In nddit10n tosynthetic 011 production. the extensive oil stora.ge Co.pa.elty wa.s eati-ma.t0d o.t 6,500,000 barrels.

    (2) The target !l.ssigned to the 3l4th Wlng - the Otoka 011Refinery (Ta.rget 90.30-2121) is lOCated on the boy north of Iwnkun1 nnd20 miles west of lure 1n a.n a.roa. a.pproximately 3700 by 4000 feet. Thiat a r g e t Wo.sone of the largest crudo 011 refineries a.nd storo.ge a.reaS InJo.pa.n, having extansive surfa.ce nnd underground stora.ge.

    (3) The target nqslgned to the 58th Wlng - the 0 Shimo.Oil Stora.ge (Target 90.32-1884) - 1s loca.ted on the south shore ofTokuynma.Bo .y and covered !Ul area 5500 by 1000 feet. It was the la.rgestknown oil-st9rage u.nit in Japa.n's Inner Zone nnd the estima.ted totalcapa.oity was 2,000,000 barrels in both surface and underground storage.

    C. Details of Plnnnin, - Opera.tiona.l:(1) Bgmbing Plans I

    (_) Determination of Bomb Load:,J. .All nircrnft were to ca.rry 500-pound general-

    purpose bombs. These bombs were sElleeted sfnee they haVe better stor-o.ge chnracteristics than the 250-pound bomb and the number of directhits required on the many soparo.te units in the target area.s preCludedthe use of larger size bombs. These bombs were a lso considered themost effective against surface storage tanks, estimated at npproxima.tely120 feet in diameter. O n the basis of experience in other theaters ofoperation. it was indiCated that the cho.r~ weight of 250-pound bombshod fo.lled to destroy storage tanks of over 100 feet in diameter. In-c enUo.ries were not selected since 1 was believed that the explosionand fra.gmentation of demol! ti,on bombs woqld ign1te the 1nfla:mm.a.blepor-tions of the tnrgets.

    !. Fuzing J!1. For Missions No. 163, 164, nn,d 166 the

    l/lO-second dele.y nose and l/40-seoond Qo1a.ytnil fudngs were selected.This tail fuze would allow a n ndequate delay for the bomb to penetrateto a. depth sufficient to insure detonation beloW the contents level,thereby e.x.ertlng ma.x1mwnpressure a.go.inst the ta.nk walla. The 1/10-second delay nose fuze wnS'selected as an assurance fuze.

    1. All Wings reported generally good weather and clear visibility.The 58th and 73rd Wings used the same I.P., which WaS easily ident.1fiedand the approaches to the target averaged drifts of 11 degrees rightfor the 73rd Wing. 7 degrees right for the 56th Wing, and 5 degreesright for the 314th Wing. Some of the la.ter squadrons over the tar-gets reported difficulty in aoourately locating the aiming point~dueto henvy smoke.

    2. In many instanoes bombardiers used referenoe-point bombing.Little fighter opposition was. encountered on the bomb run; however,meager to modernte flo.k on the bomb run from naval vessels in the nearbybay "'Q,B reported by the 58th and 75rd Wings. Some flllk was encounteredby the 3l4th Wing, In no instance reported did thlll o.ntiaircroft fireoffect the bomb run.

    3. The 497th Group of the 73rd lI"ing had more than normal mo.l..functions with the A..2 release mechUlism, with 5 E-29' II having troublein releasi.ng bombs over the primo.ry target.

    4. Results obtained were as followsl the 73rd Wing hit its IIo.1m1ngpoints well, having 64 and 65 per cent of bombbursts identifiedwithin 1000 feet of each of the aiming points. Visuo,l bombing reBu1 taof the other 2 Wings indiCated excellent rasul t.s ,
