According to information received, Mr van der Merwe went outside to ask them what their business were to which they replied that they are looking for work. At that stage van der Merwe also noticed two other men a little distance away. Mr Van der Merwe informed them that he does not have any vacancies available and asked the men to leave his property. The men refused and Van der Merwe shouted to his wife, Arinda, to contact the police. The first two trespassers then pulled out guns, a 9mm and a .357 revolver, and fired at least ten shots on van der Merwe. Van der Merwe returned fire and two of the perpetra- tors were seriously wounded, of which one later died on the scene. Information shows that this wounded man was able to tell the police, before he passed away, that there are two other men in- volved, but they were not part of the gunfight. Even though Van der Merwe was a mere ten metres away from the attackers, he sustained no injuries and is unharmed. The other two men fled the scene, but due to the rapid response of the Police, neighbouring farmers and Kasselman Security Services of Stan- derton, they were arrested shortly afterwards and appeared in the Amersfoort court on Tuesday, 20 October. The third man is still under police custo- dy in the hospital. As far as could be determined, he sustained a gun that wound to his bum. The po- lice are investigating a case of attempted murder, but further charges like trespassing, attempted robbery and the possession of an unlicensed fire- arm and ammunition may be added. STANDERTON - The mother of a 19-year-old girl who was the victim of a street robbery in August, positively identified one of the alleged robbers near Standerton taxi rank on Tuesday afternoon. She quickly alerted CPF-leader, Charles Msibi, who was patrolling the taxi rank. A 16-year-old boy confessed that together with his accomplices, they robbed the girl of her cellphone in the street near Chivovo Section in Sakhile.

He led Mr Msibi to a 24-year-old barber whom he claimed usually bought stolen goods from the thieves. The barber initially denied any involvement in the stolen goods. Police were called to the taxi rank with the intention to go to the rented room of the accused in Park

Town near Azalea. Police discovered a bumper crop of suspected stolen goods including the stolen cell phones.

He was arrested and taken to the police station. When the 19-year-old girl arrived, she positively identified her stolen cell phone amongst the goods. Police recovered 2 laptops, a modem, 5 cell phones, and 2 laptop chargers. The 24-year-old foreign national was charged with possession of suspected stolen goods, while the 16-year-old was charged with robbery, but he was released into the custody of his parents until he appears in court. The suspects were due to appear in court on Wednesday, 14 October, according to Lieutenant Johannes Nhlabathi. DM

STANDERTON - Sakhile Police made a breakthrough when they recovered hundreds of litres of stolen diesel hidden in a room in Sakhile on Tuesday last week. Sergeant George Dhlamini, told the media that police received a tip on Tuesday morning about containers full of diesel hidden in a rented room at Chivovo Section in Sakhile.

They went to observe the premises from a distance and became aware that the room occupant is a bus driver of the construction company working on the R23. Hours later the bus driver arrived at his room, and Police Officers pounced on him as he entered the room. Inside the room, police discovered of 25 and 30 litre containers full of diesel.

When asked about the diesel in his room, the suspect could not explain where he had gotten the fuel from and why he kept it in his room. Police then confiscated 26 containers full of fuel and the bus driver was ordered to drive the bus to the Police Station. Four 30-litre containers were counted and 22 25-litre containers were counted, while six 25-litre containers were empty. A total of 670 liters of fuel, with a worth of R8 710 was recorded.

The 42-year-old bus driver was charged with possession of suspected stolen fuel. Sergeant Dhlamini confirmed that the police will trace the owner of the bus and return the fuel to whence it came from. The suspect was due to appear in court on Wednesday, 14 October, while further investigation is underway. DM

STANDERTON - An empty stand situated in the lower part of Caledon Street is being used as a dumpsite. Paper bags, milk cartons, used diapers and much more household rubbish are being dumped on this stand. It is unknown why anything should be dumped here, as the municipal garbage removal truck is still doing the rounds once every week. Stray dogs tear the bags open and scavenge for food, leaving an absolute eyesore for residents and motorist who make use of this street. It is a pity that residents have no conscience about illegal dumping. JD

STANDERTON - Angry members of the community took to the streets to march against the installation of smart meters. Le-kwa Local Municipality started the process at Kosmos Park in August. The replacement was met with resistance from the community. This led to numerous meetings between the two parties, but at the end the parties could not find an agreement and discussions reached a stalemate where the community re-jected the installation outright. On the other hand Lekwa Local Municipality is adamant that the process will continue nonetheless. The march took place on Monday, 19 October of the Ward 8 Committee, Local Business, and SANCO, supported by NAFCOC and the Standerton Taxi Association.

They marched from Sakhile Stadium to Lekwa Municipality’s main building in Mbo-nani Mayisela Street, to hand a memorandum of demands to the Executive Mayor Cllr LR Dhlamini who was unfortunately not in the building. The memorandum reads as follows: Lekwa municipality unilaterally resolved to replace the conventional meters with smart

meters without consulting the residents. Mu-nicipality sent people into households with petition for residents to sign in favour of smart meters under false pretence. We reject the argument that the conventional meters cannot detect the stealing of electricity. We further note that the municipality has the con-stitutional obligation to ensure the economic development thrives for the good of our town, but the smart meters resolution goes against the said principle of economic development.

Businesses are closing down, resulting in negative economic impact. The installation of smart meters must stop with immediate ef-fect. The removal of already installed smart meters with immediate effect. Municipality is given five working days to start the process of removing smart meters and respond to the memorandum.

We call for the urgent intervention of con-tinuous water supply to the community of ex-tension six and seven who have suffered for many years without water. We demand im-mediate repairs of potholes in our town. We applaud the efforts of AfriForum to make a

difference in our town. We demand Gravel-ling of streets in Rooikoppen. Lastly we de-mand the removal of smart meters and stop further installation.

Mr Nicholas Selepe read the memoran-dum. Nobody from Lekwa Municipality was available to receive the memorandum. Lekwa Municipal manager Mr LB Tshabalala said he was in the office when marchers arrived, al-though the memorandum was intended to be handed over to the Executive Mayor who was away. He could not receive it on his behalf because the march was illegal following the high court order stopping the march to take place.

According to sources the papers were served to the organisers on Sunday afternoon. However the march took place anyway. Mr Nicholas Selepe appealed to the community to disperse peacefully and avoid any form of confrontation with police. Members of the community from Kosmos Park and Flora Park came out in big numbers to support the march as some have already been affected by the installations. DM

A resident tries to find her way through the raw sewage in Extension 2. After numer-ous complaints were lodged at Lekwa over the last six months, nothing has been done to fix this problem. The pools of sewage originates between houses a little further uphill and flows through the stands, into a pool which overflows onto this street.

Lukas 10: 41-42 (NLV) 41 Maar die Here het geantwoord: “Marta, Marta, jy kwel jou tog oor so baie dinge!

wees, want soos daar in Matteus 6: 33 (DB) staan, “Stel God se koninkryk eerste.

Neem my juk op julle skouers.

STANDERTON - Lekwa Local Municipal-ity hosted a prayer day for grade 12 pupils of 2015 on Thursday last week at Sakhile Hall. The Executive Mayor Cllr LR Dhlamini took time off from his busy schedule to join local pastors in a special prayer session dedicated to the pupils who will be sitting for their final exams in few weeks’ time.

They encouraged them not to panic but focus on the job at hand, he told them that the examination is nothing but a reflection of what they have learned for the entire year.

Cllr Dhlamini gave a keynote address to en-courage pupils to go in the examination room beaming with confidence and believe in them-selves that they will make it. He remained positive that class 2015 will make Standerton proud.

Pastor W Mashinini gave a moving sermon to boost the morale of the pupils before their last few steps towards the exam. Ms YB Mo-hamed, Lekwa West Circuit Manager was present to uplift the spirit of the candidates. DM

STANDERTON - The Executive Mayor of Lekwa Municipality Cllr LR Dhlamini called a media briefing last week Thursday to set the record straight about the highly debated smart meter installations. The electricity crisis in Lekwa Municipality, due to theft and illegal connections, are bringing the economy to its knees. The fact of the matter is that the municipality is trying to play a fair game - use what you pay for.

It must be emphasised that in May 2015 the High Court gave Eskom the power to switch off defaulting municipalities, of which Lekwa Municipality was one. At the time of the announcement, Lekwa Municipality owed Eskom an estimated R214 Million. A re-payment plan was signed by both parties in which the debt being settled by October 2017. Lekwa Municipality is owed R457 million by residents and business.

The municipality is currently faced with revenue recovery challenges. Residents and business are reconnecting themselves being cut off. Residents and Businesses are bypassing the meters. Businesses are tripping the circuit breakers so that they cannot be charged for electricity they use. Most business customers are breaking the seals. It is no secret that one out of ten is stealing electricity, while the Municipality acknowledges that there are residents and businesses that are paying for the services, but the majority is bridging the system.

Lekwa Municipality has this example: Customer A (a business) the prepaid customer was buying for R60 or less per month, for year 2013 the customer purchased electricity for R530 to run business the whole year, in 2014 R620 to run business. Since the installation of the smart meter the customer is paying an average of R1 150 per month. Customer B (a resident) bought electricity for R150 for entire three (3) years. According to a purchase trend he purchased electricity of R50 the whole year. After the installation of the smart meter the customer have since made a purchase of R700 per month.

If that is the trend in thousands of households how much electricity is used free in one month. Based on these two examples it is obvious that the meter was not running at all. That is why a consumers have a perception that the new meter is running riot, but in reality it is the true reflection of what the consumers use and must pay for. It was a council resolution to install new smart meters, based on modern technology. It is unfair to blame Lekwa Municipality when trying to reduce electricity theft, for the benefit of all citizens.

The Executive Mayor was at pains when he described the impact of electricity theft. Worse yet are the same people who know at the back of their minds that have not be loyal and truthful to the livelihood of Lekwa Municipality are making a big noise against the installation of the smart meter to save our municipality from total collapse. He challenges anybody who wishes to see the truth to come to the municipality for a fact finding mission. Makgaji Projects and Consulting is the company appointed to install the new smart meters. DM

National Bandana Day was celebrated on 12 October this year. Funds raised with this project are used for support of patients diagnosed with leukaemia and other life threatening blood disorders. Personnel of Goldi Standerton proudly wore their bandanas to show their support for this good cause.

(Ludwig Ankiewicz, 082 573 5449) JD

Afrikaans is uitsluitingstegniek, sê Nzimande

NASIONAAL - AfriForum verwelkom die skorsing van genl. Riah Phiyega, nasionale polisiekommissaris, deur pres. Jacob Zuma. Phiyega was die afgelope maande in groot om-stredenheid gehul.

Die sakkies is te koop by Beauty Spot 017 712 7351, me Elize Smith, of by Veri-mark by die Junxion Sen-trum by 017 714 2827.

gaan lam waar daar genoegsame voer beskikbaar is.

3.10 Doseer of spuit ramme teen lewerslak

JD

NATIONAL - A heat wave is a prolonged period of excessively hot weather, which may be accompa-nied by high humidity, especially in oceanic climate countries. Heat waves form when high pressure aloft strengthens and remains over a region for several days up to several weeks.

Temperatures that people from a hotter climate con-sider normal can be termed a heat wave in a cooler area if they are outside the normal climate pattern for that area. Severe heat waves have caused catastrophic crop failures, thousands of deaths from hyperthermia, and widespread power outages due to increased use of air conditioning.

During heat waves, the human body is pushed be-yond its limits. Under normal conditions, the body’s internal thermostat produces perspiration that evapo-rates and cools the body. However, in excessive heat and high humidity, evaporation is slowed and the body must work extra hard to maintain a normal tempera-ture. Abnormally hot temperatures cause electricity demand to increase when air conditioners are straining to overcome the heat.

If a hot spell extends to three days or more, night time temperatures do not cool down and the thermal mass in homes and buildings retains the heat from pre-

vious days. The Australian summer of 2012-2013, known as the

Angry Summer or Extreme Summer, resulted in 123 weather records being broken over a 90-day period, including the hottest day ever recorded for Australia as a whole, the hottest January on record, the hottest summer average on record, and a record seven days in row when the whole continent averaged above 39°C.

On January 26, 1936, a heat wave hit South Africa and temperatures soared in places to up to 44,4°C. Heat waves kill more Americans than other natural disasters such as floods, lightning, tornadoes and hur-ricanes. JD

HvO

PROVINCIAL - The Auditor-General (A-G) briefing on the audit outcomes of the health sector for the 2014/15 financial year revealed a shocking 442% increase in irregular expenditure in a mere 12 months. “Expenditure in contravention of key legislation” increased from R941,269,000 in 2013/2014 to R5,100,138,000 in 2014/2015. Such wasteful expenditure is shocking when there currently exists an insufficient supply of ambulances, health practitioners and properly equipped facilities.

Despite the A-G repeatedly condemning the lack of political leadership and timely responsiveness with regard to improving audit outcomes; year after year, the department has failed to act within the framework of the Public Finance Management Act (PFMA) to ensure the timely provision of quality information and

to eliminate the wasteful use of public money and resources. According to the A-G’s briefing, a staggering total of R319 million in “fruitless and wasteful expenditure” by provinces was recorded in 2014/2015 with the Gauteng and Eastern Cape provinces wasting R159 million and R74 million respectively. Moreover, during the same period, the total unauthorised expenditure reached R594 million, with KwaZulu-Natal and North West provinces being the largest contributors at R127 million and R262 million respectively.

Such gross and negligent spending by provincial health departments is an affront to communities who depend on the government for treatment when they become ill. South Africans deserve access to quality healthcare across the entire country. (Heinrich Volmink MP) JD
