AN ACT
MANDATING THE INSTITUTIONALIZATION, DEVELOPMENT, TRAINING,
ORGANIZATION AND ADMINISTRATION OF BASIC RESERVE OFFICERS
TRAINING CORPS (ROTC) IN GRADES 11 AND 12 IN PUBLIC AND
PRIVATE EDUCATIONAL INSTITUTIONS, FURTHER AMENDING
REPUBLIC ACT NO. 7 0 7 7 , OTHERWISE KNOWN AS THE “CITIZEN
ARMED FORCE OR ARMED FORCES OF THE PHILIPPINES RESERVIST
ACT”, AS AMENDED BY REPUBLIC ACT NO. 9 1 6 3 , OTHERWISE KNOWN
AS THE “NATIONAL SERVICE TRAINING PROGRAM AND
APPROPRIATING FUNDS THEREFOR
Be it enacted by the Senate and the H ouse o f R epresentatives o f the
Philippines in Congress assem bled:
1 SEC. 1. S h o r t T itle - This Act shall be know n a s the “S e n io r H ig h
2 S ch o o l R eserv e O ffice rs T ra in in g C orps (ROTC) A c f .
3 SEC. 2. D e c la ra tio n o f Policy . - It is the policy of the S tate to serve
4 and p ro tec t the people. The governm ent m ay call upon the people to defend
5 the S ta te and , in fulfillm ent thereof, all citizens m ay be required , u n d e r
6 conditions provided by law, to render personal, m ilitary or civil service. The
7 S ta te recognizes the role of the youth in nation-build ing and shall prom ote

1 an d p ro tec t the ir physical, m oral, sp iritual, in tellectual and social well-
2 being. It shall inculcate in the youth patrio tism and nationalism , and
3 encourage the ir involvem ent in public and civic affairs.
4 Tow ards th is end, the S tate shall enhance the capacity of the nation
5 to produce the needed m anpow er and to expand its h u m an resources in
6 tim es of w ar, calam ities and d isasters , national or local em ergencies, an d in
7 su p p o rt to the G overnm ent’s law enforcem ent strategy ag a in st crim es by
8 creating a pool of tra ined reservists.
9 SEC. 3. D e fin itio n o f Term s-
10 a) Reserve Force - refers to the organization of tra ined reserv ists
11 u n d e r the com m and of the Armed Forces of the Philippines who
12 m ay be called for du ty in the event of war, invasion or rebellion; to
13 a ss is t in relief and rescue during d isas te r or calam ities; to a ss is t
14 in socioeconomic development; and to a ss is t in the operation and
15 m ain tenance of essen tia l governm ent or private u tilities in the
16 fu rtherance of overall m ission.
17 b) B asic Reserve Officers’ Training Corps (ROTC) - refers to a
18 m andato ry two (2) year basic leadersh ip and m ilitary tra in ing
19 program for s tu d e n ts enrolled in G rades 11 and G rades 12 in all
20 senior high schools in public an d private educational in stitu tions .
21 c) Adr’ance/?O TC - refers to the optional and enhanced ROTC course
22 th a t is offered in universities, colleges, vocational schools and
23 o ther tertia ry institu tions.
24 d) C lustered ROTC Unit - refers to two or m ore educational
25 in s titu tio n s th a t are strategically grouped together for the pu rpose
26 of holding ROTC classes in one location.
27 e) Grievance Committee - refers to an independen t body th a t is
28 tasked to investigate any com plaint or allegation of abuse , violence
29 or corrup tion in any clustered ROTC u n it or any educational
30 in stitu tion im plem enting the ROTC Program.
31 f) National Grievance Committee - refers to the appellate body th a t
32 h a s ju risd ic tion to h ear appeals on the findings an d
33 recom m endations of any local grievance com m ittee.
1 g) Public Educational Institutions - refer to educational in stitu tio n s
2 th a t are estab lished and adm inistered by the governm ent.
3 h) Private Educational Institutions - refer to educational in s titu tio n s
4 m ain tained and adm inistered by private individuals or groups.
5 i) Registration - the ac t of recording the nam e a n d /o r o ther relevant
6 inform ation of the s tu d e n ts who have com pleted the ROTC
7 Program in G rades 11 and 12 on the official list of ROTC
8 g raduates . Provided, th a t the registration th a t is referred to u n d e r
9 th is Act shall not be construed as en listm en t in the AFP Reserve
10 or Regular Force.
11 SEC. 4. C overage. - The conduct of basic m ilitary and leadersh ip
12 tra in ing u n d e r the ROTC shall apply to all s tu d e n ts in G rades 11 an d 12 in
13 all senior high schools in public and private educational in stitu tions.
14 SEC. 5. E s ta b l is h m e n t o f th e ROTC P ro g ra m in a l l P u b lic a n d
15 P r iv a te E d u c a t io n a l In s t i tu t io n s . -
16 a. There is hereby estab lished a m andato ry two (2) year Basic ROTC
17 program for s tu d e n ts enrolled in G rades 11 and 12 w hich shall form p a rt of
18 the basic cu rricu la for the Senior High School E ducation in any public an d
19 private educational in stitu tio n s in p u rsu an ce to the provisions of the
20 N ational Defense Act, Revised Adm inistrative Code of 1987, an d the 1987
21 C onstitu tion , w ith the objective of producing w ell-trained an d p repared
22 reserv ists for m ilitary and civic service. The ROTC tra in ing is aim ed to
23 instill patrio tism , love of country , m oral and sp iritua l v irtues, respec t for
24 h u m an righ ts an d adherence to the C onstitu tion.
25 b. The Basic ROTC, in stitu ted a s p a rt of the cu rricu la shall be
26 adm in istered in accordance w ith the following m odules:

b .l . E nhancing the s tu d e n ts consciousness in the e th ics of service,
pa trio tism and nationalism , respect for h u m an rights, apprecia tion
of the role of na tional heroes in the h istorical developm ent of the
country , streng then ethical and sp iritua l values, develop personal
discipline and leadership and to encourage creative th ink ing for
scientific and technological development;
1 b.2. Basic m ilitary train ing for s tu d en ts in order to m otivate, tra in ,
2 organize and utilize for national defense p rep a red n ess or civil-
3 m ilitary operations: Provided, T hat no s tu d e n t below the age of
4 eighteen (18) years shall take a d irect p a rt in hostilities.
5 b.3. Civic tra in ing for s tu d e n ts in order to be active p a rtic ip an ts an d
6 vo lun teers for the developm ent and im provem ent of health ,
7 education , ecology and environm ental protection, h u m an an d civil
8 righ ts aw areness and law enforcem ent.
9 b.4. P reparedness during ac tual d isaste r response opera tions on
10 needs a ssessm en t, improved skills for search , rescue an d relief
11 operations, and early recovery activities. In tegration of capacity-
12 build ing activities revolving around risk-rela ted s itu a tio n s in order
13 for s tu d e n ts to be proactive in lessening the socio-econom ic and
14 environm ental im pacts of d isaste rs including clim ate change. These
15 capacity building activities will help build u n d e rs tan d in g an d skills
16 w ith the end in view of applying d isa s te r risk reduction and
17 m anagem ent principles, concepts, and concrete action step s
18 tow ards building their resilience.
19 c. Any s tu d e n t who fails to undergo the m andato ry Basic ROTC in
20 accordance w ith th is Act shall no t be qualified for g raduation . In addition
21 thereto , the non-tak ing of ROTC by any s tu d e n t shall be a g round for
22 C om pulsory Military Training in p u rsu an ce to Section 14 of Republic Act No.
23 7 0 77. Any educational in stitu tion th a t fails to in stitu te and im plem ent the
24 Basic ROTC program in p u rsu an ce to th is Act shall be sub jec t to
25 d isciplinary and adm inistrative sanctions as the D epartm ent of E ducation
26 (DepEd) m ay impose.
27 d. G uided by the provisions of Section 5(b) hereof, the DND an d the
28 DepEd, in consu lta tion w ith o ther relevant governm ent agencies an d private
29 stakeho lders as the Secretary of National Defense m ay determ ine, shall
30 design and form ulate the Program of Instruction (POl) on the Basic ROTC
31 program in G rades 11 and 12.
32 SEC. 6. S c h o o ls a s Z ones o f Peace . - P u rsu an t to Republic Act No.
33 11188 entitled “Special Protection of Children in S ituations o f Armed
1 Conflict”, every educational in stitu tion im plem enting the ROTC u n d e r th is
2 Act shall comply w ith the declaration and guidelines th a t are provided for
3 u n d e r the said law to m ain tain the neu tra lity of the schools a s zones of
4 peace.
5 SEC. 7. S tu d e n ts E x e m p te d f ro m th is Act. - The following m ay be
6 exem pted from the coverage of th is Act:
7 a. Those who are physically or psychologically unfit, a s certified by
8 Armed Forces of the Philippines (AFP) Surgeon G eneral or h is au thorized
9 m edical officer, in p u rsu an ce to the recom m endation of the educational
10 in s titu tio n s w here the concerned s tu d en t is enrolled.
11 b. Those who have undergone or are undergoing sim ilar m ilitary12 training.
13 c. Those who were chosen by their school to serve a s varsity
14 players in spo rts com petitions.
15 d. Those who m ay be exem pted from train ing for valid reaso n s a s
16 approved by the DND, upon recom m endation by any educational in stitu tion .
17 SEC. 8 . A d v an ce ROTC. - The basic ROTC estab lished in Section 4,
18 p arag rap h 1 of RA 9163, also known as the “National Service Training
19 Program (NSTP) Act o f 2 0 0 1 ”, a s a com ponent of the NSTP w hich form s p a rt
20 of the cu rricu la for s tu d e n ts of any baccalaureate degree course shall be
21 modified or reclassified as the Advance ROTC p u rsu a n t to Section 39 of RA
22 7077, or the “Citizen Armed Force or Armed Forces o f the Philippines
23 Reservist Act. ”
24 The Advance ROTC in the tertiary level shall con tinue a s an optional
25 and voluntary com ponent of the NSTP. S tu d en ts who vo lun teer for the
26 Advance ROTC program in universities, colleges, vocational schools an d
27 o ther tertia ry in s titu tio n s shall rem ain to be governed by RA 9163 insofar as
28 they are co n sis ten t w ith th is Act.
29 The provisions of Section 42 and 43 of Republic Act No. 7077 in term s
30 of train ing , uniform s and supplies, and the scho larsh ip incentive shall
31 rem ain effective and applicable for those accepted in the Advance ROTC
32 course. It shall be m andato ry for all public and private universities, college
33 and sim ilar learn ing in stitu tions to offer and provide a tra in ing school for
1 the Advance ROTC program w hich shall have a du ra tion in accordance w ith
2 the cu rricu lum prescribed by the DND and the C om m ission on Higher
3 E ducation (CHED).
4 The D epartm en t of National Defense, in coordination w ith the CHED,
5 shall p rescribe the cu rricu lum for Advance ROTC an d the p rogram of
6 in stru c tio n in p u rsu an ce to the applicable provisions of Republic Act No.
7 7077.
8 SEC .9 O rg a n iz a tio n , O p e ra tio n a n d M a in te n a n c e o f ROTC U nits.
9 - The organization, operation and m ain tenance for the e s tab lish m en t of the
10 Basic ROTC shall be in accordance with Sections 41 and 42 of Republic Act
11 No. 7077 w hich shall rem ain effective and operative u n less inconsis ten t w ith
12 th is Act. The Secretary of National Defense, in consu lta tion w ith the DepEd,
13 shall p rescribe the organization and operational m an u a l of ROTC u n its in
14 public and private educational in stitu tions for G rades 11 an d 12:
15 Provided, th a t su ch educational in stitu tions shall be required to provide an
16 adequate office for the ROTC adm inistrative staff assigned thereat.
17 The AFP shall create an office dedicated to the supervision an d
18 adm in istra tion of the ROTC program w ithin the Reserve C om m ands of the
19 AFP in coordination w ith the DepEd.
20 SEC. 10. R e g is tr a t io n in th e R eserve Force. - P u rsu a n t to Sec. 14
21 of Republic Act No. 7077, a s tu d en t who h as com pleted the Basic ROTC
22 program in senior high school shall be registered in the Reserve Force only
23 upon reach ing the age of eighteen (18).
24 SEC. 11. G u id e lin e s to s a fe g u a rd s tu d e n ts o f th e B a s ic ROTC
25 P ro g ra m . - In o rder for the proper and effective im plem entation of the Basic
26 ROTC Program , the following policies shall be adopted to p revent the
27 occurrence of hazing, corrup tion and o ther form s of abuses:
28 a. The Basic ROTC Program prohib its hazing a s defined u n d e r R.A.
29 8 0 4 9 , a s a m e n d e d by R.A. 1 1 0 5 3 , and a s such , ad o p ts the
30 penalties for any ac t com m itted u n d er the provisions of the said law;
31 b. C ognizant of the provisions u n d e r R.A. 7 6 1 0 or the “Special Protection
32 o f Children A gainst Abuse, Exploitation an d Discrimination A c f , any
33 physical, sexual or psychological abuse, em otional m altrea tm en t, or
1 any ac t by deed w hich tends to degrade or dem ean the dignity of a
2 c h ild /s tu d e n t is prohibited;
3 c. C onsis ten t w ith D epE d O rd e r No. 40 , S e r ie s o f 2 0 1 2 on C h ild
4 P ro te c tio n Policy , the Basic ROTC Program proscribes physical,
5 hum iliating or degrading p u n ish m en ts or penalties by a teacher,
6 school adm in istra to r, an adu lt, or any o ther child who h a s been given
7 or h a s a ssu m ed au tho rity or responsibility for p u n ish m en t or
8 discipline for an alleged or ac tual offense for the pu rpose of discipline,
9 tra in ing or control e x c e p t for mild to m oderate physical exercises
10 su ch a s p u sh -u p s , s it-ups and ru nn ing w ithin the m edically
11 recom m ended lim it for the concerned age group;
12 d. In case of the School Officials or employees of public or governm ent
13 educational in stitu tions, who shall accept any gift from any s tu d en t,
14 or from any p a re n t/g u a rd ia n of the stu d en t, or who shall com m it
15 o ther practices contem plated u n d e r R.A. 3 0 1 9 on ‘‘G ra f t a n d
16 C o rru p t P ra c t ic e s A c t” a n d th e R ev ised P e n a l Code on B rib e ry
17 a n d C o rru p tio n the m axim um penalty shall be imposed;
18 e. The penalties provided u n d er the R em sed P e n a l Code f o r th e
19 C rim es o f B rib e ry a n d C o rru p tio n shall be im posed upon school
20 officials or em ployees of private educational in s titu tio n s who shall
21 accep t directly or indirectly, any gift, in cash or in kind, from any
22 s tu d en t, or from any p a re n t/g u a rd ia n of the s tu d e n t in relation to or
23 p e rtin en t w ith the conduct of the Basic ROTC tra in ing program .

SEC. 12. E s ta b l is h m e n t o f G rievance C om m ittees. -
a. A Grievance Com m ittee shall be formed from a c lu s te r of
educational in stitu tions th a t shall receive com plain ts a n d /o r motu
propio conduct investigations on any com plaint or allegation of
abuse , violence or corruption in any educational in stitu tio n
im plem enting the Basic ROTC Program;
b. Every Grievance Com m ittee shall be com posed of th ree m em bers,
to be chosen by the Secretary of National Defense and the
Secretary of E ducation: one (1) District C om m andant from the DND,

1 one (1) District Schools Supervisor from the DepEd, an d one (1) Legal
2 Officer from the DepEd;
3 c. The DepEd and the DND shall form ulate the m an n er by w hich the
4 educational in stitu tions im plem enting the Basic ROTC shall be
5 c lustered for the efficient resolution of grievances;
6 d. The Grievance Com m ittee shall function as an independen t
7 investigative body, which shall form ulate the recom m endation to
8 the p roper d isciplinary au thority th a t h a s ju risd ic tion over the
9 responden t, depending on w hether h e /s h e belongs to the m ilitary
10 for w hich purpose, the Articles of W ar shall be employed. W hereas,
11 for school officials a n d /o r em ployees of public an d private
12 educational in stitu tions, the provisions of R.A. 6 7 1 3 o r th e Code
13 o f C o n d u c t o f P u b lic O fficers a n d E m p lo y ees and o ther relevant
14 laws on the m atte r shall be applied. This is w ithout prejudice to
15 adm inistrative cases th a t m ay be filed p u rsu a n t to the Civil Service
16 ru les for public officers and employees involved in the com plaint.
17 e. Nothing herein shall prevent any person from filing directly w ith
18 the regu lar cou rts any incident of violation of Republic Act 11053 or
19 the Anti-Hazing Act o f 2018.
20 SEC. 13. P o w ers a n d D u tie s o f th e G rievance C om m ittee - In view
21 of the laws providing protection for children, every Grievance Com m ittee
22 shall be pro-active in its du ty to:
23 (1) Encourage the reporting of any incident of hazing, violence, a b u se and
24 corrup tion in every c lustered ROTC unit;
25 (2) Motu propio or upon a com plaint filed by any person, investigate, any
26 ac t of hazing, violence, abuse and corruption in the c lustered ROTC
27 unit;
28 (3) Issue preventive suspension orders against officers of the ROTC or any
29 school employee involved in the train ing w ithin th ree (3) days: (a)
30 upon receip t of the com plaint, or (b) after initiation of the m otu
31 proprio investigation, to preclude him from exerting u n d u e influence
32 over the com plainan t and im pede the norm al course of the
33 investigation;

1 (4) Recom m end the appropria te action for any offense com m itted in the
2 c lustered ROTC u n it to the proper disciplinary au tho rity w hich h as
3 ju risd ic tion over the responden t w ithin fifteen (15) days (a) upon
4 receip t of the com plaint, or (b) after initiation of the m otu proprio
5 investigation;
6 (5) M onitor all com plain ts filed w ith the Com m ittee and m ain ta in an
7 u p d a ted record of the s ta tu s of each case;
8 (6) Provide the parties of the com plaint its findings and recom m endations
9 w ithin th irty (30) days upon receipt thereof.
10 (7) Prom ulgate ru les and regulations necessary to carry o u t its objectives,
11 functions and disciplinary procedures;
12 (8) Perform s su ch o ther functions as m ay be provided by law.
13 SEC. 14. N a tio n a l G rievance C om m ittee . - There is hereby
14 estab lished a National Grievance Com m ittee (NGC) com posed of the
15 Secretary of National Defense or h is perm anen t au thorized represen tative ,
16 the Secretary of E ducation or h is perm anen t au thorized represen tative , an d
17 the Secretary of Ju s tic e or h is perm anen t au thorized representative.
18 The NGC shall receive appeals on petitions for review from the
19 find ings/recom m endation of any of the Grievance Com m ittees. It shall
20 provide the parties of its decision w ithin fifteen (15) days, coun ted from the
21 tim e of receipt of the petition. Any resolution of the NGC shall be final.
22 SEC. 15. In c e n tiv e s f o r U ndergo ing th e ROTC P ro g ra m . - a.
23 Subject to o ther requ irem ents th a t m ay be prescribed by ru les and
24 regu lations, g rad u a tes of the Advance ROTC shall be eligible for
25 co m m issionsh ip /la te ra l en try and en listm ent in the AFP, Philippine National
26 Police (PNP), Philippine C oast G uard (PCG), B ureau of Ja il M anagem ent and
27 Penology (BJMP), and B ureau of Fire Protection (BFP) u n less a waiver is
28 issued by the D epartm ent Secretaries of the aforem entioned m ilitary and
29 civilian arm ed forces.
30 b. S tu d en ts undergoing the Basic ROTC and those accepted in the
31 ROTC Advance C ourse shall be provided w ith free hospitalization in any
32 governm ent hosp ital in case of accident or in jury during the train ing.
1 M andatory in su ran ce for s tu d e n ts undergoing ROTC shall be provided by
2 the school w here the s tu d e n ts are enrolled.
3 c. S tu d en ts undergoing the Advance ROTC shall be given access and
4 privileges w ith any AFP Com m issary. The Chief of Staff of the Armed Forces
5 of the Philippines shall issue the necessary regu la tions for the
6 im plem entation of th is privilege.
7 SEC 16. C la s s if ic a tio n o f ROTC S tu d e n ts . - G rades 11 and 12
8 s tu d e n ts who are enrolled in the ROTC program shall be recognized a s
9 civilians in law.
10 SEC. 17. ROTC In s tru c to rs* C a p a c ity D evelopm en t a n d
11 E n h a n c e m e n t P ro g ra m . - There is hereby created and estab lished a
12 tra in ing program for ROTC in struc to rs, to en su re th a t they m eet the h ighest
13 physical an d m oral s ta n d a rd s to teach and carry ou t the ROTC program .
14 The In s tru c to rs ’ Program shall be developed and adm in istered u n d e r the
15 guidance an d tu telage of the DND and the DepEd.
16 A com prehensive tra in ing m anua l shall be developed for the conduct
17 of these tra in ings, incorporating am ong o ther th ings, gender-appropria te
18 and child-sensitive aw areness, fam iliarity w ith relevant laws on the ROTC,
19 Special Protection of Children, o ther dom estic laws and in te rna tiona l
20 obligations necessary an d appropria te to guaran ty the integrity an d the
21 h ighest s ta n d a rd of m oral scruple for the im plem enters’ of the ROTC
22 Program .
23 SEC. 18. B u d g e t A p p ro p ria tio n . - The funding requ irem en t
24 necessary to im plem ent the estab lishm ent, m ain tenance an d opera tions of
25 the Basic ROTC Program shall be included in the budget of the
26 im plem enting agen c ies/d ep artm en ts , w hich is the DND and the DepEd, in
27 the a n n u a l G eneral A ppropriations Act in the year following its enac tm en t.
28 SEC. 19. Im p le m e n tin g R u les . - The DND an d DepEd shall have the
29 jo in t responsibility for the adoption of the im plem enting ru les of th is Act
30 w ithin sixty (60) days from the approval of th is Act.
31 SEC. 20 . T ra n s i to ry P ro v isio n s . - In order to m anage the in itial
32 im plem entation of the ROTC Program in senior high school, the DND, an d

1 the DepEd shall w ithin six (6) m onths from the effectivity of th is Act, design,
2 in stitu te and im plem ent a Pilot Program.
3 The DND and the DepEd shall jointly subm it an a n n u a l review an d
4 evaluation report to C ongress on the im plem entation of the Pilot Program .
5 Upon review an d approval by Congress, the fram ew ork utilized u n d e r the
6 Pilot ROTC shall becom e the stan d ard for the full national im plem entation of
7 the Basic ROTC Program .
8 SEC. 2 1 . J o in t C o n g re ss io n a l O v ersig h t C om m ittee . - A Jo in t
9 C ongressional O versight Com m ittee is hereby created to oversee, m onitor
10 an d evaluate the im plem entation of th is Act.
11 The O versight Com m ittee shall be com posed of five (5) m em bers each
12 from the Senate and from the House of R epresentatives, including the
13 C hairm an of the Com m ittee on E ducation, Arts and C ultu re of bo th H ouses.
14 The m em bersh ip of the Com m ittee of every House shall have a t least two (2)
15 opposition or m inority m em bers.
16 SEC. 2 2 . M a n d a to ry E v a lu a tio n a n d R eview - The DND an d the
17 DepED shall jointly conduct an a n n u a l review an d subm it a repo rt to
18 C ongress on the s ta tu s of the im plem entation of the Basic ROTC Program
19 one year after its full im plem entation.
20 SEC. 2 3 . P e n a l P ro m sio n s . - Offenses com m itted by persons involved
21 in or in relation to the im plem entation of th is Act shall be sub jec t to
22 penalties in accordance w ith the applicable laws, ru les and regulations.
23 G rades 11 an d 12 s tu d e n ts undergoing the Basic ROTC Program m u st no t
24 be sub jected to m ilitary law.
25 SEC. 2 4 . O ffenses P u n is h a b le U nder E x is tin g L aw s. - For a c ts
26 already penalized u n d e r existing laws such as corruption , graft, hazing,
27 sexual h a ra ssm en t, and o ther ab u ses com m itted by persons au thorized to
28 adm in iste r the Basic ROTC and deploym ent of the Corps, the m axim um
29 penalty im posable u n d e r existing laws shall be im posed.
30 SEC. 2 5 . S e p a ra b i l i ty C lause. - If any provision of th is Act is held
31 invalid or u nconstitu tiona l, the o ther provisions no t so declared shall
32 rem ain in force an d effect.

1 SEC. 2 6 . A m e n d a to ry C lause. - Section 38 and 39 of Republic Act
2 No. 7077 and Section 4 of Republic Act 9163, are hereby deem ed am ended
3 an d modified accordingly.
4 SEC. 2 7 . R e p e a lin g C lause . - All o ther laws, executive orders,
5 presiden tia l decrees, ru les and regulations inconsis ten t w ith any provisions
6 of th is Act are hereby repealed, am ended or modified accordingly.
7 SEC. 2 8 . E ffec tiv ity . - This Act shall take effect fifteen (15) days
8 following its publication in a t least two (2) new spapers of general
9 circulation.
