A 43-year-old man,who had made business tripsto Brazil between February17 and March 11, was testedpositive for the mosquito-borne virus, Xinhua newsagency quoted the agency assaying.The patient began developingfever and muscle ache fromMarch 16.

BEJING: A magnitude-6.4earthquake has struck a re-mote region of northwestChina, damaging a few dozenhomes but causing no casu-alties.

The official XinhuaNews Agency says the epi-center of the 1:13 am quakewas in an unpopulated area

about 33 kilometers (20 miles)from the county seat ofMenyuan in Qinghai province.

The agency quotedlocal officials as saying thequake caused cracks in about20 homes and other damagein more than 30 others. Au-thorities sent 700 tents to thearea.

2 children run over byGatimaan express during trial run

Agra: India's fastest semi-highspeed train Gatimaan express,during its final trial run on Tues-day, ran over two children killingthem on the spot. The train latergot delayed for over an hour onaccount of a major technical snag.After a successful run of 110 min-utes from New Delhi- covering adistance of 194.8 km, the train de-parted from Agra cantt station ataround 10am. While passingRunkuta station, the express ranover two children.

One of the vict im hasbeen identified as one 14-year-oldHardesh of Nagla Jaupura village,while the other 9-year-old child'sidentity is still unknown.

According to senior subinspector J P Ashok of Sikandrapolice station, "The bodies of chil-dren were immediately removedfrom tracks by villagers and takento their relatives' home."

"The high speed train didnot stop after the incident, and con-tinued its journey to New Delhi,"he added.

On the way to New Delhi,Gatimaan's panto, an iron framelike structure on the locomotive

engine, which receives electric en-ergy from overhead line to powerthe train, broke down three kilo-meters ahead of Mathura station.

Speaking to TOI, public re-lation officer of Agra divisionalrailway manager office, BhupinderDhillon said, "During the trial run,panto of the Gatimaan's enginebroke down near Mathura. Thetrain was delayed for nearly anhour, but engineers repaired thepart later and train was allowed tocontinue i ts journey for NewDelhi."Confirming the death oftwo children during trial run ofGatimaan, Dhillon claimed that, "Aprobe into both the matters hasbeen ordered by senior officials."

On anonymity, a seniorrailway official said, "Lack ofproper fencing at the 200 km longstretch between New Delhi andAgra was the reason that the rail-ways did not give NOC (No ob-jection certificate) for the highspeed operation."

"Though there are barbedwire and walls along the track, butit is missing at several patches.Such gaps could be deadly forGatimaan," he added.

Maharashtra govt pays morefor animals' upkeep than children' s: MLAMumbai, Mar 22 () Maharashtragovernment grants more funds forthe upkeep of animals in foddercamps than for children living in or-phanages and state-run child homes,a BJP MLA has alleged.The state government pays Rs 70to a fodder camp for the keep of ananimal, while the orphanages andstate-run children homes are paid Rs30 for a child per day as grant, AnilBonde, who represents Morshi As-sembly constituency in Amravati dis-trict alleged."It is unfair for the gov-ernment to pay Rs 70 for an animalwhile a child gets Rs 30 for food.The government should increase thegrants for children homes to at leastRs 1,500 per month from the cur-rent Rs 900," Bonde told reportershere yesterday, while adding that thegrants should be provided on time.There are about 255 fodder campsoperating in drought affected Latur,Osmanabad and Beed districts sinceAugust last year and their upkeephas cost the state exchequer aroundRs 60 crore.There are a total of1,105 children homes in the state ofwhich 1,062 are run by various reg-istered NGOs.

The government pays themRs 900 for normal child per month(about Rs 30 per day) for their meals,whereas Rs 990 (Rs 33 per day) isgiven for a special child every month.

According to an official fromthe state Women and Child Devel-opment Department, the NGOshousing these children have not re-ceived grants from the last threeyears

Our department has askedfor Rs 156 crore, to pay the pendingdues of these children's homes, whichhas not been sanctioned by the Fi-nance department as yet," he said.An official from the Finance depart-ment, however, said that NGOs areexpected to raise their own funds asthey are registered with the CharityCommissioner.

"Since these NGOs are reg-istered with the Charity Commis-sioner, they can raise funds from so-ciety. The government aid is to sup-port them in this social cause, butthey should not depend on the gov-ernment grants. In fact, it is their re-sponsibility to raise the required fundsto provide facilities to children," hesaid. MM GK DV

By 2019, J&K to be hometo world's tallest railway bridge

Reasi (Jammu): The world's tallestrailway bridge being built above theChenab river on theUdhampurSrinangar-Baramulla RailLink (USBRL) will be ready only by2019.The bridge, which will rise 359metres over the Chenab and is beingbuilt in hostile and isolated terrain, willbe 35 metres taller than the EiffelTower.

Currently , the tallest bridgeis above the Tam River in France,with its tallest pillar rising 340m fromthe riverbed. The Chenab Bridge,which has an arch de sign, will con-nect the steep banks on the Bakkal(Katra) and Kauri (Srinagar) ends.Itwill have a central span of 457 metresand is designed to withstand windspeeds of 266kmph.

Construction of the Jammu toKatra section of the bridge was com-pleted and opened in 2014 and workis in progress on the Katra-Banihalsection.The Konkan Railway has takenup the construction of part of theUSBRL project from Katra to Dharamin December 2002. The bridge wasexpected to be ready by 2016 but thenew deadline is 2019.

It will be an engineering marveland will emerge as a tourist attraction.Many people have bought land adjoin-ing the bridge site in anticipation ofthis."KRCL's chief engineer GopalRaju said, "We had to construct 5kmof road to approach the foundation ofthe bridge as the site was inaccessible.The civil work will be completed byJanuary 2017 as we have alreadyachieved 75% progress."

Konkan Railway will installsensors on the bridge to check thewind velocity . As soon as the windvelocity exceeds 90kmph, the signalon the track will turn red, preventingtrain movement.Gupta added, "Wehave completed work on 60% of thestretch that is being constructed byKRCL."KRCL has spent around Rs2,900 crore for the project, which isestimated to cost Rs 6,100 crore."Funds are not a constraint and KRwill earn Rs 400-500 crore from it thisyear," said Gupta. Work on the projectwas suspended in 2008 for review ofalignment. The Railway Board orderedresumption of work after 14 monthson the same alignment, but actualwork on the ground began in 2012.

Raw at MustProve His Majority or GoThe Congress has only itself to blame for the Uttarakhand crisis. What-ever may be the provocation, nine party MLAs have revolted againstChief Minister Harish Rawat. The expulsion of rebel Congress leaderSaket Bahuguna and state party secretary Anil Gupta from the Congressfor six years is unlikely to settle the issue in favour of the party. Whetheror not the Chief Minister is able to bring back the dissidents to the partyfold, the fact remains that trouble has been brewing in the party for quitesome time. This is certainly a measure of the incompetence of Rawat whowas able to win the post only because the Congress high command was inhis favour. Far from consolidating his position by winning the confi-dence of a large section of the Congress MLAs, Rawat seems to havebeen busy antagonising more and more legislators, who just needed aspark to mount a rebellion.he Speaker’s showcause notice to the nineMLAs asking why action should not be taken against them under theanti-defection law does not seem to have any legal validity as the Oppo-sition has already given a notice expressing its lack of confidence in theSpeaker. The Governor has done the best thing in the given situation —he has asked the Chief Minister to prove his majority on the floor of theHouse. Yes, that is the right procedure. The right place to prove confi-dence or lack of confidence in a government is the floor of the House, notthe Raj Bhavan or any other place. That is what the Sarkaria Commis-sion had also laid down in its report.Rawat should have the satisfactionthat he got a breather with the Governor giving him time till March 28 toprove his majority. What has to be ensured is that whenever the Housemeets, the members should be able to transact the business of debatingthe no-confidence motion against the government in a time-tested demo-cratic manner. The voting, if carried out properly, will help the Governordecide whether the BJP should be invited to form a government with thesupport of the rebel Congressmen. The BJP should also consider whetherforming a government with the support of some political turncoats is inits long-term political interest. Both the Congress and the BJP would dowell to remember that the people are watching.

explosions: MEANEW DELHI: There hasbeen no report of any Indiancasualty in the twin explo-sions at the Brussels airport,the ministry of external af-fairs said on Monday.

Congress winstwo Rajya Sabha seats in Assam

GUWAHATI: Two candidatesof the ruling Congress inAssam — former ministersRipun Bora and Ranee Narah— on Monday won the elec-tions for two Rajya Sabhaseats.

A total of 86 legisla-tors cast their votes. Whileformer state education minis-ter Bora got 38 votes, formerUnion minister Narah got 47votes.

The BodolandPeoples' Front (BPF) —which runs the Bodoland Ter-ritorial Council (BTC) — hadbacked businessman MahavitJain, who filed his nominationas an independent candidate.

Although the currentstrength of the Congress in theassembly is 70 — includingtwo AIUDF legislators whorecently joined the Congress— two legislators did not vote.

Congress legislatorfrom Digboi RameswarDhanowar could not makeit due to ill health. PartyDuliajan legislator AmiyaGogoi also did not turn up.

Besides, 16AIUDF legislators, one in-dependent and one BJP leg-islator also voted.

"We voted for theCongress candidate as we

want to prevent the BJP frompassing some of the anti-people bills brought by theparty in the Rajya Sabha. Wedo not have any understand-ing with the Congress," saidAIUDF legislator AbdurRahim Khan.

The rest of the BJPand Asom Gana Parishad leg-islators abstained from voting.The BPF also abstained.

BJP starts war againstAIADMK on Twitter, mutes alliance talk

CHENNAI: Debunking theo-ries of a tacit alliance with theAIADMK, the BJP hasramped up its attacks on theAIADMK on social media.

A cartoon posted bythe state unit on its officialTwitter page on Sunday in-sinuates that Sasikala, associ-ate of chief minister JJayalalithaa, wields muchpower. Later in the evening,another tweet attacked theTamil Nadu government say-ing it had decreased the allo-cation on education.

On Monday, the offi-cial state BJP handle postedanother cartoon that criticisedthe chief minister for not be-ing in the public eye enough.

The BJP's attackmay only repeat the allegationsthat other opposition partieshave made, but sends out asignal that the party is earnestabout its opposition to both theDravidian parties. "This putsto rest any speculation that thetwo parties, which had posi-tive governmental relations,would strike up an alliance forthe upcoming assembly polls,"said M Kasinathan, Tamil

writer and political ob-server.

The BJP has apowerful presence in thesocial media. Its Twitterpage has 31,000 followers,while AIADMK has onlyaround 15,000 and DMK,some 10,000. Nationally ,the BJP had set an exampleof how to leverage socialmedia to further its pros-pects. Taking its attacks tothe social media only showshow serious the party isabout its political positioningas an anti-AIADMK op-eration.

It isunderstood that party generalsecretary in-charge of TamilNadu, Murlidhar Rao, at aninternal conclave attended byleaders including state presi-dent Tamilisai Soundararajan,asked its media cell activiststo "show no soft corner forthe AIADMK" on issues likemis-governance and corrup-tion.

"There is no point inone opposition party (BJP)attacking another oppositionparty like the DMK. The cam-paign should be against theruling AIADMK," Rao said inthe meeting, according tosources.

Kasinathan said thatthis was an indication ofAIADMK not forthcomingon any tie-up with the BJPwith whom the party hasfriendly relations in Parlia-ment. "The cadres of the twoparties see each other asnatural allies. Yet the BJP hasto start its campaign now ifthey have to contest alone,"he said.

NEW DELHI: Prime MinisterNarendra Modi on Tuesdaytermed the attacks at Brusselsairport that left many dead andwounded as "condemnable",saying the news is "disturbing".

Efforts to contact thestaff of Jawahar Sarovar fora response proved futile. Itremains to be seen whetherthe administration takessome serious action againstthose responsible for the se-curity lapse or waits forsome more dro wningdeaths.
