Restrictions: a. Glass containers and alcohol are not allowed at the tournament and on school property. b. Gum, sunflower seeds, and any shelled nuts are strictly prohibited. c. Ground stakes of any kind for canopies, hitting nets, etc are not allowed. d. BBQs and cooking equipment of any kind are not allowed. e. Camping, RVs, and overnight parking are not allowed. f. Pets are not allowed. 2. Trash, Recycling, Compost: SSF Scavenger has kindly donated their services for this tournament. Please place trash, cans, bottles, and compost in the appropriate bins located all around the facilities. 3. All teams must be registered with USA Softball and be a Class ‘B’ or Class ‘C’ team, as defined by the current Pacific Coast Region JO Handbook. 4. Check-in: Submission of a check, roster and proof team insurance constitutes ‘check-in’. We have payment, insurance and rosters from all teams with the exception of a select few. Those teams which have not submitted rosters and or insurance must provide copies before their first warm-up. Teams without rosters and insurance submitted will not be allowed to play. Rosters and insurance should be a standard item in a team binder. 5. Players’ proof of age is required. The burden of proof lies with the manager if challenged by official protest. We recommend teams carry proof of age to all games. 6. All games will be governed by the current year’s official Nor Cal USA Softball Fastpitch Rules, except as modified by the local Battle of the Bay Tournament Rules, as stated herein. 7. Game Time: Each team is responsible for knowing where and when their games are played. Game time is forfeit time. In rain situations, please do not leave the fields as the schedule may be adjusted without prior notice. 8. Home Team: Teams listed first on the schedule for each game will occupy the 3rd base dugout, unless occupied by the opponent having just completed a game on the same field. Home team will be determined by a coin toss prior to the start of each game for pool play. Higher seed is home for bracket play. 9. Line-up: Each manager must submit a line-up card to the Umpire and opposing team 15 minutes prior to the start of the game. Line-up card will include player’s last name and uniform number.

10. Equipment: All applicable equipment and gear must be certified by USA Softball. Full catcher’s equipment is to be worn (helmet, mask, shin guards, chest protector) by catchers. All batters, on deck batters and runners must wear helmets while on the field. All players must wear their official team uniforms with their shirts tucked in. Wearing of jewelry is prohibited unless it is religious or medical and then it must be taped down for safety. Metal spikes are prohibited. 11. Players: A team consists of 9 players. A team may elect to field 10 players (4 outfielders). In 8U, everyone bats and free substitution is allowed for all games (pool and bracket play). In 10U pool play, everyone bats and free substitution is allowed. In 10U bracket and championship play, only fielded players may bat and DP/Flex rule is in effect. 12. 8U Rules: 8U will follow the current year’s official Nor Cal USA Softball Tournament Rules with some tournament exceptions. See 8U Rules Section below for details. 13. Complete Game: A complete game will be 7 innings in 10U and 6 innings in 8U. If the game is postponed (e.g., due to weather) before completion, the game will resume at that point of interruption and as soon as possible. A postponed game is considered complete if 4½ innings or more (if home team is ahead) are played or if time has expired. 14. Time Limits: In pool play, no new inning will be started after 75 minutes of play in 10U and 65 minutes of play in 8U. In bracket play, no new inning will be started after 90 minutes of play in 10U and 80 minutes of play in 8U. In championship games, there are no time limits. 15. Tie Breaker Rule: In pool play, ties are permitted. In bracket and championship play, at the time limit of a tied game or at the end of 7 innings in 10U or 6 innings in 8U, the next inning and subsequent innings start with a runner (player due to be last at bat in the inning) at 2nd base. 16. Mercy Run Rules: All games end if a team is ahead by 15 runs after 3 innings, 10 runs after 4 innings or 8 runs after 5 innings. 17. Standings: Points will be used to determine standings during pool play with a Win = 2 points, Tie = 1 point, and Loss = 0 points, Forfeit = -1 point. Order of finish will be determined by number of points earned. At the end of pool play, ties will be broken using the following breakers: 1) Head to Head 2) Runs Allowed 3) Runs Scored 4) Coin Flip. For the purposes of calculating standing points, a forfeit constitutes a 7-0 win for the winner and -1 point for the forfeiting team. Forfeit scores will not be thrown out for purposes of seeding if a team has extra pool games. Extra Pool Games: If a division has an odd number of teams, some teams will play more games than others in pool play. The Coach or Manager of the teams playing extra pool games will meet with the Tournament Director to choose which of their games will be discarded for determining seeding. 19. Clearing Out and Cleaning: All teams must clear out of the dugouts and fields immediately after games to avoid schedule delays for subsequent teams. All teams are responsible for cleaning up trash in dugouts and fields. Please place trash, cans, bottles, and compost in the appropriate bins located all around the facilities. 20. Scorebook: The designated home team will be responsible for keeping the official scorebook for the game and reporting the results and score to the Tournament Table.

21. Sportsmanship: Managers and coaches are responsible for the conduct of their respective team members and spectators. Any player, coach, manager or spectator displaying unsportsmanlike behavior towards players, coaches, managers, umpires, spectators, tournament staff, and other participants on or off the field may be ejected by umpires or tournament staff and must leave the premises immediately. Additionally, their respective team may be subjected to suspension from the game and/or forfeit of the game/tournament. 22. Participation: You participate in this event at your own risk, and realize that the activities may have an element of hazard. You take full responsibility for your actions and physical condition. You agree to indemnify and hold harmless Millbrae Girls Softball Association (MGSA), their agents, the umpires, the Millbrae Department of Parks & Recreation and their employees, and the Millbrae School District and their employees from any liability, loss, or expense (including attorney fees, medical and ambulance costs). 23. Protests: All protests and disputes must be lodged to the Tournament Director at the time of the incident. Tournament Director’s decision is final. 24. The Fine Print: The Tournament Director reserves the right to adjust the rules, schedules, brackets, and field locations as needed to complete the tournament. Every attempt will be made to honor the game minimum. However, if a situation develops where a team forfeits or the weather does not cooperate, the Tournament Director will make an attempt to reschedule games, shorten games, or cancel games in order to complete the tournament in a timely fashion. The tournament may be considered complete if 40% of games are played. In case of changes, the team manager is responsible for locating the Tournament Director and finding out about the changes made.

8U Rules 8U will follow the 2017 Nor Cal USA Softball 8U Tournament Rules (Revised 1-24-17) at http://www.norcalasa.org/jo/pdf/8U_Tournament_Rules_2017-1-1 (original rules doc also listed below), with the following exceptions: a. Distance between bases will be 50 ft. b. Player and coach pitch at 30 ft distance. c. No innings limits for player-pitchers. d. No walks. e. A coach-pitcher will enter the circle when 4 balls have been called by the umpire. Coach must pitch “legal” pitches from pitching rubber. f. The coach-pitcher will resume the player-pitcher strike count and will throw no more than three (3) pitches with the umpire calling balls and strikes. g. If the pitch is not put into play by the last pitch, the batter is out. Exception: If the last pitch is a foul ball, pitching continues until the ball is hit and put in play or the batter is called out. h. Batter will NOT be awarded a base on a Hit by Pitch from the coach-pitcher, but will by a player-pitcher. i. If a batted ball hits the coach-pitcher the ball is dead and the batter is out. At no time shall the coach-pitcher obstruct play. j. Player-pitcher must have one foot in the circle at the time of coach-pitcher is pitching. Coach-pitcher must stay in the circle during play and MAY NOT provide coaching assistance. k. No stealing. Lead off is permitted on release. l. Bunting allowed on player-pitch but not on coach-pitch.

Fields, Services, Facilities There are 4 softball fields with fencing. Grass areas outside of the the field boundaries are open for teams, families, and warm-ups. Centrally located between Fields 1 and 2, we will have these services and facilities:

Location and Parking The Millbrae Battle of the Bay Softball Tournament games will be played on 4 softball fields at Taylor Middle School (850 Taylor Blvd) in Millbrae, CA. Millbrae, CA is located near the SFO International Airport.
