NEW DELHI India has hit out at Pakistan a day after the latter called off the NSA level talks, with Union home minister Rajnath Singh asking that if Pakistan was keen on rais- ing the Kashmir issue, why didn't they mention the matter during the talks in Russia's Ufa. "Why didn't Pakistan raise the Kashmir issue in Ufa in Russia when the two Prime Ministers met last month?" Mr Singh demanded. "It was understood that no third party will come in this meeting... They should have decided on this agenda earlier," the minister said. "Now Pakistan needs to decide what they want to do." Last month, Prime Minister Narendra Modi had held bilateral talks with his Pakistan counter- part Nawaz Sharif, where it was decided to restart and the dialogue between the two countries. The National Security Advisor level talks were expected to take the process forward, but the agenda agreed on was ter- ror, which was scuttled after Pakistan insisted on raising Kashmir and meeting the leaders of Hurriyat. "We will continue to try for cordial relations with Pakistan... it up to them to decide," the minister said. Implement 25 % quota for poor chil-dren: Delhi govt to play schools NEW DELHI

The Delhi government on Sunday ordered implementa-tion of 25 per cent reservation for poor children in playschools and creches, which are running on land alloted atconcessional rates by the government.

Deputy Chief Minister Manish Sisodia issued directivesfor implementation of the quota for children of economi-cally weaker section (EWS) in all play schools.

In November last year, the Delhi High Court hadslammed the state government for failing to devise anymechanism to ensure 25 per cent reservation to poor chil-dren in play schools.

"Schools will be required to display this information onnotice boards as well as on their websites. The noticeboards should be placed at places where they are visible tomore public," the Delhi Government said in a statementtoday.

"Schools cannot charge the EWS quota students any feefor registration or prospectus...If they are not able to admitany applicant under the quota the schools will be requireto give an explanation for the same," it further said.

Regarding rules for distance of play school from appli-cant's residence, the government has said that the normsdetailed under Right to Education (RTE) Act for entry-level classes will be followed.

If the number of applicants is more than number of seatsthe admissions will be done through draw of lots proce-dure, he said.

"The school will be required to communicate to the par-ents the date of lottery procedure and it will conducted inpresence of parents.

"The draw of lots procedure will be concluded only afterreceiving signature of at least five parents and all the relat-ed documents will be secured for future reference,"Sisodia said. The schools will not be permitted to hold anyinterview, counselling, written or oral examination ofeither the parents or children for admission to playschools, creches or pre primary schools, he said.

The move comes as implementation of Delhi HighCourt's directive issued in November 2014.

Preparations for the plenum were discussed during athree- day meeting of the party's Central Committee,which concluded today, they said.

"In the run up to the plenum, the party's politburo hasprepared a questionnaire on the basis of which our statecommittees have framed reports on the organisation's sta-tus, specific problems and ways to tackle them.

"These reports are being studied and will be consideredby the Central Committee when it meets in October. Afternecessary amendments by the Central Committee, thedraft report will be sent to the state committees. Revisedreports will be tabled at the plenary meeting then," asource said.

CPI(M) had decided to hold a plenary meeting during aparty congress in April this year.

The party's last plenum was held in 1978 at Salkia inWest Bengal.

Delhi High Court has expressed displeasure over theplight of 152 women undertrial prisoners, who have beenlanguishing in Tihar jail for more than six months eventhough charges against them were not serious.

A bench of Chief Justice G Rohini and Justice JayantNath asked the Delhi State Legal Services Authority(DSLSA) to take necessary steps for their immediaterelease.

"It may be mentioned that the plight of the undertrialprisoners who have been languishing in prison withouttrial for a very long period has been taken note of by theSupreme Court as well as this court on several occasionsand various directions have been issued from time totime.

"We are pained to notice that in spite of the said orderspassed by the courts and the periodical visits made by theofficials and panel advocates of the DSLSA, interactionwith the inmates and Legal Services Clinics being organ-ised in jail complex, many of the undertrial prisoners arein jail for more than six months even though charges arenot for serious offences," the court said.

The court's observation came after it was informed bythe Superintendent of Jail No.6, Tihar Jail, that there are105 women undertrial prisoners who are facing chargesother than murder, rape, culpable homicide not amount-ing to murder and Maharashtra Control of OrganisedCrime Act (MCOCA).

victed a man for threaten-ing to throw acid on a stu-dent and stalking her onher way to college.

Metropolitan MagistrateShivani Chauhan heldSyed Arshad Kadri, anative of Uttar Pradesh,guilty of offences undersections 354 (molestation)341 (wrongful restraint)and 506 (criminal intimi-dation) of the IPC, whilerelying on the girl's testi-mony. "Prosecution has,very well with all certaintyand conviction, been ableto prove and establish theculpability against accusedbeyond the pales of reason-able doubt," the court said.

The court, which is yet topronounce quantum of sen-tence, said, Kadri used tostalk the girl on her way tocollege where she was astudent of mass communi-cation, "restrained her wayseveral times and threat-ened to throw acid uponher and kidnap her if shedid not pay heed to hisadvances." It said thatKadri's counsel has notbeen able to elicit anymaterial contradiction intestimony of complainantand "has not been able toreasonably explain the evi-dence appearing againsthim".

The court also rejectedKadri's contention that thegirl framed him and she

could not recall the mobilenumber from which heallegedly called her, say-ing, "the mere fact that thewitness does not remembermobile numbers fromwhich the calls werereceived does not negatethe occurrence of the inci-dent". According to theprosecution, the girl hadlodged a complaint onDecember 1, 2010 thatKadri had been stalking,abusing and threateningher for one month.

Kadri, who was arrestedand charge sheeted for theoffences, pleaded inno-cence and claimed he wasfriends with the girl but herbrother falsely implicatedhim as he did not like him.

The list consists ofnames of Justice (retd) ML Mehta of Delhi HighCourt, and four retiredjudges of Allahabad HC --Justice Satish Chandra,Justice Virendra VikramSingh, Justice AshokSrivastava, and JusticeRajes Kumar.

The third proposalwas sent to DoPT inOctober 31, 2013 andrejected on December 11.The ACC rejected thefourth proposal on March26, 2014.

a 32-year-old propertydealer was shot deadallegedly by six assailantsin southwest Delhi'sGreater Kailash area,police said on Sunday.

While five of the allegedassailants have been arrest-ed after a search operationwhich involved more thana 100 police officials withseveral locals helpingthem, one accused is still atlarge, said a senior policeofficial.= he incident wasreported last night.

The deceased, identifiedas Raju, was headingtowards Tigri village withan associate in a motor-bike.When they reached anintersection in GreaterKailash I area, an SUVintercepted the motorbikeand allegedly opened fire.

The assailants targetedRaju and fled once he col-lapsed on the ground, saidthe senior official.

Officials in a policepatrolling van nearbyheard the sound of gunfireand reached the spot,

where they saw a securityguard and some locals try-ing to help Raju.

They immediately head-ed towards the residentialcolony where theassailants were reported tohave fled, said the official.

Meanwhile, the SUV ofthe assailants rammedinto?a gate in a residentialcolony and all six of themhad to flee abandoning thevehicle there. Later, morethan a 100 police officialswere deployed in a searchoperation and the entirearea was combed.

Five of the assailantswere hunted down by thepolice. They have beenidentified as DeepakPandit, Arun, Shankar,Virender and Shanu, saidthe senior official.

During interrogation, itemerged that there wasrivalry between the twogroups ? one headed byDeepak Pandit and theother the deceased,Raju.Both of them wereinvolved in several busi-nesses, including propertydealings.

NEW DELHIThe Enforcement Directorate has

issued fresh summons to Kashmiriseparatist Shabir Shah, currently inDelhi, for questioning in connectionwith a decade-old case related toalleged terror financing through a"hawala channel".

The case relates to August 2005,when the Delhi Police's special cellarrested Mohammed Aslam Wani, analleged hawala dealer, who hadclaimed that he had passed on Rs.2.25 crore to Mr Shah, Chairman ofDemocratic Freedom Party of Jammuand Kashmir.

This is the third attempt by theagency to serve summons on MrShah, who was detained by the DelhiPolice yesterday when he landed inNew Delhi to meet PakistaniNational Security Adviser (NSA)Sartaj Aziz in prelude to the now can-celled NSA-level talks, sources said.

Mr Shah has been summoned at theDelhi zonal office of the agency thisweek, sources said.

The Kashmiri separatist had in thepast told the Press Trust of India thatthe case was "politically motivated".

Mohammed Aslam Wani, who iscurrently out on bail, has also beensummoned by the agency, which reg-istered a case under the Prevention ofMoney Laundering Act (PMLA)against him and Mr Shah.

Mr Wani, 35, was arrested alleged-ly with Rs. 63 lakh received through'hawala' channels from the MiddleEast and a large amount of ammuni-tion in August, 2005.

During questioning, Mr Wani hadclaimed that Rs. 50 lakh were to bedelivered to Shabir Shah and Rs. 10lakh to the Jaish-e-Mohammad 'areacommander' in Srinagar Abu Baqar,while the rest of the money was to behis commission.

He also claimed that he had deliv-ered about Rs. 2.25 crore to Mr Shahand his family in several instalmentsover the past year.

Mr Wani, who hails from Srinagar,came in contact with the Kashmiriseparatist early in 2004, police said.

According to sources, Mr Shah hadallegedly asked Mr Wani to channel'hawala' money to him from Delhi forwhich he was paid three per cent ascommission.

of the stalled Goods andServices Tax Bill as aparameter to measure thematurity of India's politi-cal system, union financeminister Arun Jaitleytoday made a veiledattack on the Congress for"stalling the country'sprogress".

The minister termed thelast session of parliamentas "somewhat disappoint-ing but reasonably educa-tive" as the GST Billcould not be pushedthrough despite a consen-sus being build around it.

this whole polarisationbetween an India whichwants to grow and minis-cule minority whichwants to block... I hope itwill instill some sense inthose who want to block,"he said.

Comparing the bicam-eral legislative structurebetween India andBritain, Mr Jaitley saidsince the upper house ofparliament there is notelected, the House ofCommons or the lowerhouse can push its billsdespite the House ofLords opposing it.However, since both the

houses in IndianParliament are elected -directly and indirectly - asingle house' diktat can-not evolve a Bill into anAct. The minister, never-theless, expressed opti-mism about it.

Raising questions abouttransmission infrastruc-ture of the state, theUnion minister remindedMr Kumar about hispromise in 2012 to peoplethat if he failed toimprove electricity condi-tion he would not come toseek vote in 2015 elec-tion.

After Prime MinisterNarendra Modi's criticismof power scenario inBihar, Mr Kumar said onlast Sunday that all vil-lages would be electrifiedwithin a year and itshould not be confusedwith electrifying everyhousehold.

The transmission infra-structure comprising 628power stations and 98grid power sub-stationswas not enough to pro-vide electricity to all vil-lages of Bihar, Mr Goyalsaid.

Despite the state gov-ernment's claim aboutimproved power scenario,the per capita electricityconsumption in Bihar isonly one-fifth of nationalratio at 200 units against1000 units at the nationallevel, he said.

He also expressed con-cern at the 'unacceptablyhigh' transmission lossrate of 46 per cent.

Hinting at corruption inthe power department, MrGoyal said a staggering46,000 transformers hadto be changed in the stateover the past five yearsdue to their poor quality.

China sprung a surprise on worldmarkets last week. The Chinesecurrency renminbi (less formally

known as yuan) lost its value against theU.S. dollar by nearly 3 per cent betweenAugust 11 and 13. This was its sharpestweekly fall in over two decades.

With the devaluation, China’s manufac-tured products are going to get cheaper. Inother words, with one U.S. dollar —whose value relative to renminbiincreased from 6.2 to 6.4 following deval-uation — you can now purchase moreChinese goods than before.

The devaluation announcement camewithin days of China’s export figures forJuly recording a negative growth, owingmainly to the slow pickup in demand fromdeveloped-country markets. Naturallyenough, one interpretation was that thedevaluation was an attempt by theChinese authorities to boost exportdemand for its manufactured goods.Some commentators argued that theChinese action might trigger a newglobal currency war — where othercountries too devalue their currencies tocompete with China — as had happenedduring the Great Depression of the 1930s.

Reason to devalue

The People’s Bank of China (PBOC),China’s central bank, soon stepped in toclarify. It said that the devaluation markedthe transition to a flexible, more market-based system of determining China’sexchange rates. In contrast, the systemthat existed until now was one in whichthe value of the Chinese currency (espe-cially in relation to the U.S. dollar) hadlargely been fixed by the government.

If PBOC’s claims are true, it is likely tobe a component of a larger, national strat-egy to internationalise the renminbi.China wants to see the renminbi emergeas a currency for international trade andfinance, like the dollar. It also plans tobuild Shanghai into a global financialcentre, rivalling New York. As a prelimi-nary step, China is trying to get the ren-minbi included in the basket of currenciesin International Monetary Fund (IMF)’sSpecial Drawing Rights (SDRs). The IMFhas set a precondition that China shouldremove restrictions on foreign capitalflows and shift to a flexible exchange rate

system. Expectedly, the IMF welcomedPBOC’s announcement.

It is to be noted that China has had strictcontrols on foreign capital movementsacross its borders, at least until recently.Such controls have been effective in fil-tering out volatile, short-term capitalflows, which are often harmful to theeconomy, while at the same time encour-aging Foreign Direct Investment. In con-trast, India has, over the years, liberalisedits capital account substantially, attractingrelatively large volumes of short-termcapital flows.

e x p o r t -led economicgrowth during the2000s occurred in anenabling environment provided by a sta-ble exchange rate and tight capital con-trols. In fact, the stability in China’s cur-rency rate has been a factor that helpedother East Asian economies to achievesteady and fast growth.

All this, however, has come at a cost. Tomaintain a stable exchange rate, Chinahas been investing a significant part of itsforeign exchange earnings in U.S. treas-ury bonds, despite their very low returns.Beijing has thus been effectively transfer-ring a share of its hard-earned savings tothe U.S. This, in turn, has fuelled con-sumption demand in the U.S., helping itovercome the problems caused by tradeand government-budget deficits.

Break free of bonds

China’s strategy to break free of itsmutually dependent relationship with the

U.S. has multiple prongs. One, Chinaaims to derive its future growth morefrom domestic markets and servicesrather than from exports of cheap manu-factured goods. Two, Beijing is trying tostrategically deploy its large foreignexchange assets into initiatives such asAsian Infrastructure Investment Bank(AIIB) and the ambitious ‘One Belt OneRoad’ project. It would also like to replacethe ‘dollar-zone’ in East Asia with aviable ‘renminbi zone’.

plan tointernationalise its curren-

cy, China, however, may be forsaking thevery stability that has been the hallmarkof its economic ascent. The boom in itsstock markets and the subsequent crashlast month is clearly a sign of things tocome. Many Chinese firms are highlyindebted. According to one estimate,China’s debt to GDP (Gross DomesticProduct) ratio is as high as 282 per cent.China has also witnessed substantiallylarge outflows of foreign capital this year.

China’s economic and investmentgrowth has slowed down in recentmonths. The country has poured billionsof dollars into investments in infrastruc-ture and other basic industries, especiallyafter the 2008 global economic downturn.But this has not been matched by risingdemand for these industries, eitherdomestic or foreign, leading to the cre-ation of excess capacities. For instance,

the rising numbers of unsold flats haveresulted in a slowdown in constructionactivities and a reduction in the demandfor its steel and cement industries.Wholesale prices in the country have beenon a downward spiral. The slowdown inChina is threatening economic prospectsin many other parts of the world too, par-ticularly in countries that are suppliers ofcommodities to China.

In these trying times, what China shouldperhaps do is to implement policies thatfavour real wage increases and greaterincome distribution, thereby boostingdomestic consumer demand. China’sclaims to a leadership role in the world

economy are legitimate. But instaking these claims, it should

avoid getting into a deeperembrace with global

finance. The beast thatis international

finance has trig-gered many aneconomic col-lapse in the past,and China is notimmune to its

treacherous charms.

India, meanwhile,has a large trade deficit

with China, accounting for asmuch as a quarter of India’s over-

all trade deficit. With the devaluationof the yuan, imports from China are goingto climb up, worsening India’s deficit.The competitive disadvantages of Indianmanufacturing sector vis-à-vis theChinese one arise mainly from India’spoor infrastructure, which translates intohigher costs for Indian firms in areas likepower and transport. These disadvantagescan be overcome only with massiveinvestments, especially public invest-ment, of the kind that China has made forover two decades.

The continuing stagnation in demandfor Chinese goods, especially from devel-oped countries, underlines the importanceof domestic markets for growth in India aswell. Therefore, like China, India tooneeds policies that enable better employ-ment creation, greater redistribution ofincomes, and rejuvenation in domesticdemand.

Yuan makes its first market move

In the ongoing debates onthe new land acquisitionbill, the potential of

agribusiness to address agrari-an distress has not beenexplored. There are severaldomestic agriculture compa-nies, both listed and private,that are doing extremely wellamidst an increasing number offarmers’ suicides.

The classic case is of suicidesby cotton farmers. Of late,share prices of textile compa-nies are performing extremelywell and attracting huge privateinvestment, but cotton farmerscontinue to be in distress. Evenin staples such as pulses, riceand wheat, food companies dowell but the farmers are in trou-ble. It is significant that allthese foods are processed, butnot by the farmer. The money isclearly in the market, and notmerely in production.

Recognising this, severalfarmer-owned producer compa-nies and new types of self-reliant cooperatives, broadlycalled Farmer ProducerOrganisations (FPOs), haverecently been set up. Theyaggregate, sometimes process,and then market agriculturalproduce. The best example ofsuch an FPO is Amul Dairy.Along with other NationalDairy Development Board(NDDB)-promoted dairy coop-eratives, they have brought mil-lions out of poverty.

In this context, a cold, hardlook is required at howagribusiness operates, and atthe policy measures, if any, thatneed to be put in place toenable FPOs to thrive.However, non-dairy agricultureis far more difficult to handle.Prices and supply are volatileand vary at times by over 100per cent unlike in the case ofmilk. This not only makes

farming difficult, but agribusi-ness as well.

A look at the listed successfulcompanies in food processing,if we exclude multi-nationalcompanies that focus entirelyon semi-ready or ready-to-eatfoods, shows the following: forlisted rice and pulse mills,whole wheat, plain flour andsemolina producers, and edibleoil companies, net profit mar-gins are low at less than 5 percent but interest costsare often twice theprofits. Debt-equity ratiosare hoveringat around200 perc e n t .T a x e sa r eo v e r50 percent ofn e tprofits.

M o s ti m p o r t a n t ,such compa-nies, unlessbacked by deeppockets, take years toestablish, based initially onpromoter capital, and later, cap-ital from the share market. Ricemills and processing units list-ed on the stock exchanges usu-ally take 10 years or more tobecome successful with highmarket valuations, profits anddividends. Thus, we largely seeprivate unlisted companies inthis sector, outside the purviewof public accountability.

What does this mean forfarmers and the several hun-dred FPOs that have alreadybeen set up? First, the low mar-gins do not really matter. If wetake the profits not on the totalvalue-added sales, but on thevalue of raw produce, the mar-gins are much higher. For the

farmer this is a significantincrease in income, and issometimes the differencebetween poverty and prosperi-ty.

Capital constraints

However, there are severalbarriers that have to beovercome.First

a n dforemost isthe capital con-straint. FPOs are initially notable to raise share capital fromtheir member-farmers. Theyalso cannot go to the share mar-ket to raise capital unlike theprivately-owned food process-ing companies.

We ‘protect’ the FPOs fromhostile takeover by not allow-ing shares to be traded.However, this effectivelyblocks them from raising capi-tal from the share market,which even wealthy privatepromoters need. So FPOs inIndia are all taking the only

route available — aggregatingraw produce and selling it tothe private sector, which thentakes away the lion’s share ofthe profits.

The next barrier is workingcapital. FPOs have to buy in

cash astheir member-farmers need themoney desperately at harvesttime to repay crop loans andrun their households. They ini-tially cannot demand cash fromthe buyers who often take a fewmonths to pay. So FPOs needhigher working capital than theprivate sector. This is wheredairy cooperatives score sincemilk is produced and consumeddaily and farmers can some-times wait for a few days to getpaid. Given current bankingnorms, non-dairy FPOs are

simply unable to raise loans, asthey lack an equity base andcannot provide collateral.

The third barrier is manageri-al capability. It is unreasonableto expect farmers to run theeveryday business operationsin an FPO, just as it is unrea-

sonable to

e x p e c tshareholders to run a listed

company. As in the private sec-tor, FPOs can hire well-paidprofessionals if they reach acertain scale as Amul and sev-eral other, large, successfulcooperative dairies have done.

So what is the way out?While initial share capital fromfarmers is very difficult tomobilise, it can be raised overthree to five years as profitscome in. But meanwhile thereare fixed investments, workingcapital and interest costs, and

costs of professionals.

Finance options

Bridge financing is required.An interesting idea followed inother countries allows coopera-tive-corporation joint venturesand different classes of sharecapital. Allowing trading inclosed circles, clear exit clausesand allowing buy back by FPOs

of outside investor shares,may help raise initial

capital.

Unfortunately,joint ventures permit-

ted in the Indian ProducerCompany Act allow very littleoutside share capital. Hence,innovative ways of providingworking capital to FPOs areurgently needed. The highlysuccessful collateral-free, selfhelp group-bank linkage pro-gramme needs to be adapted forFPOs, based on a case-by-casebusiness analysis and cashflows, rather than on collateral.

The RBI is willing to cate-gorise lending to FPOs as a pri-ority sector, but banks are notwilling to come forward with-out collateral. An alternative isa special fund outside the bank-

ing system. Finally, the hugeinterest burden on FPOs needsto be reduced. Unlike in micro-finance, if interest costs arehalved, profits are doubled inagribusiness.

Finally, there are taxes andregulations. While farm gatesales are tax-exempt for thefarmer, FPOs with processingunits have to pay VAT on theentire sales proceeds, effective-ly on the purchase of raw mate-rial as well. Hopefully, the pro-posed GST Bill will iron outthis anomaly.

The combined effect of inter-est rate reduction and taxbreaks can make these FPOstriple their profits and thusmobilise large numbers offarmers quickly — perhapseven faster than Amul did. Theregulatory burden at the grass-roots is far too cumbersomeneeding more than 20 permis-sions, each taking time and fac-ing several obstacles. It effec-tively kills the growth of thissector. These need to be waivedby giving SEZ type privilegesto FPOs.

In spite of such odds, we stillsee the odd successful FPOrunning well for decades. Thereal question is not why thereare so few; it is how even thesefew succeeded. The combinedturnover of cooperatives in theU.S. is over $500 billion, andfor Europe’s top 10 coopera-tives, it is $110 billion. Ourlargest and only one has aturnover of $3 billion. Thosecountries have less than 10 percent of their populationengaged in farming while wehave over 50 per cent. Surelywe can do better.

Local issues invariably define local elections.While the Bharatiya Janata Party did well to wineight of the 10 municipal bodies in the Madhya

Pradesh civic elections, this is no popular endorsementof the Shivraj Singh Chouhan government’s acts ofomission and commission relating to the Vyapam scam.In its campaign the opposition Congress sought to cen-tre stage the scam, but in the local body elections thevoters were seemingly more interested in issues ofcivic amenities directly concerning them. There was noway they could have assumed that their vote wouldaffect the course of the Vyapam investigations or thefortunes of those who are believed to be involved in thescam. Also, the scale and size of the polls do not allowthe results to be read as being indicative of the mood ofthe people. Thus, for the BJP to claim that the resultsof the municipal elections show that the allegations onVyapam were fabricated is totally unacceptable. Thevote for the BJP reflects its strengths at the grass-rootlevel, and its robust organisational structure developedover the years. In contrast to the Congress, a party indisarray in Madhya Pradesh without any one leader inthe forefront, the BJP managed the campaign well withMr. Chouhan as its face. As is not unusual in local bodyelections, a positive campaign worked better than anegative one. But the electoral battle with Vyapam asthe central issue is yet to come. The success in themunicipal bodies is by no means a vindication of theBJP’s stance that none of its top leaders in the Stateneeds to be held accountable for the lapses and cover-ups. There is little doubt that the Chouhan governmenthas lost some of its sheen since the scandal broke.Attempts to trace the roots of the corrupt operationback to the days when the Congress was in power, canoffer only limited purchase for the BJP. True, for theCongress, the loss in the municipal polls is a setback inits attempts to raise the Vyapam issue as part of anationwide campaign. But the BJP and Mr. Chouhanwould be mistaken if they think they have seen the lastof the Vyapam-centric campaigns. Without the widenetwork of fraud involved in the employment andadmission tests scam being undone, and the offendersranging from lowly touts to persons in high officebeing brought to justice, the controversy would notcome to rest. If the perception that the BJP and its gov-ernment are not being sensitive to issues of corruptionand accountability continues to gain credence, therewould be an electoral price to pay in Madhya Pradesheventually.

Swaraj was reacting to Pakistan NSA SartajAziz's remarks that he was willing to come toIndia for talks without any pre-conditions.

India was also upset over Pakistan includ-ing Kashmir as part of the agenda for theNSA talks that was mainly scheduled to dis-cuss terror.

The first-ever NSA-level talks was agreedupon in July in Ufa during a meeting betweenthe prime ministers of India and Pakistan.

Pakistani Media...tours of talks decided at a meeting in

Russia's Ufa last month was clearly restrictedto terrorism. But the Pakistan governmentsaid the talks would not "serve any purpose,if conducted on the basis of the two condi-tions laid down by the Minister."

In Pakistan, all leading newspapers carriedthe story on the front page, highlighting theIndian "pre-conditions" which, they claimed,led to the breakdown of talks.

The front page headline of Dawn said,"NSAs' talks cancelled over Indian condi-tions".

"While it was obvious that neither sidewanted to be seen to officially call off talks, itwas also patently clear that neither side waswilling to do much to rescue them in Delhi,"the daily said.

India's angry reaction "is perhaps a sign ofModi's (Prime Minister Narendra Modi) trueintentions," it said. "He does not really wantdialogue with Pakistan, but does not want tobe seen rejecting talks outright in front of theinternational community."

"Yet, for all the Indian obstinacy, there havebeen some serious errors by the governmentin Pakistan," the report added.

Under the headline "No talks with pre-con-ditions, Pakistan tells India" the NewsInternational reported, "Without waiting toburn the midnight oil and succumbing to'orders' from New Delhi, Pakistan respondedto the 'hilarious' Indian directive..."

The Express Tribune termed the cancella-tion of talks as a blow to the efforts of nor-malisation of India-Pakistan ties. "India'sintransigence is to blame," it said.

Calling the Pakistani decision "unfortu-nate," a foreign ministry spokesperson said,"India did not set any preconditions... Weonly reiterated that Pakistan respect the spiritof the Simla & Ufa Agreements, to which itwas already committed."

Madhya Pradesh...The plant is expected to start generating

solar energy by March 2017.The project -- Rewa Ultra Mega Solar --

is a joint venture of Solar EnergyCorporation of India and MP Urja VikasNigam, where in both parties have 50 percent stake, he added.

According to him, the project will comeup on barren government land as one MWpower generation needs two hectares tractof land. Mr Shukla further added that thecost of generating one MW solar energycomes to around Rs. 7.6 crore.

At present, world's largest solar powerproject - Ivanpah Solar Power Facility of392 MW -- is at Mojave deserts inCalifornia, United States, the ministerinformed.

In February last year, Narendra Modi, asBJP's prime ministerial candidate, inaugu-rated Asia's largest solar power project atNeemuch.

As per reports, Welspun's solar powerproject in Neemuch, some 400 km fromhere, had come up at a cost of around Rs.1,100 crore on 305 hectares of land.

Mr Gogoi slammed the central govern-ment, saying it was yet to release a sizeablechunk of funds sought by the state for infra-structure damage caused by floods last year.

"The Centre has only released Rs. 380crore so far. We submitted memoranda to thecentral government including the primeminister and the home minister, but we havenot received the funds sought by us for hugeinfrastructure damage caused by floods lastyear," he said.

Mr Gogoi said there are no funds con-straints in providing relief to the affectedpeople.

"We have funds for relief work. What werequire from the central government is suffi-cient funds for building infrastructure suchas roads, bridges, school buildings, healthcentres, houses and embankments damagedby floods last year and proper rehabilitationof the flood-hit people," he said.

In a memorandum to Home MinisterRajnath Singh in October last year, MrGogoi sought Rs. 2,010 crore for damagedinfrastructure.

The state also demanded Rs. 660 crore forrescue and relief operations.

Mr Gogoi said the state government wouldprepare an assessment report highlightingthe damage only after the flood watersrecede.

Death Penalty ...right to life and liberty in heinous crimes.The observation came on Friday from a

three-judge bench which was hearing theappeal from a murder case convict who hasbeen given the death sentence.

Vikram Singh, who had been convicted forabducting and killing a 16-year-old, had chal-lenged his death sentence, arguing that capitalpunishment is applicable only to terrorists.

The bench of Justices TS Thakur, RKAgrawal and AK Goel said, "A sentence ofdeath in a case of murder may be rare, but ifthe courts have found it is the only sentencethat can be awarded, it is difficult to revisit thatquestion..."

What was important, the top court said, wasthat the punishment should be should be pro-portionate to the crime.

"Death penalty in a case of kidnapping orabduction will not qualify to be described asbarbaric or inhuman so as to infringe the rightto life guaranteed under Article 21 of theConstitution," the court said.

While death penalty is awarded in the rarestof the rare cases, the last few persons to beexecuted were people convicted on terrorcharges - Afzal Guru, who was convicted inthe 2001 Parliament attack case and AjamalKasab, the lone Pakistani terrorist caught forthe 26/11 attacks in Mumbai.

But it was Yakub Memon's execution thatnot only triggered questions from the civilsociety about his punishment, but also on thelarger debate on death penalty.

Vikram Singh had been arrested for theabduction and murder of school student AbhiVerma in 2005.

He was awarded the death sentence by thePunjab and Haryana High Court, which waslater confirmed by the Supreme Court. He hadchallenged the death sentence given for thecrime he was booked under - kidnapping forransom (Section 364A).

Punishments under the section include deathsentence, life imprisonment and a fine.

three PSUs - PFC, REC and DredgingCorporation - to raise over Rs. 3,300 crore sofar this fiscal.

"We have already completed three issuesand on Monday, we will have the fourth one.Although we are more than a month to gofrom the first half to end, this will be the bestever first half in past seven fiscals," saidDisinvestment Secretary Aradhana Johri.

In the first half of the last fiscal - 2014-15 -the Department of Disinvestment could notdivest stake in a single Public Sector Unit.But in the same period of 2013-14, it had soldstake in six PSUs to garner Rs. 1,300 crore.

In first six months of 2012-13 too, nodivestment took place. Only one issue mate-rialised in the corresponding period of 2011-12, collecting Rs. 1,500 crore.

In the first-half of 2010-11, the departmentof disinvestment garnered Rs. 2,400 crorethrough minority stake sales in PSUs. Thefigure for the first half of 2009-10 was Rs.4,200 crore.

The disinvestment department has been seta mammoth target of Rs. 69,500 crore in thecurrent fiscal. Of this, Rs. 41,000 crore isexpected to come from minority stake sale inPSUs, and another Rs. 28,500 crore fromstrategic stake sales.

So far this fiscal, Indian equity marketshave been volatile amid the slump in Chinesemarket and Greek crisis and fears of impend-ing rate hike by the US Federal Reserve.

The BSE Sensex has dropped by over threeper cent since the beginning of the current fis-cal, but the three disinvestments so far havebeen successful, with strong demand from

retail and institutional investors."Investors feel India is an outlier among

emerging markets. We have a robust pipelineof stocks and the work is to keep the ballrolling," said Ms Johri, who took charge ofthe department in October last year.

The department has lined up over twodozen PSUs, including ONGC, BHEL,NALCO, NMDC, MMTC and EngineersIndia, for stake sale.

The government would sell 10 per centstake in IOC on Monday at a floor price ofRs. 387 a share - about two per cent discountover last closing - which is likely to fetch Rs.9,302 crore to the exchequer. Around 24.28crore shares will be on sale.

with Taiwan's Hon HaiPrecision Industry Co(which goes by the tradename Foxconn) for a tie-upover Sharp's struggling dis-play business, the Asahinewspaper reported onSaturday.

Investors and analysts

have urged Sharp to over-haul its liquid crystal dis-play (LCD) and consumerelectronics divisions. ChiefExecutive Kozo Takahashiinitially resisted but lastmonth said he was open tomajor restructuring,including some kind ofstrategic deal for its LCDbusiness.

Sharp could consider

accepting capital from theworld's largest contractelectronics manufacturer,Hon Hai, in the displaybusiness after the businesswas spun off from Sharp,or selling Sharp's stake intheir joint-venture TVpanel plant in Sakai, Japan,the report said, citingunnamed sources.

But Sharp was also seen

as considering a Japangovernment-backed fundfor support, and the situa-tion was fluid, it added.

Asked about the report, aSharp spokesman toldReuters, "We are consider-ing various things regard-ing the reform of displaybusiness, but we decline tocomment on an individualfirm."

Last month, Sharp saidits net loss widened inApril-June in its strugglethrough a painful restruc-turing. Sharp said it was hitby a decline in its electron-ics business, includingslack demand for LCD tel-evisions, smartphones andair purifiers.

Nasa engineers have start-ed working on the first ofeight micro-satellites

under the Cyclone GlobalNavigation Satellite System(CYGNSS) project.

The system, being built at theSouthwest Research Institute inSan Antonio, Texas, will improvehurricane forecasting by makingmeasurements of ocean surfacewinds in and near the eye wall oftropical cyclones, typhoons andhurricanes throughout their lifecycle.

Communication antennas, atti-tude control, GPS receiver, andother instrumentation will beinstalled on the satellite frame inthe coming weeks.

"We are now in the last phaseof the beginning of a new era inhurricane observations," saidChris Ruf, CYGNSS principalinvestigator at the University ofMichigan, Ann Arbor.

CYGNSS mission - a constel-lation of eight micro-satellites -will allow scientists to probe theinner core of hurricanes fromspace frequently for the firsttime, using both direct andreflected signals from existingGPS satellites to obtain estimatesof surface wind speeds over theocean.

These measurements willadvance forecasting methods byproviding data that can lead to

better predictions of hurricanetracks, intensities and stormsurges.

The CYGNSS constellationwill be deployed into low-Earthorbit with successive satellitespassing over the same regionapproximately every 12 minutes.

As the CYGNSS and GPSsatellites circle Earth, their inter-action will provide a new imageof wind speeds over the entiretropics every few hours, whereasa single satellite supplies a newimage every few days.

The University of Michigan isdirecting the CYGNSS missionfor Nasa, including satellitedesign and production and sci-ence data processing.

Two overs later, theoff-spinner also accounted forRahane who edged one to thekeeper.

It brought Binny andWriddhiman Saha (5 retd.)together at the crease, but thelatter retired hurt in the 79thover due to a strained righthamstring. He left the field toget treatment and it is suggest-ed that he will be fit enough tokeep wickets. Lanka took thenew ball as soon as it was duebut Binny and Ashwin man-aged to avoid any further dam-age before the final session ofplay.

In the morning session, Vijayand Rahane scored half-cen-turies and put on 140 runs forthe second wicket. Starting atthe overnight score of 70 forone, Vijay (39*) and Rahane(28*) looked to get into their

grooves as soon as possible.They started slowly but thescoring pace increased soonafter. Vijay first brought up his11th Test half-century in the36th over, off 104 balls, and asif that was the cue for goingafter the bowling, he hit twosixes thereafter.

At the other end, Rahane triedthe calm approach and yet keptthe scoring rate up, reaching hisfifty off 118 balls in the 39thover. It also brought the 100-partnership up for the two bats-men, while India's 100-markhad come earlier in the 38thover. The aggressive intent ofboth batsmen was clearlytowards a declaration later inthe day and they scored 68 runsin 13.4 overs in the first hour atabout five runs per over.

In the second hour of playthough, Sri Lanka fought backand applied brakes on the scor-ing with two wickets. The Tamil Nadu strong-man has not participatedin any BCCI meetingsince February due to theimpending verdict of theLodha Committee.
