12:15 – 12:40 Item 2. Keynote Address on the role of transparency for tax purposes in the COVID-19 economic environment
Keynote speaker: Ms Nirmala SITHARAMAN, Finance Minister of India
Short interaction with the keynote speaker and Mr Angel GURRÍA, OECD Secretary-General
The Minister of Finance will be invited to present India’s experience and views on the priority areas for international co-operation in the field of transparency and exchange of information for tax purposes.

12:45 – 13:45 Item 4. Panel discussion on transparency as a tool for domestic revenue mobilisation in the wake of COVID-19

This session will discuss the impact COVID-19 has had on jurisdictions and how transparency and exchange of information for tax purposes can play a key role in the post-pandemic world. The panel discussion will be led by questions regarding the specific actions that can be taken/continued by the international community to mobilise domestic revenue.
The questions will be divided into three themes:
How exchange of information furthers the goals of domestic revenue mobilisation andtax systems fairness?
What actions should be taken in the short- to medium-term to use exchange ofinformation more effectively as a tool to tackle tax evasion and avoidance to generatemuch-needed tax revenues for the economies hit by COVID-19?
Who are the actors and participants that are crucial for this to work?

In this session, the Global Forum Secretariat will present the Global Forum’s new capacity building strategy, including the COVID-19 Action Plan to continue

delivering capacity building activities during this exceptional period and in the future. Countries and organisations benefiting from or supporting capacity building initiatives will exchange on their trajectory in the standard implementation and discuss how this work can further support development, domestic revenue mobilisation and tackling the economic consequences of the current pandemic.
