1. ADMINISTRATION1.1 VISION
TheGoldIndustryGroupWestAustralianNetballLeague(GIGWANL)isanelitetrainingandcompetitionstructurethatprovidesthebestopportunitiesforplayers,coaches,umpiresandofficialstodevelopandmaximisetheirabiities.1.2 OBJECTIVE
• ToproduceWestCoastFeverandSuncorpSuperNetballplayers;• Toprovideanelitecompetitionforstateteamathletes;• Toensurethecontinueddevelopmentofallparticipantsbyprovidingthehighest
standardofplaying,coaching,umpiringandofficiating;• DeliverthebeststatenetballleaguecompetitioninAustralia;• ProfilenetballinWesternAustralia
NetballWA (NWA) shall operate the GIGWANL (“the Competition”), comprising of threedivisions–Open,20&UnderandMen’s.1.3 UNIFORMS1.3.1 Teamsinalldivisionsshallwearthesameuniformwithcoloursbeingthatoftheclub
orasdeterminedotherwise.Applicationforanychangetouniformmustberegisteredusing the GIGWANL “Change of Uniform” Form (Appendix 1) with the NWACompetitionCoordinatorandapprovedbyNWApriortopurchase.
1.3.2 Intheeventofaclashofcolours,thesecond-mentionedteamshallchangetheirbibs
to an alternative colour. Each teammust have a secondary colour bib and mustnominatethiscolourofbibatthebeginningofeachseason.
1.3.3 For all regulations concerning uniforms, please refer to the 2019-2021 GIGWANL
CommercialManual.
1.4 VENUES

1.5 VENUEACCREDITATION1.5.1 Wherepossibleallcompetitionvenuesshallmeettheaccreditationrequirementsof
NetballAustralia,including‘runoff’requirements(3.05meters)andadequatespacefortheplacementofteambenches,scorebenchandsignage.
1.5.2 Shouldtherequired‘runoff’notbeavailableatavenue,aminimum‘runoff’of2.5
meterswithroomforplacementofteambenches,scorebenchandsignagemaybenegotiatedwiththeNWA.
1.5.3 Venueaccreditationrequirementswillbeprovidedtoeachvenue.1.5.4 The allocated umpires for each match shall have the power to decide as to the
standardofthecourt,inconjunctionwiththeMatchDelegate.1.6 TRAVEL&ACCOMMODATION1.6.1 Clubsareresponsibleforalltravelandaccommodationarrangements.1.7 MEDICAL1.7.1 Allathletesandofficialswhoparticipateinthe2019GIGWANLmustbeaffiliated
withNWAandarethereforecoveredundertheNationalInsuranceProgram.AllNWAaffiliationfeesareinclusiveoftheinsurancepremium.FormoreinformationontheNationalInsuranceProgram,clickonthelinkhttps://wa.netball.com.au/insurance/
1.7.2 ItistheClub’sresponsibilitytoensureathleteshavegainedclearancetoplayfromthe
appropriatemedicalpractitionerwhoseprimaryemploymentroleistodiagnosetherelevantinjury/illnesssustainedbytheathlete.NWAwillfromtimetotimerequestacopyofaplayer’sclearancefrommajorinjury,butnotlimitedto,foritsrecords.
1.8 BRIEFINGS&REVIEWS

1.8.1 Apre-seasonbriefingwillbeheldfortheGIGWANLCoordinatorsandManagers,ScoreBenchandUmpiresSquadandotherappropriatepersonnel.
1.8.2 Additionalbriefingswillbeheldasnecessary.1.8.3 InternalreviewsoftheGIGWANLwillbeheldasdeemednecessary.1.9SPONSORSHIP&SIGNAGE1.9.1 Forallregulationsconcerningsponsorshipandsignage,pleaserefertothe2019-
2021GIGWANLCommercialManual.2. COMPETITIONSTRUCTURE2.1 GIGWANL2.1.1 NWAreserves the right to refuseentry toanyLicensee into theCompetition in its
absolutediscretionandwithoutreason.
2.1.2 ParticipatingClubsfor2019are:

2.1.3 Eachoftheparticipatingclubsaslistedin2.1.2ispermittedtoenteroneteaminthe
Openand20UdivisionsoftheGIGWANL.
2.1.4 Aclubmustregisteraminimumnumberofplayersbythedatespecified:• 12forthesquadperteamfielded• OpensquadmustfallwithinthePlayerPointsSystem(90points)
2.1.5 AlllistedplayersandofficialsmustbefinancialmembersofNWApriortostartofthe
seasonandhaveappliedforaclearanceviaMyNetballifapplicable.

2.1.6 Aplayerorofficialwillnotbepermittedtotakepartinamatchorbeseatedontheofficialbenchifrelevantpaperworkandpaymentshavenotbeencompleted.
2.1.7 Aplayercannotberegisteredwithmorethanonecluborplayformorethanoneclubinanygivenseason.
2.1.8 Amaximumof12players,(dressedintheappropriateuniform,inclusiveofplaying
uniform)plusfiveteamofficialsmaysitontheteambenchduringanygivenmatch.2.1.9 Upto12playersmaybe listedontheTeamList (asregisteredasper2.1.4),which
mustbeprovidedtotheScoreBenchpriortoeachmatch.Onlythoseplayersnamedonthelistpriortothematchwillbepermittedtotakethecourt,noplayernamesmaybeaddedtotheTeamListfollowingthecommencementofthematch.
2.1.10Ateammusthaveitscoach,managerandprimarycareridentifiedontheTeamList
andarerequiredtositontheteambench.2.2COMPETITIONDRAW2.2.1 TheCompetitionshallconsistoftwopreliminaryroundsinwhichallteamsshallmeet
twice.
2.2.2 Thetopfourteamsfromthepreliminaryrounds,inalldivisionswilladvancetoafinalseries,consistingoftwo(2)semi-finals,one(1)preliminaryfinalandone(1)grandfinal.
2.2.3 Theformatofthefinalseriesforalldivisionsisasfollows:SemiFinal1 1v2 SemiFinal2 3v4 PreliminaryFinal LoserofSemiFinal1vWinnerofSemiFinal2GrandFinal WinnerofSemiFinal1vWinnerofPreliminaryFinal
2.2.4 TheschedulingofmatchesintheGIGWANLshallbedeterminedbyNWA.
2.2.5 Fixturesremainsubjecttoamendmentduringtheseason,withreasonablenoticeofanyamendmentsprovidedtotherelevantteamswherereasonablypracticable.
2.2.6 Shouldamatchnotbeabletocommenceduetotheunavailabilityofthecourtfor
reasonsbeyondthecontrolofcompetingteams,and30minuteshaselapsedfromthescheduledmatchcommencement,NWAmaydecidetoproceedwithorreschedulethematch.
2.2.7 RoundRotations/FormatsshallbedeterminedbyNWA.

2.3 COMPETITIONPOINTS2.3.1 Theofficialscoresheetistheonlytruerecordofamatch.2.3.2 Inthepreliminaryroundsforalldivisions,pointswillbeallocatedbywayoftwopoints
forawin,onepointforadrawandzeropointsforaloss.Onlymatchesinthefinalserieswillbeplayeduntilaresultisachieved.
2.3.3 Intheeventthatduetounforeseenandexceptionalcircumstancesamatchcannotbe
rescheduled(refer5.5.1)forcompletionthefollowingshallapply:
2.3.3.1Adrawnresultwillbedeclaredifthegamewasstoppedpriortoorduringhalftimeandeachteamawardedonematchpoint;
2.3.3.2 If thegamehasentered the thirdquarterawinand two (2)pointswill beawarded to the teamwith the highest score at the time inwhich thematchwasstopped;
2.3.3.3Intheeventthatthescoreistiedandthematchhasenteredthethirdquarter,adrawnresultwillbedeclaredandeachteamawardedone(1)matchpoint,withscoreatthattimerecorded;
2.3.3.4Ifthegamecannotberescheduled,adrawnresultwillapplyandeachteamwillbeawardedonepoint.
2.3.4 Should,foranyreason,avenuedisruptionorbreakdownoccurresultinginascheduledfinalmatchnotcommencingontimeorbeingstopped,andwherethematchisunabletocommenceorcontinuewithinthirtyminutesofthescheduledcommencementtimeorstoppage,thematchshallberescheduled.Thematchwillbeginasnewandteamswillbeabletomakechangestotheirselectedteam. 2.3.4.1Ifthegamehasenteredthethirdquarterawinwillbeawardedtotheteamwiththehighestscoreatthetimeinwhichthematchwasstopped.
2.4 TEAMSONEQUALPOINTS2.4.1 Intheeventthat,uponcompletionofthepreliminaryrounds,twoormoreteamshave
earnedthesamenumberofpoints,theplacingofthoseteamsshallbedeterminedbyrankingtheteamsconcernedaccordingtogoalpercentagesachievedbyeachteamduringthepreliminaryrounds(i.e.totalgoalsscoredbytheteamdividedbytotalgoalsscoredagainst the team,multipliedby100overone, forallmatchesplayed in thepreliminaryrounds).

2.4.2 If,afterapplying2.4.1,twoormoreteamsremaintied,theteamsconcernedwillberankedaccordingtothegoalpercentageachievedbyeachteaminmatchesplayedbetweenthoseteamsinthepreliminaryrounds(i.e.totalgoalsscoredbytheteaminmatchesinvolvingtheotherteamconcerneddividedbytotalgoalsscoredagainsttheteaminmatchesinvolvingtheotherteamconcerned,multipliedby100overone,forallmatchesplayedinthepreliminaryrounds).
2.4.3 If,afterapplying2.4.1and2.4.2, twoormoreteamsremaintied, theteamhaving
scoredthegreatesttotalnumberofgoalsacrossallmatchesinthepreliminaryroundsshallbeawardedthehigherplacing.
2.5 FINALS
2.5.1 TobeeligibletotakepartintheFinalsSeriesforalldivisions:
2.5.1.1 Qualificationforfinalsbynon-WestCoastFeverplayers:
• Playersmusthavebeenlistedandplayedinaminimum4(four)preliminarymatchesinthatdivisionfortheirclub,or
• haveapprovedmedical/orotherdispensationbyNWA. 2.5.1.2 QualificationforfinalsbyWestCoastFeverplayers:
• Playersmusthavebeenlistedandplayedinaminimum3(three)preliminarymatchesinGIGWANLfortheirclub,
• haveapprovedmedicaldispensationbyNWA.2.5.2 20Uplayerswhohaveplayedaminimum4(four)preliminarymatchesinthatdivision
areeligibletoplayfinalsintheOpendivision.2.5.3 Openplayerswhoareageeligibleforthe20Udivisionareineligibletoparticipatein
20Udivisionfinals.3. PERSONNEL3.1 MATCHDELEGATE3.1.1 The Match Delegate shall be responsible for the functioning of all Competition
matches.3.1.2 TheMatchDelegateshallbeempoweredtocancelanymatchesdeemedunsafe in
consultationwiththeGIGWANLCompetitionReferee.

3.1.3 NWAhastherighttoappointotherofficialsandvolunteerstoenablethecompetitiontorunaccordingtostandards.
3.2 NWACOMPETITIONSCOORDINATOR3.2.1 The scheduling and rescheduling of all matches is the responsibility of the NWA
CompetitionsCoordinator.3.2.2 The NWA Competitions Coordinator will assist the Licensee to understand their
obligationsoftheGIGWANLCompetitionRegulations,sotheyareabletofollowthecorrectadministrativeproceduresandadheretotheseRegulations.
3.2.3 TheNWACompetitionsCoordinatorshallberesponsibletotheVenue,Competition
and EventManager, CommunityNetballManager,GeneralManager – CommunityNetball,ChiefExecutiveandBoardofNWAforthemanagementoftheCompetitionand for this purpose is responsible for upholding all rules and regulations of theCompetition. TheNWACompetitionsCoordinator (in consultationwith theVenue,Competition and Event Manager, General Manager – Community Netball, ChiefExecutive Officer and Board of NWA where required) is authorised, if deemednecessary,tomakedecisionstoensurethat:
(a) AlloutcomesidentifiedintheNWAStrategicPlan2018-2022andtheNetballWA
HighPerformancePlan2018-2022areachieved;and
(b) WheretherulesorregulationsaresilentadecisioncanbemadethatensurestheintegrityoftheCompetitionismaintainedalways.
3.2.4 Further to clause 3.2.3 above, the NWA Competitions Coordinator, may in their
absolutediscretion,inexceptionalorextenuatingcircumstances,alter,varyorwaiveanyoftherequirementssetoutintheGoldIndustryGroupWestAustralianNetballLeagueOperationsManualrelatingtotheCompetition,includingthisRegulation.Theprimary,butnotexclusive,purposeoftheexerciseofsuchdiscretionistoensurethattheintegrityoftheCompetitionismaintainedatalltimes.
3.3COMPETITIONREFEREE3.3.1 TheCompetitionRefereewillbetheNetballWACompetitionCoordinatorandifnot
presentatamatchwillbecontactablebymobiletelephone(0409178308).
3.3.2 TheCompetitionRefereewillbethereferencepointforanyissuesordisputesthatariseinrespectoftheOperationsManualorCommercialManualorduringanevent,outsideoftheofficialrules,andinrespectofwhichapromptdecisionmustbemade.

3.3.3 TheOperationsandCommercialManualswillbethefirstreferencepointwhereanydisputeoccurs.
3.3.4 TheCompetitionRefereehasthepowertoappointorremoveofficials.(Inthecaseofumpires,theCompetitionRefereewillconsultwiththeHighPerformanceUmpirePaneldesignatedrepresentativebeforeformalisingadecision).
3.3.5 TheCompetitionRefereehasthepowertoassigncourts,startmatchesandexcuseateamfromplayingforadefiniteperiod.
3.3.6 TheCompetitionRefereecandefaultateamthathasnotbeenexcusedfromplayingandisnotreadytoplaywhencalledupontodoso.
3.3.7 TheCompetitionRefereemaypreventa teamplayingamatchwherean ineligible
playerislistedontheteamlist.3.3.8 TheCompetitionRefereemay,atanytime,postponeplayonaccountofthecondition
ofthecourtorsurrounds,orifateam,playerorotherpersondoesnotabidebytherulesoutlinedinthisdocument.
3.3.9 TheCompetitionRefereemaydeclareaforfeitbyateamshoulditbreachtherules
outlinedinthisdocumentandawardcompetitionpointstotheotherteamwhatevertheresultofthematch.
3.3.10TheCompetitionRefereemayhearprotestsbyeitheroftheparticipatingteamsina
matchandawardcompetitionpointstooneoftheteams,irrespectiveoftheresultofthematch.
3.3.11TheCompetitionRefereewillnotmakedecisionsontheplayingrulesappliedbythe
umpires.
3.3.12ThereisnoappealagainsttheCompetitionReferee’sdecision.3.4 PLAYERS
3.4.1 AllGIGWANLteamsaretonominatetwelve(12)playersintheOpendivisionbytheduedateasdeterminedbyNetballWA.ThepointsvalueoftheOpendivisionlistmustfallwithinthetotalsetoutinthePlayerPointsSystem(3.15).
3.4.2 AllGIGWANLteamsaretonominate12playerstocompeteinthe20UdivisionbytheduedateasdeterminedbyNetballWA.
3.4.3 Amaximumof12playersmay sit on the teambench foreach competitionmatch(Openand20Udivisions).

3.4.4 AllplayersparticipatingintheGIGWANLmustbecurrentmembersofNetballWA.3.4.5 Playersmustbeatleast16yearsofageasat31DecemberoftheCompetitionyearto
participateintheGIGWANL.Clubsmayapplyforanexemptionforaplayeryoungerthan16yearsofageasat31DecemberoftheCompetitionyearONLYifthatplayerisamemberoftheNWA17UStateTeamintheyearofCompetition.
3.4.6 Playersmustbe20yearsorunderat31Decemberinthecompetitionyeartocompete
inthe20&underdivision.3.4.7 AllplayersmusthavesignedtheGoldIndustryGroupWestAustralianNetballLeague
ParticipantAgreement(GIGWANLPA)asstatedin3.12.3.4.8 The selectionofplayers to theTeamList iswithin the solediscretionof theclubs,
subjecttotherulescontainedinthisdocument.3.4.9 NWAshallhavefirstpriorityonanyplayerforanyWestCoastFever,WesternStingor
StateTeamrepresentativecommitment.
3.4.10PlayerscanplayforanyclubintheGIGWANLregardlessofwhichAssociationtheyareapartof.
3.5 PLAYINGRESTRICTIONS3.5.1 Movementbetweenteams:Playersmayplayamaximumof5quartersacrossboth
divisionsonanyonefixturedate.Playersmaynotparticipateinmorethanonegameatthesametime.
3.5.2 Playingup:20UplayersmayplayintheOpendivisionhoweverthismustnotcausea
teamtoexceeditsPPScap.AReplacementAthleteNotificationformwillberequired.3.5.3 Playingdown:AgeeligibleOpenlistedplayersmayplayinthe20Udivisionunderthe
followingconditions: (a)AgeeligibleOpenlistedplayersmayplayinthe20Udivision.Onceanageeligible
Openlistedplayerhastakenthecourt6timesintheOpendivisiontheyareunabletoplayinthe20Udivisionfortheremainderoftheseason.
(b) Nomorethantwo(2)ageeligibleOpenlistedplayersmayplayinthesame20U
match.
(c) AReplacementAthleteNotificationformwillnotberequired.
(d) AgeeligibleOpenlistedplayersareineligibletoparticipatein20Ufinals.

3.6 COACHES3.6.1 Licenseesaccepted intotheCompetitionshallensurethatcoachingstaffadhereto
thefollowing:
(a) TheyarecurrentmembersofNetballWA.
(b) Opendivision coachesmust hold aminimumcurrent,NCASAdvanced (NetballCoachingAccreditationworkingtowardsElite)orabove.
(c) 20U division Coaches must hold a minimum current, NCAS Advanced Netball
CoachingAccreditation(workingtowardsElite)orabove.(d) Men’sdivisionCoachesmustholdaminimumcurrent,NCASIntermediateNetball
CoachingAccreditation(workingtowardsAdvanced)orabove.3.7 ASSISTANTCOACHES3.7.1 Licensees accepted into the Competition shall ensure that assistant coaching staff
adheretothefollowing:
a) TheyarecurrentmembersofNetballWA
b) Open and Men’s Assistant Coaches must hold a minimum current NCASIntermediate Netball Coaching Accreditation (working towards Advanced) orabove.
c) 20UAssistantCoachesmustholdaminimumcurrentNCASIntermediateNetballCoachingAccreditation(workingtowardsAdvanced)orabove.
3.8 PRIMARYCARE
3.8.1 Allprimarycarepersonnelmustholdoneofthefollowingqualifications:• PhysiotherapyDegree• Doctor(MedicalPractitioner)• MinimumLevel1SportsTrainer
3.8.2 ThePrimaryCarercanonlyperformtheroleofPrimaryCarerandnootherroleonthe
teambench.

requiredtosignandreturntheGIGWANLPAtotheNWAOfficewhensigningwithaGIGWANLclub,priortothescheduledcommencementoftheCompetitioninordertogainTeamMembereligibility.
3.12.2AllLicenseesmusteducatetheirathletesandteamofficialsonwhatitmeanstosignaGIGWANLPA.TrainingPartnersofaLicenseearenotrequiredtosignaGIGWANLPAunlesstheyaregivenapositioninaGIGWANLteam.OnceaGIGWANLPAissignedbyaTrainingPartnertheyareboundtothatagreementfortheperiodoftheGIGWANLseason.
3.12.3AllplayersandofficialsmustcompleteanewGIGWANLPAeachCompetitionyear.3.12.4Aparticipant’ssignatureontheGIGWANLPAshallconfirmthattheplayer:
(a) AgreestoberegisteredforthecompetitionyearwiththenominatedLicensee,
(b) UnderstandstheycanonlyregisterwithoneGIGWANLLicenseepercompetitionyear,

(c) UnderstandsthattheyareregisteredwiththenamedLicenseefromthetimethey
signanddatetheGIGWANLPA,(d) CompletesaClearanceRequestonMyNetballandagreestonotifytheLicensee
andNWAinwritingprovidingfulldetailsofcircumstances,whichmayrequireaplayerafterregisteringwithaGIGWANLLicenseetorequesttoplayforanotherGIGWANLLicensee.SuchamovewouldbesubjecttotheapprovaloftheLicenseeand NWA and are not automatically granted, (Note: for the 2019 season, noclearancewillberequiredaspartofthenewcompetition.The informationwillapplyforseason2020andbeyond).

3.12.5AnathleteorClubOfficialwillnotbedeemedtobeeligibletotakethecourtinany
GIGWANL Competition match unless all paperwork has been received andathlete/ClubofficialeligibilityconfirmedbyNWA.
3.13PERMANENTREPLACEMENTATHLETES
3.13.1TeamslookingtomakeapermanentreplacementfortheremainderoftheGIGWANLCompetition Seasonmust seek approved by NWA in accordancewith the AthleteEligibilityRules.
3.13.2ATeammayapplyforapermanentreplacementofanathleteinitslistedsquadoftwelve (12)athletes inexceptionalcircumstance.Applicationmustbemadeto theNWACompetitionsCoordinatorforconsiderationtopermanentlyreplaceanathleteforthedurationoftheGIGWANLCompetitionSeason.(RefertotheReplacementPlayerApplication/NotificationForm)
3.13.3AGIGWANLlicenseemayonlypermanentlyreplaceaplayeronitslistedsquadif:a) Theplayertobereplacedisnolongeravailabletoplayinthecompetitiondueto
serious injury/illness or for other reason(s) acceptable to NWA in its absolutediscretion. Thismay include, butnot limited to, pregnancy,moving locationorworkcommitments.
b) Theplayer’sconductorlackoffitnessdoesnotjustifykeepingthemontheplayinglist;or
c) Theplayer’sagreementwiththeLicenseehasbeenterminated.
3.13.4AnathleteisineligibleforpermanentreplacementforanGIGWANLteamiftheyare
orhavebeenpartofasquadofanotherGIGWANLteamforthatcompetitionseason.

3.13.5Any permanent replacement athlete must have signed the GIGWANLPA prior toparticipating.

3.14.1ATeammayapplyforatemporaryreplacementofanathlete in its listedsquadoftwelve (12)athletes inexceptionalcircumstance.Applicationmustbemadeto theNWACompetitionsCoordinatorforconsiderationtopermanentlyreplaceanathleteforthedurationoftheGIGWANLCompetitionSeason.(RefertotheReplacementPlayerApplication/NotificationForm)
3.14.2Thepointsvalueofthetemporaryreplacementathletewillbeincludedontheteam’s
Player Points System limit. The points value for the player being replacedwill beremoved.ATemporaryReplacementAthletewillnotbegivenapprovaltojoinateamifitcausesateam’sPlayerPointsSystemlimittobeexceeded.
3.14.3AdvancednoticeofatemporaryreplacementathletemustbesubmittedtoNWAbynolaterthan48hourspriortocommencementofthematchusingtheReplacementAthleteNotificationform.
3.14.4Inextenuatingcircumstances(i.e. injuryorbereavement)atemporaryreplacementathletechangewillbeacceptedup to30minutesbefore thecommencementofamatch.TheReplacementAthleteNotification formwillbeacceptedretrospectivelyandmustbereturnedtoNWA(withsupportingevidence)bynolaterthan12:00pmontheMondayfollowingtheRoundinordertobeconsideredeligible.PleasenotetheathletemusthavemetthecomplianceobligationssetoutintheReplacementAthleteNotificationFormbeforetakingthecourt.
3.14.5AnathleteisineligibletobeatemporaryreplacementathleteiftheyareorhavebeeninthesquadofanotherGIGWANLteamforthisseason.
3.14.6AnytemporaryreplacementathletemusthavesignedtheGIGWANLPAAppendix6priortoparticipating.(RefertotheReplacementPlayerApplication/NotificationForm)

Coast Fever playerswill be allocated to the GIGWANL Clubs byWest Coast FeverNetballClub.TheWestCoastFeverNetballClub’sdecisiononallocationswillbefinal.
3.15.10AnyGIGWANLplayerwhosignsonwithWestCoastFeveraseitheraTemporaryor

previousyearandarelookingtochangeClubsfortheupcomingseason.3.16.2PlayerscansubmittheonlineGIGWANLPFtotheirnewclub.Formswillthenbesent
totheNWACompetitionsCoordinator,whowillentertheclearanceintothesystem.The club from the previous year has 10 business days to either grant or refuse aclearancebyacceptingtheMyNetballclearance.Incircumstancesofrefusal,theclubneedstonotifytheNWACompetitionsCoordinatoroftheirdecisionandreasonsfordenyingtherequest.
3.16.3Clearance formsmust be submitted toNetballWA by no later than the due date
stipulatedpriortothescheduledcommencementoftheCompetitioninordertogainTeamMembereligibility.
3.16.2 WiththeexceptionofplayersontheWestCoastFeverplayinglist,anyplayerwishing
to changeGIGWANL clubsmustbegranteda clearance from their former clubonMyNetballpriortotakingpartinthecompetitiontobeeligibletoplay.Clearanceswillnot be granted to participants wishing to switch clubs if they have already beenregisteredwithaGIGWANLclubduringthe2019season.
3.16.3 AnyclearancerequiredduringtheseasonmustbeapprovedbyNWA,aminimumof
24hourspriortotheplayersfirstmatchoftheseason.Theplayercannotparticipateinamatchuntiltheclearancehasbeengranted.
3.16.4 Theclubrequestingaplayerclearance,mustallowtheformerclubupto7daystoapproveordenytheclearance.TheNWACompetitionCoordinatorgrantaclearanceifdeemednecessary.
3.16.5 PlayersrequireaclearancefromaclubiftheyhavepreviouslyplayedforthatclubintheGIGWANL(2019seasonandbeyond).
3.16.6 Players signed to the West Coast Fever playing list are subject to the GIGWANL
AllocationPolicyandmustrefertothatpolicybeforerequestingatransfer.3.16.7 Any club retains the right to refuse a transfer if a player has an outstanding debt
and/or is inpossessionofpropertyof thatclub,until thedebt is settledand/orallpropertyreturned.Approvalshallbegrantedandthetransferformapprovedwithin72hoursofreceiptofpaymentofsuchdebtorreturnedproperty.
3.16.8 Whereaclubrefusesitsconsent,thereasonsinwritingshallbeprovidedtotheclubrequesting the transfer, within seven days of the postmarked date, or the date

recorded as having been forwarded on the application for transfer. The NWACompetitionCoordinatormaygrantaclearanceifdeemednecessary.
TheNWACompetitionsCoordinatorwillliaisewiththeplayerandtheclubtodetermineiftheclearance will be granted. The player and the club may be asked to provide supportingevidence.AnyplayermovementwillbesubjecttotheapprovalofNWA,whichitmaywithholdinitsabsolutediscretion.3.17 PLAYERRECRUITMENTWINDOW(PRW)3.17.1ThepurposeofthePRWistoregulatethemovementofplayersbetweenlicensees.3.17.2ThePRWisaperiodoftimeinwhichLicenseesarepermittedtoapproachpotential
newrecruits.3.17.3AllLicenseesmustcomplywiththePRW.3.17.4ALicensee(oranyoneonbehalfofaLicensee)maynotmakeanyoffertoaPlayerto
play for its Team or Teams in a season within forty-two (42) days after the GoldIndustryGroupWestAustralianNetballLeagueGrandFinalintheyearprecedingthatseason.
3.17.5Licenseesarepermittedtoapproachandre-signtheirownplayersatanytime.3.17.6AlloffersmadetoPlayersmustremainopenforacceptancebythePlayerforatleast
oneweekorseven(7)days.3.17.7 Inadditiontotherequirementunderclause3.17.4,aLicensee(oranyoneonbehalf
ofaLicensee)maynotmakeanyoffertoapersontobeassociatedwithitsplayingortrainingregimesotherthanasaPlayerunlesstheofferisopenforacceptancebythepersonforatleastoneweek.
Without limiting the application of this regulation, a person is associated with a
Licensee’splayingor trainingregimes if thatperson isaGold IndustryGroupWestAustralianNetballLeaguetrainingpartneroramemberofaGoldIndustryGroupWestAustralianNetballLeaguedevelopmentsquad(howeverdescribed).
4. GIGWANLORGANISATION

andsubmittotheMatchDelegate30minutespriortothescheduledplayingtime.Team lists will then be photocopied and distributed to Bench Managers, TeamManagersandBroadcast.

revised2018.4.2 FINALS4.2.1 A 3-round Finals Series for each division will be played at the conclusion of the
PreliminaryRounds.4.2.2 Teamsqualifyingforfinalsshallbedeterminedbythenumberofpointsgainedduring
theseason:
(a) Intheeventofteamsbeingequalonpoints,positionsshallbedeterminedbythepercentageofgoalsscoredforandagainst,
(b) Intheeventofteamsbeingequalonpercentage,positionsshallbedeterminedbythegreaternumberofgoalsscoredfor.
4.2.3 EachdivisionoftheGIGWANLshallplayfour(4)teamfinalsseries.4.2.4 Opendivisionplayersmustbeapartoftheteam’scurrentplayerlistandhavetaken
the court and played aminimum of 4 games to compete in a final series of thatdivision.20UandMen’splayersmusthaveplayedaminimumof4matchesinthatdivision.ContractedWestCoastFeverplayersmustplayaminimumof3GIGWANLmatches.
4.2.5 Teamsfoundplayinganineligibleplayerduringfinalswillbedeemedtohavelostthat
match.4.2.6 Matchesshallbeconductedforfinalsasforrounds,withtheexceptionofstartingtime
anddrawnmatches.

(b) Thisscoresheetshallalsoindicatethepositionsplayedeachquarter,thecentrepasstaken,goalsandmisses,allinjurystoppagesandthefinalmatchscore.
(c) Thefinalmatchscoreiscalculatedbytheadditionofthegoalsscored(strokesat
thetopofthescoresheet)forthetotalmatch.4.3.2 Theofficial scoresheet isdeemedtobeconclusiveevidence for furtherpurposeof

5.4 UMPIREUNAVAILABILITY5.4.1 Shouldoneorbothumpiresallocatedtoamatchnotattendthecommencementtime
foramatch,amaximumperiodof fiveminutesshallbeallowed for theumpireorumpirestoarrive.
5.4.2 If,attheendofthistime,twoallocatedoralternativeumpiresarenotpresent,the

7. MATCHDAYPROCEDURES7.1 WARMUPAREA7.1.1 Duetolimitedspace,teamsparticipatinginmatcheswillhave15minuteswarmup
timeonthecourttowhichtheirmatchisallocated.7.2 COURTENTRY
7.2.1 Teamswillbepermittedentrytotheplayingcourtareawhenthepreviousmatchhas

Seatingwill beprovided for12participatingplayers and fiveofficials,whoare thecoach,manager and up to three other personnel, at least one of whomust be aPrimaryCarePersonwhoisqualifiedtodiagnoseand/ortreatinjuryand/orillness.
7.3.2 OnestatisticianperteamwillbepermittedcourtsidehowevermustbeaffiliatedtoNWAandnotifiedtotheNWACompetitionCoordinator.Personnelactinginthisrolemustbeactivelyinvolvedwithstatisticaldutiesandispermittedtoliaisewithteamcoaching staff during interval breaks. Verbal involvement during the game is notpermittedandpersonnelare subject to removal fromthecourt ifnot carryingoutthese duties in an appropriate manner. Statisticians will be required to wear aStatisticians lanyardwhenever taking to the arena. Statisticians are required to sitbehindthebench.Shouldthatnotbepracticalthentheyarerequiredtositatthefarendofthebench,awayfromthecoachingstaff.
7.3.3AllStatisticiansmustberegisteredmembersonMyNetballbyFriday24May2019.
7.3.4 Registered players are ineligible to undertake the role of statistician. The first-
mentionedteaminthefixturesshallbeseatedtotherightofthecentrecircle,thesecond-mentionedteamtotheleftofthecentrecircle.
7.3.5 Allplayersandofficials(inclusiveofPrimaryCarerandStatistician)mustbedressedin

immediately, on the prescribed form, to the Bench Manager. Notification to theopposingteamorumpiresisnotrequired.
7.4.5 TeamManagersmaycollectcopiesofscoresheetsforthematchfollowingcompletion
of the match concerned. Team managers should allow sufficient time for thecompletionofthescoresheetsbeforeapproachingthescorebench.
7.5 COURTSIDEANNOUNCER
7.5.1 NWA shall appoint personnel to undertake the duties of courtside announcer, as
deemedappropriatefromtimetotime.
7.5.2 Where games are allocated to country venues, it shall be the responsibility of thehomevenuetoprovidepersonnel,inconjunctionwithNWA.
7.6 ELECTRONICCLOCK&PLAYERINTRODUCTIONS

8.1.8 GIGWANL Bench Official of the Year - The Bench Official at the conclusion of
GIGWANLwhohasconductedthemselves“on”and“off”thecourtinaprofessionalmanner and displays sportsmanship; showing continual improvement in theirstandardofofficiatingacrossthecompetitionperiod.TheNWASportDevelopmentCoordinator – Competitions, in conjunction with the GIGWANL Bench OfficialsAdvisoryGroup,willdecideontherecipientofthisaward.
