Adoption of an Ordinance Amending Section 7.08.060 of the Chico Municipal Code ModifyingAnimal License Tags Requirements
REPORT IN BRIEF:
Finance and Animal Shelter Staff would like to improve efficiencies when issuing dog licenses. Currently, the Cityissues new animal license tags with the initial issuance and annual renewals. Staff proposes issuing a physicallicense tag only upon initial issuance. Subsequent annual renewals would be issued by paper or electronically tothe owner. Renewal information would be maintained in the City's Citizen Serve database and available to AnimalControl Staff.
This change would require a modification to the Chico Municipal Code 7.08.060(B)(2) by removing the requirementthat license tags require the expiration date be printed on the tag. As such, physical renewal tags would no longerbeissued.
Recommendation: The City Manager, Chief of Police and Administrative Services Director recommend theproposed modifications to the Chico Municipal Code.

FISCAL IMPACT:
Estimated cost savings in reduction of tag purchases and staff time efficiencies is $2,000 to $4,000 per year.
BACKGROUND:
Currently, all animal license tags are issued when originally purchased by the owner. Animal license tags areissued again upon renewal by the owner at one year, two year or three year intervals. Every year staff mustpurchase new tags that reflect the license number and the expiration date (year) of the license.
The City utilizes Citizen Serve to process online animal licenses. Citizen Serve allows for renewal licenses tobe emailed to customers. Currently, this feature is not being utilized to its fullest potential because staff isrequired to send physical tags to the customer.
DISCUSSION:
Under this proposal, a dog license would be issued with one physical tag with an imprinted license number. Thelicense number would not change but would stay with that animal. Upon renewal, an electronic or paper licensewould be issued to the owner representing the renewal period and license number. A new tag would not be issued.
Animal Control would identify the animal by the dog tag issued and would confirm active licenses by referencingthe Citizen Serve database.

Staff continues to research ways to be efficient and provide timely services to residents. As such, eliminating therequirement to issue renewal physical tags will reduce costs for tags, reduce mailing costs and reduce staff timeto process and mail the licenses. Customers will also receive renewals in a timely fashion. The Items in this reportare positive changes that will help the City achieve these goals.

BE IT ORDAINED by the Council of the City of Chico as follows:
Fhat section 7.08.060 of the Chico Municipal Code is amended to read as follows:
7.08.060 Form.
A. The dog license issued pursuant to this chapter shall be in a form prescribed by the city
manager or a designee and shall set forth the following information:
1. The owner's name. address, and phone number and the address where the dog will reside if
different from that of the owner;
2. A description of the dog being licensed. including name, sex, breed and color:
3. The rabies vaccination information, including the administering clinic. date of
immunization, the type ofrabies vaccine administered, the name of the manufacturer, the
lot number ofthe vaccine Lised and the age of the dog at vaccination;
4. The date the license is issued and the expiration date of the license;
5. The number of the license; and
6. A statement showing the amount of the fee and that the same has been paid,
B. The license tag shall also be iii a form prescribed by the city manager or a designee and shall
have inscribed thereon. ''City of Chico," and the license number, following additional
