CONDITION OF SANCTION As a condition of this sanction, YOTA Swim Team agrees to
comply and to enforce all COVID 19 health and safety mandates and guidelines (including face coverings, social distancing, and mass gatherings) of USA Swimming, North
Carolina Swimming, the State of North Carolina, local jurisdictions, and the YOTA Swim Team Meet Plan detailed
below. Meets conducted in violation of these requirements and safety plans are subject to having the sanction revoked and will not be issued sanctions for future meets during the
COVID 19 sanctioning period.

The YOTA Swim Team has taken enhanced health and safety measures for athletes, coaches, officials, spectators, and others participating in this meet. You must follow all safety
instructions in the following meet sanction. An inherent risk of exposure to COVID-19 exists in any public place where
people are present. COVID-19 is an extremely contagious disease that can lead to severe illness and death. Senior citizens and those with underlying medical conditions are
especially vulnerable. By attending this meet, you assume all risks related to exposure to COVID-19.
COVID-19 RELEASE An inherent risk of exposure to COVID-19 exists in any public place where people are present. COVID-19 is an extremely
contagious disease that can lead to severe illness and death. According to the Centers for Disease Control and Prevention,
senior citizens and individuals with underlying medical conditions are especially vulnerable.
USA Swimming, Inc., cannot prevent you (or your child(ren))
from becoming exposed to, contracting, or spreading COVID-19 while participating in USA Swimming sanctioned events. It is not possible to prevent the presence of the disease.
Therefore, if you choose to participate in a USA Swimming sanctioned event, you may be exposing yourself to and/or
increasing your risk of contracting or spreading COVID-19.

YOTA Swim Team COVID 19 MEET PLAN
FACE COVERINGS As a condition of sanction, all meet participants – coaches, officials,
administrators, vendors, and athletes (when not in the pool) – must
wear fabric or paper face coverings/masks that fit snugly against the
face and simultaneously cover the nose and mouth to minimize the
spread of respiratory droplets. All participants must also comply with
mandated social distancing and mass gathering rules. Participants
wishing to remove their face coverings for periods longer than 5
minutes to eat or drink must move and stay 10 feet away from others
or exit the facility until their face coverings are back in proper
position.
LOCAL PROTOCOLS The athletes from each team will be assigned a specific area for
seating before and during the meet. Each team area will be
monitored by a volunteer from that team.
There will be an hour break between sessions to allow facility staff to
sanitize the team areas, the blocks, the deck, and all equipment used
during the session.
All athletes will be required to report to staging areas/clerk of course
in order to maintain distancing and the flow of swimmers to the
blocks. There will be two heat positions at which swimmers will wait.
The lining up and movement of swimmers will be facilitated by a
YOTA volunteer to ensure distancing and mask requirements are
observed. Heats at clerk of course will be lined up with at least 6 feet
between each swimmer. All positions (both in clerk of course and
behind the blocks) will be clearly marked. Swimmers will have a
basket behind the blocks in which they may place their belongings
before their race. After each race, the swimmers will exit the water
and move to a separate area to retrieve their belongings from their
assigned basket and put on their masks before proceeding to the

cool-down pool or to their team area.
The Greensboro Aquatic Center has set a capacity limit of 278
individuals inside the facility. YOTA Swim Team has set a target of
205 individuals inside the pool area during the meet. To be included
in the target are: lifeguards (3), pool staff (8), officials (12), coaches
(9), timers (1 per lane, each operating both a watch and a button
and one heat timer), and volunteers (20) including COVID monitors,
gatekeepers, and team supervision. By entering this meet, teams
agree to assign COVID monitors from their team. In addition, each
team will assign one volunteer per session to supervise the swimmers
in the team area.
LOCKER ROOMS/CHANGING Athletes must arrive and depart in their suits. Locker rooms are for
restroom use only and must not be used for changing or showering.
Deck changing is prohibited. Restrooms will be monitored by an
assigned COVID Monitor. There will be showers on deck for swimmers
to rinse off before beginning warmups. No more than 5 swimmers in
the locker room at one time.
SWIMMERS MAY NOT CHANGE IN THE LOCKER ROOMS.
Restrooms will not be available to the public. Only meet
volunteers, officials, and coaches will have access to
designated restrooms during the meet. Athletes will use the
locker room restrooms.
PRE-MEET Screenings It is the responsibility of each team to screen Athletes & Coaches for
potential exposure to COVID-19 during the week prior to the meet.
By entering this meet, swimmers, as well as their coaches and
families, agree that they will not attend the meet or come to the
facility if any of the following are true: the athlete or person who
resides in the home of the athlete tests positive for COVID-19, is
awaiting results from a COVID-19 test, exhibits symptoms of COVID-
19, believes he/she has COVID-19, has travelled to a COVID-19
“hotspot” in the prior two weeks, has travelled internationally in the
prior two weeks, or has come into close contact with someone with
COVID-19. Symptoms of COVID-19 include: fever within the past
three (3) days; runny nose, cough, shortness of breath or difficulty
breathing; chills; diarrhea; vomiting; nausea; headache; loss of taste
and/or smell; other flu-like symptoms.
All swimmers/coaches/officials must complete a daily health
screening along with temperature checks. QR Codes will be posted at
the check-in. Health screenings will only need to be completed once a

day.
Temperature checks will be performed by YOTA Swim Team on all
coaches, officials, and volunteers before they are allowed in the
facility for all prelims and finals sessions. To facilitate screening, all
teams must send a list of coaches attending the meet in
advance. All officials and volunteers must sign up in advance.
Coaches, officials, and volunteers shall report for temperature
screening when they first arrive at the facility.
Entry & Exit Procedures To access the facility, each team will utilize an assigned entry point to
reduce interactions among teams. Entry and exit from the team area
onto the deck and back will be clearly marked.
Due to the necessity to sanitize the pool deck and team areas,
swimmers must exit the facility at the end of each session.
ATHLETE SEATING AREAS Each team will be assigned a separate seating area in the stands.
Areas will be clearly marked. Athletes should remain in the team area
until called to clerk of course.
No chairs may be brought into the facility.
When not in the water, athletes are expected to wear a mask at all
times, including when walking to and from an event and/or warm-up
lanes. They may remove masks for swimming but must don them
again once they exit the water. Additionally, athletes are expected to
maintain proper distancing at all times.
SWIMMER LIMITATIONS There will be a maximum of 200 swimmers each session entered in
the meet.
SPECTATOR LIMITATIONS There will be no spectators allowed within the facility during this
meet.
There will be an outdoor viewing area with a large screen television in
the courtyard between the training pool and main facility. Seating will
be limited to one family group per 8’× 8’ section of the sidewalk to
ensure appropriate distancing. Acceptable positions in the viewing
area will be clearly marked to ensure distancing. Because of the
enclosed nature of the courtyard, masks must be worn at all times in
the viewing area and while entering or exiting the courtyard.
The meet will be live-streamed.
Facility restrooms will not be available for anyone who is not a

volunteer, coach, official, or athlete in the meet.
Spectators/Parents are required to wear a face covering at all times
while attending, observing or meeting with their athletes at the meet
whether inside the facility, in any adjacent viewing/gathering areas
provided by YOTA Swim Team, or meeting with their swimmer in a
designated facility location and are expected to comply with all
mandated state/local/facility COVID-19 guidelines
PARENTAL ACCESS Parents needing access to their athlete during the meet in a closed-
deck environment can contact their children directly via cellphone and
arrange to meet them outside the facility entrance. Should parents be
unable to contact their child directly, they should see the facility staff
located at main entrance. In the case of an emergency, please call

WARMUPS Warm-ups will utilize the scoreboard pool and the competition pool.
Each team will be allowed a set amount of time for general warm-up.
Warm-up times will be assigned after entries close. Each team will
split their warmups as it sees fit, with no more than 4 swimmers per
lane at a time. Warmup and cool-down will be available in the
scoreboard pool adjacent to the competition pool during the meet,
with no more than 4 swimmers per lane, to be supervised by COVID
Monitors. By entering this meet, swimmers agree to follow the
direction of the COVID Monitors and exit the warm-up pool when
directed
Relays Relays will be seeded so that there is an empty lane between each
team to avoid any possible overcrowding behind the blocks. Relay
swimmers must keep their mask on until it is their turn to swim their
leg of the relay. As soon as a swimmer completes his/her leg of the
relay, they must put on their mask and leave the competition pool
area.
ABOUT THE CHAMPIONSHIP
This meet is a sanctioned, closed, inter-association championship YMCA meet. This
meet and all participants will adhere to the Rules that Govern YMCA Competitive
Sports and the Swimming Addendum to the Rules that Govern YMCA Competitive
Sports. USA Swimming technical rules will be followed. The meet is YMCA sanctioned
and approved by the XXX LSC of USA Swimming.

In granting this approval it is understood and agreed that USA Swimming and NC Swimming, Inc. shall
be free from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct
of the event.
ADJUSTMENTS TO THE MEET ANNOUNCEMENT: The Championship Meet
Director reserves the right to make any adjustments to the provisions of the meet
announcement deemed necessary to ensure the fair and efficient running of the
meet or due to unforeseen issues of COVID, weather or facility problems. Changes
will be communicated as far in advance as possible. None of the required elements
for a YMCA Sanctioned Championship and USA-S Approved meet can be changed.

The Greensboro Aquatics Center is a 50-meter pool which can be broken into two short course venues with a separate diving well. This competition will use one
short course competition venues that is 10 lanes or 8 lanes with continuous warm-up and cool down lanes available throughout the meet. The pool depth is 9’-10’ at
the start and turn ends and 4” lane lines will be used to reduce turbulence. The lane width is 7’. An Omega automatic timing system with semi-automatic backup
will be used. A Daktronics ProStar LED Video Scoreboard Display will display results simultaneously. Starting platforms are Omega deck anchored platforms.
The competition Page 5 of 11 STAR October Back to the GAC Meet course has
been certified in accordance with 104.2.2C(4). The copy of such certification is on file with USA Swimming.
No outside Food or Drink will be permitted. No chairs are permitted in the facility.
Smoking is strictly prohibited in the outdoor spectator viewing area.

ELIGIBILITY
ATHLETE
YMCA Membership: An athlete must be a YMCA member in good standing
who holds an annual, full privilege membership at the YMCA he/she
represents for a period of at least 30 days prior to the first day of the meet.
An athlete may have only represented that YMCA team in competition for a
period of 30 days prior to the first day of the meet, excluding scholastic
competition.
Amateur Status: An athlete may not have represented a college, university
or other post-high school institution in any in person competition versus
another school and may not have accepted pay or compensation for
competing as a swimmer.
Unattached Athletes: There is no unattached status in YMCA Swimming.
Athletes with a Disability or Medical Condition: Swimmers with a
disability are welcome to enter this meet. The coach or team entry person
must alert the meet director and the meet referee as to the need for any
special accommodations or seeding arrangements at the time the entry is
submitted. If modifications to USA Swimming rules are necessary, then the
coach or athlete must notify the meet referee of any disability prior to
competition. Members who are unable to wear face coverings because of a
documented medical condition must notify the Meet Director in advance and
may have limited deck access. Failure to provide advance notice may limit
YOTA’s ability to accommodate all requests.
COACH
Required Certifications: Coaches must hold current certifications in the

following courses in order to receive a deck credential: Professional Rescuer
CPR, First Aid, Safety Training for Swim Coaches (a Lifeguard certification
may be used if accompanied by completion of the Safety Training for Swim
Coaches online content) approved Athlete Protection Training Course and
Principles of YMCA Competitive Swimming and Diving. A list of the
acceptable certifications can be found in the Swimming Addendum to the
Rules That Govern Competitive Sport.
Coach Registration: Each coach must have completed the annual YMCA
on-line coach registration process. Coaches who are not registered and
approved will not be permitted on deck.
Teams without a Coach at the Meet: All athletes and teams must have at
least one certified and credentialed YMCA coach designated as being
responsible for their supervision during competition. When a YMCA team will
not have a coach present, that YMCA may authorize an eligible coach from
another YMCA attending the meet to be responsible for their athletes at the
meet. The Meet Director and Meet Referee must be notified of this situation.
TEAM
Team Registration: Each team must have completed the annual YMCA
online team registration and paid the annual registration fee.
Insurance: Each team that participates in the meet must have a current
and correct Certificate of Liability Insurance, in effect through the last day of
the meet.
CHAMPIONSHIP PROCEDURES AND OPERATIONS
CHAMPIONSHIP COMMITTEE The Meet Committee will include the Meet Director, Meet
Referee, and Safety Director for this meet Administrative Official, regional representative,
as well as a separate coach and athlete from the host team.
OFFICIALS: There will be a need for officials. The YMCA of the Triangle Area Swim Team
welcomes and encourages anyone willing to volunteer to contact Eddie Hughes, Meet
Referee, by email prior to the meet or sign in once you arrive at the meet. All officials on
deck must be registered and certified by either USA Swimming or YMCA Swimming and
will be required to show proof of such to the meet referee by displaying their registration
card or be prepared to show their Deck Pass virtual membership card upon request. A
certification card showing the official’s level of certification must also be presented. Any
official’s assistance will be greatly appreciated and will help to ensure a great meet for the
swimmers.

RULES: The meet will run under YMCA Rules that Govern Competitive Sports, Swimming
Addendum to the YMCA Rules that Govern Competitive Sports, USA-S Technical Rules.
TECHNICAL SUIT BAN for 12&Us: Per USA Swimming Rule 102.8.1F, 12 & under
athletes may not compete in Technical Suits at this meet.
A Technical Suit is one that has the following components:
● Any male or female suit with bonded or taped seams regardless of fabric or
silhouette; or
● Any male or female suit with woven fabric extending to the knee or mid-thigh
regardless of the seam type
MEET FORMAT: This meet is a championship style prelims and finals with only the Top 16 of each
events swimming in finals. 1650 and relays will be timed finals swum in the finals session and each team is allotted 1 relay per event. This is a standard pre-seeded
meet with the 1650 Free and Relays being positive check-in before being seeded. Relays
All relays will be swum in even lanes as timed final events. All relays will be swum in the finals session.

EVENT SEEDING: All events will be pre-seeded except for the 500 Free, 400 IM, and
1650 Free. These events require positive check in. All relays will be positive check-in and
all Relays will be seeded so that there is an empty lane between each team to avoid any
possible overcrowding behind the blocks. Relay swimmers must keep their mask on until
it is their turn to swim their leg of the relay. As soon as a swimmer completes his/her leg
of the relay, they must put on their mask and leave the competition pool area.
All check-in deadlines are listed above.
DECLARED FALSE START: An athlete may also withdraw from a heat or swim-off by
electing to take a declared false start. Such declaration must be made known to the Deck
Referee before the heat or swim off is announced. For this meet, a declared false start will
count as an event swim for the athlete.
STARTS: 'Fly-over' starts will be used at this meet. All swimmers (except for Backstroke
starts) should remain in the water at the completion of their race until the next heat has
begun.
PROTEST PROCEDURE: Protests may only be initiated by a person with standing, that is,
a coach or YMCA supervisor whose team is competing in the meet. The Championship
committee will arbitrate protests, eligibility issues, safety rules and other issues
Protests against the judgment decisions of starters, stroke, turn, place and relay take-off
judges can only be considered by the Referee and the Referee’s decisions will be final
USA-S Rule 102.23).
CONDUCT AND RESTRICTIONS: The Meet Referee reserves the right to dismiss any
swimmer, coach and/or spectator from the competition due to inappropriate conduct
● Deck access is limited to only registered and approved coaches, swimmers, and
working officials.
● Deck changes are prohibited. Except where the venue facilities require
otherwise, changing into or out of swimsuits other than in locker rooms or other

designated areas is not appropriate and is prohibited. The USA Swimming
Rulebook defines Deck Change as: Changing, in whole or in part, into or out of a
swimsuit (excluding a drag suit) in an area other than a permanent or temporary
locker room, bathroom, changing room or other space designated for changing
purposes while at a practice, competition, or other pool-related activity.” This
includes slipping off the top of a one-piece performance suit to place on an
alternate bikini top immediately following a race.
● Glass is not permitted on deck.
● The use of audio or visual recording devices, including a cell phone, is not permitted
in changing areas, rest rooms or locker rooms.
● Massage tables are not permitted.
● Individuals are responsible for the security of their personal belongings and are
encouraged not to bring valuables to the meet venue and not to leave items
unattended.
● Shaving is not permitted in any areas of the facility.
● Any USA Swimming member swimmer entered in the meet must be certified by a
USA Swimming or YMCA member-coach as being proficient in performing a racing
start or must start each race from within the water without the use of a backstroke
ledge. When unaccompanied by a member-coach, it is the responsibility of the
swimmer or the swimmer’s legal guardian to ensure compliance with this
requirement. It is also the responsibility of the swimmer or the swimmer’s
guardian to request assignment from the Meet Director to a USA Swimming
member coach attending the meet if a coach from the swimmer’s team is unable to
attend.
Unless approved in writing in advance of the competition by the Program and
Events Committee Chair or designee, operation of a drone, or any other flying
apparatus, is prohibited over the venue (pools, spectator areas, and open ceiling
locker rooms) any time athletes, coaches, officials, and/or spectators are present.
No Flash Photography at the start of competition races.
ENTRY INFORMATION
Meet Entry Procedure:
Athletes must have met or surpassed the 2021 YMCA Festival qualifying times in a meet
during the qualification period that is from March 1, 2019. YMCA teams will create an entry file in Team Manager or other team management software and email it to John Newell
([email protected] ) by the entry deadline. Coaches can submit changes through Friday, March 26th. Enter in SCY only.
Athletes may enter up to four individual events but not more than 3 individual events in any single day.

A swimmers can enter the 1650 Free if they have achieve the 2021 YMCA Festival 1000
Time standard.
1650 swimmers must provide their own timer and counter.
Bonus Swims. Swimmers who qualify for one (1) individual event may enter you can add
up to three (3) additional “bonus” events. Swimmers who and if you qualify for two (2) individual events may enter up to two (2) additional you can add 2 bonus events and
swimmers who qualify for three (3) individual events may enter one (1) additional bonus event. )
Relay-only swimmers may enter four (4) additional individual bonus events. These athletes MUST swim in at least one relay. A swimmer may not enter in relay(s) and then not swim
relay(s) to gain access to individual bonus events. DO NOT Mark your bonus swim(s) in TeamUnify or Team Manager.
After the entries are received on Sunday, March 21st, a session report will be created and a Psych Sheet posted on the YOTA Website. Teams will have an opportunity to check over
their entries on Monday, before a final session report and printable heat sheets are made (.pdf) and posted. No changes will be made after Friday March 26th.
Relay Entries:
Qualifying relays may be made by intact relay teams or by composite times. However, athletes in either intact or composite relays must be eligible for the current YMCA Swimming Festival meet meaning that each member must be age appropriate for the event and must
be current team members who are qualified for the meet. However, they do not have to swim in the Meet. (Team Manager should be able to help with a relay report with the age
up date set correctly) A team may enter a maximum of 1 relay per event. Bring relay cards to blocks with the athletes’ names. Relay only swimmers must be entered as a part of a
relay in order to swim in the meet.
Entry Fees:
Entry fees must be paid when coaches pick up their coaches’ packets. Entry fee is $125 per
swimmer. Checks should be made payable to: YOTA Swim Team, Att.: Jerry Foley. Entry fee report will be sent to coaches on Monday, March 22th, 2021. Entry fee includes $3.00 per swimmer North Carolina Swimming travel fund fee.
Admission & Heat Sheets:
Printable heat sheets will be available on the YOTA Swim Team website. No Spectators are planned at this time.

ADMISSION FEE: There will be no spectators allowed in the facility.
HEAT SHEETS/PROGRAMS: Heat sheets will be available online as a PDF only.
CONCESSION STAND: There will be no concessions during this meet.
ATHLETE APPAREL: There will be no athlete apparel sold at this meet.
CONDUCT AND RESTRICTIONS:
● No Flash Photography at the start of competition races.
LIABILITY, SAFETY AND EMERGENCY PROCEDURES
MAAPP: All applicable adults participating in or associated with the meet acknowledge
that they are subject to the provisions of the USA Swimming Minor Athlete Abuse
Protection Policy (“MAAPP”), and that they understand that compliance with the MAAPP
policy is a condition of participation in the conduct of this competition.
INSURANCE: Each Association participating in this meet must have insurance coverage
for representative(s) including leadership and participants who will be in attendance for
the period of the meet. The Declaration Form in Appendix 3 must be signed by each
association participating in the meet.
LIABILITY LIMITS:
● In granting of the USA-S/NCS approval, it is understood and agreed that USA
Swimming and North Carolina Swimming shall be free and held harmless from any
liabilities or claims for damages arising by reason of injuries to anyone during the
conduct of the meet.
● In granting of the YMCA Sanction, it is understood and agreed that YMCA of the
USA shall be free and held harmless from any liabilities or claims for damages
arising by reason of injuries to anyone during the conduct of the meet.
IMAGE RELEASE: All participants agree to be filmed and photographed by the host club
approved photographer(s) and videographers and to allow the right to use names and
pictures before, during, or after the meet such as in public psych sheets, heat sheets, and
results or featured on the host club or NCS website or social media or in public broadcast
of the event via television or webcast. Parents and guardians of minor swimmers who do
not wish their swimmers to participate in interviews or have individual pictures featured

on any media should inform their team’s head coach and the Meet Director prior to the
meet.
EMERGENCIES: The facility personnel will handle all emergencies at the meet. These
individuals will provide CPR and first aid as needed and will ensure that individuals with
serious injuries are transported immediately to the nearest hospital for further treatment.
Defibrillators will be on site.
Any coach, athlete or official who recognizes an emergency situation should immediately
inform the facility’s personnel and then make sure the vicinity of the emergency is clear
for the emergency personnel to do their job.
UNACCOMPANIED ATHLETE: Each athlete must have a certified coach responsible for
him/her while on the pool deck. The coach of the athlete must authorize in writing an
eligible coach from another team to represent their team and be responsible for the
swimmer(s).
CONCUSSION AWARENESS: This meet will follow the YMCA of USA Concussion
procedure. Anyone who observes or has knowledge of a potential head injury should
immediately notify lifeguards and/or hired medical personnel. Once the injury report is
completed, the lifeguard and/or hired medical personnel will notify the Event Staff, the
athlete’s coaching staff, and the Meet Director.
If a head injury occurs, the action plan below will be followed:
1. Athlete is removed immediately from participation by the Meet Director
2. Athletes must be evaluated by a licensed healthcare professional experienced in
identifying and treating concussions. In addition, the athlete must be in compliance
with the laws that are in effect within the jurisdiction where the meet is held.
3. The coaching staff will inform the athlete’s parents or guardians about the possible
concussion and give or send them the fact sheet on concussion.
4. The athlete will not be allowed back to warm-up or compete until a healthcare
professional, experienced in evaluating concussions determines that the athlete is
symptom-free and is OK to return to participation.
LIGHTNING POLICY: The National Lightning Safety Institute, National Athletic Trainers
Association, American College of Emergency Physicians, USA Swimming, and YMCA of the
USA all recommend or require closing an indoor pool during an electrical storm. This
policy will be followed at the meet.
EVACUATION PROCEDURE: In the event of emergency which endangers all of the lives
in the facility, evacuation to a safe location will commence using the Emergency Action
Plan currently in place at the Greensboro Aquatic Center.
