dear natoa members and friends:It gives me great pleasure to welcome you to San Francisco for NATOA’s 31st Annual Conference – “Gigabit communities.” Our conference theme emphasizes the state of broadband in the United States and how it can lead to government savings as well as create jobs and build stronger communities, the state of access programming, the implications of online video programming, and the explosion in wireless broadband and its impact on government operations.

This year’s conference will equip you with everything you need to address the myriad issues facing today’s local government communications professionals beginning with our pre-conference seminars on Using broadband to Deliver local Government Savings and advanced training for programmers at the bay area Video coalition. After these sessions you’ll have the information you need about the scholarship, best practices, and emerging ideas about the link between broadband, shared services and government cost savings, using E-Rate to bolster your community network, and using broadband to enhance training opportunities. Programmers will benefit from advanced training in FinalCut Pro Editing and Photoshop.

Conference General Sessions address topics such as how broadband can drive economic development, the online video revolution, and a special session on the view from Washington and our state capitals. The concurrent Workshops allow you to design a personalized program whether you are interested in community broadband, programming, or legal and regulatory issues. Back by popular demand, there will also be an incredible all day Storytelling Workshop on Thursday, September 22nd. Sessions will cover topics ranging from social networking, operating PEG facilities in a time of tight budgets, producing multi-media content, addressing challenges in deployment of 4G wireless broadband facilities and promoting broadband adoption. NATOA is excited about our excellent lineup of speakers, including FCC Commissioner Mignon Clyburn and Craig Newmark, founder of Craigslist (and his new online project, craigconnects, http://craigconnects.org/) and Google Vice President Milo Medin.

This is by no means a free lunch for network operators; the requirements for becoming an E-rate provider, including competing in a competitive procurement process and extensive paperwork, are challenging. But there are enormous positive financial implications for governments that choose to become E-rate providers. Serving schools and libraries means realizing the benefits of E-rate subsidies that can range as high as 90 percent depending on the level of poverty in your community. In this session, learn how communities are using the new E-rate order to increase operational support for fiber networks and I-Nets, and learn about the challenges they have faced with the E-rate process.
