COVID-19 Statement

The concessions and restrictions placed by Governments on movement and activities during the COVID19 Pandemic are extremely fluid in nature. There is a strong possibility the measures needed to be taken by individuals and organisations may be significantly different between the date these Supplementary Regulations are published and the date of the event. It is therefore necessary that the Event Website be monitored for Bulletins that may vary these Supplementary Regulations prior to the event. Under no circumstances should anyone with symptoms consistent with COVID-19 attend the event. This includes any fever, respiratory symptoms, shortness of breath, sore throat, cough, fatigue, or lack of sense of smell. Under no circumstances should anyone attend the event if they have been;

i. overseas in the previous 14 days; or ii. in contact with someone who has been overseas in the previous 14 days; or iii. in contact with a known COVID-19 positive case in the previous 14 days.

It is highly recommended that if any participant exhibits symptoms consistent with COVID-19 prior to the event then the individual should take a COVID-19 test through your local Health service or regular Doctor. Motorsport Australia strongly encourages the use of the Australian Government’s ‘COVID Safe App’ for all event participants. Many administrative and operational processes for the event may be very different to what has been normally experienced in the past. This may result in some activities taking longer than expected. Please allow additional time and tolerance during this difficult period so we can all participate and be involved in the sport we love. Please do read these Supplementary Regulations closely and in the lead up monitor for any applicable changes that may be made to the event as they become available. Social distancing and other COVID-19 practices must be observed at all times. There will be changed control procedures, eg. the timecard will not be handed to control officials. These changes are covered in Article 18. Note the following; Crews are required to carry one suitable mask each for the Driver and Co- Driver, an adequate supply of disposable rubber gloves and any other PPE they deem as appropriate. This PPE must be worn if it is required to stop and render assistance to a crew involved in an accident.

1.0 INTRODUCTION AND WELCOME

Welcome to the 2020 Netier National Capital Rally version 2. The rally is a compact event being round 1 of the Motorsport Australia Australian Rally Championship®, ARC2, ARC3, ARC4, JARC and ARC Manufacturers. The rally is also round 1 of the MTA NSW Motorsport Australia New South Wales Rally Championship, the East Coast Classic Rally Series and the Techworkz Automotive ACT Regional Rally Series.

Events of this magnitude cannot happen without the tireless work and assistance of key stakeholders and I would personally like to thank all officials for their efforts in the lead up and during the event. A special mention must go to the team at the Brindabella Motor Sport Club for their incredible support for this event.

We acknowledge the support of Netier & Abode Hotels who have committed for a further 3 years and the ongoing support of the ACT Government. The Netier National Capital Rally has been designed with the competitor in mind utilising some of the best roads Canberra has to offer. The event has been set to be as compact as possible for the benefits of both crews, teams, media and other stakeholders.

5.0 SERVICE PARK AND CREW INFORMATION

5.1 Information about the service park The Service Park will be located across the road from Rally Headquarters at: Bowes Street, Phillip.

The Service Park will be secured, via fencing around the perimeter but no security will be onsite. All competitors will be located on level ground generally consisting of a hard-packed bitumen covered surface. Competitors can access the Service Park from 0900 hrs Saturday 26th September.

5.2 Facilities at the Service Park The following facilities will be provided at the Service Park:

• Public toilets • Waste removal (shared use) • Recycling facilities • Waste oil collection (shared use)

5.3 Restrictions on the Woden precinct

Teams are reminded that the Woden area is open to the public during the rally. Crews are required to use only the designated road network.

5.4 Recycling & Waste For environmental reasons we ask that all competitors use the recycling facilities provided within the Service Park. Where oils, solvents and degreasing fluids are used all residues must be securely contained and not be allowed to come in contact with the ground.

6.0 TESTING Testing will be available for competitors for a maximum of 4 hours per competitor, as follows: Date: Friday 25th September 2020. Time: 1030am – 2:30pm Location: Various designated locations within ACT Forests Stage Length: Approximately 5 kms

7.0 RECONNAISSANCE Reconnaissance will be available on Friday from 1300hrs until 1700hrs and then on Saturday 26th September 2020. Crews competing in the Australian Rally Championship reconnaissance is compulsory. All non-Australian Rally Championship competitors whilst recommended is not compulsory and a full road book will be provided by the organisers. Competitors are reminded that in the Road Book, there are rally restricted speed limits on some liaisons; these speed limits will also apply during reconnaissance. Rally speed limit signs will be in place on the edge of the road. There are also school bus speed restrictions that must be obeyed.
