winds of 111 to 130 miles per hour. Extensive damage to large trees. Poorly

constructed signs are blown down. Damage to roofing materials, windows, and doors.

Mobiles homes destroyed. Serious flooding along coast with many smaller coastal

structures destroyed and large structures damaged by battering waves and floating debris.

Low-lying escape routes further inland inundated by rising water three to five hours

before hurricane center arrives.

Category 4 - Winds of 131 to 155 miles per hour. Shrubs and trees blown down; all signs

down. Extensive damage to roofing materials, windows, and doors. Complete failure to

roofs on many small residences. Complete destruction of mobile homes. Major damage to

lower floor of structures near shore lines due to flooding, battering wave and floating

debris. Low-lying inland escape routes cut by rising water three to five hours before

hurricane center arrives. Major erosion of beaches.

Category 5 - Winds greater than 155 miles per hour. Shrubs and trees blown down,

considerable, damage to roofs of buildings, all signs down. Severe and extensive damage

to windows and doors. Complete failure to roofs on many residential and industrial

buildings. Extensive shattering of glass in windows and doors. Some complete building

failures. Small buildings overturned or blown away. Complete destruction of mobile

homes. Low-lying escape routes inland cut by rising water three to five hours before

hurricane center arrives.

Hurricane Season: The six (6) month period from June 1st to November 30th which awareness

of a possible storm should be heightened.

Hurricane Alert: A Hurricane Alert will be issued by the National Hurricane Center if readiness

actions are required before a hurricane watch is issued. In this Plan an Alert means that hurricane

may affect the area and certain steps in the Emergency Procedure should be taken by the

Supervisory Staff.

Hurricane Watch: A Watch is issued by the National Hurricane Center when a hurricane

threatens, the watch covers a specified area and time period. A watch may be issued from 48-24

hours before hurricane conditions (winds greater than 74 miles per hour) affect the area, but it

does not mean that it will happen. When a watch is issued, listen to advisories and be prepared to

take action if advised to do so. In this Plan a Watch means that a storm could affect the area with

48-24 hours and those activities identified in the Emergency Procedure for Watch should be

completed.

Hurricane Warning: A warning is issued by the National Hurricane Center approximately 24

hours before hurricane conditions (winds greater than 74 miles per hour) are expected. Under

certain conditions, such as a change in the path of the storm, the warning may be issued 10 to 18

hours or less before the arrival of hurricane conditions. A warning will also identify where

dangerously high water and waves are forecasted. In this Plan a Warning means a storm is

imminent within 24 hours and those activities identified in the Emergency Procedure for warning

should be completed immediately. In addition, any activities under the Alert and Watch sections

of the Emergency Procedure should have been completed.

Hurricane Landfall: The point and time during which the eye of the hurricane passes over the

shoreline. Landfall does not immediately contribute to a decrease in storm intensity.

Shelter: The process of moving residents and visitors into safe structures for temporary period of

time and providing for the needs of the individuals while they are in the building.

Storm Surge: A rising dome of ocean water produced by the high winds near the center of a

storm. As the storm approaches land and the ocean becomes shallow, water displaced by the high

winds can no longer be dispersed in the depths of the ocean. The displaced water pileup and

moves with the storm as it passes over land. Wind driven waves occur on top of the dome

contributing to the total height of the water.

Tropical Storm: An area of low pressure with a definite eye and counter clockwise winds of 39-

74 miles per hours. A tropical storm may strengthen to a hurricane in a very short period of time.

Tropical Storm Watch: An announcement for specific areas, that a tropical storm or tropical

storm conditions pose a possible threat to coastal areas generally within 36 hours.

Tropical Storm Warning: An announcement that tropical storm conditions, including the

possibility of sustained winds up to 73 miles per hour, are expected in a specific coastal area

within 24 hour
