Hello and welcome to the first issue of the Sartell 2020 SRTS and Street & Utility Improvements Project Update. In this and upcoming issues, we will be updating you on the status of this project. The Project

Full Reconstruction and Sidewalk Construction Area (2nd Avenue North, 5th Avenue North, and 2-1/2 Street North):

Removals of all existing streets and utilities

Sanitary sewer and sewer service replacement

Water main and water service replacement

New storm sewer pipes.

Construction of new 36’ wide street with concrete curb and gutter

Construction of new sidewalks on the east side of 2nd Avenue N and the east side of 5th Avenue N.

Driveway restorations

The People The construction contract has been awarded to C&L Excavating out of St. Joseph, MN. They have done numerous projects in Central Minnesota and are very experienced in this type of project.

Brent Lahr is C&L’s Project Superintendent for this project. Brent can be reached at 320.980.3363 (cell).

Jessica Funt-Schustak, SEH’s Project Representative, will be on site to observe construction progress. Jessica drives a grey Ford Explorer and will be accessible to answer your questions and receive comments. Jessica can be reached at 320.402.4581 (cell). Schedule As of the time of this newsletter being written, the contractor plans to begin construction on April 13th (weather dependent). At this point, the national situation with the COVID-19 virus will not affect the start date of construction, but this situation is evolving on a daily basis. The project team will be adjusting our work habits and taking appropriate precautions as recommended by the CDC (Center for Disease Control and Prevention) during construction. This may mean communication by phone calls, notes in doors, and newsletters versus face to face interactions, maintaining social distance, frequent handwashing, etc. during the construction project.

The schedule below is preliminary and weather dependent: Construction Begins on April 6th (Weather Dependent) Removals: Week of April 6th Sanitary Sewer: April 13 thru Early of May Water Main: April 13 thru Early May Sewer and Water Services: Late April to Early May Storm Sewer: Late April to Early May Street Grading: Late April to Early May Curb and Gutter – Early to Mid-May Concrete Sidewalks – Early to Mid-May Concrete Driveway Restorations – Mid May 1st lift of Bituminous Paving – Late May or Early June Bituminous Driveway Restorations – Late May or Early June Anticipated Substantial Completion Date – Mid June 2nd Lift of Bituminous – June 2021 Final Completion – June 15, 2021

Sidewalk Only Construction Area (5th Avenue North, and 2-1/2 Street North):

The schedule below is preliminary and weather dependent: Construction Begins in Late April (Week of April 27th) Removals and grading: Late April Concrete Sidewalks – Early to Mid May Concrete Driveway Restorations – Mid May Bituminous Driveway Restorations – Late May or Early June Anticipated Substantial Completion Date – Mid June Final Completion – June 15, 2021

During Construction

Access for full reconstruction area: During Construction, the project areas will be closed to thru traffic. The project team will work hard to maintain access to your properties for those that live and work in the project area. Although there will be limited times when access to your home or business is disrupted by the construction activity, we will make efforts to proactively communicate those disruptions to you. Access will be limited during the following times:

Utility installations in front of your property will create limited access to your driveway.

Pouring of concrete driveways, driveway aprons, and sidewalks will require approximately one week of curing time.

Weather; heaving rains can at times create some access issues in driving thru construction sites.

The project team is committed to working closely with the property owners affected by this construction project to make this project go as smoothly as possible. We ask for your partnership, help, teamwork, and patience as the contractor works to complete this work as efficiently and safely as possible.

Access for areas with just sidewalk construction: In the areas where just sidewalk is being constructed on one side of 5th Avenue N and 2-1/2 Street North; the road itself will remain open traffic, but approximately half of the road will be blocked off for construction personnel and equipment. Please drive thru these areas with caution as there will be a lot of moving people and equipment to complete the work. Driveway access on the side with the new sidewalk will be restricted for about one week when the new concrete is poured. We will work to communicate these timeframes with affected properties so that you can get your vehicle out of the garage and parked on the street as needed for this limited timeframe.

Access for the overlay of 7th Street North: This portion of the project will maintain one lane of traffic in each direction during construction, but we do ask that you drive thru this area with caution as there will be a lot of people and construction equipment moving to complete the work. Driveway access will be restricted for about one week if the concrete curb and gutter or concrete driveway apron is replaced as a part of this project. We will work to communicate these timeframes with affected properties so that you can plan accordingly and /or work with you to find alternate access arrangements during these limited timeframes.

Temporary Water In the areas where the water main is planned to be replaced (2nd Avenue and 5th Avenue between 2-1/2 Street N and 3rd Street N); the contractor will be hooking up a temporary water supply to your home while the water main is replaced. Most often, the contractor is able to connect a temporary pipe to the hose bib on the outside of the house, and supply water to your home via the hose bib, but sometimes they need to dig down and make the connection at the curb stop in the boulevard area. The contractor will be working on the temporary water supply system during the week or April 13th. You will only see a minor disruption to your water service when they hook it up, and then again when it is removed at the end of the water main construction.

Refuse Collection: We will work with you and the haulers to coordinate this effort. Generally refuse collection will continue on the same day of the week, and garbage and recycling trucks will coordinate with the construction project so that they can continue to drive thru the site and pickup at the usual locations.

Mail Delivery: During the construction project:

1. In the full reconstruction area, your mailbox will be removed, salvaged, and stored.

2. Your mail delivery will be done via a temporary mailbox bank on the project. The location of the mailbox bank will be confirmed with the Post Office, and then communicated to the affected properties.

3. Near the end of the project, the contractor will re-install your mailbox.

Frequently Asked Questions

Q: What kind of activity can I expect during construction?

A: Construction is tedious and we understand it can get old quickly. At times, it may even seem like not much is getting done. Remember, patience is the biggest asset that each of you bring to the job. If you keep in mind the fact that this project will be completed, hopefully construction will seem to go faster for you! In addition to the General Contractor, there will be several subcontractors working at various times on site. There may also be private utility companies (gas, cable television, telephone, and electric) on the site locating or moving existing lines.

Q: Who do I call if I have a question?

A: Please call SEH’s Project Representative Jessica Funt-Schustak 320.402.4581 (cell), or Project Engineer Jon Halter at 320.229.4344 if you have a question regarding the project.

Q: What will happen to my sprinkler system or pet containment system during construction?

A: Private sprinkler systems and pet containment systems located within the street right-of-way are expected to be impacted. It is the responsibility of the property owner to remove, relocated and/or replace private systems within the right-of-way.

Consideration for Private Property Work

During city street and utility reconstruction projects it can be a good time for property owners to consider driveway improvements and/or replacing private utility services that extend from the right-of-way to your home. If you are interested in having work completed on your property we suggest getting at least two bids from different contractors. Sometimes the contractors hired to complete the City project are willing to work with property owners to complete private work while other times they prefer other contractors be hired. To coordinate private work with the City’s project and to request a bid from the projects general contractor please contact C & L Excavating directly.

Construction Site Safety

There will be some deep utility trench construction and, of course, heavy machinery operating on the construction site. Heavy equipment and construction in progress can be strong attractions to everyone. Please do not go near pipe and construction material storage areas.

You will likely observe several wooden stakes, colored flags, and spray-painted lines on boulevards throughout construction. Please do not remove them. The wooden stakes are used by the contractor to construct the project and are expensive to replace. The colored paint and flags have been placed to mark the location of buried utilities such as telephone, gas, and cable television. We understand these flags and paint markings may be unsightly and difficult to mow around, but we need your help to preserve them.

Your help in keeping bystanders away from the construction area will ensure the project will progress smoothly!
