1 PURPOSE OF TRANSPORT SUB PLAN

The purpose of the Rockhampton Regional Council (RRC) Transport Sub Plan is to detail the agreed emergency management arrangements at the local level, for the transportation of personnel, equipment, provisions and the public during times of emergency and disaster. 1.1 OBJECTIVES

The objectives of the Transport Sub Plan are to: 1. Identify appropriate transportation requirements in the event of an emergency/disaster; 2. Define emergency services and supporting agencies responsibilities; 3. Provide effective liaison between all emergency services and supporting agencies; 4. Provide arrangements for efficient coordination of local resources and any external support

resources; and 5. Prescribe arrangements for testing, evaluation and maintenance of this plan.

1.2 SCOPE

The Transport Sub Plan applies to emergency/disaster events occurring within the Rockhampton Regional Council’s region which are within the resources of the Local Government and Statutory Services to adequately deal with on an individual basis. 1.3 ORGANISATION FOR PLANNING

The Transport Sub Committee is responsible for planning and coordinating available transportation requirements of personnel, equipment, provisions and the public in the event of an emergency or disaster. The Transport Sub Committee comprises the following members: Chairperson: TBC - TMR Members:

Local Controller, State Emergency Service Airport Operations Manager, RRC Officer in Charge Rockhampton Police, Queensland Police Service (QPS) Disaster Management Officer . RRC Strategic Manager Engineering Services – RRC (Others TBD)

Supporting Advisors: Representatives from other agencies, industries or community organisations deemed necessary to act as advisors for both planning and operational arrangements. 1.4 ROLE

The role of the Transport Sub Committee (in the planning of Transportation) shall be to assist in achieving the objectives of the Transport Sub Plan by:

▪ Coordinating the provision of transport of personnel, equipment, provisions and the public as required, in the event of a disaster or major event;

▪ Coordinate traffic management plans if deemed necessary; ▪ Developing an effective Transport Sub Plan and regularly review and assess the Transport

Sub Plan; and ▪ Providing reports and making recommendations to the Local Disaster Management Group

(LDMG) about matters relating to Transportation disaster management issues. The provision and coordination of transport will be as per Standard Operating Procedures (SOP). The Transport Sub Committee should meet on a regular basis (minimum of twice per year) as determined by the committee Chair.

1.5 MEDIA AND PUBLIC INFORMATION ARRANGEMENTS

Emergencies and disasters are likely to draw significant media interest and a very significant requirement for public information. The response to these needs is to be coordinated through the Media Liaison Officer and the Local Disaster Coordination Centre (LDCC) as per the Local Disaster Coordination Centre Sub Plan and associated SOP’s as well as the Communication Sub Plan. 1.6 FINANCIAL PROCEDURES

All costs incurred by Council as a result of a disaster event will be coordinated by the Local Disaster Coordinator (LDC). Upon activation of the LDMG a disaster cost centre and project/job numbers will be created and activated to capture costs for deployment of resources and response and recovery activities. Cost centre and project/job numbers will be provided by Council’s Finance Section. Council’s financial management policy and procedures will govern all financial delegations and authorisations to expend funds, recording of expenditure etc. Lead and Support Agencies should also record all costs associated with a disaster response in accordance with their individual financial management policies and procedures. The Chairperson of the Transport Sub Committee is responsible for ensuring that all costs incurred in relation to transportation processes are adequately recorded under the appropriate project/job numbers.

1.7 PLAN TESTING

A Local Government may review or renew its Local Disaster Management Plan (LDMP) when the Local Government considers it appropriate (s59 DMA). However, the Local Government must review the effectiveness of the plan at least once a year. As such, the Chairperson of the Transport Sub Committee should ensure that the Transport Sub Plan is appropriately reviewed and/or renewed. Assessment of the plan and response capability may be achieved through operational activation or by the conduct of exercises. When reviewing the effectiveness of the plan annually, a minimum of one practical exercise per annum should be undertaken, involving as many relevant organisations, authorities and stakeholders as possible. The Chair of the Transport Sub Committee is to brief the LDMG on the results of such reviews/exercises. 1.8 CONTACT

The contact list for members of the Transport Sub Committee is held by the Disaster Management Officer. The Chair of the Transport Sub Committee is responsible for ensuring the contact list is maintained and up to date.

2 CONCEPT OF OPERATIONS

The provision of transport resources in response to a major event in an area which requires the development of information in relation to the resources available locally. This is relevant to the Rockhampton Region community because of the possibility of various sections of the community being cut off from outside assistance. Transport assistance may be required in a number of areas including:

▪ Persons requiring assistance to evacuate; ▪ Return of evacuees; ▪ Transportation of mobility impaired persons; ▪ Medical transportation;Delivery of supplies and resources; ▪ Delivery of food &medical supplies; ▪ Transportation of emergency service personnel.

Where additional transport requirements are identified, requests shall be made to the District Disaster Management Group (DDMG) for assistance. Local Disaster Coordination Centre A basic requirement of disaster management response is a well equipped coordination centre capable of being made operational at short notice and having the capacity to accommodate all control personnel. The coordination of activities in response to an event will be undertaken within the nominated LDCC located at:

Should this facility become unusable for any reason, an alternative LDCC will be established at:

Dooley St Depot Administration Building 13 Dooley Street Park Avenue

or Fitzroy Room Rockhampton Library Bolsover Street Rockhampton

or as otherwise determined by the Chairperson of the LDMG.

The operation of the LDCC will be as per LDCC Sub Plan and relevant SOP’s.

The telephone numbers for public contact with the LDCC will be advertised upon activation of the centre.

Functions – LDCC may be permanent or temporary facilities, provided within each Local Government area to support the LDMG during disasters. In particular a LDCC is responsible to:

▪ collect, collate and disseminate information to the Disaster District Coordination Centre (DDCC), relevant local agencies and officers, and the public;

▪ implement operational decisions of the LDMG; and ▪ coordinate Local Government and community resources in support of agencies involved in

response and recovery operations including those allocated from the Commonwealth, State and Disaster District, in support of the disaster affected community.

All agencies involved in the response to an incident have a responsibility to collect, analyse, and disseminate relevant information received regarding the incident. 2.1 ACTIVATION OF LDMG AND LDCC

Activation of the LDMG and LDCC will be as per the LDMG and LDCC Sub Plans. Chairpersons of Sub Committees also have the discretion to activate Sub Committees as deemed necessary. However, the decision to activate a Sub Committee should be done, where possible, after consultation with the LDC and/or Chairperson of the LDMG. The following identifies the activation stages of the LDMG: 1. Alert

The Chair of the LDMG and/or LDC has been made aware of a hazard that has the potential to affect the local government area. Immediately upon becoming aware of a potential threat, the LDMG should be activated to the “Alert Stage” regardless of the event or the identification of a lead agency.

2. Lean Forward The triggers for this stage are: There is likelihood that threat may affect local government area. Threat is quantified but may not yet be imminent. There is a need for public awareness and the LDMG would now be managing the event.

3. Stand Up Escalation to stand up occurs when the threat is imminent and the community will be or has been impacted. There will be a need for the coordination in the LDCC as there will be requests for support being received by the LDMG and/or the LDCC and the response requires coordination.

4. Stand Down The stage where an agencies response is no longer required and services are wound back as the community has returned to normal function and recovery is taking place. This is when debriefs will be occurring with all involved.

2.2 PUBLIC INFORMATION

At a local level, the release of information to the community regarding the emergency, and associated threats, will be the responsibility of the Chairperson of the LDMG or his delegate. In the event that this plan is activated such information will include transportation arrangements that have been implemented for those requiring assistance. The release of information will be undertaken in accordance with the Communication Sub Plan and associated SOP’s, as well as recorded in Guardian Software. 2.3 REMOTE AND ISOLATED COMMUNITIES

In the event of a disaster/emergency impacting the region consideration also needs to be given to transport requirements for remote and isolated communities including off shore islands.

2.4 CALD GROUPS AND SPECIAL NEEDS GROUP

In the event of a disaster/emergency impacting the region consideration also needs to be given to transport requirements and needs of CALD and special needs groups such as:

▪ Aged & Infirm; ▪ Persons of non English speaking background; ▪ Indigenous communities; ▪ Disabled including hearing impaired and visually impaired; ▪ Schools & other educational facilities; ▪ Tourists and transient populations.

3 TRANSPORT RESOURCE LIST

A list of local transport resources will be maintained as part of the resource list of the LDMP. Transport resource support may be sought from:

▪ Public transport contractors; ▪ Private bus companies; ▪ Voluntary agencies with transport capability; ▪ Rockhampton Regional Council; ▪ Other local governments.

QR National and Queensland Department of Transport and Main Roads (DTMR) will provide support as required via request to the DDMG.

The Chairperson of the Transport Sub Committee will ensure that the transport resource list is maintained and updated on a regular basis and will determine the appropriate transport resources to be utilised in the event of a disaster or major event.

3.1 EVACUATION

Evacuation is a risk management strategy that may be used as a means of mitigating the effects of disasters/emergencies on a community. It involves the movement of people to a safer location. However, to be effective it must be correctly planned and executed. The process of evacuation is usually considered to include the return of the affected community. The Evacuation Sub Committee is the organisation responsible for planning and coordinating the evacuation process for “at risk” persons or communities in the event of emergency or disaster events within the region.

The Transport Sub Committee is responsible for assisting in this event through the coordination of appropriate transport resources.

3.2 EVACUATION ROUTES

In the event that this plan is activated for the purpose of assisting with evacuation of at risk persons, appropriate evacuation routes should be identified. Evacuation route capacity (people/vehicles per hour) should also be assessed to determine the time needed to evacuate the at risk community. 4 ROLES AND RESPONSIBILITIES

4.1 MAJOR TRANSPORT INFRASTRUCTURE

Information relating to major transport infrastructure can be found in the LDMP Annexure 7.

5 POST IMPACT ASSESSMENT

The purpose of post disaster assessment is to provide emergency or disaster managers with a source of comprehensive, standardised information on the impact of a hazard. This information can be used to set priorities and make management decisions relating to the response to an emergency or disaster and to the initial steps leading to recovery. Post disaster assessment is a key process in the response and recovery stages of the disaster management continuum. Immediately after a hazard has affected a community, there is a need to identify what the impact has been and what needs to be done to ensure the safety of life and property and to return the community to normality. Impact assessments examine the ways in which the hazard has affected the community or communities. Transportation resources may be required to assist in the post impact assessment operations.

6 MISCELLANEOUS ISSUES / ARRANGEMENTS

6.1 PURPOSE

To identify other important issues that are not covered elsewhere within the Transport Sub Plan. 6.2 OTHER SUB PLANS

Other Sub Plans have been developed for specific functions and should be referenced upon implementation of this plan.

6.3 POPULATION AND DEMOGRAPHICS

The Rockhampton Region is a multicultural society and includes numerous small towns and villages both along the coast and in the rural hinterland. The LDMP contains statistics of the demographics of the community taken from the 2011 Census data collected by the Australian Bureau of Statistics. Reference should be made to this information when considering transportation requirements.

6.4 PROTRACTED OPERATIONS

Should the affects of an event continue for a number of days or otherwise prolonged period, regular meetings of the LDMG will be held at the LDCC for the purposes of maintaining, co-ordinating and establishing operational priorities. The Chairperson of the LDMG will determine the frequency of such meetings. 6.5 CONCLUSION OF OPERATIONS (STAND DOWN) & DEBRIEF

The Chairperson of the LDMG in consultation with the relevant Control Authority will determine at what time the stand down phase will be initiated to conclude an operation. Upon being advised of the conclusion of an operation the LDC will coordinate the recall of participating organisations and close down of the LDCC. The Intelligence Officer and Computer logger within the Disaster Coordination Centre are to ensure that all completed forms and reports are collated and distributed through the Executive Officer. The Officers in Charge of all participating organisations are to ensure that their members are debriefed. The Chairperson of the LDMG is to conduct an operation debrief of the Officer in Charge of the Control Authority and supporting organisations as soon as possible (and preferably within seven days) after the completion of the operation.
