THE MAHARAJA SAYAJIRAO UNIVERSTIY OF BARODA

An Annual meeting of the Senate of the Maharaja Sayajirao University of Baroda was held onTuesday, zz= January, 2019 at 9.00 AM. in the Senate Hall of the University Office, Vadodara,with the Vice-Chancellor, Prof. Pari mal Vyas, in the Chair.

In addition to the Chairman, the following Senate members were prevent in the Senatemeeting:

The Chairman called the meeting to order. The meeting started with the University Song.

The Chairman before taking up the items of the Statement of Business made a reference to thesad demise of the former members of the Senate of the University, viz.

(1) Shri U.H. Shukla (2) Dr. Kautilya Shukla and (3) Prof. H.C. Dholakia

The 1'-: Registrar read out the condolence resolutions that were adopted by the Senate asunder:

Dr. Kautilya H. Shukla

The Maharaja Sayajirao University of Baroda places on record it's deep sense of sorrow at thesad demise of Dr. Kautilya H. Shukla, Former University Librarian, Smt. Hansa Mehta Libraryon 12/01/2019.

Dr. Kautilya H. Shukla was known to the University Library System of the Maharaja SayajiraoUniversity of Baroda, Vadodara from the time he pursued his BLiS Progaramme, joined asReader, Department of Library & Information Science in 1996 and later appointed as UniversityLibrary in 2002.

During his tenure, he executed landmarks like automation of major Libraries under UniversityLibrary System, Launching of Library Website, CCTC and Wi-Fi enabled Library in 2005. Heorganized several workshops and seminars to fulfill his desire that the staff should be wellacquainted with latest technology and undated themselves with current developments in LISProfession His efforts yielded Best Library Award in 2006, apart from getting Best LibrarianAward. He succeeded in raising the standards of Library Services in eyes of Universityfrate rnity.

Dr. Shukla was also a President of All India Library Association

By virtue of University Librarian, Smt. Hansa Mehta Library, he was an Ex-Officio' Member ofthe Senate from 30/9/2002 to 16/08/2007.

The members of the Senate of the Maharaja Sayajirao University of Baroda deeply mourn thedemise of Dr. Kautilya H. Shukla and pray to the Almighty to give eternal peace to the departedsoul and provide courage to the members of his family to bear this irreparable loss.

Shri Udayankumar Harishankar Shukla ;-The Maharaja Sayajirao University of Baroda places on record it's deep sense of sorrow at thesad demise of Shri Udayankurnar Harishankar Shukla, Former Principal, Baroda SanskritMahavidyalaya on 16/11/2018.

Shri Udayankumar Harishankar Shukla studied in Sanskrit Mahavidyalaya. He completed hisAcharya in Grammar in Kashi and started his teaching work at Kendriya Vidyalaya at Jaipur.

He joined as Lecturer in Baroda Sanskrit Mahavidyalaya. He was Principal of Baroda SanskritMahavidyala for more than six years and also worked as Head for Five years.

He was actively associated with Vallabh Sampradaya and performed many Yagns with theirAcharyas. Being a learned Sanskrit scholar he visited several time to America, London andEurope etc. He was an Editor for Vallabh Panchang and also wrote 4-5 books.

During the tenure Shri Udayankumar Harishankar Shukla, started the Diploma Course in"Vastushastra" to "Masters in Vastushastra" programme first time in the Maharaja SayajiraoUniversity of Baroda.

By virtue of Principalshio, Baroda Sanskrit Mahavidyalaya, he was an Ex-Officio Member of theSenate from 22-07-1992 to 08-09-1998.

The members of the Senate of the Maharaja Sayajirao University of Baroda deeply mourn thedemise of Shri Udayankumar Harishankar Shukla and pray to the Almighty to give eternalpeace to the departed soul and provide courage to the members of his family to bear thisirreparable loss.

PROFESSOR H.C. DHOLAKIA :

The Senate of the Maharaja Sayajirao University of Baroda places on record it's deep sense ofsorrow at the sad demise of Prof. H C Dholakiya, Ex-Senate and Syndicate Member on 5-8-2018 at the age of 89 years

Professor Dholakia was born on 195.1929. He did his education in LL.M. from America andPh.D. from Mumbai University. Prof. Dholakia joining this joined the Maharaja SayajiraoUniversity of Baroda in 1956. When Smt. Hansa Mehta was Vice-Chancellor, Prof. H.C.Dholakia was taking a class of Law. At that time the subject law was taught in Faculty of Arts.He was the founder of the Faculty of Law of the Maharaja Sayajirao University of Baroda. Hewas the Dean of the Faculty of Law from 21-7-1962 to 30-4-1974. and also from 4.11.1976 to31.5.1989 till the date of his superannuation By virtue of Deanship he was an Ex-OfficioMember of the Senate for the above tenure. He was also Member of the Syndicate from 1982to 1988. During his tenure as Dean of the Faculty, Senate and Syndicate member heintroduced many reforms in the administration. He was an active member of the Faculty Boardfor several years and provided valuable suggestions on the Academic matters.

Prof. Dholakia held various positions in capacities during his entire Academic Career spanningover 33 years. He served on many committees of the University. Prof. Dholakia had alsoserved as a member of Law Commission of India

The members of the Senate of the Maharaja Sayajirao University of Baroda deeply mourn onthe sad demise of Prof. H C Dholakia and pray to the Almighty to give eternal peace to thedeparted soul and provide courage to the members of his family to bear this irreparable loss.

The members observed silence for two minutes as a mark of respect for the departed soul.Thereafter item NO.1 of the Statement of Business was taken on hand.

1. (i) Signing of the minutes of the meeting of the Senate held on 26-3-2018.(ii) Signing of the minutes of the meeting of the Requisition Senate held on 23-6-2018.

The minutes of the meeting of the Senate held on 26-03-2018 and the meeting of theRequisition Senate held on 23-6-2018 were signed by the Chairman.

2. Assignment of members to a Faculty

Since the original mover as recommend by the Syndicate, Shri Jignesh Soni was not present inthe meeting at the time of moving the motion, Dr. Beejaysinh Rathod was permitted to movethe motion' and accordingly Dr. Beejaysmh Rathod had moved the motion.

3. Consideration of the Annual Administrative Report of the University for the year2017 - 2018 i.e. for the period from 01.07.2017 to 30.06.2018.

Prof. M.N. Parmar, moved the motion as recommended by the Syndicate,

"that the Annual Administrative Report (Annexure-1) of the University for the year2017 -2018 i.e. for the period from 01.07.2017 to 30.06.2018 be considered.

The motion was seconded by Shri Jigar Inamdar.

Prof. M. N. Parmar presented the highlights of the Annual Report to the Senate andapplauded the efforts put in by the team members in its preparation. The members of theSenate appreciated the progress made by the M S University as reflected in thepresentation.

CA. Satyakant Shastri moved the motion, as recommended by the Syndicate,

"(1) that the Annual Accounts of the University for the year 2017-2018 (Annexure-2)be considered.

(2) that the excess expenditure over the Revised Estimates as shown on page Nos.6 to 7 of the printed Annual Accounts for the year 2017-2018 be sanctioned".

The motion was seconded by Shri Rajnikant J. Darji ..

Since the original mover as recommend by the Syndicate, CA. Minesh Shah was not presentin the meeting at the time of moving the motion, CA. Satyakant Shastri was permitted tomove the motion. Accordingly, CA. Satyakant Shastri had moved the motion.

"That the Senate do proceed to consider the Financial Estimates comprising of theRevised Estimates for the year 2018-2019 and the Financial Estimates for theyear 2019-2020 (Annexure-3) as framed by the Syndicate underSection 24(1 )(v) of the Maharaja Sayajirao University of Baroda Act"

The motion was seconded by Prof. M.N. Parmar.

Prof. Arun Pratap, moved the motion as recommended by the Syndicate,

(1) that under the Chapter-III, in S.70, under the Head V, Faculty of Medicine a subjectnamely 'Dermatology Venerelogy and Leprosy' be added.

(2) that under the Chapter-III, in S.70, under the Head V, Faculty of Medicine a subjectnamely 'Community Medicine' be added.

(3) Under the Chapter-III, in S.70, under Head XII Faculty of Performing Arts, subjectsnamely, l.Indian Classical Music - Vocal and 2. Indian Classical Music -Instrumental (Sitar and Violin) be added.

(4) that under the Chapter-III, in S.70, under the Head XI, Faculty of Social Work a subjectnamely 'Public Health and Management' be added. (Annexure-S)

The motion was seconded by Prof. R.C. Patel.

(2) that under the Chapter-V, in S.91, under the Head XII, Faculty of Performing Artsadding the following subject under the group of allied subject under the Board ofStudies in Music.

9. Proposal to amend Statutes 133, 134, 135, 13G,137 and addition of new Statute 193 B.

Prof. Arun Pratap, moved the motion as recommended by the Syndicate,

"that Statutes 133, 134, 135, 136, 137 are amended as under and new Statute 193 B. areadded" .

2. 134 The appointment of the Registrar shallordinarily be on probation for a periodof two years. On the expiry of the saidperiod, the appointment, subject to theconditions prescribed in Statute 193A,shall be made permanent if theRegistrar has given, satisfaction in hiswork, of which the Syndicate shall bethe sole judge.

The appointment of the Registrar shallinitially be made for a fixed tenure of 5years & be kept on probation for periodof two years and continued for remainingperiod of three years and on satisfactoryperformance, Syndicate shall continuehis/her services. He/She can also beappointed for second tenure of five yearsas per The Maharaja SayajiraoUniversity of Baroda, Government ofGujarat, MHRD, UGC rules as the casemay be.

(a) To act as secretary to theSyndicate and to attend allmeetings of the Senate, theSyndicate, Faculties, the Councilof Post-graduate Studies andResearch, the Board of Accountsand such other Boards orCommittees as may be appointedfrom time to time and to keepminutes thereof.

(b) To conduct the officialcorrespondence of the Syndicate.

(c) To issue all notices conveningmeetings of the Senate, theSyndicate, the Faculties, theCouncil of Post-graduate Studiesand Research, the Boards ofStudies, the Board of Accounts,the Board of Extra Mural Studiesand such other Boards orCommittees as may be appointedfrom time to time.

(d) To perform such other duties asmay be, from time to time,prescribed by the Syndicate andgenerally to render suchassistance as may be desired bythe Vice-Chancellor and the Pro-Vice-Chancellor in theperformance of their duties

(b) To carry out the officialcorrespondence of the Syndicate.

(c) To Issue all notices conveningmeetings of the Senate, theSyndicate, the Faculties, theCouncil cf Post-Graduate Studiesand Research, the Boards ofStudies, the Board of Accounts,the Board of Extra Mural Studiesand such other Boards orStatutory and Non-StatutoryCommittees as may be appointedfrom time to time as the casemay be.

(d) To perform such other duties asmay be, from time to time, asprescribed by the Syndicate andgenerally to render suchassistance as may be desired bythe Office of the Vice-Chancellor I

(1) The salary of the Registrar shallbe in the grade of Rs. 1600-80-2000 (with retrospective effectfrom 1-1-1973) and that he shallbe provided with an unfurnishedresidence, free of rent. Providedthat any person with suitablequalifications may be appointed ona higher salary in the above grade.

(2) The Registrar shall also be entitledto the travelling allowance andother allowances to which anofficer of the University is entitledunder the rules for the time beingin force.

During the absence of the Registraron leave, an acting Registrar may beappointed by the Syndicate, who shallbe paid at such rate not exceeding thesalary of the Registrar, as theSyndicate may determine.

and the Office of the Pro-Vice-Chancellor In facilitating theperformance of their duties as thecase may be.

(1) The salary of the Registrar at presentwill be in the grade of Rs. 37400-67000 Grade Pay Rs. 10000/- and onthat shall be fixed and determined bythe Department of Education,Government of Gujarat from time totime and that he/she shall beprovided with an unfurnishedresidence, free of rent.

(2) The Registrar shall also be entitled tothe travelling allowance and otherallowances to which an officer of theUniversity is entitled under the rulesfor the time being in force.

During the absence of the Registrar oran appointee as Registrar on leave asOfficer on Special Duty (OSD) to holdthe Office of Registrar as an acting andor In-charge Registrar may be appointedby the Syndicate, who shall be paid atsuch rate not exceeding the salary of theRegistrar and or fixed honorarium asdetermined and fixed by the .Syndicatefrom time to time

(1) The tenure of the Registrar shall beinitially for the tenure (fixed) of 5years as per Revised Statute - 134which can be renewed for similarterms for another tenure (second) 5years on receipt of approval from theDepartment of Education, Govt. ofGujarat as the case may be.

(2) The age limit of Registrar shall notexceed 57 years of age at the time ofappointment.

(3) The age of superannuation ofRegistrar will be 62 years of age.

(4) The tenure of Registrar will be 5years or 62 years of age whichever isearlier.
