    The Next Generation: Parliamentary Candidates to Watch

    2010 is going to mark a watershed in British politics. The General Election could see the greatest influx of newMembers into the Chamber since the Second World War. The expenses scandal last year, for all its tabloidheadlines, has forced the party leaders to re-examine their selection processes, and has resulted in local partieslooking beyond the standard criteria for candidates. The result has been a wave of genuinely fascinating,intellectual and professionally astute candidates.

    Following on from the much acclaimed edition last year, Insight Public Affairs have continued to examine the nextgeneration of MPs. In this the second edition we profile a further 32 candidates most of whom have beenselected in the recent months and witnessed heightened prominence in the parties and the media.

    As before, the so called ones to watch have been selected for their ability, potential and ambition to becomeinfluential political players in British politics after the forthcoming election. Please send your comments on thispublication to [email protected]

    In July 2009, we published volume one of Insights ParliamentaryCandidates to Watch the candidates we expect to be the rising stars after

    the next election. Since then, there has been a rush of MPs from all partieswho have announced their intention to stand down from safe seats.Many have become jaded by the expenses scandal and public disdain

    for politics and politicians. Some have been asked by party hierarchiesto stand aside to give the next generation of candidates a chance.

    The last six months have been a blur of short-listing and selections in seats that many assumed would notbecome available for many years. With so many new candidates soon to become new MPs arriving onthe scene, we thought it necessary to produce a second volume of our guide to the best PPCs profiling

    candidates we judge to be the Ministers and Shadow Ministers of tomorrow.Looking through the list, several are career politicians, having worked their way up the ranks through theSpecial Adviser route or as party apparatchiks. These candidates will hit the ground sprinting in the early hoursof 7 May 2010 staff recruited; clear about the campaigns they will fight; having selected their policy priorities;and ready to deliver their contribution on the floor of House in what will be one of 250 Maiden Speeches.

    Those who get to grips quickly with Westminster life and impress their new leaders, are promised theopportunity to follow in the footsteps of the likes of Ed Miliband, Ed Balls, Michael Gove and Grant Shapps to make it to the junior ministerial or shadow ministerial ranks soon after taking their seats. Certainly the likesof Bob Stewart and Kate Green have in their professional lives made considerable impact and could quickly bemaking their contribution from the front bench. At the same time, John Woodcock and Matthew Hancock have

    political experience gained in the cut and thrust of the Westminster village, and with their knowledge ofWestminster and Whitehall will be quickly moving up the ranks.

    We have now profiled over 60 candidates in total, and we know there are still several MPs still to join the138 who have announce their retirements, and countless Conservative Associations and CLPs still to selecttheir candidates. We will resist publishing a third tranche, but will continue to publish occasional briefings andanalysis in the run-up to the election and beyond. When I spoke to a candidate profiled in the first volume,they suggested a more interesting exercise would be to see who from the amalgamated list would makean A list of 30... we will resist that temptation too!

    Come the election, many psephologists will be watching to see whether the Conservatives capture their 117

    seats to form a majority. Others will want to know which way the bellweather constituencies such as DerbyNorth, Kingswood, Hyndburn and East Renfrewshire fall. At Insights election night party well be paying extraattention to how many of our 62 profiled candidates have made it over the next hurdle.

    All of us in political advocacy wait with baited breath to see what the most eagerly awaited election in ageneration holds in store. Beyond that, we are busy predicting the legislation likely to feature in the QueensSpeech on 12 May 2010, and assessing its impact. We hope that this guide will give you a flavour of thosepeople who will be shaping the political landscape the other side of May 2010.

    With 565 Conservative Party candidates selected so far, the race to find the next generation ofConservative MPs is nearly over. The Candidate Selection team, headed by John Maples MP, hassucceeded in recent months in broadening and deepening the diversity of candidates on offer. Localassociations and electorate have also played a big part with the growing number of open-primaries,ensuring candidates selected have the support of both the party and the local community.

    David Camerons desire to groom a new intake of political outsiders, to provide a breath of fresh air to thevoting public in the wake of the anti-politics backlash surrounding the expenses scandal has been successful,with a former miner, an author, retired military personnel, entrepreneurs and social workers selected. Since hisannouncement in May to allow people who have not even been members of the party to stand for theConservatives, more than 4,000 expressions of interest have been received by CCHQ.

    This was certainly alluring to Rory Stewart, who confessed to being an active supporter of Labour in his teens.The Harvard professor and now PPC for Penrith and the Borders, has an impressive CV that boasts a career inthe army, as a diplomat and time spent as a deputy governor in Iraq. His achievements include setting up acharity in Afghanistan and taking time to walk across the entire country.

    But despite the strides made to select candidates from a diverse background, many have enjoyed a privilegedupbringing a high proportion have been privately educated. However, the party has been right to concentrateon aspects of diversity outside social class and educational background, hence the new intake will likely featuremore women, gay and ethnic minority candidates. But, fighting on the basis of peoples backgrounds issomething the average voter just isnt interested in. More important will be what the candidates can bring to

    the party. Our selection of Ones to Watch highlights a number of candidates who are experts in their field.From law, Stephen Phillips became one of the youngest QCs in the country at the age of only 38 and hasrecently been appointed as a Crown Court Recorder, whilst Fiona Bruce is well-regarded as a reputable solicitorin the North West. Dr Daniel Poulter and Dr Phillip Lee will join a number of medics in the Commons and willbolster the next generation of health champions following the departure of Dr Howard Stoate, Dr Doug Naysmithand Dr Brian Iddon at the election.

    Colonel Bob Stewart, who was awarded the Distinguished Service Order for gallantry in Bosnia, brings front linemilitary experience. No stranger to politics, he has met or briefed every Prime Minister since Ted Heath and hiscounsel will no doubt be welcome as David Cameron inherits some difficult decisions around defence spending.Angie Bray gave up her seat in the London Assembly to focus on her campaign, whilst former South West

    MEP, Neil Parish will inherit Angela Brownings comfortable majority in Tiverton and Honiton.

    Businessman David Rutley brings real world experience garnered as a senior executive in Asda, PepsiCo, HalifaxGeneral Insurance and Barclays. He also has an impressive record working as a Special Adviser in the lastConservative Government. Rutley is not the only candidate with such experience. Former Chief of Staff to OliverLetwin MP and Advisory Board Member of Iain Duncan-Smiths Centre for Social Justice, Robert Halfon is a wellestablished member of the Cameroon crowd and a sure bet to overturn Bill Rammells majority of 230. He willlikely be joined by Matthew Hancock, George Osbornes Chief of Staff, Dominic Raab, Chief of Staff to ShadowJustice Secretary Dominic Grieve MP, and Claire Perry, also from the Shadow Chancellors team.

    Despite the leaderships efforts to introduce 50:50 male-female shortlists, about a third of candidates selected

    in top and target seats have been women, although our analysis of selections shows that women have beenselected in just 9 of the 36 very safest seats being vacated by Conservative MPs at the next election.Interesting then that Caroline Dineage, Sarah Wollaston and Fiona Bruce all won handsomely in open primaryand full postal ballots. Open primaries in the seats yet to select candidates may be the best way for the partyleadership to fulfil their ambition to see more women selected in Conservative-held seats.

    BACKGROUNDAn established broadcaster, Conservative CentralOffice staffer and latterly London Assembly Member,Bray has a CV that is both diverse and impressive tomake her a good bet for high office in any futureConservative Government. Before catching thepolitics bug, Bray enjoyed a successful career inbroadcasting; working for British Forces Broadcastingin Gibraltar where she presented the daily tea timeshow, before moving to London where she spent

    eight years with LBC radio, covering London issues.Like many before her, she took her broadcastingexpertise and put it to good use in politicalcommunications taking a role in the ConservativeParty Press Office then becoming press secretary tothe Chairman of the Party, Chris Patten. In 1997 shestood as the Conservative Candidate in East Ham.

    From 2000, Bray served two terms as a memberof the London Assembly, representing LondonWest Central, a constituency covering Westminster,Hammersmith and Fulham, and Kensington andChelsea. During her time in the London Assembly,Bray served as leader of the Conservative group andspokesperson on issues including Transport, Arts andCulture and the Olympics. If she wins her seat, Braywill follow Andrew Pelling (Croydon Central), BobNeill (Bromley and Chislehurst) and Meg Hillier(Hackney South and Shoreditch) as AMs whosuccessfully made the transition from City Hallto Westminster.

    She stood down from the London Assembly in2008 to concentrate on her campaign, sayingI certainly would not have taken on a full-timejob in the last couple of years while grappling withthe constituency. Her determination shouldreward her with victory in May.

    CONSTITUENCY PROFILEThe new constituency of Ealing Central and Actonhas come about as a result of the Boundary

    Commissions redrawing of the old Ealing, Actonand Shepherds Bush constituency. The currentincumbent is Labour MP, Andy Slaughter. The oldconstituency linked Ealing and Acton with multicultural Shepherds Bush and White City. The newconstituency will be more suburban and moreConservative. Figures suggest that although there isa notional Labour majority, Ealing Central and Actonlooks set to be one of the closest three waymarginals in the country.

    BACKGROUNDBusinesswoman Bruce heads up Fiona Bruce & Co.LLP, one of Warringtons leading Law Firms,which she founded and has developed over thepast 20 years.

    Bruce has garnered a considerable reputation for herskills in business, having been awarded the SmallBusiness Bureaus Businesswoman of the YearAward and being voted Most Inspiring BusinessWoman by SHE Magazine. Fiona Bruce & Co. LLPwas the first sole practice Law Firm in the country togain the Investors in People Award and also the LawSociety Lexcel Award. In addition to developingFiona Bruce & Co. LLP, she setup a Free Legal AdviceClinic in Latchford over 15 years ago, which she stilloversees today, to provide assistance to those withno access to a CAB.     Bruce has been a Councillor on the Unitary Councilof Warrington for six years since she won a wardthought safe by Labour in 2004. She subsequentlyincreased her majority at the next election and wasappointed an Executive Councillor with responsibilityfor Value for Money and then Finance as well.

    As a Councillor, her initiative and drive caught theeye of then Conservative leader, Michael Howard,to whom Bruce referred the case of 69-year-oldMargaret Dixon, one of Fionas Council ward

    constituents with a health difficulty. Michael Howardraised this at Prime Ministers Question Time tohighlight failures in the National Health Service,putting Labour on the back-foot over health at theoutset of the 2005 General Election campaign.

    Bruce won the Congleton Selection convincingly inthe first ballot of an Open Primary of which she issomething of a veteran. When she contestedWarrington South in 2005 her selection wasnoteworthy for being the Conservatives first everattempt at an open selection. There was deepconcern that rival parties would attempt to influencethe result but in the event, they didnt and Fionasvictory gave the party the confidence to use themmore widely. Her 2005 election campaign in

    Warrington South was described as feisty; shehalved Labours majority and was widely praised.More recently, Bruce narrowly missed out onselection for the Skipton and Ripon, Penrithand the Border and Macclesfield seats beforewinning Congleton.

    CONSTITUENCY PROFILEThe Congleton constituency is made up of smalltowns and villages interspersed with rural businessesand farms. It is strong commuter territory by road to

    Manchester and Liverpool, with the M6 dissectingthe constituency, and by rail to London, with theoutskirts of Crewe fringing the southern tips ofthe constituency.

    The current incumbent, Lady Ann Winterton, hasrepresented Congleton since 1983. She is standingdown at the next election in the wake of the expensesscandal in which Winterton and her husband,MP Sir Nicholas Winterton, were investigated by theParliamentary Commissioner for Standards.

    BACKGROUNDBorn and raised in Lacock, Wiltshire, Glen can attestto a three generation connection with Salisbury. Hismother was born in the city, his grandparents metand married in Salisbury, and his great-grandfatherran the gas works during the Second World War.Glen was selected at an open primary in front of a500 strong crowd in January 2010. His competition,Victoria Atkins and Zehra Zaidi, put up a good fightbut it was not enough with Glen taking victory on the

    second ballot. Glen was supported by Salisburyresident Tim Montgomerie, editor of ConHome in hisselection. Glen was a finalist in the Tiverton andHoniton selection, but appears to have held out foranother seat until Robert Key announced hisretirement in December 2009.

    Educated at King Edwards School in Bath, where hewas Head Boy, Glen went on to read Modern Historyat Oxford University. Liked by his peers, he served asJCR President in 1995, he was active in student

    welfare and elected as one of two classrepresentatives whilst subsequently studying for hisMBA at Cambridge, completing his Oxbridge double.

    Before making the leap into politics Glen worked asa Senior Advisor to the Global Head of Strategy atAccenture from 1997 to 2004. In addition to headingup the in-house think tank, Glen coordinated thefirms participation in the World Economic Forum(Davos) and has led leadership projects onglobalisation and sustainability. His particular area of

    expertise has developed in the oil and gas industries.Glens political career began when he worked as aresearcher to Michael Bates MP (now Lord Bates)and Gary Streeter in the run-up to the 1997 election.

    Between 2000 and 2001, Glen returned to adviseWilliam Hague as Head of the Political Section inConservative Central Office, assisting with thebriefing for Prime Ministers Questions. On hisdeparture from Accenture, Glenn went on to workfull time as Deputy Director and subsequentlyDirector, of the Conservative Research Departmentunder Michael Howard and David Cameron. It wasduring this time that Glen set up the secretariat forthe Conservative Partys Policy Review Groups.

    Glens principal area of policy interest is education,and he is a board member of the centre for policystudies in foreign affairs having travelled to SouthAfrica, Uganda and the Maldives in his capacity aspolicy advisor for the Westminster Foundation forDemocracy. This will not be the first time that Glenhas fought for a parliamentary seat he stood asthe Conservative candidate for Plymouth Devonportin 2001. Glen is married to Emma and has twostep-children. Actively involved in his church, Glen is

    also a Patron of Mansfield College Oxford and sits asa Justice of the Peace in Westminster.

    CONSTITUENCY PROFILEThe Salisbury seat returned William Pitt the Youngeras Prime Minister in the eighteenth century. Itincludes the City of Salisbury itself and Stonehenge.Large parts of this Wiltshire constituency havemilitary links and a notable portion representsmilitary training ground. It has been a Conservativeseat since 1945 and looks set to remain so after

    May. Current incumbent, Robert Key, will vacate theseat where he was re-elected with a majority of11,142 in 2005.

    BACKGROUNDA prominent fixture on the Conservative scene for anumber of years, Halfon has the confidence of theparty leadership and constituency association incontesting the seat for a third time this year havingfirst been elected PPC for Harlow in 1999.

    Having gained a BA in Politics and a Masters inRussian and Eastern Europe Studies from ExeterUniversity, Halfon went on to become Chief of Staffto Oliver Letwin MP, before becoming a politicalconsultant to a number of organisations includingConservative Friends of Israel. He is an advisoryboard member for the Centre for Social Justice andalongside William Hague, Tim Montgomerie andStanley Kalms, Halfon established the Renewing OneNation Unit which sought to develop deeper linkswith Britains voluntary, community and faith sectorsin order to better understand todays socialchallenges . In doing so, Halfon established himselfas the archetypal compassionate Conservative and

    this has been echoed in his expeditions to Rwandawith Andrew Mitchell MP to teach English and tobetter understand the impact of the genocide on thecountry. He has written extensively on the subject.He is also a member of Conservative Way Forward.

    Halfon honed his campaign skills as Parish Councillorfor Roydon and has maintained a strong campaign inHarlow which should see him take this seat at thenext Election. He is a Trustee of Harlow Employability,a former Patron of the Harlow Homeless Centre and

    has been particularly vocal in his campaign to tackle

    traffic congestion in the constituency. Two years agohe set upwww.fedupwithharlowtraffic.com which callsfor an extra by-pass on the M11 to relieve much of thetraffic strain through the town.

    Halfon is very interested in literacy and educationalattainment. He is a former Governor of PassmoresSchool and during his campaign in Harlow he hasvisited numerous schools. Given this passion, andwith his experience at the CSJ, it is likely that Halfon

    will push for a place on the Children, Schools andFamilies Select Committee in the next Parliament.

    Halfon enjoys football and supports both HarlowFootball Club and is a season ticket holder forChelsea. In 2007 and 2009, he completed sponsoredswims for the Alzheimers Society and lost two stoneon a sponsored diet for Harlow Mind in 2004.

    CONSTITUENCY PROFILEThere are considerable problems with social housingand areas of deprivation in Harlow that, on the

    surface, would make it an unlikely Conservative win.However, the predicted national swing in 2010should be enough to unseat Bill Rammell. DespiteRammells strong hold on the constituency, Halfonhas maintained an excellent campaign throughouthis candidacy and has solidified his support.

    After ten years of being a Parliamentary Candidate for Harlow andfighting two elections already (losing by 97 votes last time), Iknow that the work is never completed and there is still so much

    to do. I have to continue to campaign day and night and prove topeople that I deserve the chance to serve as Harlows next MP.Robert Halfon

    BACKGROUNDHancock had been scheduled to attend the annualWorld Economic Forum in Davos, Switzerland, in midJanuary 2010 with the rest of Conservative highcommand, but cancelled the visit after being placedon the final shortlist of six candidates for WestSuffolk. The decision to stay behind was clearlythe right one as 31 year old Hancock beat NatalieElphicke in the final round by 88 votes to 81 toclinch victory.

    Born and raised in Cheshire, Hancocks family rana small farm outside Maples. He went on to readPolitics, Philosophy and Economics at OxfordUniversity, graduating with a first class degree andthis was followed by a Masters at Cambridge inEconomics. After a stint working for the familycomputer software business in Cheshire, Hancockwas soon snapped up by the Bank of Englandwhere he worked as an economist in the MonetaryAssessment and Strategy Division for five years.

    In 2005, Hancock joined Shadow Chancellor, GeorgeOsbornes team as Chief of Staff. He is responsiblefor a twelve strong team and advises Cameron,Osborne and Clarke on developing Treasury policy inparticular helping businesses through the recessionand tackling the deficit. He becomes the secondmember of Osbornes team to be selected for a safeconstituency following Claire Perrys selection inDevizes. He made no secret of his desire to followOsborne in representing a Cheshire constituency, and

    talked of putting down roots again in the countywhen he was a finalist in the Congleton selection.

    His experience of the Conservative Party is notconfined to advising senior Shadow CabinetMinisters, however. He joined the Party in 1999 andhas campaigned at dozens of by-elections, run forcouncil seats and volunteered as an agent at the2001 election. He is currently Treasurer of his localAssociation.

    Something of an all round action man, Hancock tooktwo months out to go to the Arctic and as part of

Kwarteng beat five other candidates:Philippa Broom, Katy Bourne, Michael McManus,Lynne Hack, and Therese Coffey. He inherits DavidWilshire MPs majority of nearly 10,000. LocalAssociation Chairman, Graeme Reid, describedhis efforts on the selection night as having capturedthe audiences confidence. With SpelthorneConservatives united behind him, he is sure to goon and inspire the rest of the electorate.

    Kwarteng represents a breath of fresh air in thisseat and certainly has a lot to offer both in theconstituency and on Camerons frontbenches. Despitethe furore of last years expense scandal, Spelthornelooks set to return another Conservative member andwith Kwartengs success so far he will certainly beone to watch after the next General Election.

    of Foreign Press to US President George Bush duringhis first presidential election in 2000. On her return tothe UK, she was Chief of Staff to David Willetts duringthe 2005 Conservative leadership campaign.

    Mordaunt was first selected to contest PortsmouthNorth in November 2003 for the 2005 election.Reselected in January 2006, Mordaunt has to overturna 300 notional Labour majority to win in 2010.Mordaunt has come out in fierce opposition to womenonly shortlists declaring that such lists would onlyproduce MPs who will always be seen as second rate.

    Even with the pressures of working while fighting for aParliamentary seat, Mordaunt is a Royal Navy reservist

    and is training at King Alfred on Whale Island.CONSTITUENCY PROFILEThe constituency of Portsmouth North comprises ofresidential estates and suburbs on the main land aswell as the ferry terminals of Portsea Island.     BACKGROUNDParish cut his political teeth in local politics, servingas District and County Councillor in Somerset beforecontesting Pontypool, South Wales in 1997.

    In 1999 he was elected Member of the EuropeanParliament for South West England. Parishrepresented this seat in Brussels until 2009 afterbeing re-elected in 2004. Despite spending ten yearsembroiled in European politics, Parish kept one footfirmly in the English countryside championing animalwelfare and agriculture issues developed whilemanaging the family farm in Somerset.

    Parish was selected to contest the seat over threeyears ago, defeating Caroline Dineage, Vicky Fordand John Glen in the first ballot in this ruralconstituency where Parishs agricultural experiencewill be an asset in representing the seat inWestminster.

    CONSTITUENCY PROFILEThe incumbent Conservative MP, Angela Browning,is retiring at the next election. The position of

    Tiverton and Honiton amongst the Liberal Democratstrongholds in east Devonshire means it has beena hotly contested seat in the past. In 2005, theLibDems came second with 29.1% of the vote.However, it is likely that the largely rural constituencyof Tiverton and Honiton will return a ConservativeMember of Parliament at the next election andParish looks set to do well.

    party branch in the Salisbury constituency. Shedescribes herself as not a typical candidate. Prior toher selection in Devizes, she worked for GeorgeOsborne MP as a political advisor in his privateoffice, developing Treasury policy; focusing on jobproduction and value for money in public services.It was one of the stipulations of the local party thatsuccessful applicants should have the ability anddesire for a Front Bench career and Perry certainlyhas that. Although she remains adamant that shedoesnt want to run before she can walk she has

    said, if I ever get a chance of a high position in thenext Cameron Government that would be great.

    Perry represents the new wave of candidates beingselected by the Conservative Party ahead of the nextgeneral election and hopes that as a businessperson and mother, I can bring a breath of fresh airto traditional politics. The large majority she inheritsensures she will be an MP by mid-2010. Herambition and the esteem in which shes held bysenior Conservatives mean she looks set to berewarded with a role in Government at some pointduring any future Conservative administration.

    BACKGROUNDBorn into a modest family but benefitting from anassisted place to study law at Oxford, Phillips spentbrief periods with the 14th/20th Kings Hussars andthe Welsh Guards before being called to the Bar byLincolns Inn in 1993.     Phillips has built up a successful law practice andwhen not working as a barrister has also acted as anadvisor to the Shadow Secretary of State forChildren, Schools and Families, Michael Gove MP.

    He cites saving one of the only remainingsign-bilingual schools in the country from closure asone of his most important achievements, stating thatdeaf kids deserve an education just as much ashearing kids. He remains Chair of the Board ofGovernors at Frank Barnes School for Deaf Childrenand continues to promote Special Educational Needs.

    Having joined the Conservative Party in 1988 andundergoing two decades of leaflet pushing and hardgraft, Phillips hopes his long apprenticeship willfinally pay off. If Im elected, Im determined to payback the country and the party which has offered meso much, by serving everyone in the Constituency aswell as I possibly can.

    Phillips was one of the final four on the Wokingshortlist unsurprising considering he grew up onthe Goldsworth Park Estate in Woking.     Douglas Hogg MP stands down at the next electionafter claiming for the maintenance of his moat onhis Parliamentary allowance. The constituency islargely rural and comprises of villages, the southernsuburbs of the City of Lincoln and small towns,the biggest being Sleaford. It is considered a safeConservative seat.

    Notwithstanding the moat, Phillips should have nodifficulty in returning another Conservative victory inSleaford and North Hykeham and looks set to inheritHoggs healthy majority at the next election.

    BACKGROUNDSeeing off 170 other wannabes, Poulter wasselected as candidate for the Conservative safe seatof Central Suffolk and North Ipswich in November2009. The selection was however, not withoutcontroversy with the final shortlist of six candidatesoverlooking local representatives. Poulter wasselected at an open primary attended by 300members of the public.

    Educated at Bristol University, and then at Guys,Kings and St Thomas School of Medicine, Poulterhas a degree in Law and is now a practising doctorspecialising in obstetrics, gynaecology and womenshealth. Prior to his selection as candidate in CentralSuffolk and North Ipswich, he was Deputy Leader ofReigate and Banstead Borough Council and is also aformer councillor in Hastings. Although he does havea background in politics, Poulter only decided tostand for Parliament late last summer in answer toDavid Camerons call for new candidates with a

    record of public service. He was also short-listed forBeckenham, the seat in which Bob Stewart wassubsequently selected.

    Poulter has helped to set up medical and lifestyleclinics for the homeless and people with drug andalcohol misuse problems. He has also served onhealthcare improvement committees including theSurrey and Sussex Patient Experience Task Groupwhich sought to improve the quality of care for olderpatients in Surrey and Sussex Healthcare. More

    recently he has contributed to a Womens HealthTask Group promoting best practise in naturalchildbirth.

    Although not originally from the area, Poultersfiance Joanna grew up in mid-Suffolk and went toschool in Stowmarket. He lived with his fiancesparents in Great Finborough during the selectioncontest, and the couple have now moved toFramlingham in the constituency. Poulter is workingfor the NHS in Suffolk as a locum doctor in the runup to the General Election.

    Poulter succeeds Sir Michael Lord, who is standingdown after 27 years as MP. Conservatives have heldthis area of Suffolk since 1951 and should have nodifficulty in holding on to it this year. Theconstituency itself stretches from Christchurch Park inIpswich to the Norfolk border at Hoxne and includesEye, Framlingham, Debenham, Wickham Market,Kesgrave, Westfield, Claydon, Great Blakenham andBramford. It is a largely rural constituency, with theexception of the northernmost suburbs of Ipswich,and is made up of smallish villages. Minor boundary

    changes have moved Westgate and the remainderof St Margarets ward back into the Ipswichconstituency. The population tends to compriseof commuters and the retired.

    The largest political issues facing the seat aretransport and health. Suffolk is well known for itspoor transport links and there is a need toregenerate Ipswich town centre. Ipswich Hospitalfinds many of its cancer care and cardiac servicesunder threat and plans are afoot to move these

    services outside of Suffolk. Poulter will undoubtedlyuse his medical knowledge and expertise to makethe case for the retention of these frontline NHSservices at Ipswich Hospital.

    His business experience has impressed theConservative leadership, resulting in him

    co-authoring the Arculus Report, an independentreport on red tape and regulation commissioned byDavid Cameron and launched by Ken Clarke in 2009.

    He has also advised Shadow Ministers onapprenticeships and education policy.

    Smith has been actively involved in voluntary andcommunity work, with a particular focus on youthunemployment, homelessness and health issues.His charitable endeavours include Training for Life,a charity working to tackle enduring unemploymentand poverty by securing apprenticeships and practicaltraining for young people out of work.     BACKGROUNDIn December 2009, Stewart was selected asparliamentary candidate for Beckenham, beating offstiff competition from a number of hopefuls including,Tariq Ahmad, Lynne Hack and Jo-Anne Nadler to takethe prestigious seat in the second ballot.

    Born into a military family his mother was a SpecialOperations Executive Operative and his father asignaller in the RAF Bomber Command during theSecond World War. Stewart spent his formative yearsin RAF stations throughout the UK and the MiddleEast. Educated at boarding school, it was on thecompletion of his studies at the age of 17 that hewas selected for officer training at RMA Sandhurstand after two years was commissioned into theCheshire Regiment. Promoted to Lieutenant in 1971,he took a First in International Politics from theUniversity of Wales and was promoted to Captainin 1975.

    During the troubles in Northern Ireland he served asboth Intelligence Officer and, after a promotion toMajor, as Company Commander, with responsibilityfor controlling and responding to the Droppin WellBombing in Ballykelly.

    In his next posting in Bosnia he served as LieutenantColonel (1987) and became Military Assistant to thehighest ranking officer in NATO. Following a furthertwo more operational tours of Northern Ireland,Stewart became the first British Commander of UnitedNations Forces in Bosnia. Decorated once again for

    his service, he received the Distinguished ServiceOrder in 1993, followed by a promotion to Coloneland finally an appointment to Chief of Policy at theSupreme Headquarters Allied Powers of Europe.

    Whilst in Bosnia, Stewart became a regular mediacontributor, earning him the nickname Bosnia Bob positioning him well to take-up his post-service careerin public relations. A Senior Consultant for three years,Stewart went on to become Managing Director ofWorldspace (UK) Ltd. with responsibility forestablishing satellite broadcasting worldwide.

    No stranger to the political world, Stewarts militarycareer has run alongside a sustained interested in the

    world of Westminster. In fact Stewart has met and orbriefed every prime minister since Ted Heath in the1970s. In September 2009, Bob Stewart was profiledalongside his friend Rory Stewart in The Sunday Timesas one of the individuals who had responded to DavidCamerons call for new candidates.     CONSTITUENCY PROFILEPenrith and The Border is the largest constituency inEngland in terms of acreage. With an electorate ofaround 67,000, it is also one of the most sparselypopulated.     With 91 Labour MPs so far announcing their retirement at the forthcoming election, regionalofficials and CLP officers have been kept busy with selection contests. The recent round has thrownup a number of interesting, exciting, and at time surprising results. Perhaps the most strikingfeature of the selections is the number of under-30s being chosen to represent the Party in its mostwinnable seats.

    With so many young, talented and ambitious candidates being selected, it is hard to escape the impression thatthe party is looking to skip a generation as it seeks to refresh itself after thirteen years in power. Youth, it seems,is being seen as proxy for change, a clear signal to voters that the candidate is part of a new breed untaintedby the failings of predecessors.

    But these bright young things are far from political novices. As the profiles featured in this guide indicate, theyalready have an impressive array of political experience to call upon and it is clear that all have displayed thequalities required to make a significant impact on the future of British politics. Reviewing their respective CVs,these candidates certainly have drive, ambition and talent to spare.

    The youngest, Bridget Phillipson in Houghton and Sunderland South has been involved with her local party formany years, and has impressed many with her mature and professional approach to her candidacy. She will be26 years old on Election Day, and a good bet to Baby of the House in the next Parliament.

    Anas Sarwar, 28, has been a prominent local figure since his teenage years and can call on experience gainedas an NHS Dentist in Glasgow. He has won The Suns Best New Scottish Politician award in 2009 and is set

    to be fast-tracked to the Labour front benches.

    Emilie Oldknow, 29, and John Woodcock, 31, both have years of experience working for the Labour Party undertheir belts, and played key roles for the party in the 2005 election. Indeed, Woodcock has spent the last fiveyears at the centre of Government as a Special Adviser to John Hutton, before making the switch to becomeone of Gordon Browns advisors at Number 10.

    Lisa Nandy, the hugely ambitious 30 year old Senior Policy advisor at the Childrens Society and ShabanaMahmood, the 29 year old Barrister hoping to win Clare Shorts Birmingham Ladywood seat, are also sure tohave a significant impact on the future direction of the Labour Party.

    There are a number of candidates with experience to step straight into front bench duties. Kate Green, 49,

    has years of experience running charities and advising ministers and Chi Onuwarah the 44 year old seniorengineer looking to win Newcastle Central has a wealth of experience as one of the UKs leadingtelecoms experts.

    All of these individuals have time on their side, and while it may take a couple of years before they begin tomake themselves known on the national stage, these are future leaders of the Party who will be needed totake the fight to the Conservatives in years to come. If the polls are to be believed, then the Labour Party willhave a reduced Parliamentary presence after the next elections. The good news for the party is that it isalready sowing the seeds for its future regeneration.

    BACKGROUNDGreen stepped down as Chief Executive of ChildPoverty Action Group in January 2010 to contest theStretford and Urmston Parliamentary seat for Labourat the next election. She is well known to BeverleyHughes, the current MP for the outer Manchesterconstituency, who worked closely with Green whenshe was Minister in the Department for Children,Schools and Families.

    Originally from Scotland, Green will be one of the mostexperienced of the new faces likely to enter Parliamentthis year. Many commentators have pointed to herleadership strengths, as someone who has spent manyyears running third sector organisations.

    Her position as Chief Executive of Child Poverty ActionGroup from July 2004 often meant her publiclycriticising the Government as one of the leadingcampaigners for the abolition of child poverty. However,she gained the respect of Gordon Brown and othersenior Ministers for her unswerving commitment toequality and social justice. From July 2000, she wasDirector of the National Council for One Parent Families,and previously she worked for the Home Office andbefore that for Barclays Bank. Given her expertise, Greenis likely to seek a place on the Children, Schools andFamilies Select Committee or Work and Pensions SelectCommittee following the election.

    This will be the second time that the 49-year-olddivorcee has contested a General Election, havingfinished in second place to Peter Brooke in the Cities of

    London and Westminster constituency in Labourslandslide in 1997.

    She has been Chair of the London Child PovertyCommission which reports to the Mayor of Londonand London Councils on strategies for reducing theexceptionally high levels of child poverty in the capital;a trustee of Friends Provident Foundation, End ChildPoverty, and the Institute for Fiscal Studies; and amember of the advisory board of the ResolutionFoundation which is concerned with access tofinancial services. Green was a Magistrate in Londonfor 16 years and received an OBE in the 2005

    New Years Honours list.

    She has earned the respect of many Cabinet Ministersalready, and with her pragmatic, mainstreamapproach Green can expect a fast route from thebackbenches to the front bench, bringing valuable,considered experience and perspective to futurelegislation on child poverty and social justice.

    CONSTITUENCY PROFILEBeverley Hughes majority was reduced at the 2005general election but she still polled over 50 per cent ofthe vote and with a majority over 8,000 this should be asafe Labour seat. The constituency is relatively new in itspresent form, contested for the first time in 1997, butbased on boundaries from the 1960s when theconstituency was safe Conservative territory. It wascreated from the former constituencies of Stretford andDavyhulme. The former being more inclined to theLabour Party, and the latter by the Conservatives.

    Stretford and Urmston still has a large industrialareas, a mix of affluent areas to the south, anddisadvantaged areas like Carrington to the North.The constituency includes the Old Trafford cricketand football grounds.

She has said she would be prepared to voteagainst the party whip if she felt it absolutelynecessary and was confident that she had thesupport of her local party and constituents. She citiedthe introduction of differential university top-up feesof one issue on which she would have rebelled.

    However, she will not be making a habit of rebellingand has said, in order to influence policy anddecision-making it is necessary to build credibility inthe party. I dont feel that I would be able to get thebest deal for the people of Nottingham South as aserial rebel.

    She is an experienced advocate and organiser whohas campaigned at a local and national level, onwomens rights and anti-racism as well as improved

    public sector pensions and an increase in healthservice funding. She opposed the Iraq War becauseof the lack of a UN mandate and says she wouldargue strongly in the party against the replacementof Trident. She has also been critical of the use ofPrivate Finance Initiatives citing concerns that itrepresents a fundamental shift in who ownsvaluable public assets.

    Born and brought up in Bolton, Greenwood has

    retained her Lancashire accent despite having livedin and around Nottingham for many years. Shestudied Economics and Social and Political Sciencesat St Catharines College, Cambridge and also hasan MSc in Sociology and Social Policy. She recentlymarried her partner Ravi, and she has threedaughters who were all born at the City Hospitaland attend local schools.

    CONSTITUENCY PROFILEThe seat ranges from the council estates of Clifton,to the student population of Lenton and the diverseand well-off city centre. Labour has held NottinghamSouth since 1992 and the core working class votein the area should see the seat remain secure. Thatsaid, this is the closest that the Conservatives willget to winning a seat in this Labour stronghold ofa city, and new boundary changes are likely to workagainst Labour with part of the traditionally loyalBasford ward going to Nottingham North. Parts ofSt Anns and Arboretum ward will now also moveto Nottingham East.

    BACKGROUNDOne of a clutch of one-time Special Advisers to winselection for their former bosses seats, Kendallsecured her selection after Patricia Hewitt announcedher intention to stand down after 13 years inParliament.

    Originally from Watford where her father was a localcouncillor, Cambridge history graduate Kendall waspart of the original batch of bright young thingsappointed as political advisors following Laboursvictory in 1997. She joined the party at the age of20 when she woke up the morning after the 92election feeling incredibly angry and frustrated thatthe Tories had won again. She was just 26 whenshe began working with Labour fixer JohnMcTernan in the team supporting Harriet Harmanduring her stint as Secretary of State for SocialSecurity between 1997 and 1998.

    After Harmans sacking in 1998, Kendall leftGovernment to build a reputation as an importantinfluencer on Labours health policy. She spent timeat health think tank, the Kings Fund, beforebecoming lead researcher on health and social careat the Institute for Public Policy Research where shebecame known as a strong advocate of thepatient-centred care agenda. She left the IPPR tobecome Director of the Maternity Alliance, thenational charity for pregnant women, new parentsand babies under one.

    It was always clear that Kendall sought a return to

    the cut and thrust of front line politics, and it wasnot long before Kendall returned to Government.

    She joined Hewitt as Special Adviser at theDepartment of Trade and Industry and stayed withher when she was reshuffled in 2005 to theDepartment of Health.

    Kendalls Parliamentary ambitions go as far back as2000, when she was one of the favourites to winthe Chesterfield seat made available by Tony Bennsretirement. She came second, which was just as wellas the seat was clinched by the Lib Dems at the

    subsequent election. She has bided her time,however, and is expected to be a key figure for theLabour Party in the next Parliament.

    Following her selection the 38-year-old left her role asDirector of the Ambulance Services Network, part ofthe NHS Confederation, which was set up to providean independent voice for UK ambulance services.

    CONSTITUENCY PROFILEThis is the least ethnically mixed of the threeLeicester seats with 19% of residents from ethnic

    minorities. The seat has been Labour since the1920s with the constituency represented by Greville(now Lord) Janner for 25 years, and before that byhis father Barnett. Boundary changes see the seatlose Latimer ward a polling district from LeicesterEast, something that is likely to reduce the Labourvote although not dramatically. Barring a dramaticnational collapse, the seat is likely to remain solidLabour territory at the next General Election.

    Mahmood polled 118 votes to Yvonne Mosquitos99 votes, despite Mosquitos twelve years as LabourCouncillor for Nechells. The other two hopefuls werePenny Barber and Sandra Samuels.
