Greenville Baptist Association Bylaws

Article I – Name This body, a South Carolina non-profit corporation, shall be known as the Greenville Baptist Association, Inc., and is hereinafter referred to as “the Association.”

Article II - Vision and Mission Our vision is access to the gospel for all – starting here! Our mission: We create access to the gospel for all starting here by:

1. Reaching the unreached 2. Revitalizing churches 3. Reproducing new churches

Article III – Membership

Section A – The Association is a self-determining fellowship of autonomous Baptist churches, which are voluntarily bound together to create access to the gospel for all – starting here. Section B – Membership in the Association is held by churches. Member churches participate in the governance of the Association in two ways: 1. By sending their pastors and duly elected lay representatives to Executive Committee meetings as

voting members thereof. 2. By duly electing and sending church members to regular and special Association business meetings as

voting messengers. Section C – An individual must be a member of a member church in order to be eligible to serve the Association in the capacity of officer, committee member, team member, or trustee upon his/her nomination and election in an Association business session. Section D – Member churches shall be entitled to send voting messengers to regular and special Association business meetings as follows: 1. Three messengers for the first one hundred church members or fraction thereof. 2. One additional messenger for each additional one hundred church members or fraction thereof. 3. No church shall be entitled to more than fifteen messengers notwithstanding the above. Section E – Membership in the Association shall be comprised of: 1. The churches which are members of the Association on the date of the adoption of these Bylaws. 2. Those churches subsequently admitted according to controlling provisions of the Association’s

governing documents and policies. Section F – Churches which are not members of the Association may apply for and be accepted into membership of the Association according to the following: 1. The Church Relations Committee shall serve as the Association membership committee. 2. Application for membership shall be made in writing and referred to the Church Relations

Committee. 3. The Church Relations Committee will evaluate the applying church’s eligibility for membership and

make a recommendation to the Association according to any policies and procedures which the

Association may, in its discretion, officially adopt in its Bylaws or otherwise, and also according to the following criteria:

a. The applying church must be Baptist in polity and practice. b. The applying church must be found, upon examination by the Church Relations Committee, to be

supportive of the Association’s vision and mission. c. The applying church must be found, upon examination by the Church Relations Committee, to be

in general agreement with the Baptist Faith and Message and the purposes and intentions for which it was adopted.

Section G – Any member church may withdraw from the Association at its pleasure. Official notice of withdrawal should be communicated in writing to the Church Relations Committee. Section H – Should it become necessary to dismiss a church from fellowship, the following process will be followed:

1. Any motion made to dismiss a church will be referred to the Church Relations Committee. 2. After prayer and study, the Church Relations Committee will bring a recommendation to The

Association at either the Annual Meeting or an Executive Committee meeting. 3. The Association will approve or reject the recommendation by majority vote. (See Article IX,

Section E, 3)

Article IV – The Association Section A: The principal office(s) of the Greenville Baptist Association shall be in Greenville County, South Carolina. Section B: The Association shall convene annually in October or at such time and place as may be recommended by the Annual Meeting and Worship Committee. Messengers present shall constitute a quorum. Section C: A messenger shall speak no more than twice on any subject and shall confine himself to the subject under discussion. Section D: The parliamentary authority of the Association shall be Roberts Rules of Order (latest revised edition). The moderator shall appoint a parliamentarian to serve during his term of office. Section E: Special meetings of the Association may be called by the director of missions and moderator or by majority vote of the Executive Committee with at least a two-week written notice to each church giving purpose of meeting. Messengers present shall constitute a quorum.

Article V – Officers Section A: The officers of the Association are the moderator, vice moderator, treasurer, clerk, and such other officers as designated by the Association. Section B: The officers shall be nominated by the Committee on Nominations and elected by the Association in annual session. The moderator is not eligible to succeed himself unless he is filling an unexpired term. The terms of service for elected officers shall begin at the conclusion of the October Annual Meeting.

Section C: Any officer may be removed at any time by affirmative vote of the Association in session and a two-week notice of such proposed action has been given. Section D: The moderator shall serve as moderator of the Association and the Executive Committee, and shall preside over all Association meetings and ensure that order and decorum are observed. The moderator shall be ex-officio member of the Committee on Nominations. The term of office of moderator shall be one year. Section E: The vice moderator shall serve as vice moderator of the Association and Executive Committee and shall preside during the absence or at the pleasure of the moderator and be ready to help wherever he is needed. He shall fill the vacancy arising from the resignation or removal of the moderator during the year. The term of office of vice moderator shall be one year. Section F: The office of treasurer shall be filled by the director of missions. The duties of the treasurer are listed in Article VIII. Section G: The clerk of the Association shall serve the Association in session and the Executive Committee. Responsibilities are: 1. Keep accurate records of all meetings. 2. Prepare summary of Executive Committee meetings for publication in the Messenger. 3. Publish annual minutes. 4. Mail Annual Church Profile to church clerks. 5. The clerk also may serve as historian

Article VI – Executive Committee Section A: The Association Executive Committee shall consist of the moderator, vice moderator, clerk, treasurer/director of missions, the pastor of each church (or his designee), one other person from each church, and a representative of each mission in the Association. Section B: The property and business of the Association shall be managed by the Executive Committee of the Association. Between meetings of the Association the Executive Committee shall have the full power and authority to act on behalf of the Association except for buying and selling real estate, borrowing money, and doing all such lawful acts and things as are not by statute or by these Bylaws directed or required to be exercised and done by the Association in session. The Executive Committee shall render full report of all meetings and of all business transacted to each meeting of the Association, and a summary shall be printed in the Messenger. Section C: The Executive Committee of the Association shall convene as needed to consider the ministries of the Association and to assist the Association staff with these ministries. The moderator or a majority of the Executive Committee members may call a special meeting with a two-week written notice giving purpose of meeting. Section D: After due notice of the meeting has been given to the members of the Executive Committee, those present shall constitute a quorum.

Article VII– Bylaws, Policies, and Procedures The Association shall have the authority to adopt bylaws, policies, and/or procedures governing all aspects of the work of the Association.

Article VIII - Director of Missions The director of missions shall be employed for an indefinite tenure of service. The director of missions shall give guidance to the ministries, activities, and programs of the Association and shall serve as treasurer for the Association. The director of missions shall be elected by the Association at a regular or special meeting upon the recommendation of a search committee that shall be elected by the Executive Committee. The director of missions is directly responsible to the Association. Areas of responsibility are: 1. Chief administrator, planner, and resource person for the Association. 2. Ex-officio member of all teams and committees. 3. Counselor and advisor to the Association staff, ministers, and leaders of the churches. 4. Responsible for receiving the funds for the Association, administering the budget, keeping accurate

records, and reporting to the Association in annual session and in Executive Committee meetings.

Article IX – Administrative Committees Section A: Administrative committees are committees that have continuing functions in the total administration of the Association. Section B: A person shall serve on no more than one committee of the Association unless he is a member of a special committee. A committee member shall be eligible to succeed himself. A committee member who finds he cannot serve is asked to inform the Committee on Nominations in order that he may be replaced. Section C: Terms of service for elected committee members shall begin at the conclusion of the October Annual Session. Section D: Special committees, teams, or task groups may be developed at any time by the director of missions and officers of the Association. These groups shall have a one-year term of service unless otherwise stated. Section E: All administrative committees shall have six (6) members, unless otherwise stated, with two (2) elected each year for a term of three (3) years except the Committee on Nominations whose members are appointed as outlined in Item 4a below. Committees and their responsibilities are: 1. Annual Meeting and Worship Committee a. Working with the Association staff, this committee shall plan the program for the Annual Meeting

for inspiration and for promotion of Association ministries. b. Recommend the time and place for the Annual Meeting. c. Recommend the preacher and the alternate for the Annual Meeting. d. Responsible for all arrangements for the Annual Meeting. e. Prepare and present resolutions of appreciation as appropriate. 2. Bylaws Committee

a. Annually read through the Bylaws in order to keep the document current with the activities and ministries of the Association.

b. Study any proposed change or revision and bring a report to the next meeting of the Greenville Baptist Association.

3. Church Relations Committee

a. Develop the process and guidelines for the admission of new churches to the Association. The process and guidelines shall be consistent with the Bylaws and shall be approved by the Executive Committee.

b. Recommend new churches at Annual Meeting or at meetings of the Executive Committee as defined by committee guidelines.

c. Serve as a Credentials Committee if a question concerning messengers should arise. d. Relate to any church named in a motion of dismissal. Any motion for dismissal must be referred

to the Church Relations Committee. The Church Relations Committee will report at the next Annual Meeting or Executive Committee Meeting.

e. Develop a process of negotiation to be followed with churches named in motions of dismissal with a goal of reconciliation and restoration.

f. Work with churches that are in conflict and request assistance.

4. Committee on Nominations a. The Committee on Nominations shall be composed of six members with two appointed each

year for a three-year term. The outgoing moderator shall appoint the two new members, and he shall name the chair of this committee.

b. The Committee on Nominations shall recommend to the Association the personnel of all special and administrative committees.

c. As needed, work with the Association Staff and Team Leaders for Associational ministries. d. Nominate moderator, vice moderator, clerk, and historian to the Association in Annual Session. e. Ministry Teams may be added or deleted as needed and approved by the Committee on

Nominations. 5. Finance Committee a. Study the financial needs of the Association. b. Present a proposed budget to the Association in the October Annual Meeting. c. Give oversight to administration of the Association budget. d. Care for any financial emergency by bringing recommendations to the Executive Committee of the

Association. e. Promote the Association budget in such a way as to solicit support from all the churches. f. Review annual audit. g. Meet with the director of missions as needed. 6. Personnel Committee a. Develop, maintain, and implement Guidelines for Personnel Manual. b. Work with director of missions to develop and recommend salaries and benefits for Association

staff to Finance Committee. c. Work with director of missions to prepare position descriptions and update them as needed.

Article X – Financial and Fiscal Policy Section A: The Association and its ministries and organizations shall operate on a unified budget. Each church shall be expected to contribute its proportionate share of the annual budget to defray the expenses of the promotional, educational, and missionary activities of the Association. Contributions on a monthly basis are requested of the churches.

Section B: The Finance Committee will promote the Association budget. Section C: Association organizations may not solicit offerings except on prior approval of the Executive Committee. Section D: The business year of the Association shall be January 1 through December 31. Section E: Each year the finances shall be audited by a certified public accountant and a report made to the Executive Committee.

Article XI – New Work Properties and Assistance Fund The New Work Properties and Assistance Fund is established to allow the Finance Committee of the Greenville Baptist Association to borrow money against donated church property and administer these funds for the upkeep of these properties and for other New Work needs.

Article XII – Annual Reports Section A: The churches affiliated with this body shall be expected to furnish annually the information requested by the Annual Church Profile and shall endeavor to get this to the clerk no later than fifteen (15) days prior to the October meeting. Section B: Each ministerial staff person employed by the Association or authorized to act as an agent for the Association shall submit an annual report giving clearly the facts of his/her ministry.

Article XIII – Legal Representative Section A: The moderator and clerk shall sign all legal documents as directed by the Association or its Executive Committee. Section B: The moderator and clerk shall perform such other functions and duties as directed by the Association or the Executive Committee.

XIV – Historian Section A: Gather and preserve Association records, documents, and articles of historical importance. Section B: Periodically publish articles that will make the membership more aware of our heritage.

XV– Amendments to Bylaws

These Bylaws may be altered or amended by the affirmative vote of a majority of the messengers present at: 1. Any regular meeting of the Association provided a written notice is given two weeks prior to when

proposed changes are to be considered. 2. Any special meeting of the Association provided the written notice of such special meeting includes a

copy of the proposed changes to the Bylaws that are to be considered. 3. Any proposed changes or revisions must be in accordance with Article IX, Section E, 2b.

Minutes from the Executive Committee Meeting

January 25, 2018

Condy Richardson, Pastor of Fountain Inn First Church, welcomed everyone and opened the meeting with prayer. Shane Donald, GBA Moderator and Pastor of Cedar Shoals Church, called the meeting to order, asked that attendees fill out the registration cards and turn them in, introduced new pastors of churches in the GBA: Andy Scott, Pastor of Grove Station Church, and Rick Ezell, Interim Pastor of Parisview Church. Danny Nicholson, Director of Connie Maxwell Children’s Home, gave his testimony about how he was called to serve at Connie Maxwell. The children’s home is celebrating 125 years of faithful service to the Lord. Danny recognized GBA churches that are in the top 125 churches in South Carolina to financially support their ministry: Clear Spring Church, First Church Simpsonville, Fountain Inn First Church, and Reedy Fork Church. Al Phillips, GBA Director of Missions, recognized Martin Atkins, Pastor of Piedmont Park Church, for 60 years of ministry. Al also encouraged everyone to attend the upcoming “3R Training Day” scheduled for Saturday, January 27 at Temple. The breakout sessions are organized in accordance with the GBA mission: Reaching the unreached, Revitalizing churches, and Reproducing new churches. All pastors, church staff and lay leaders are invited to attend. Reaching the Unreached: Brian Owens, Executive Pastor of First Church Simpsonville, presented the report from the Finance Committee. Dan Messer, GBA Hispanic Ministries Leader, reported on the activities with the GBA Hispanic churches. GBA is looking to plant more Hispanic churches by the end of 2018. A group will be traveling to Nicaragua in July and August to assist with construction and church planting. Jimmy Tarrant, Pastor of Woodside Church, reported on the Reaching Team’s upcoming Upstate Sportsman’s Banquet that is scheduled for March 8 at Dream Cars of the Carolinas. Shaw Grigsby is the guest speaker and will give his testimony. The purpose of this event is evangelistic in nature, targeting fisherman and hunters in Greenville who are not connected to any local church. GBA churches are encouraged to purchase tickets and hand them out to this target audience as invitations. Al Phillips reminded everyone that the South Carolina Baptist Convention is sponsoring the IMPACT Evangelism Conference on February 22. The 3-Circles evangelism tool will be presented. GBA has a group rate that offers discounted tickets to those attending. Joel Thrasher, GBA Missions Strategist, reported on the GBA partnership with Southeast Asia. We adopted an unreached people group at the Annual Meeting in October 2017. The next trip to Southeast Asia is scheduled for February 27 – March 9. GBA is working with IMB missionaries and developing a strategy to reach this people group. An additional trip is scheduled for the fall of 2018.

Revitalizing Churches: Tim Vaughn, Pastor of Monaghan Church, reported from the Revitalizing Team. The team has been working on tools to help assess a church’s health that will focus on subjective factors of individual churches such as: worship, discipleship, fellowship, prayer, and missions. The Revitalizing Team wants to help churches become healthier, so they can impact their communities for Christ. Bob Whitehead, Pastor of Washington Avenue Church, gave a revitalizing testimony from his church. Al Phillips introduced Terry Lanford, the new GBA Revitalization Strategist. Terry will be leading several training sessions in 2018: church policies and procedures, stewardship development, Sunday School, capital building resources. Terry is working for GBA as a consultant and is available to GBA churches as a free resource. The first training session, which will be led by Terry, is scheduled for February 20 at Five Forks Church. It is called “Protecting Your Ministry” and will focus on policies and procedures churches should have in place. Brett Aiken, Pastor of Temple Church, asked if churches could bring their constitution and bylaws to Terry for individual review. The answer is yes, and churches are highly encouraged to do so. Reproducing New Churches: Walt Tanner, Pastor of Capstone Church, reported for the Reproducing Team. The team is proposing a GBA Church Planting Covenant which is provided in the packet handed out to each meeting attendee. The covenant gives guidelines for the relationship and support between the sending churches and their planting churches. Walt will also be leading a session at the 3R Training Day where he will discuss church planting in more detail. GBA Church Planters reported on their churches:

• Alfred Johnson, Pastor of Greenville Church Without Walls, gave 700 coats away during the

Christmas events and is working with Miracle Hill to become a recovery ministry church site.

• Fred Giles, Pastor of The Meeting Place Church, quit his job to be the full-time pastor at his

church as of January 19th. He is working on website design and going through a rebranding

process. The Meeting Place Church is now called Prevail Church.

• Will Broadus, Pastor of Reconcile Community Church, is now sharing space with Kentland Park

Church for their weekly activities. Will asked for prayer as he works with the Fellowship of

Christian Athletes organization and as the football chaplain for Carolina High School.

• Matt Wireman, Pastor of Christ the Redeemer Church, asked for prayer as they transition into

new worship times and location. And pray that God would bring a minister of music to help

lighten his load with planning and leading their worship services.

• Mitch Williams, Pastor of The Fold Church, is currently moving from Spartanburg to Greenville.

• J. D. Mangrum, Pastor of Christ Church Charlestown, reported that their first preview service

was held January 7. JD asked for prayers for those who are coming to Christ and the two

community groups they have developed

Joel Thrasher reported that the GBA is sending another vision team to New England in April to begin deciding where the GBA’s second church plant will be located. GBA has partnered with New England Baptists to plant three churches in ten years. Christ Church Charlestown in our first church plant. We are now looking for the second one. Before adjourning, Al Phillips invited all the pastors to participate in a Pastor’s Small Group that will be starting soon. He also reported Eastlan Church reached an agreement with NewSpring Church to give them their facilities. Eastlan Church will continue to worship in the chapel, but will disband. Minutes from the Executive Committee Meeting April 26, 2018

Mike Runion, Pastor of City View First Church, welcomed all participants and opened the meeting in prayer. Shane Donald, GBA Moderator and Pastor of Cedar Shoals Church, called the meeting to order and recognized the new pastors and staff who have joined the GBA since our last Executive Committee Meeting. Ken Wright and Lynn McQueen, both of Martha Franks Retirement Community, presented information about Martha Franks. Many of their residents served in the ministry and are still involved in many forms of ministry while at Martha Franks. For example, residents operate a Billy Graham Call Center. Pastors were encouraged to visit and bring others within the church to visit Martha Franks. Ken and Lynn fielded questions after the Executive Committee Meeting during the lunch provided by the South Carolina Baptist Ministries for the Aging. Al Phillips, GBA Director of Missions, promoted the Pastors’ Small Groups that are currently meeting. About 50 pastors have been participating in these small groups. The South Carolina Baptist Convention has paid for pastors to partake in the DiSC Assessment Personality Test. AL encouraged all pastors to take this assessment to better understand their work style and build stronger relationships with others. The Annual Association Emphasis Week is May 20-27. A promotional video is available on the GBA website (www.greenvillebaptist.org) or can be emailed to church staff directly. Brochures are also available from the GBA office for distribution within the local church. All offerings are applied to the GLOCAL Missions Fund of the GBA. Al will be leading the Mission Charlestown team to Charlestown, Massachusetts, June 7-11. The team will help J. D. Mangrum and his church plant, Christ Church Charlestown with the local Bunker Hill Day parade activities. Additionally, Al will also be leading a team to Southeast Asia August 9-16, 2018. The sale of Camp Marietta should be completely finalized by the July Executive Committee Meeting. Some technical legalities needed to be resolved for closing out a 5O1c3 and transferring funds to another 5O1c3. Because of this delay, the Bylaws Committee Report will be postponed until the July Executive Committee Meeting. Reaching the Unreached: Brian Owens, Executive Pastor of First Church Simpsonville, reported on behalf of the Finance Committee. He thanked all the churches for giving to the GBA. Brian turned the pastors’ attention to the handout in their packet to see the current balances and uses of funds and noted that Eastlan Church gave a $45,000 one-time gift. The GBA is doing well but is under-budget at this point in the year. Brian prayed for God’s provision for the remainder of the year.

Dan Messer, GBA Hispanic Ministries Leader, reported on GBA Hispanic Ministry activities. He noted that God is bringing more Hispanic workers to the Greenville area. The Institute at First Taylors started a new study course in music and 12 Hispanic students have joined. The Hispanic Fraternity held a joint service in June with 250-300 in attendance. Every Tuesday morning, two Bible studies (one in English/one in Spanish) meet. Dan encouraged pastors to pray to the Lord of the harvest to send out labors into the harvest, especially the Latino community in Greenville County.

Terry Lanford, GBA Revitalization Contract Worker, reported on the many opportunities that are available to the churches. The GBA held a workshop on church policies and procedures on February 20 at Five Forks Church. Materials can be found on the GBA website. On May 1, the GBA will offer a seminar for developing a strategy for stewardship tied to the church’s mission. Pastors, staff, and laity are invited to attend. This fall, the GBA will offer a Sunday School training workshop. Jimmy Tarrant, Pastor of Woodside Church, gave the Reaching Team Report. About 500 people attended the Upstate Sportsman’s Banquet on March 8. Thirty-six people came to know Christ as Lord and Savior as a result! Jimmy thanked everyone involved in making the Upstate Sportsman’s Banquet a success! Revitalizing Churches: Al Phillips reported for the Revitalizing Team. The GBA is currently working with several churches using assessment tools to help them move towards revitalization. The GBA is willing to do the same assessment with any church and will offer to help develop a strategy for revitalization. Mike Runion, Pastor of City View First Church, gave a church revitalization testimony. In 2005, City View First Church experienced a dramatic explosion and fight. The church went from 400 in Sunday School to 78 people. Since then, God has worked to bring this church back to life. Mike discussed the many financial blessings the church has seen over his 11-year tenure. The church made a commitment to not cut their missions giving or their cooperative program giving. “We never ask too much out of our people, but we do sometimes ask too little,” Mike stated. Reproducing New Churches: Walt Tanner, Pastor of Capstone Church, gave the Reproducing Team Report. More people are coming to Greenville each day which means an influx of unchurched people as well. To keep up with the growth, ten church plants are needed a year in this area. The Reproducing Team is working with the GBA and the South Carolina Baptist Convention to assess priority locations for church plants in Greenville county. Walt encouraged pastors to continue to pray for our community, the church planting pastors here now, and future church planting pastors to reach this vastly growing population. GBA Church Planters reported on their churches:

• Walt Tanner reported for Mitch Williams, Pastor of The Fold Church. Mitch is our newest church planter in the GBA and is thankful to the GBA for all the resources that have been given upfront to help launch The Fold Church.

• Matt Wireman, Pastor of Christ the Redeemer Church, has planted a more liturgical church. He is excited about the various church styles that are being planted. Matt mentioned the need for many different types of churches to reach more people. He stated that we are stronger together and we need to partner with each other.

• Alfred Johnson, Pastor of the Greenville Church Without Walls, started a new ministry at a local apartment complex. The apartment complex manager provided an apartment unit to use as a base for their ministry there. Alfred asked for volunteers to assist with their apartment ministries in four apartment complexes. On May 6, Greenville Church Without Walls will kick off a new HIV ministry. This year Greenville Church Without Walls has baptized 12 people and had 77 professions of faith!

• Joel Thrasher named the other church planters not in attendance at this meeting: Fred Giles, Pastor of Prevail Church; Will Broadus, Pastor of Reconcile Community Church; and Chris Bates, Pastor of Family Gate Church.

Joel Thrasher discussed our partnerships with New England. The GBA has partnered with the Baptist Convention of New England to plant three churches in ten years. Christ Church Charlestown is our first church plant in this partnership. Jay Howard, Pastor of Fork Shoals Church, shared statistics about New England. The North American Mission Board categorizes New England as priority location with Unreached People Groups. Joel led in prayer for our church planters in Greenville County and New England. Al Phillips reminded attendees about upcoming GBA events:

Marshall Fagg, Pastor of West Gantt First Church, welcomed everyone and opened the meeting with

prayer.

recognized new pastors and staff who have joined the GBA since our last Executive Committee Meeting:

Jason Kittrell, Pastor of Lee Road Church, and Bill Bales, Interim Pastor of Infinity Church.

Al Phillips, GBA Director of Missions, stated the mission statement of the GBA which is to create access

to the gospel for all – starting here! The #PrayGreenville event is scheduled for July 28. Al encouraged

GBA churches to participate by prayer walking their communities on this specific day.

Calvin Holland, Chair of the GBA Bylaws Committee and Pastor of Dunean Church, walked through the

proposed changes to the GBA Bylaws that would align it with the current vision and mission of the

Association:

• Article II – Vision and Mission was revised to read “Our vision is access to the gospel for all –

starting here! Our mission: We create access to the gospel for all – starting here by: (1)

Reaching the unreached; (2) Revitalizing churches; (3) Reproducing new churches.”

• Article III – Membership, Section A was revised to read “The Association is a self determining

fellowship of autonomous Baptist churches, which are voluntarily bound together to create

access to the gospel for all – starting here.”

• Article III – Membership, Section F, 3 was revised by removing the original clause “a”.

• Article III – Membership, Section H was revised to read “Should it become necessary to dismiss a

church from fellowship, the following process will be followed: (1) Any motion made to dismiss a

church will be referred to the Church Relations Committee. (2) After prayer and study, the

Church Relations Committee will bring a recommendation to the Association at either the

Annual Meeting or an Executive Committee Meeting. (3) The Association will approve or reject

the recommendations by majority vote (See Article IX, Section E, 3).”

• Article VI – Executive Committee, Section A was revised to read “The Association Executive

Committee shall consist of the moderator, vice moderator, clerk, treasurer/director of missions,

the pastor of each church (or his designee), one other person from each church, and a

representative of each mission in the Association.”

• Article IX – Administrative Committees, Section E, 3d was revised to read “Relate to any church

named in a motion of dismissal. Any motion for dismissal must be referred to the Church

Relations Committee. The Church Relations Committee will report at the next Annual Meeting

or Executive Committee Meeting.”

• Article IX – Administrative Committees, Section E, 3e was revised to read “Develop a process to

negotiation to be followed with churches named in motions of dismissal with a goal of

reconciliation and restoration.”

Baptist Association to borrow money against donated church property and administer these

funds for the upkeep of these properties and for other New Work needs.”

• Renumbering subsequent Articles due to the removal of the original Article X.

Calvin Holland made a motion that these revisions be adopted. No second was needed as this motion

came from the Bylaws Committee. The vote was unanimous by the attendees and the motion passed.

Mike Morris, Member of the Church Relations Committee and Pastor of Oak Pointe Church made a

motion to accept Greenville Community Church into the Association. Al Phillips spoke to the motion and

introduced Michael Bayne, Pastor of Greenville Community Church, and AJ Gilmer, Worship Leader of

Greenville Community Church. Michael explained their journey for planting in the Cherrydale

Community. Mike Morris made a motion that this motion be adopted. No second was needed as this

motion came from the Church Relations Committee. The vote was unanimous by the attendees and the

motion passed.

Reaching the Unreached: Jimmy Tarrant, Pastor of Woodside Church, reported on the Reaching Teams upcoming events:

• #PrayGreenville is scheduled for July 28. A prayer guide is available online and included in the Executive Committee Meeting packet given to attendees. Churches are encouraged to participate by prayer walking their communities.

• Blue in the Zoo is scheduled for September 22. An invitation is available online and included in the Executive Committee Meeting packet given to attendees. Churches are encouraged to distribute this invitation to law enforcement officers in their congregations and communities.

• Upstate Sportsman’s Banquet is scheduled for March 14, 2019. Churches are encouraged to mark this date on their calendars and promote the event as it gets closer.

Mike Kuckel, Pastor of David Street Church, presented the Financial Team’s report. The GBA is currently

slightly behind budget but are being good stewards of the resources that have been received.

Dan Messer, GBA Hispanic Ministries Leader, reported that three Hispanic pastors participated in recent

mission trip to Mexico, New York City, and Ecuador. The Hispanic churches baptized 33 people so far

this year. Rockvale Church, Monaghan Church, and Rocky Creek Church are currently looking to partner

with a Hispanic pastor. Tim Vaughn, Pastor of Monaghan Church, prayed for the Hispanic ministry in

German.

Chris Rondeau, Area Director of Man in the Mirror Ministries, introduced the ministry to attendees. This

ministry is specifically geared for men in churches and trains them to become disciples who make

disciples. Chris encouraged the attendees to consider offering Man in the Mirror ministries in their

churches.

Al Phillips reported on the Mission Charlestown project that took place June 7-11. Participants traveled

to Boston, Massachusetts and worked J. D. Mangrum, Pastor of Christ Church Charlestown, in several

activities surrounding the Bunker Hill Parade. The GBA is making plans to lead another Mission

Charlestown project in conjunction with the Bunker Hill Parade in 2019.

Revitalizing Churches: Tim Vaughn gave the Revitalizing Team report. He reported that 300,000 churches are in need of revitalization in America. One third of those churches will revitalize in an organic way; one third will replant/restart, and the remainder will die. The GBA has several assessment tools that are available to our churches to help them determine the church of their church. Terry Lanford, GBA Revitalization Strategist, reported on the Stewardship Training Seminar take took place on May 1. Materials are available on the GBA website for those who were unable to attend. On August 25, the GBA will host a Sunday School Teacher’s Training at Mauldin First Church. Attendees were encouraged to come and bring their Sunday School teachers with them. James Nugent, Church Planting Team of South Carolina Baptist Convention, encouraged pastors to consider restarting a church as a path to revitalization. James shared a testimony of Sans Souci Church that has experienced a healthy restart. Reproducing New Churches: Walt Tanner, Pastor of Capstone Church, gave a report for the Reproducing Team. He emphasized the training available for church planters, the covenant the Reproducing Team has put together for future church plant in the GBA, and the community need for new church plants. He encouraged pastors to identify how they are called to transform the communities where they serve. Joel Thrasher, GBA Mission Strategy Leader, led the discussion of the GBA church plants:

• Alfred Johnson, Pastor of Greenville Church Without Walls, was not in attendance because he had previous commitments with their feeding ministry. Greenville Church Without Walls partnered with Greenville County Schools to provide meals to low-income kids during the summer months in the communities around the church.

• Fred Giles, Pastor of Prevail Church, reported that they recently changed their church’s name to

Prevail Church from The Meeting Place Church. They also moved to a new facility in the

Nicholtown community. They are excited to be serving in this community!

• Will Broadus, Pastor of Reconcile Community Church, emphasized that they are committed to

be an integral part of their community and evangelizing the streets of West Greenville. Will

shared testimonies about what God has been doing at Reconcile Community Church.

Suites has tripled. They are looking for a new location. He asked prayers for a new facility and

someone who can assist with music.

• Mitch Williams, Pastor of The Fold Church, reported they are excited to be officially launching in

August/September.

Josh Bradley, Church Planting Team of South Carolina Baptist Convention, prayed over all GBA church

planters.

Pastor of Family Gate Church gave a testimony of the revitalization efforts taking place at West Gantt

First. These three churches share facilities at 1452 White Horse Road. They have rebranded the name

to The Churches @ West Gantt. They are three churches striving to reach the same community. James

Nugent prayed over this revitalization strategy and this community.

Al Phillips introduced Gene Fant, President of North Greenville University, and invited attendees to stay

for lunch to hear from him.

Minutes from the 158th Greenville Baptist Association Annual Meeting October 16, 2018

The 158th Greenville Baptist Association’s Annual Meeting was held at First Baptist Church Simpsonville on October 16, 2018. Worship began with the Praise Band led by Wes Walker, Executive Pastor of Missions and Creative Arts of First Baptist Church Simpsonville, leading the attendees in singing You Called My Name, O Praise the Name, and Reckless Love of God. Al Phillips, GBA Director of Missions, welcomed everyone and introduced Shane Donald, Pastor of Cedar Shoals Church and GBA Moderator. Al recognized Shane for his serve as the GBA Moderator during 2018 and presented him with a commemorative gavel. Shane Donald called the meeting to order. Wayne Bray, Pastor of First Baptist Church Simpsonville, opened the meeting in prayer.

Shane Donald recognized the guests and new pastors/staff in attendance. Donald Shockley, Worship Pastor of Rocky Creek Church, read the Motion of Organization. It passed unanimously with no second needed as it came from the Annual Meeting and Worship Committee. Mike Morris, Pastor of Oak Pointe Church, presented the Church Relations Committee report which is found in the 2018 Book of Reports. Mike also introduced Aldean Henley, Pastor of New Beginning Christian Ministries, for consideration of membership to the GBA. Aldean recognized members of his church which were in attendance. He gave a brief testimony of their dealings with the Church Relations Committee. He is grateful for what God is doing in the GBA. Mike made a motion to accept New Beginning Christian Ministries as a member of the GBA. No second was needed as it come from the Church Relations Committee. The motion passed unanimously. Shane Donald presented the agenda. No second was needed and it was approved. The Committee on Nominations report was presented by Howard Foster, Pastor of Five Forks Church. Howard made a motion to accept the report as printed in the 2018 Book of Reports. No second was needed as the motion came from the Committee on Nominations. The motion passed unanimously. Al Phillips explained that the mission statement of Greenville Baptist Association is to create access to the gospel for all – starting here. We do that by Reaching the unreached, Revitalizing existing churches, and Reproducing new churches. GBA is not a building or a staff. It is people in all our churches working together. We can do more together than any one church can do alone. When we work towards our mission, the gospel will be spread to our communities, state, and the world. Reaching the Unreached The Finance Committee report was presented by Mike Kuckel, Pastor of David Street Church. The GBA budget is the fuel that allows us to create access to the gospel. One correction needs to be made on the

We are running ahead of 2017’s giving from the GBA churches for this portion of the year. The proposed budget was reorganized to match the Reaching, Revitalizing, and Reproducing mandates. Mike made a motion to accept the 2019 Proposed Budget as printed in the Book of Reports. No second was needed as it comes from the Finance Committee. The motion passed unanimously. Jimmy Tarrant, Pastor of Woodside Church, presented the report from the Reaching Team. A video was shown highlighting several ministries including #PrayGreenville, Upstate Sportsman’s Banquet, Disaster Relief, Blue in the Zoo, Deaf Day Camp, Mission Charlestown, and the Southeast Asia Partnership. Jimmy reported that Disaster Relief donations have been received in excess of $5,000. Upcoming events are: Engage Evangelism Workshop on October 25, 2018; IMPACT Conference on February 21, 2019; and Upstate Sportsman’s Banquet on March 21, 2019. Dan Messer, GBA Hispanic Ministries Leader, reported on an incredible year for the Hispanic churches in the GBA. Several Hispanic churches took missions trips during 2018. Erwin Soto, church planter from Ecuador, has passed all necessary assessments and will start a Hispanic church plant at Monaghan Church. Dan challenged the GBA churches to add a line item in their church budgets for assisting the Hispanic works in the GBA. Joel Thrasher, GBA Missions Strategy Leader, introduced our IMB partner in Southeast Asia. He shared challenging information about the country and our adopted Unreached People Group. Joel shared information about an upcoming trip to Southeast Asia in February 2019. Jim Russell, Rescue Pastor of Brushy Creek Church, prayed for our Southeast Asia partnership and our IMB partner. Revitalizing Churches: The Revitalizing Team report was given by Tim Vaughn, Monaghan Church. The team has developed church health assessments and are willing to assist GBA churches in revitalization. Mike Breen, Consultant of Michael James Breen Consulting, has been meeting with several of our pastors during 2018. Mike coaches pastors in the area of discipling their congregations. A primary concern of his is how to make the gospel memorable, transferrable, and reproducible. Mike invited all pastors to participate in his mentoring groups starting in 2019. Terry Lanford, Consultant of Entrusted to Teach, gave a report of the revitalization workshops that were offered in 2018. In February 2018, he led a policy and procedures workshop at Five Forks Church. A stewardship workshop was held at Roper Mountain Church in May 2018 and a teacher training workshop was held at Mauldin First Church in August 2018. Terry invited everyone to attend the first impressions workshop on November 1, 2018 at Fountain Inn First Church. The Reproducing Team report was given by Walt Tanner, Pastor of Capstone Church. A video was shown highlighting our current church planters: J. D. Mangrum, Pastor of Christ Church Charlestown; Matt Wireman, Pastor of Christ the Redeemer Church; Alfred Johnson, Pastor of Church Without Walls; Will Broadus, Pastor of Reconcile Community Church; Fred Giles, Pastor of Prevail Church; and Mitch Williams, Pastor of The Fold Church. Walt discussed the need for church planting to meet the needs of the new people moving into Greenville County. Alfred Johnson asked for assistance in serving meals at the Shemwood Crossing Apartment Complex on Thanksgiving Day.

They are targeting low-income families in the communities off White Horse Road. Joel asked the current church planters to pray for Christ, his family, and Family Gate Church. Director of Missions

Our business at GBA is access to the gospel and, in 2018, business was booming. We have had a great year of creating access to the gospel for all starting here in Greenville by Reaching the unreached, Revitalizing churches, and Reproducing new churches. We committed to using 2018 to help equip and strengthen our churches. We started 2018 with our first 3R Training Day with breakout sessions in Reaching, Revitalizing Churches, and Reproducing New Churches. We contracted with Dr. Terry Lanford to conduct workshops and produce resources for our churches in such practical areas as bylaws, policies and procedures, stewardship development, Sunday School leadership, and first impressions hospitality ministry. Those resources are on our website for our churches who did not take advantage of the workshops to download. We contracted with Christopher Jalbert to serve as a media consultant for our churches to make videos and do graphic design. While we will not have Dr. Lanford in 2019, we will have a media ministry consultant. We reorganized our pastor small groups and had 50 of our pastors involved in a small group for fellowship, spiritual accountability, and leadership development. We continued and extended our mentoring group for pastors using 3DM. I trained 9 pastor search committees and consulted with churches in transition or conflict. We continued to work with churches that need revitalization. I spend considerable time each week serving as a pastor to our pastors. I peached in 18 of our churches and am always available for supply or to share about our work. I worked with our Reaching and Revitalizing Teams throughout the year to develop our strategies in each of those areas. We planned and implemented Reaching events each quarter with the Upstate Sportsman’s Banquet, Deaf Day Camp, #PrayGreenville, and Blue in the Zoo. On October 25, we will host the Engage Evangelism Workshop with leaders like Lee Clamp of the SCBC and pastors like Jimmy Scroggins, Brandon Bowers and Clay Smith. All these events are coming again bigger and better in 2019. We will expand our partnership in Southeast Asia with new projects in 2019. Our missionary partner with the Unreached People Group we have adopted will be with us for our 2018 Annual Meeting. In the SCBC, 85% of the churches across the state are plateaued or declining. About 20 churches close each year and up to 200 are expected to close within 5 years. In GBA, 64% of our churches are plateaued or declining. We are doing better than the state average but we have a lot of work to do. Too many churches are at risk here. Our Revitalizing Team created a thorough church heath assessment tool and we stand ready now to assist churches in revisioning, restarting, or reinvesting to start new

churches in old facilities. We are partnering with SCBC to equip interim pastors who can assist churches between pastors in revitalization. In 2019, we want to work specifically with churches that are at risk. Our Reproducing Team has created guidelines for partnering churches and identified future strategic sites for new churches. We will have a Church Planter Vision Tour on October 4 to communicate our strategy and recruit future planters and partnering churches. In my first three years here as DOM, we have planted 6 churches here and 1 in New England and have 2 more churches coming online in the next year, including 2 Hispanic plants. We will identify a location and planter for our second church plant in New England in 2019. We welcomed the Greenville Community Church into GBA this past summer and are working right now with another church that is seeking partnership with us. This fall, I started a prayer group of other evangelical church pastors in downtown Greenville and we are meeting monthly to pray over the city. My vision is that this group will morph into a movement that will bring the gospel to bear on our rapidly growing and gentrifying city. I continue outreach to other evangelical churches that have the same kingdom vision we do. It has been a very fulfilling year as we have worked to create access to the gospel for all starting here. Greenville is one of the fastest growing counties in the state. Thousands of people are moving here. God has given us a golden opportunity to make an impact for eternity. Missions Strategy Leader

25 years on GBA staff? My, how time flies when you’re having fun! Some reflections on 2018… REACH Reach the unreached. Greenville Baptist Association adopted an Unreached People Group (UPG) this year – Muslim peoples (including Rohingya and others) through our Southeast Asia partnership. We had one team there this year, working with friends who are actively connecting with the UPG. Helping create access to the gospel in one of the darkest corners of the globe is a huge opportunity and challenge. We will be back there in March and are looking to expand the partnership. Reach the nations among us. There are people from at least 88 nationalities, speaking 39 languages, living in Greenville County. We have people groups here from nations where we cannot send IMB personnel. Here! In our schools, neighborhoods, workplaces. This includes Rohingya refugees! The Great Commission commands us to go to the ends of the earth. The reality is that we don’t have to go very far to reach people from the ends of the earth. One of the unreached people groups in Greenville is our deaf population. This was the 42nd anniversary of the GBA-sponsored Day Camp for deaf children and children of deaf adults. There were 11 campers and 12 volunteers. Brushy Creek Church is such a gracious host. Rocky Creek Church, thanks for the use of the bus, too. Tonya Smith did a wonderful job in her first year of directing the camp. Day Camp returns June 10 – 14, 2019. Reaching the nations also includes our 17 Language Congregations. Many more are needed to reach the nations here. Reach the least of these. The Bible speaks of taking care of the poor, widow, orphan, foreigner, hungry, prisoner, etc… over 300 times. It’s important! Our churches are involved in a variety of individual and collective efforts. One way is through the Westside Crisis Center. The center is staffed by volunteers from our churches. Jim Barnette from Woodside Church continues to provide capable leadership at the Center. Food is provided by churches, groups, and individuals as well as purchased from various locations. The Westside Center also depends on funds from the World Hunger Offering. Additionally, our churches partner with many other helping agencies and organizations. Some churches sponsor their own community ministries. Thanks to all who make these servant-evangelism ministries possible. Mission Greenville started all the way back in 1999 with the first World Changers project. Through the years, we have helped teams reroof and renovate 214 houses in Greenville County. Beyond the houses themselves, we have been a clear gospel witness to families and neighborhoods. Our churches have faithfully served as

host churches and more. I am incredibly thankful to all those who were involved in this ministry. It’s a long story, but, due to a late developing situation with Rebuild Upstate, the project was cancelled this year. We have been evaluating the ministry over the last 2-3 years, and firmly believe that the time to move in a different direction has come. You will be hearing more about local mission opportunities in which our churches can be more directly involved soon. This year, 33 churches provided 1,752 Prisoner Packets for Christmas. Thanks to Pat Ward from Edwards Road Church and other volunteers for all your help. Prison ministry is not just about Christmas packets. There are other volunteers in our churches who are actively involved in ministry with inmates, families of inmates, and those who work within the correctional system. Multiple churches provided useful items such as paper goods, personal care items, health care items, school supplies and clothing for numerous agencies and organizations within the Greenville area. Nineteen churches provided 404 Ministry Kits. Not only were they used in Greenville County, but some even made their way to Haiti as well. Thanks to all who prayed, gave and worked on these projects. Another way we reach people is through Disaster Relief. Our unit continues to be a vital part of the DR ministry. They have been involved in a variety of mud-out efforts in the US this year. Jim Whitworth, from David Street Church, provides excellent leadership as our volunteer DR director. His report can be found in the Book of Reports. Reach law enforcement personnel. Blue in the Zoo celebrated its 4th year, and saw our largest attendance yet – 700+! This began as a way for us to express appreciation and support to law enforcement personnel and their families. How thankful we are for the many volunteers from 12 churches and Anderson University, as well as zoo staff. It makes a difference! Reach students. Baptist Collegiate Ministries is an important outreach and discipleship arm of our churches to college students. The BCM director for Furman is Andy Cooper. Todd Perkins works with the students at Greenville Tech. Their reports are listed in the Book of Reports. Reach the irreligious. One new piece we have added is a Block Party Trailer. While we have had the bouncy slide for a while, the trailer is now outfitted for more effective ministry. It is quickly becoming a popular addition. Do you know that we also have a Portable Baptistry for our churches to use? We may live in the Deep South, but our society continues to change at an amazing pace. I’ve said it before, but it bears repeating. The top 25 most unreached areas of the Upstate are all in Greenville County. The most unreached zip code in the state is 29601, at close to 90%. At least 70% of our entire population is unreached and 40% of our population is not only unreached, but uninterested. We must be about creating access to the gospel right here too! REPRODUCE Church Planting is a critical part of what we do to create access to the gospel within the changing populations of Greenville County. A church planting vision tour is taking place in early October. We are looking at, and praying over, the top priority locations in our area for new churches. There are currently 22 church plants in the GBA! Our 2 newest ones are The Fold Church with Mitch Williams as pastor, and Family Gate Church with Chris Bates as pastor. The Fold Church is just off Woodruff Road. Family Gate Church is part of The Churches @ West Gantt. They both are launching this Fall. Reconcile Community Church with Will Broadus as pastor, continues to create access to the gospel in the Welcome community, and had their first baptisms this year. Christ the Redeemer Church with Matt Wireman as pastor has seen a number of changes this year, most notably in location. Speaking of new locations… The Meeting Place Church with Fred Giles as pastor is now in the Nicholtown Community. And they have a new name Prevail Church. This is an exciting move for them. Greenville Church Without Walls with Alfred Johnson as pastor continues to strongly impact very under-resourced communities. Hispanic

Ministries are needed more than more with our rapidly growing Hispanic communities. Dan Messer provides excellent leadership to this ministry. With our increasing ethnicity, local church involvement lower than it was 25 years ago, and the increasingly irreligious neighbors around us, we must be planting new churches! Our New England partnership is in its 3rd year. We are partners with John David Mangrum and Christ Church Charlestown, which officially launched this year. They continue to find great favor with God in the community. As Christ Church gains momentum, we continue to pray for, work with, and provide funds to the church. A team was there in June to work with them for the big Bunker Hill parade. We are looking at another GBA team going next summer. Individual churches are also connecting with them, and other church planters in New England. Our commitment to New England Baptists is to help them plant 3 churches in 10 years. We are now working on church plant #2. A team was there in April (yes, it snowed). We met with the Baptist Convention of New England and North American Mission Board leaders looking at priority locations for our next church plant. Continue to pray for gospel access in one of the most spiritually dark parts of our nation, as well as our next steps there. REVITALIZE Not only must we start new churches, we must assist our existing churches. Southern Baptist churches are autonomous. That means, among other things, GBA has no authority over our churches. Therefore, churches must recognize the need for assistance and request it. We can provide valuable assistance for churches who are serious about being filled with new life among the harvest that God has in front of you. There is a demographic software called MissionInsite that can be a beneficial tool for our churches. And much more. For more information about revitalization, contact Al Phillips. To create access to the gospel, we must have healthy churches! I must mention Woman's Missionary Union. WMU continues to provide valuable training, encouragement and ministry opportunities for our churches. I don’t know what we would do without the faithful WMU in the Association and churches. Beth Allen, from First Simpsonville, serves as the director, and I am thankful for her leadership in this important role. Missions Strategy relates to New Work, Hispanic Outreach, Mission Partnerships, Community Ministries, Summer Ministries, Disaster Relief, Demographics, WMU, Baptist Collegiate Ministries, Multihousing Ministry and more. Hispanic Ministries

Last year I asked that you pray with me that God would provide laborers for the Hispanic harvest which is ever growing in our area. God has been gracious in answering that prayer! Erwin Soto is currently in the assessment process for becoming a church planter. He is hoping to work in the Monaghan area. Edgar Enriquez and his wife, Yarece, are working on obtaining a R-1, religious work visa. They are both bilingual and have teaching contracts to teach English at a school in Mexico. They hope to move to Greenville and work with Rocky Creek Baptist Church at the end of the current school year. All the statistics for the Hispanic churches are up this year:

Total Members = 430 Average Worship Attendance = 344 Midweek Prayer and Bible Study = 122 Baptisms = 34

Several Hispanic pastors were involved in various mission trips in 2018. The mission trips included three in South Carolina, one in the United States, and four international trips. There remains so many areas in Greenville county that need a Hispanic mission/church. The holdup is the lack of laborers. Church Development Strategist

In an effort to strengthen the churches in our association, in 2018 the Greenville Baptist Association has presented training in three significant areas of need. These workshops addressed essential policies and procedures to protect the church, insights into stewardship development and budget planning and equipping for Sunday school and small group Bible teachers. One of the greatest blessings has been the opportunity to consult with several churches on a wide variety of topics and needs. From short phone conversations to long term involvement with church teams, being able to help and at the same time make many new friends has been wonderful.

In February, the GBA hosted a two-hour workshop called Protecting Your Ministry. This training focused essential policies and procedures that every church should consider in the face of ever-increasing challenges in today’s culture. Church leaders where encouraged to proactively seek to establish policies and procedures to protect church ministries and members from harm. Some of the topics that where addressed include: child protection, sexual harassment, social media, youth ministry communication, facility use, same sex marriage/Gender identity lawsuits and emergency response. Sample policies were provided that can serve as a guide for churches in tailoring their own policies.

Promoting stewardship and planning a budget can be challenging tasks for any church. In May, we presented Developing a Stewardship Strategy: Putting Your Money Where Your Mission Is. The training was designed to help Pastors, staff members, and church leaders develop an annual stewardship emphasis that can be used by the Lord to lead believers to respond to His agenda for financial stewardship. Training topics included prayer, discovering your theme, creating a stewardship task force, developing a calendar of milestones, and creating a culture of stewardship. Methods for communicating and casting vision through sermons, lesson , video spots, and testimonies were also addressed. Tips and practical ideas were offered for strategic budget planning that helps channel resources to support the mission and ministries of the church. On August 25th, the GBA presented a Sunday School/Small Group Leader Workshop. This training was designed to challenge and encourage volunteer Bible teachers and to provide helpful insights into spiritual and biblical preparation. Class organization, recruiting new teachers and the responsibilities of essential position of class involvement were also presented. Other topics included: how to study the Bible and prepare a lesson based on that study; how to effectively present that lesson to any size class

or group; how to use technology and other resources effectively; and how to deal with current cultural issues. Upcoming First Impressions workshop! Join us on Thursday, November 1st at Fountain Inn First Church from 6pm-8pm as we will discuss hospitality and strategies for making our churches more welcoming! We will learn to ask the right questions so that we might gain a view of our church from the perspective of a first-time visitors. What do they experience? Are we as friendly as we think we are? What about our facilities? Is our church clean? Are our signs clear? Do people feel comfortable with our security? Do we have the right people in the greeter ministry? We will offer insight into all this and more. Please join us.

Disaster Relief Brief History of the GBA’s SC Baptist Disaster Relief Unit: Severe flooding impacted residents of the downtown Greenville and Berea areas on July 29, 2004. After SC Baptist Flood Relief units responded to assist the homeowners affected, a generous portion of an estate gift to a Baptist church in the Berea area was designated for GBA Disaster Relief. That gift financed the establishment and equipment purchases for the GBA Flood Relief/Mud-Out Unit which was

ready in time to respond to victims of hurricane Katrina on the Mississippi Gulf Coast the next year, 2005. The GBA Disaster Relief Unit has responded every year since then throughout the eastern United States to aid victims of flooding due to hurricanes, flash floods and the like with the help of trained SC Baptist Disaster Relief volunteers from across the state.

Baptist Collegiate Ministries

Furman University

Greeting in the name of our Lord! I am happy to report that the new school year has started with a bang and holds a lot of promise for the future. Our first gathering was attended by over 30 students, and while regular attendance is not quite that high week-to-week, we have been averaging between 18 to 20 students per meeting. This is a small increase over last year where we averaged around 15 students per meeting.

I am also happy to report that the students themselves have taken the initiative to start some small groups for fellowship and support throughout the week. This is the first time in some years that the students themselves have taken the initiative to develop ministry opportunities outside of our regular Monday night meetings.

This past summer the FUBCM sent its first summer missionary to the field after many years of not doing so. Ms. Brittany Austin served in Horry County as part of the SCBCM summer missions. We certainly are proud of her for the work she did and for making our purple hearts proud.

We continue to make plans to have a good showing at the 2019 Converge conference. Last year we were able to send 10 students; our goal is to send at least 15 this year.

Thank you all for the prayers and support for the Baptist work at Furman University. We know that God is definitely at work among the students there and we are grateful to be able to work alongside Him in reaching our campus for Christ.

The BCM at Greenville Tech continues to face the unique challenge of recruiting brand new participants every semester. By that I mean that the carryover of students from the previous semester is extremely low. Often no returning students show up to a second semester. Most of them move on or function with a different schedule. That being said, we face this challenge head on and work to heavily recruit the first two weeks of classes.

Last semester Austin and I continued to work with 10-15 regular students over weekly lunch + Bible study. We covered the book of Galatians.

This semester I have 2 new volunteers joining our efforts - Ben Johnson and a Christian music recording artist who goes by Knowledge. We have just begun our weekly gatherings and so far have seen about 10 brand new students participate (everyone from last semester has moved on to other schools). There is still plenty of time for us to grow numerically. I'm confident that our study on the life and teaching of Jesus in Matthew will go well. I can continue to report that the gospel of Jesus Christ is being declared and received on the campus of Greenville Tech.

WOMAN’S MISSIONARY UNION

Auxiliary of Greenville Baptist Association The WMU of Greenville Baptist Association accomplished much during the 2017-2018 year! We welcomed Julia Shear from Standing Springs Church as our Children’s-GA consultant. In September, the WMU helped with Blue in the Zoo, and promoted our Season of Prayer for State Missions, Janie Chapman Offering. In October, several of our leadership team went to Fort Caldwell to the Carolina Women conference. Our mission study for 2017 was on Russia and was held at Edwards Road Church. Our World Day of Prayer was held on November 6 at various churches, and prisoner packets were collected on November 27-28. We collected 1,700 plus prisoner packets. Our Season of Prayer for International Missions, Lottie Moon Offering was held in December. In February, we held our WMU Focus Week brunch at First Church Simpsonville. Ashley Adams from Aiken, South Carolina spoke and did our music. WMU Focus Week followed the brunch. In March, we had our Season of Prayer for American Missions, Annie Armstrong Offering. Our WMU from many Churches also provided cakes and pies for the Upstate Sportsman’s Banquet. Several from our association attended the WMU state meeting in North Augusta on March 23-24. Our WMU Spring meeting was held in April at Reedy Fork Church. Jody and Tim Cross spoke. Donna Russell led us in music. The Week of Prayer for GBA missions was held in May. Church Relations Committee Report

The Church Relations Committee would once again like to thank Rev. Al Phillips and the staff of Greenville Baptist Association for assisting the committee in its work during the 2017-18 church year.

Two items of business were presented to the Committee during the year. First, Eastlan Church merged with NewSpring Church and officially dissolved February 28, 2018. They became NewSpring Eastlan and are no longer part of GBA. We are thankful for the rich heritage Eastlan leaves behind. We are also grateful for the parting financial gift given when Eastlan dissolved its endowment. We pray God will use NewSpring Eastlan to create access to the gospel from that hill until Jesus returns.

The second item of business was Greenville Community Church requested that Greenville Baptist Association meet with them to consider their application to unite with the GBA as a member church fully participating in all its mission endeavors. After meeting with Michael Bayne, Pastor of Greenville Community Church, on several occasions and considering the church’s doctrinal beliefs, by-laws and mission statements, the committee presented the church to the Executive Committee of the GBA for membership at its July 26, 2018, Executive Committee Meeting. The Executive Committee approved the recommendation of the Church Relations Committee that Greenville Community Church become a fully participating member church of the GBA.

Personnel Committee

God’s timing is perfect! Always. We have all heard this phrase and how true it is. At the Greenville Baptist Association, such is the case.

Your Personnel Committee wants to remind you that in our Heavenly Father’s providence, He has brought together the right personnel at the right time and placed them together to serve Him and our churches.

Under the leadership of the Holy Spirit, Al, Joel, Dan, Anna, and Melissa have come together “for such a time as this” and are making a difference in our Greenville community. This past year, we contracted with Dr. Terry Lanford to provide training and resources in stewardship development, Sunday School leadership, bylaws and policy development, and hospitality ministry. He has been working as a consultant for various churches in the GBA throughout the year. He will not be continuing for 2019. In the coming year, we will provide a contract worker to assist GBA and our churches with media ministry, instead.

I have witnessed firsthand, whether in a staff meeting or personnel evaluation meetings, how they work together and share in having a servant’s heart. Let us take care of our people who are seeking to take care of God’s people.
