activating networks and structured relationships among the stakeholders, who are recognized as equal
players in the decision making process;
developing targeted rurbance cooperative and integrated governance models in the selected territorial systems;
conceiving a common territorial development vision where all the territories are creators of economic, social,
cultural and environmental value;
adopting, in each territorial system, a Joint Development strategy that overcomes the limits of policy vertica-
lisation and fragmentation to induce territorial requalification and improvement actions towards a new local
development process.
A co-development model for the competitivenessof the territories
ouR goals
the Alpine space is made of a complex intersection of plains, valleys
and mountains with different urban contexts. Dynamic cities, essentially
located in plains, and valley bottoms are engines for growth and compe-
titiveness. nearby, rural territories, as creators, providers and reserves of
resources, ask the policy makers to “spread” the cities’ energies to define
a new kind of co-development. Both areas are facing problems in terms
of landscape degradation, lack of water and soil quality, loss of biodiver-
sity, territorial fragmentation, abandonment of the territory, intense use of
the resources, social problems, quality of life decay.
the rurbance project considers rural and urban communities as equal
players in a win-win game where one each other they can exchange
knowledge, culture, development models, traditions, values, investments.
the balance among territories and the contamination between rural and
urban development models are a presumption for the competitiveness
of the whole areas towards a local sustainable development model that
involves cultural, social, economic and environmental aspects.

the teRRitoRial systems
In Rurbance project the territory is considered not only as a physical area but also as the place where different
actors operate and interact and where the policies have been applied and produce effects. Because of com-
bined growing, shrinking and transformation processes, rural and urban areas in the metropolitan regions of
the Alpine Space cannot be considered any more as separated territories but as part of the same “Territorial
System” where physical, environmental, functional, social and cultural factors set the territorial relations and
their potential balance.
