Description
The majority of cyber security discussions focus on the
vulnerabilities associated with enterprise IT networks.
Yet over the last 18 month the more widely publicized
cyber exploitations involved direct and lateral attacks
on billing systems, credit card processing and in at
least one case, the computing system for a
manufacturing control system. The motive for these
attacks is generally theft, specifically personal
information to facilitate identity theft and credit cards.
However the risk of data destruction or corruption of
industrial and social processes and control systems is a
growing problem. Bill Leigher's keynote talk will explore
the ubiquity of computer processors in our everyday
activities, the risks inherent to non-IT cyber systems, and
present ways to address the risk to life and property.

About Bill Leigher
Rear Admiral Leigher retired from active duty in January 2014 focusing
on the areas of intelligence, cyberspace, electronic warfare and
analytics. When he left active service, Leigher was the Director of
Warfare Integration for Information Dominance (N2N6F) on the Chief
of Naval Operations staff in the Pentagon. His other flag officer
assignments included the deputy commander for U.S. Fleet Cyber
Command/U.S. 10th Fleet and the director of Information Operations
on the Staff of the Chief of Naval Operations.
Leigher is a native of Appleton, Maine. Passionate about education,
science and technology, Bill has a Bachelor of Arts degree in Political
Science from the University of Southern Maine and a Master of Arts in
National Security and Strategic Studies from the U.S. Naval War
College. At Raytheon in Virginia, Bill has extensive hands-on
experience operating and securing enterprise networks on a
worldwide scale. Admiral Leigher has developed and implemented
methodologies for predictive analysis of network intrusion events.
Raytheon Company (NYSE: RTN), with 2013 sales of $24 billion and
63,000 employees worldwide, is a technology and innovation leader
specializing in defense, security and civil markets throughout the
world. Raytheon is headquartered in Waltham, Massachusetts.

of an IT-related program in the University of Maine System, with grants available

smaller and smaller, traditional file-level backups these days are becoming less and less
acceptable. IT staff supporting virtualized environments now have more backup and disaster

recovery options available to them, including traditional operating-system-level application and
data backups, virtual server backups and snapshots, and SAN-level snapshots and replication.
Unfortunately, system administrators unaware of the limitations of each method believe they
have good backups only to find during an emergency restore that they do not. In this workshop,
we’ll review the benefits and limitations of each method, introduce the concept of RPO/RTO
(Recovery Time and Recovery Point Objectives), and provide a framework for system
administrators to collaborate with non-technical C-level management on balancing risk and
cost when it comes to Disaster Recovery, and get everyone on the same page BEFORE a
Disaster Recovery event happens (and it will…).

as the top-ranked Maine team in the New England district FIRST Robotics Competition, and

mentored by Peter Montano of MacPage LLC, who will be available to discuss his experience as
a volunteer. FIRST Robotics Competition is a rigorous, rules-bound process where students work
with limited resources, and within time constraints, to develop a project, hone teamwork skills,
and build and program robots to perform prescribed tasks against a field of competitors.

The Maine Technology Users Group – History and General Information
In January 1987, under the sponsorship of the University of Southern Maine, representatives from
various Maine businesses and organizations established the Maine Telecommunications Users Group.
In the winter of 2013, MTUG’s name was change to the Maine Technology Users Group to better
reflect the scope of issues it addresses and changes in the industry.
The following guidelines constitute MTUG’s framework:
MTUG organizes and supports informal and formal information technology training and
networking events.
MTUG holds regular meetings with topics of interest to both large and small IT consumers and
producers. Meetings are normally held from September through April of each year.
MTUG constituents share their ideas, experiences, and best practices of a wide variety of
technical issues and topics.
MTUG provides economic benefits to its constituents, Maine businesses and residents by working
with technology and telecommunications providers and legislative and regulatory agencies to
enhance the information technology infrastructure and services available in Maine.
MTUG advances the understanding of state and national regulatory technology issues.
MTUG alerts members to security issues such as scams or other fraudulent activities.
MTUG shares information about IT job openings.
There is no membership fee to participate in MTUG’s regular monthly meetings. Meeting notices

MTUG’s current audience includes over 1300 individuals, made up of about 42% end-users (including
IT professionals and managers in non-IT service/product organizations), 53% vendors (including
regulated utilities and internet service providers), 3% consultants, and 2% government representatives.
The annual MTUG Information Technology Summit (formerly the Telecommunications and Computer
Networking Conference), held in late spring or early summer, culminates the year’s activities. The
Summit offers an opportunity for IT professionals from a wide range of business interests to come
together in an educational and congenial setting to exchange information and ideas.

Directions to the Holiday Inn by the Bay: From I-295 in Portland, take Exit 6a (Forest Ave/Rt 100 South). Stay in right
lane, and take 1st right onto State St/Route 77 South through the park. Follow State Street for about 1 mile, past 3
lights (past Park, Cumberland, Congress Aves, where it curves leftward). At the 4th light, take a left onto Spring
Street. Follow Spring Street past Park St. and High St. – after the High Street light, the Holiday Inn will be on the
right, with the main parking garage just beyond. Parking there is at the special IT Summit rate of $5.
