    Bipartite bodies are formed with equal representation ofemployees n employers. They are purely consultative which

    are set up exclusively to deal with the disputes affectingplant or industry

    Constituents of bipartite bodiesy There are two constituents of bipartite bodies:

    1.Works committees

    2. Joint management councils

    1.Works committeesy Astatutory body which is established within the

    industry units with the equal representation of

    employers n employees for the for the prevention nsettlement of disputes.

    Composition of works committeesy Number of members should not increase 20

    y Equal representation

    y Nomination of representatives of employers fromtechnical,mangerial or supervisory category

    y Nomination of representatives of employees fromamong themselves

    Qualification for election n votingy For election -

    a) a person must not be less than 19 yrs of age

    b) He should be in a service of not less than one year inan industrial establishment

    y For voting workmen who has put in a continuousservice of not less than 6 months are entitled to vote.

    Procedure for electiony Closing date of nominations is fixed by employery Date for election shall be fixedy Nomination papers must be submitted in a prescribed

    formaty Scrutiny of nomination papersy Withdrawl of candidature with in 48 hours of the

    completion of scrutinyy If the number of nominated candidates is equal to number

    of seats then candidates are duly electedy If number exceeds then voting shall takes placey Arrangements made by employersy Casting of single vote

    Meetings n submission of returnsy The works committee should meet once in three

    months during the working hours.

    y Half yearly progress report of works committee shouldbe submitted by employer to the conciliation officer intriplicate.

    Dissolution of works committeeyWorks committee may be dissolved at any time, by an

    order in writing by the central govt. or an appropriate

    authority on its behalf. The appropriate authorityconducts proper enquiry and order for dissolution

    employees

    y To find out the matters of common interestsy To compare any material difference of opinion of such

    matters.

    goodwill & cooperation among the parties.

    Functions of JMCsy To be consulted in certain specific matters such as

    retrenchment, closure, rationalization, reduction in

    operations or cessation of operations.y To receive information, to discuss & to give suggestions

    on certain matters as the general situation of concern,the state of market, production and sales programmes

    To be entrusted with administrative responsibilities forthe administration and supervision of welfaremeassures
