PART-II CC-Resubmission Agenda No 1 Name of the Industry: Balaji Amines Ltd.,

Plot No E-27 & E-8, MIDC Chincholi, Tal - Mohol, Dist- Solapur

• Application recd at SRO Solapur office on 07/10/2011 • Application recd at HQ on 25/10/2011 at RO(HQ) section and on 27/09/2012 at JD

(PAMS) section. • Industry engaged in Bulk Drug Manufacturing activity. • Existing Consent to operate is valid up to 31/03/2013. Now applied for Consent to

Establish for installation of Incineration facility in the same premises to incinerate their own HW.

• Existing CI ` -42 Cr + Increased CI - ` 3.30 Total CI ` 45.30 Cr • SRO Solapur has recommended to grant consent to establish. • The case was discussed in CC meeting dated 06.12.2012 and it was decided to issue

SCN for refusal. • Accordingly, SCN was issued by legal wing on 06/02/2013 & reply received from

industry. • Show cause notice is issued in view of required to continuous operation, needs

specialized supervision and instrumentation require of capability for holding the waste for atleast 25 years and individual industry may not be operate the said facility and in view of the guidelines issued by CPCB, Board is not encouraging the individual HW facility.

• The industry has submitted reply to the show cause notice wherein they have mentioned that it is a incineration-cum-waste heat recovery system and they are having entire state of art infrastructure, trained and experienced staff and man power dedicated to monitoring cell to management of environmental issue. Further they have also pointed out that Board has granted one such consent to M/s.Asian Paints Ltd; for captive incineration purpose. The said industry is smaller than their production. They have also mentioned that residue that having high calorific value from their plant only be burned to recover heat and energy. Its conservation will reduce the weight and volume of the waste. Inorganic left over in the plant will be sent to CHWTSDF.

The reply of the industry to SCN, is not convencing. The decision regarding grant of permission to individual incinerator needs to be taken as a policy decision.

Agenda No 3 Name of the Industry: Synergy Green Industries Pvt. Ltd.

C-18, Five Star MIDC Kagal Hatkangale, Kolhapur  

Case was discussed in CC meeting held on 4/12/12, the case was approved & was decided to

grant the consent to operate after getting the verification report from RO/SRO regarding the

installation of STP. Now SRO submitted the report through e mail dated 6/4/2013 and reported

that 70% work of installation of STP is completed and will complete the remaining in next six

months due to financial constraint. At present only 2 CMD effluent is generate & for which septic

tank is provided.

We may grant consent to operate upto 30/5/2015 with condition of BG of Rs. 200000/- for

commissioning of STP within period of six months.

We may place the case before for further discussions. Submitted for further orders please

• Existing distillery unit of 30 KLPD, valid consent up to 31.12.2016. • Unit has applied for consent to establish (Expansion) for 60 KLPD. • Capital Investment of expansion is Rs. 62.00 Crs. • SRO reported the Nira River A-II class is 2.7 Km away, which shows it satisfies the RRZ

criteria. • Unit has already obtain Environmental Clearance for 90 KLPD distillery dated

19.08.2008. • Unit has provided Biomethanation, RO system and proposed spent wash will be

concentrated and incinerated in an incineration boiler to achieve Zero Discharge. • RO/SRO has recommended for grant of C to E for expansion. • Recommended for grant of consent to establish with Rs. 2 lakh towards compliance of

zero discharge, only after receipt of distance certificate from Exe. Engineer, Irrigation department, if agreed please.

The proposed site is located about 0.2 Km from River Mutha (A-II Class). 7. Total open area available for gardening purpose is 6187.718 Sq. Mtrs. 8. Total water requirement will be 298 CMD. Domestic sewage will be 259 CMD for which

Sewage Treatment Plant will be provided comprising of primary, secondary & tertiary of capacity 300 CMD. The treated sewage effluent is used for flushing & gardening purpose and excess is disposed into drainage line.

9. About 1159 Kg/day solid waste is generated. The Bio-degradable waste about 463 Kg/day is treated by way of composting. Non Biodegradable waste about 696 Kg/day is disposed at MSW site.

10. The total estimated cost of the project is 50.0 crores for which they have paid consent fees as per revised fee structure of Rs. 1,00,100/-.

11. The site is visited by the field officer on 07.08.2012. 12. This office has called information from RO, Pune as per the query arises in the application

vide letter dated 26.09.2012 & due to not receiving the information from RO, Pune, this office has sent back the application to RO, Pune vide letter dated 09.11.2012.

13. Now, RO, Pune has resubmitted the said application to this office vide letter dated 21.12.2012 with relevant information & no work started statement of developer.

14. RO, Pune has recommended for grant of consent to establish by imposing condition not to take an effective step till they obtain Environmental Clearance.

15. But, as the proposed site is located about 0.2 Km from River Mutha (A-II Class) which not satisfy RRZ criteria & PP has yet not obtained Environmental Clearance from competent authority, hence we may place the case before CC for further decision.

4. PP informed that they have applied for additional TDR near about 3,032.51 sq.mtrs., which in the process. After receipt of additional TDR the Total BUA will go up to 23,312.16 sq. mtrs. Which includes Bldg no. C (22 floors). The construction of Bldg C & 02 fllor of Bldg no. E3 will start after obtaining the EC from GoM.

5. PP has applied for EC to GoM for total plot area 33,802.70 sq. mtrs. & total BUA 23,312.16 sq. mtrs. For 07 nos. of Buildings, 08 nos. of commercial shops vide letter dated 12.10.2011

6. River Mutha is more than 02 Km from the site. 7. STP having capacity 150 CMD provided. The treated effluent is reused for gardening & flushing

purpose. Additional STP of 15.0 CMD is proposed for Bldg no. C (22 floors) 8. Pp has provided vermicompost system for 534.25 kg/D bio degradable solid waste management &

also provided solar water heater & renewable wind solar system to each building. 9. RO, Pune has issued SCN to PP on 15.03.2012 & compliance status as per SCN is covered in the

SRO, Pune – I report dated 14.03.2013. 10. PP has installed 02 nos of DG sets having capacity 125 KVA each. 11. PP has provided Rain water harvesting system. 12. PP has completed most of construction of Bldg. & from the period of the visit the construction was

below 20,000 sq. mtrs. Hence, does not attract EC. Now, the PP has applied for additional TDR & crosses the limit of 20,000 sq. mtrs. & which attracts the EC & PP has obtained the same from GoM.

connected their drainage to municipal sewer line provided by CIDCO Ltd.(C-2) The CIDCO Ltd has issued letter to said hotel stating that the sewage from the plots in sector-7 is transmitted to STP provided by CIDCO Ltd in sector-15 (C-1).Their hotel is located at plot no-26, B Sector 7,of Kharghar.

The case was discussed in CC meeting dated-4/1/2013, & it was decided to keep the case in abeyance & inform to PP that Board cannot consider their case for grant of C to O’ till STP is provided.

Accordingly letter was issued dated-16/01/2013 (C-129). Hotel Authority has submitted reply dated-09/04/2013 (C-130)

Industry is provided 30 days spentwash storage tank having capacity 60 MLD with 500 micron thick HDPE liner provided at site. The photographs enclosed.

4. You shall revamp/reconstruct the existing compost yard by 31st May-07, as per MPCB/CPCB guidelines, which inter-alia include HDPE liner (250 micron as per BIS specifications), leachate collection system, brick on edge, test well, fencing etc. The composting method shall be fully automatic, where auto spray of spent wash and it’s mixing shall be simultaneously carried out

The existing compost yard has been totally revamped by constructing a new 2.5 acres with 250 micron HDPE and RCC lining along with leachate management system as per CPCB norms. The photographs of the compost yard are enclosed.

You shall reduced the volume of spent wash/ Rectified spirit productions commensurate with the availability of pressmud (filler material) for composting, by upgrading the existing manufacturing technology as well as reducing the spentwash volume after bio-digester by adopting various techniques like- nano filtration, concentration, etc. This shall be achieved by Nov. 2007. As the existing 15 KLPD batch process plant is not viable, you should scrap the same and switch over to continuous process plant of higher capacity by 31st Dec. 2008.

The industry has modified the distillery set up and upgraded. There under, the previous batch type plant is changed and now a continuous fermentation process plant is installed. Also the Reboiler installed for spentwash to reduce the volume. The photographs of the changes made in the fomenters are enclosed.

6. You shall achieve zero discharge of effluent in surface water by Nov. 2007 by utilization of 100% spent wash in scientific manner

As the industry has changed the process batch to continuous type. The volume of spent wash generation will less. Industry also provided reboiler system to reduce

the spentwash volume. Industry is provide RCC HDPE lining 30 days storage tank to store the spent wash and also provided RRC pacca compost yard 2.5 acres with leachet collection system. Industry has assured to achieve Zero discharge.

7. The Distillery operation shall remain closed during monsoon i:e from June 10th to September 10th every year.

Distillery is not in operation since 2008 and as per consent condition it will be closed from June 10th to September 10th every year.

8. You shall utilize the operation of bio-digester to its optimum capacity by 15th March 2007 so as to ensure the desired standard in respect of outlet BOD up to 5000 mg/l.

Industry has not provided Bio-Digester till date and will utilize the spent wash for Bio Composting. As company provided reboiler to reduce volume.

9. The industry should adopt latest technology such as evaporation, concentration, nano filtration, reverse osmosis etc. for reduction of spent wash volume.

As the industry has changed the process batch to continuous type. To reduce the volume of spent wash generation industry provided Reboiler system. Industry is provide RCC HDPE lining 30 days storage tank to store the spent wash and also provided concrete RRC pacca compost yard 2.5 acres with leachet collection system

10. You shall immediately stop Land application of spent wash.

As the distillery is not operation since 2008 and also provided RRC pacca compost yard for the Bio Composting.

11. In order to minimize the adverse effect on ground water in nearby area, practices such as rain water harvesting, fresh water injection etc. Should be adopted & proposal in this regard shall be submitted by March, 2007

Industry has not provided rain water harvesting, fresh water injection etc. techniques till date.

• Since industry has previous consent valid up to 31.12.2008 fees of Rs. 2,00,000 /- for

the years 2008-2012 is to be recovered from industry. • SRO Kolhapur has reported vide email dt. 05.04.2013 that industry has paid additional

fees of Rs. 2,00,000/- for previous years and Rs. 50,000/- to extend consent period up to 31.12.2014.

• Domestic effluent is 27 CMD for which they have provided STP. The treated effluent & sewage is used on land for gardening within premises.

• Adequate height of stack is provided to DG Sets, dust collector with stack provided to shot blasting section.

• SRO reported that As per previous consent condition industry has provided wet scrubber with stack to paint booth

• RO Pune recommended the case for grant of renewal of consent for period up to 31/03/2016
