Congi:-atuJations to the National Academy of Science and Technology, Philippines, for successfully organizing the 35th Annual Scientific Meeting (ASM) with the theme, "Harnessing Science and Technology: Reversing the Decline of the Manufacturing Sector in the Philippines".

Recognizing the importance of science and technology in the development of our economy, your theme this year is very timely as it initiates discussion on one of the most important sectors in our society-the manufacturing sector.

The Department of Science and Technology (DOST) leads and supports industry development initiatives, including those that strengthen local manufacturing. Through its dynamic Small Enterprises Technology Upgrading Program (SETUP), the Department gives technology assistance to augment productivity and competitiveness of small and medium enterprises (SMEs) including but not limited to those engaged in exports especially those who are in food processing, metals, semi conductor and JCT, furniture, agriculture and aquaculture, to name a few.

It is with much pride that the DOST, through the Industrial Technology Development Institute (ITDI),has successfully established the Advanced Device and Materials Testing Laboratory(ADMATEL), a new testing facility with the objective of reinforcing and upgrading the failure analysis and materials testing facilities of our local semiconductor and electronics industries. It is envisioned to serve not only the local industry but the semiconductor and electronics industry in the Asia-Pacific region in the future.

We are confident that the resolutions and recommendations of the ASM, through the presentation of new and scientific technological findings, will be able to generate more innovative ideas and approaches to achleve our goal of redefining the manufacturing industry in the country.

It is our hope that the different sectors at the local and national level will continue to collaborate and support our inrnatives and endeavours to ensure greater productivity and competitiveness among our. local manufacturing industries. It is through science and technology, that we can further strengthen and bolster our economic stature. Mabuhay po tayong lahat.

NATIONAL ACADEMY OF SCIENCE AND TECHNOLOGY, PHILIPPINES

On behalf of the Officers and Members of the National Academy of Science and Technology, Philippines (NAST PHL), 1 am pleased to welcome you all to the NAST 3Sth Annual Scientific Meeting (ASM).

The ASM is a gathering of scientists from all over the country to discuss relevant issues related to science and technology. Revolving around the theme, Harnessing Science and Technology: Reversi11g the Decline of the Ma11ufa.cturi11g Sector in tlte Philippines, this yea.r's ASM generally aims to sensitize the manufactu ring sector to improve productivity by using the latest technologies in order to be globally competitive. TI1e decline in manufacturing output and emp1oyment may be attributed to the minimal use of science and technology to improve productivity. TI1is has been a recurring observation in the eight (8) roundtable discussions that were held in preparation for this annual event.

The high1ights of the Academy's successive round table discussions will be presented during the various plenary sessions. It is our hope that the results of the 3Sth ASM would identify a technology-explicit road map that would revitalize the manufacturing sector and hopefully be considered by the national and Jocal leaderships and all concerned in reversing the decline of the manufacturing sector in the Philippines.

During this meeting, the Academy will also recognize outstanding achievers in science and technology whose important accomplishments will certainly lead to the betterment of the country.

For generously sharing their resources and expertise, I acknowled~e all the members of the steering committee, our co-sponsors, and stakeholders for helping us organize this ASM. Our gratitude extends also to the science community headed by our Honorable Secretary Mario G. Montejo for their continuous support of all the activities of NAST.

History The National Academy of Science and Technology1 Philippines

is the symbol of the nation's commitment to science. The proposal for its creation originated from the University of the Philippines and was heartily endorsed by the National Science Development Board (the predecessor-agency of the Department of Science and Technology) to the President of the Philippines. On 06 October 1976, the National Academy of Science was created by Presidential Decree 1003. A subsequent amendment established instead the National Academy of Science and Technology, Philippines and expanded the base of its membership. Thus1 PD. 1003-A signed on 17 December 1976, is the enabling legislation for the present NAST.

The science community then submitted nominations of the most eminent among them to be members of the Academy. The President of the Philippines named ten scientists from a wide range of disciplines to be the first Academicians in 1978. Henceforth, nominations have continued to come from the scientific community but their election as Academicians is the prerogative of the members of the Academy alone, fallowing their strict rules of review and selection. Every Member is distinguished, known nationally and internationally in his or her own right. Collectively, the Academy represents the best of what this country has produced in science and technology.

The Annual Scientific Meeting (ASM) started in 1978 and has since earned the distinction as the most prestigious Philippine scientific conference. The NAST Transactions, composed of papers presented in the ASM, is the annual journal of the Academy. NAST also publishes books and monographs based on studies of its members and other renowned scientists.

• To recognize outstanding achievements in science and technology as well as provide meaningful incentives to those engaged in scientific and technological researches (P.D.1003-A)

• To advise the President and the Cabinet on matters related to science and technology (E. 0. 818, Series of 1982)

• To engage in projects and programs designed to recognize outstanding achievements in science and promote scientific productivity (E. 0. 818, Series of 1982)

• To embark on programs traditionally and internationally expected of an academy of science (E.O. 818, Series of 1982)

• To manage, operate and maintain the Philippine Science Heritage Center (RA 9107)

Advisory Function In any nation, the science academy plays an important role as an adviser to the government and the science community. It is the body that the government turns to for disinterested advice on science and technology. The Academy, through its advisory activities, addresses issues and concerns on S&T at national and local levels.

Suggestions on S&T issues and concerns for research and roundtable discussions are welcome and will be considered by the NAST Executive Council.

Recognition Function The Academy recognizes outstanding achievements in science and technology of Filipino scientists and institutions in all fields of science. The prestigious NAST awards include the Outstanding Young Scientists (OYS), The World Academy of Sciences for Developing Countries (TWAS) Prize for Young Scientists in the Philippines, NAST Talent Search for Young Scientists, NAST Environmental Science Award, NAST-LELEDFI Award for Outstanding Research in Tropical Medicine, Outstanding Scientific Papers, Outstanding Books, and Outstanding Monographs. Along with these, the Academy provides meaningful incentives to those involved or would like to engage in scientific and technological endeavors.

Deadline for submission of nominations is on the last working day of November.

Scientific Linkages Function Since 1978, the Academy has forged international and national scientific linkages with other science, engineering, and technology academies and similar organizations. These linkages aim to: (1) promote collaborative efforts among Filipino scientists, and between Filipino and foreign scientists; (2) promote and encourage scientific cooperation through its Scientist Exchange Visit Program under the memorandum of agreement between NAST and a foreign science academy; (3) endorse participation in international conferences, meetings, fora, seminars, workshops, and similar scientific activities; and (4) publish and exchange scientific bodies of literature.

Through these scientific linkages interested scientists may seek grants for scientific and technological undertakings, including fellowships, research grants, study visits, and grants for other collaborative projects from the academies associated with the National Academy of Science and Technology.

NAST Members The Academy is a select group of sixty-two (62) living members who have made outstanding contributions to science and technology in the Philippines and internationally. They are clustered into six divisions: Agricultural Sciences Division; Biological Sciences Division; Chemical, Mathematical and Physical Sciences Division; Engineering Sciences and Technology Division; Health Sciences Division; and Social Sciences Division. From their ranks come the very few who have been conferred the rank and title of National Scientist by the President of the Philippines. They are world-class scientists who have made our country proud through their significant contributions to their chosen fields of scientific inquiry, and who through their original insights and findings have enriched our understanding of the human condition and the material universe around us. Their original contributions are of lasting value to humankind.

35th Annual Scientific Meeting Harnessing Science and Technology:

Reversing the Decline of the Manufacturing Sector in the Philippines

The continuing decline in the productivity and viability of the local manufacturing sector has been the subject of much discussion. This decline has been the cause of much concern. Many observers attribute the decline to a combination of several factors. Perhaps the factor that concerns the science community is on the access and use of modern technology.

NAST PHL has adopted this theme for the 35th Annual Scientific Meeting (ASM). The objective is to be able to sensitize the manufacturing sector to improve productivity by using the latest knowledge, tools and machineries in order to respond in a timely manner. The ASM should also be able to identify a technology explicit road map to revitalize the manufacturing sector by adding value to the inputs in the manufacturing process.

HONORABLE ARSENIO M. BALISACAN Secretary, Socioeconomic Planning

Director-General, National Economic and Development Authority

Prior to his appointment in the Cabinet of President Benigno S. Aquino Ill in May 2012, he was Dean and Professor of the University of the Philippines (UP) School of Economics and Executive Director of the Philippine Center for Economic Development.

He also served as Director-Chief Executive of the Southeast Asian Regional Centre for Graduate Study and Research in Agriculture (SEARCA, 2003-2009) and as Undersecretary for Policy and Planning of the Department of Agriculture (2000-2001 and 2003). Before joining the faculty of the UP in 1987, he was Research Fellow at the East West Center in Honolulu and Economist at the World Bank in Washington, D.C.

An Adjunct Professor of the Australian National University, he has authored or co­edited seven books and published about 100 academic papers and book chapters on various development issues, including poverty, inequality, agricultural and regional development, human development, impact evaluation and public governance.

Profiles of the Ciuest Speabers HONORABLE MARIO G. MONTEJO Secretary, Department of Science and Technology

DOST Secretary Mario G. Montejo earned his Bachelor of Science major in Mechanical Engineering from the University of the Philippines Diliman in 1975. Secretary Montejo believes that the use of science and technology is always a sound business model for the improvement of the individual and society in terms of improved processes, products, services. His motto, 'Local technology works!' affirms a belief in the creativity of Filipinos particularly the Philippine scientific community.

With his substantial background in engineering design and innovation spanning 22 years, he was selected as the 2011 UP Alumni Association (UPAA)

Distinguished Alumni in Science and Technology, and the UP College of Engineering has named him one of the "l 00 Outstanding Alumni Engineers of the Century" during the Centennial celebration of the University of the Philippines in 2010.

Before joining the government service, Secretary Montejo was president of several engineering related firms along with the more recent ecotourism-related company.

He has reshaped DOST policies that now define its focus and development programs to address Pressing National Problems, Development of Appropriate Technologies to Create Growth in the Countryside, Improvement of Industry Competitiveness, Enhancement of Delivery of Government and Social Services, and to Build and Enhance Capacity in Emerging Technologies.

DR. EDUARDO ((Ned,, L. ROBERTO Research Fellow and Director, Social Weather Stations

Dr. Ned Roberto is currently research fellow and director of the Social Weather Stations and speaker of Salt and Light Ventures, Inc. Dr. Roberto is also a research mentor to the De La Salle School of Business full time professors. He teaches marketing research at the M.E. Program of Ateneo, Rockwell Campus. He teaches social marketing and social marketing research at the ABS-CBN Bayan Academy and Development Academy of the Philippines.

Dr. Roberto is the author of 14 bestselling and well-researched marketing, marketing research, and social marketing books including Social Marketing (translated into 7 languages) with Philip Kotler, User-Friendly Marketing

Research , Segmenting, How to Change the World: A Manual for Social Marketers, and Quick-but-Clean Social Marketing Research (A companion book to How to Change the World).

Dr. Roberto has done extensive consultancy and mentoring work region-wide for national and t ransnational corporations and multinational agencies. In the Philippines, he has been consultant and mentor fo r marketing planning, product management and marketing research to practically all the leading multinational corporations in tbe consumer goods, pharmaceutical, household products, beverage, cosmetics, and processed foo<l, banking, advertising, and airline industries. Profiles of Plenary Speahers National Scientist Raul V. Fabella National Scientist Fa bell a is the former Dean of the UP School of Economics and Executive Director of the Philippine Center for Economic Development. He was conferred National Scient ist by the President of the Philippines in 2011 for his groundbreaking and pioneering works on novel analytic constructs that proved to be useful for problems in economics. He was recognized for his introduction of the subsymmetric sets, which extended the reach of the celebrated Nash bargaining solution to more egalitarian (Rawlsian) grounds. He also proposed the Olson Ratio, which enriches the rent-seeking paradigm that derived and applied the Debt-Adjusted Real Exchange Rate, which enlarges the pool of relevant indicators for exchange rate policy. NS Fabella obtained his Ph.B. Philosophy at the Seminario Recoletos (1970) and his M.A. in Economics at the University of the Philippines, Diliman (1975). He was awarded his Ph.D. in Economics by Yale University in 1982.

Academician Ruben L. Villareal Academician Villareal, former professor of horticulture at the University of the Philippines Los Banos, is a multi-awarded scientist. He has more than forty-five years of e:x.-perience in vegetable research and development which have been conducted not only in the Philippines but also in Southeast Asia, the United States and Taiwan where he worked as a plant breeder at the Asian Vegetable Research and Development Center (AVRDC) from 1972 to 1981. He obtained his PhD in horticulture from the Rutgers­The State University in 1966. He was dean of the College of Agriculture ( 1985-1993) and chancellor of the University of the Philippines Los Bafios (1993-1999). After retirement from the University, he became the Director of SEARCA until 2002. He published four books (as author and co-author) and close to 200 papers in prestigious scientific journals and technical publications. He presented his works in at least 50 conferences /symposia in the Philippines and in other countries and served as focal person to numerous NAST PA 2020 Consultations, Industry Strategic Plans and Roundtable Discussions (RTD). At present, he chairs the NAST Agricultural Sciences Division and Agricultural Scientific Technical Committee of the Scientific Career System, DOST.

Dr. Marie Antonette J. Menez, OYS 1994 Dr. Mefiez is a Professor 12 at and Director of the Marine Science Institute, University of the Philipp ines Diliman. She finished her PhD in Biological Sciences in 1991 at the University of Rhode Island, Kingston Rhode Island, USA. Her field of research & interest include: invertebrate biology, larval ecology and recruitment, benthic ecology, population genetics for basic research; and culture and fisheries management of high-value marine invertebrates, stock restoration, community-based coastal resource management, environmental governance for applied research and development work. She has 27 scientific publications in ISi journals, 35 in non-ISI and local and international scientific symposia proceedings, 17 book chapters, 7 training manuals on various topics such as topics: invertebrate biology, marine ecology and population genet ics, fisheries resource and management and stock enhancement, coastal and marine environmental governance. She is a recipient of various national and university awards and recognition.

Academician Fabian M. Dayrit Academician Dayrit is a full Professor at the Department of Chemistry and Dean of the School of Science and Engineering, Ateneo de Manila University. He obtained his Ph.D. in Chemistry from Princeton University in 1981 with a specialization in Organometallic Chemistry. His current research interests revolve around the chemistry of virgin coconut oil, medicinal plants, and microalgae. He is currently chair of the Science Education Graduate Scholarship Program of CHED and the National Science Consortium under DOST-SE!. He is also chair of the Technical Panel for Nanotechnology under DOST­PCIEERD. In 1993, he was selected as a TOYM awardee for Chemistry. He received the Achievement Award in Chemistry Education by the Philippine Federatioh of Chemistry Societies in 1995, the Achievement Award in the Chemical Sciences by the National Research Council of the Philippines in 2002, and two awards for outstanding research papers from NAST in 1995 and 2007. In July 2009, Dr. Dayrit was elected as an Academician of the National Academy of Science of Technology.

Dr. Iris Ann G. Martinez Dr. Martinez is an Associate Professor and currently the Chair of the Department of Industrial Engineering and Operations Research of the University of the Philippines Dillman. She obtained her Ph.D. in Mechanical Engineering from the University of Tokyo as scholar of the Japan Society for the Promotion of Science (JSPS). Her main research interest is in Production and Service Systems Planning, specifically advocating Culture of Manufacturing. She has studied the process planning and operational planning practices of Japanese, Taiwanese and Korean machine tool industries. She has written more than 20 papers in peer-reviewed journals and conference proceedings and one chapter in the book Theory and Practices of Manufacturing Culture. In 2012, her book entitled "Rational Technology Transfer Methodology: by the Iterative Analysis and Synthesis of Technology Components" was published. Dr. Martinez is the co-editor of the Philippine Journal for Operations Research (PJOR) and editor of the Journal of the Philippine Institute of Industrial Engineers (JPIIE) and the Philippine Journal on Innovation and Entrepreneurship (PJIE).

Dr. Ma. Teresita S. Cucueco Dr. Cuctleco graduated BS Biology in the University of the Philippines, Dillman and finished her degree in Medicine at the De La Salle Health Science Institute (Dasmarinas Cavite). She holds a Masters Degree in Occupational Health (MOH) from the University of the Philippines College of Public Health. She has postgraduate academic units in Occupational Health and Safety from the University of Minnesota, Minneapolis, USA. Dr. Cucueco has a vast eA-perience in the government foctlsed in the area of Occupational Health and Safety. She has served at the Department of Labor and Employment­Occupational Safety and Health Center (DOLE-OSHC) since 1988 where she is currently the Executive Director. Prior to her post at the OSHC, she was a Resident Physician in Pulmonary Medicine at the Veterans Memorial Medical Center from 1987 to 1988. Dr. Cucueco is a Fellow in Occupational Medicine awarded by the Philippine College of Occupational Medicine (PCOM) in 1997. She is married with three children.

Profiles of Technical Session Speabers Mr. Rainier I. Manalo As wildlife biologist, Mr. ManahJ works as Crocodile Farm Manager M the Coral Agri­Venture Farms Inc. in Capas, Tarlac. He also serves as the head of the Crocodile Research and Conservation Program of the Crocodylus Porosus Philippines Inc., a non-government organization of the SL\'. legitimate crocodile farmers in the Philippines. He is responsible for the development and implementation of crocodile management programs to re-establish viable wild population of the two species of threatened crocodiles in the Philippines. He was a recipient of the prestigious Durrell Endangered Species Management Graduate Course of the University of Kent, Canterbury, England in 2003 with concentrations on breeding and conservation of endangered species. In 2005, he was appointed and became an active member of the Crocodile Specialist Group ( CSG) of the International Unjon for the Conservation of Nature-Species Survival Commission (IUCN-SSC). He finished his MS in Marine Biology from the Western Philippines University, Palawan in 2009.

Prof. Loida E. Mojica LoidaE. Mojica is an Associate Professor of Agribusiness at the Department of Agribusiness Management and Entrepreneurship, College of Economics and Management of U. P. Los Banos. She holds a degree of Master of Management, major in Agribusiness Management. Her research interests are on agribusiness commodities and agro-industries. She was involved in various research activities and projects in agribusiness, the latest of which is on Good Agricultural Practices in the Philippines which was funded by the SEARCA Seed Fund for Strategic Research and Training (SFRT) Program. She also served either as consultant, researcher or lecturer in local and international institutions in Vietnam and Laos. She was visiting associate professor in Jember University in Indonesia and at the Tokyo University of Agriculture in Japan. Currently, as associate professor and chair in the department, she is teaching agribusiness and marketing management.

Dr. Aaron Joseph L. Villaraza Dr. Villaraza is currently an Associate Professor of the Institute of Chemistry of the University of the Philippines Diliman. He completed his PhD in Chemistry in 2008 at the School of Chemistry of Manchester University, working on the synthesis of heteropolymetallic lanthanide complexes for in vivo biological imaging. He was awarded a Cancer Research Training Fellowship at the National Cancer Institute of the National Institutes of Health in Bethesda, Maryland, USA. In 2010 he received his current faculty appointment at the University of the Philippines Diliman and teaches courses in Introductory and Advanced Inorganic Chemistry. Since 2010, in addition to teaching he has also spent several months abroad in the Departments of Biology and Pharmacy of the University of Utah working on fluorescent marine snail toxins, and more recently, as a Visiting Academic at Oxford University's Chemistry Researd1 Laboratory, working on the synthesis of neuroactive bacterial secondary metabolites and their lanthanide conjugates. Dr. Villaraza helps out with the management of the new Nuclear Magnetic Resonance (NMR) facility of UP Diliman, and serves as coordinator for a General Chemistry course. He also co-manages the PMS-ICBG research program, a drug discovery program from marine sources funded by the US NIH-FIRCA.

Dr. Allan N. Soriano, OYS 2011 Dr. Soriano, Professor at the Mapua Institute of Technology, finished his doctorate degree in a record of 2 1h years at the Chung Yuan Christian University (CYCU) in Taiwan in 2007. In CYCU, he also continued his quest of knowledge as he worked as a Post-doctoral Fellows for 14 months right after his Ph.D. graduation. His research interests covered the following: ( 1) carbon dioxide absorption using various absorbents (such as alkanolamines, ionic liquids, and deep eutectic solvents); measurement of properties (thermophysical, kinetics, and transport) and development of correlations (mathematical and theoretical models); (2) property measurement and correlation development of specialty chemicals; and (3) mathematical modeling of chemical and environmental engineering processes and statistical and thermodynamic analysis of industrial systems. To date he has published more than 50 articles published in local and international (mostly SCI) journals and received three (3) national awards and two (2) international awards

Dr. Francisco S. Chung Jr. Dr. Chung is currently the Scientific Officer at the CeUular Therapeutics Lab, Stem Cell Unit, Makati Medical Center. He was an Associate Professor at the Department of Biochemistry and Moleular Biology, College of MedJcine, University of the Philippines Manila. He earned his PhD in Pathology and Molecular Medicine at Aukland University in New Zealand in 2005 and further pursued his post doctoral fellowship at the Department of Pharaceutics, University of Washington, USA from 2004-2006. He was the Project Coordinator who performed PET and Magnetic Resonance Imaging (MRI) studies in pregnant non-human primates and participated in Pharmacokinetic studies using nonhuman primate model. Dr. Chung took another post doctoral fellowship at Translational Research Laboratory, Peter Maccallum Cancer Institute Melbourne, Australia from 2007 to 2008. He is a member of the International Society of Cellular Therapy and Society for Neuroscience.

Dr. Marita V. Tolentino-Reyes Dr. Reyes is a Clinical Professor at the Department of Biochemistry and Molecular Bioloy, College of Medicine, University of the Philippines. She chairs the Department of Science and Science and Technology (DOST) Philippine Council for Advanced Science and Technology Research and Development (PCASTRD) Biotechnology Technical Panel since 1992 and DOST Philippine Council for Health Research and Development (PCHRD) National Ethics Committee since 1997. She also co-chairs the Philippine Health Research Ethics Board since July 2010. In 2012, she was awarded the Dr. So1ita F. Camara-Besa Most Distinguished Faculty Award, UP College of Medicine, during the University of the Philippines Medical Alumni Homecoming Gala Night at Makati ShangriLa.

Profiles of Moderators Academician Rodel D. Lasco Academician Lasco is the Philippines Coordinator of the World Agroforestry Centre (ICRAF) since April 2004, a center devoted to promoting "tree on farms" and also a scientific dfrector of the OML Center. His work has focusea on issues related to natural resources conservation, climate change and land degradation. He is an author of several reports of the IPCC, the 2007 co-winner of the Nobel Peace Prize.He has over 80 technical publications in national and international journals dealing with the various aspects of natural resources conservation and environmental management.

Academician Aura C. Matias Academician Matias is currently the Dean of the University of the Philippines Dilfrnan College of Engineering and Executive Director of the National Engineering Center. She is a highly respected member of the academe, a prolific researcher, author and resource speaker on engineering education, sustainable development, and environmental management. She has been involved in research and extension projects of several manufacturing, banking and management companies specializing in human factors engineering or ergonomics. She was elected Academician by the NAST Philippines in 2011 and was chosen as one of the 100 Outstanding Engineers of the Century by the UP Alumni Engineers in 2010.

Rola Academician Rola is a Professor at the College of Public Affairs and Developmeht, Uni­versity of the Philippines Los Bafios, where she teaches Policy Analysis, Data Analysis and other quantitative methods courses. Her research interests are in the areas of food and water security, climate adaptation in agriculture, and policy support to sustainable agricul­ture. She finished her BS in Statistics trom the University of the Philippines Dillman; MS in Agricultural Economics from the University of the Philippines Los Banos; and PhD in

~--•rilll' Agricultural and Resource Economics from the University of Wisconsin-Madison, USA. Slie was elected member of the National Academy of Science and Technology (NAST), Philippines in 2011.

Academician Asuncion K. Raymundo Academician Raymundo is currently a Professor Emeritus at the University of the Philippines Los Banos (UPLB). She was a former director of the Institute of Biological Sciences and Dean of the College of Arts and Sciences, UPLB. A pioneer in microbial genetics and biotechnology in the Philippines, Academician Raymundo was an assiduous researcher in these areas. She continues to do research that is now focused in the field of bioremediation and microbial diversity on extreme environments in collaboration with her graduate students.

Academician Fernando P. Siringan Academician Siringan is currently a Professor at the Marine Science Institute of the University of the Philippines in Diliman. He obtained his BS and MS degrees in Geology in UP and his PhD degree at Rice University in Texas. A major thrust of his research is deciphering environmental changes and their drivers at geologic to historical time­scales. The need to w1derstand coastal floocUng and erosion, harmful algal blooms, and degradation of coral reefs got him involved in groundwater research.

Academician Michael L. Tan Academician Tan is is the Dean of the College of Social Sciences and Philosophy at UP Diliman. Dr. Lawrence G. Dacuycuy, OYS 2009 Dr. Dacuycuy is currently the bean of the School of Economics, De La Salle University. He is an excellent economist who was recognized by the NAST Philippines in 2009 for his outstanding research studies in the field of labor economics particularly in the econometric measurement of wage outcomes and inequality using more advanced econometric methodologies like semiparametric and nonparametric econometrics. His

Dr. Marcos B. Valdez Jr., OYS 2012 Dr. Valdez is actively involved in researches related to biomedicine, agriculture and public health. He pioneered studies of quantitative determination of drug residues in the Philippines frorn meat products in collaboration with the Food Development Center. He is involved in biomedical researches, emp1oying his expertise in anima1 models at the National Institute of Health-University of foe Philippines Manila. Dr. Valdez received his PhD in Agricultural Science from Nagoya University, majoring in genetics ofavian species. He was awarded by the NAST Philippines one of the 2012 Outstanding Young Scientists of the Philippines in the field of Animal Genetics and as 2012 Talent Search for Young Scientist of the Philippines.

Dr. Bernard John V. Tongol, OYS 2012 Dr. Tongol is currently an Associate Professor of the Department of Chemistry, Co1lege of Science and the Graduate School and a resident researd1er of the Research Center for the Natural and Applied Sciences of the University of Santo Tomas. NAST Philippines named him one of the 2012 Outstanding Young Scientists in the field of Engineering-Applied Chemistry in recognition of his outstanding contributions in the field of electrochemical surface science. He obtained his Ph.D. Engineering, major in Applied Chemistry from Tohoku University, Japan, in 2007 with a scholarship grant from the Japan Government (Mon bukagakusho).

Dr. Eva Marie Cutiongco-Dela Paz, OYS 2002 Dr. Dela Paz is currently the Director of the Institute of Human Genetics and Research Associate Professor1 National Institutes of Health, UP Manila. She was an awardee of the NAST Philippines Outstanding Young Scientists in 2002. She was recognized for her significant work in the field of medical genetics especially in her research on the applications of molecular genetics technique to characterize mutations in genes responsible for disease causation among Filipinos that can help establish epidemiologic data for our population.

His researches are focused on watershed characterization, vulnerability assessment, and management, development of basic early warning system on floocling, cHmate d1ange vulnerability and adaptation assessment, and establishment and management of fuelwood plantation. He developed a simulation method in determining water balance fluxes in response to climate change which can serve as baseline information for mitigating the effects of climate change.

In recognition of her significant contributions to the field of crop biotechnology concentrating on molecular mapping, map-based gene discovery, varietal fingerprinting, line purity and hybridity testing, molecular confirmation and characterization of transgenic crops, diversity analysis, and marker-assisted selection in the breeding programs of several Philippine crops including corn, mungbean, banana, sugarcane, tomato, papaya, and eggplant. Her works on the molecular mapping of genes resistant to bacterial stalk rot of corn, downy mildew of corn and Cercospora leaf spot of mungbean have contributed to understanding the genetics of plant resistance and to the design of efficient and effective strategies for breeding for resistance to these diseases.

In recognition of his outstanding contributions to coral reef studies, especially on fish larval connectivity in marine reserve networks in the Bohol Sea and in other areas in the Philippines, which have significant impact on food security in the face of marine resource overexploitation that tends to be exacerbated by climate change. His peer-reviewed articles in scientific journals contributed technical and scientific knowledge to two important, widely-used reference books on coral reefs, namely the "Kalayaan Islands: Our Natural Heritage" and the "Reefs at Risk in Southeast Asia~' His peer-reviewed researd1 articles on coral reefs and reef fishes published in international journals have been extensively referred to and cited by many authors, indicating the importance of these papers in coral reef and reef fish research and conservation, not only in the Philippines but also in other places in the world.

VASCULAR FLORA OF MOUNT MAKILING AND VICINITY (LUZON, PHILIPPINES) PART 4. Parts l, 2 and 3 of the "Vascular Flora of Mount Makiling and Vicinity (Luzon: Philippines)" were published in 1983, 2006 and 2009, respectively. For the historical and botanical background of this particular work by the Late Prof. Juan V. Pancho, the readers are referred to the Introductory part of Part 1 (Pancho 1983b), Pa1t2 (Pancho &Gruezo 2006) and Part 3 (Pancho &Gruezo 2009). This Part 4 of the Vascular Flora of Mt. Makiling covers 306 species, 6 subspecies, 8 varieties and 1 form, distributed in 178 genera and 21 families. With the publication of Part 4, the treatment for the Spermatophytes (Seed Plants) of Mount Makiling and vicinity comes to a completion and among the pages of this treatise, 23 changes in taxonomic and nomenclatural status were validly and effectively accomplished [i.e. 1 in Part 2, 13 in Part 3 and 9 in Part 4, (this work)]. Parts 2, 3, & 4 of the Vascular Flora of Mt. Makiling and Vicinity are published by NAST Philippines.

MILLENNIUM DEVELOPMENT GOALS AND BEYOND: ARE WE MAKING PROGRESS? VOLUME2. 1n2010,

- -..-.. NAST Philippines hosted the 32nd Annual Scientific Meeting with the theme Millennium Development Goals and Beyond: Are We Making Progress? The ASM presented the assessments made by NAST of the country's progress in achieving the Millenniwn Development Goals (MDGs) that are set by the United Nations in the year 2000 to be achieved in year 2015. The Philippine's commitment to the MDGs provided an opportunity for NAST, in partnership with individuals and units in implementing government agencies, to play an independent but collaborative role in monitoring progress toward the MDG achievements.

Through a series of roundtable discussions, the Academy examined and discussed critical issues and concerns pertaining to the eight MDGs. This publication is a compilation of papers presented during the pre-ASM RTDs. Thorough assessment of the country's population and economy; poverty and hunger; primary education; early child mortality and maternal health; HJV-AIDS, malaria, and other diseases incidence; environment; and gender equality and women were discussed in this publication.

Philippine Water 2050

Philippine Water 2050 was the theme of the 34th Annual Scientific Meeting (ASM) of the National Academy of Science and Technology, Philippines (NAST PHL), primary adviser to the Philippine government on S & T related matters held on July 11-12, 2012 at the Manila Hotel. The 34th ASM aimed to provide analyses and science-based solutions/policy recommendations to the government, the private sector and society at large on the modernization and improvement of water sources and delivery for domestic, agricultural, industrial and other uses, and the sustainable development of Philippine water resources.

The Honorable Rogelio L. Singson, .Secretary of the Department of Public Works and Highways (DPWH) and the country's appointed Water Czar keynoted the event. He recognized the importance of science and technology in solving the water problems of the country. He presented the master plan developed by a team of experts for the improvement of the country's water sector that would hopefully optimize the country's water resources.

Experts shared their insights and experiences in the seven plenary sessions of the meeting. In Plenary Session 1, Acd. Fernando P. Siringan discussed The Country's Water Resources by 2050. Acd. Radel D. Lasco, on the other hand, talked about Agricultural Water Sources, Supply and Control: Issues and Concerns for Plenary Session 2. This was followed by Plenary Session 3, Water Supply and Sewerage Plans, Drainage and Flood Control delivered by Acd. Leonardo Q. Liongson. During Plenary Session 4, Dr. Erle S. Castillo discussed Water: Health and Safety Issues. In Plenary Session 5, Acd. Ernesto J. Del Rosario talked about Purification and Quality of Drinking Water: Issues and Concerns. Acd. Rhodora V. Azanza in Plenary Session 6 discussed Ecology and Biodiversity of Major Inland Bodies of Water: Challenges and Opportunities. In Plenary Session 7, Acd. Agnes C. Rola led the discussion on the topic Towards Good Water Governance in the Philippines.

The 34th ASM was organized by the Academy with the assistance from donors and sponsors. More than 700 scientists and researchers from key institutions and agencies attended the event. The organization of the 34th ASM was led by the Biological Sciences Division of NAST with Acd. Emil Q. Javier as chair and Acd. Guillermo Q. Tabios III of the Engineering Sciences and Technology Division as co-chair.

Part of the two-day program featured the Investiture of the new Academicians and the recognition ceremonies for the following awards: , Outstanding Young Scientist ( OYS), TWAS Prize for Young Scientists in the Philippines, NAST Talent Search for Young Scientists, Outstanding Scientific Papers, Outstanding Books and Monographs, NAST-Hugh Greenwood Environmental Science Award, and NAST-LELEDFI Award for Outstanding Research in Tropical Medicine.

The resulting recommendations of this yeaes Annual Scientific Meeting were summarized into resolutions, which were presented by NAST President Acd. Emil Q. Javier to DOST Secretary Engr. Mario G. Montejo through Undersecretary Fortunato T. Dela Pefia. The Academy trusts that the results of the 34th ASM will be favorably considered by the current administration as a guide to assist the concerned departments and agencies in preparing and implementing the roadmap for the water sector.

The 34th ASM was preceded by a series of roundtable discussions during which the Academy examined and discussed critical issues and concerns about water that went beyond the need for access to clean, safe water for domestic consumption . Topics discussed during the RTDs were water-related needs relevant to (1) health and sanitation including sewerage and septage management, (2) foo d security and livelihoods, irrigation and drainage for agriculture and fisheries, (3) protection and management of watersheds and coastal seas for conservation of biodiversity and ecological sustainability, (4) for disaster mitigation i.e. drainage and flood control, and (5) energy security i.e. hydro-power generation. TI1e outcomes of these RTDs were presented and discussed in the 34th ASM Plenary Sessions.

It is corn posed of the Secretaries of the Depart-1 ments of Science and Technology, Agriculture, Health, Environ-: ment and Natural Resources, Foreign Affairs, Trade and lndus-1try, and Interior and Local Government, with the DOST Secre-1 tary as the permanent Chair. It also has members from the sci-1 entific and research corn mtrnity, consu mer and industry I groups, and the civil society. I

: The NCBP was established in 1990 through Executive Order I No. 430 as the lead body t hat shall oversee compliance with I biosafety policies and guidelines of al l institutions engaged in I modern biotechnology. In 2006, the NCBP was strengthened I by virtue of Executive Order No. 514 (E.O. 514) and was man­: dated to be the overarching body that will implement the Na-1tional Biosafety Framevvork. Pursuant to its mandates, the I NCBP is conferred with key functions under existing laws that I enables development of biosafety policies and coherent scien­ltific, t echnical and procedural standards significant to achiev­: ing decisions that promote and ensure biosafety in the coun-1t1y.

By virtue of E.O. 514, the DOST created its biosafety cornrnittee (DOST-BC) to take the lead in ensurin9 t hat biosafety policies, measures, guidelines and decisions are made on the basis of sci­entific Information that is of the highest quality, rnulti­disciplinary, peer-reviewed, and consistent with international standards. The DOST-BC is mandated to handle applications of GMOs under containment, i.e. laborato1y, screenhouse, glass­house, greenhouse, in sectary and confined test

Biosafety Clearing-House of the Philippines

The Cartagena Protocol on Biosafety, as stated in its Article 20, has set grounds for establishing the Biosafety Clearing­House (BCH) to faci litate its implementation across coun­tries. The BCH is a knowledge and information exchange tool that contains pe1tinent biosafety-related information and functions as a platform to discuss and share experi­ences of countries in implementing the Protocol.

Being a signatory to the Protocol, the Philippines had set up in 2008 its own BCH which was later popularized with the brand "BCH Pilipinas·. The BCH Pilipinas serves as a 'one-stop shop' where users can easily search and retrieve biosafely-related information in the Philippines. It further forges collaboration among regulatory agencies and their partners in extending information services tor the benefit of public and private research institutions, civil sodety organi­zations, and other stakeholders.

Information available in t he BCH Pilipinas includes pertinent laws and regulations governing GMOs, country decisions on GMOs used for food, feed, and processing, risk assess­ments and links to existing biosafety-related websites and databases of agencies and institutions engaged in modern biotechnology and biosafety.
