MDMP is a crucial step that involves the commander’s staff working with higher and lower commands to define the mission, its variables, the situation involved and how to measure mission effectiveness before a plan or order is produced. This is the sixth iteration of Gema Bhakti which is also a culminating event for three State Partnership Program (SPP) Subject Matter Expert Exchanges (SMEEs) held between the Hawaii National Guard and the TNI throughout 2018. The theme of this year’s exercise was interoperability, and every action taken had interoperability at its core. For example, each staff team was comprised of a mix of TNI and U.S. personnel. During the nine-day staff exercise in Jakarta, Indonesia, U.S. Active Duty Soldiers, Sailors, Marines and Airmen from units throughout the U.S. Indo- Pacific Area of Command along with Airmen from the Missouri Air National Guard and Hawaii National Guard Soldiers and Airmen, worked with their counterparts in the TNI. This is the sixth iteration of Gema Bhakti which is also a culminating event for three State Partnership Program (SPP) Subject Matter Expert Exchanges (SMEEs) held between the Hawaii National Guard and the TNI throughout 2018. order are accomplished in an orderly manner that is logical and analytical. Priorities are set, limitations recognized and acknowledged, rules of engagement are established all through the efforts of each staff section working with their partnered military counterpart.

"MDMP is a process that supports all military decisions in taking assessments and actions from deliberate to abbreviated planning," said Lt. Col. Gita Muharam, TNI Naval Officer.

Gema Bhakti is a key feature of the U.S. National Guard’s SPP. The Hawaii National Guard and Indonesia have a long-standing relationship in the partnership program. The goal of the SPP is to link a State’s National Guard with the armed forces or equivalent of a partner country in a cooperative, mutually beneficial relationship. Through the SPP, the HING and the TNI have had three SMEEs and three planning conferences in 2018, all culminating in Gema Bhakti.

This year’s Gema Bhakti took the form of a joint staff planning exercise and had four distinct phases: academic lecture, mission analysis, and COA development finishing with scenario role play. Each of the planned initiatives against a fictional enemy in a fictional country are

played out to their conclusion. During the lecture portion, all the participants from each force and nation received information on the MDMP, MNF-SOP, and other topics like Information Operations and COA development. The lectures were directly followed by MA phase where the participants were paired with a military member from the partner nation to form a staff section. Once the all the staff sections and special operational staffs where formed, these partnerships remained throughout the exercise. Each staff section was responsible to then perform a detailed MA on the Gema Bhakti scenario and present it to the command staff. The COA phase followed a similar format to the MA. A large premium was placed on gathering information about the fictional scenario then presenting key points to higher leadership.

"Identifying the problem we are trying to solve is the first stage," said U.S. Navy Lt. Allan Thorson. "At one of the lectures yesterday, we discussed Albert Einstein and his quote about how if he had an hour to solve a problem he would spend 55 minutes gathering information and the last

five solving the problem. A majority of the exercise we were dedicated to defining the problem then exploring the COA’s to solve it."

Gema Bhakti is a joint multinational exercise and with service members from each of the U.S. and Indonesian military branches

participating, there was a predictable pattern of storming, forming and performing once the staff sections were established. As the environment went from a chaotic den

of questions, to detailed and well thought-out analysis, relationships were formed and allies established.

"I am learning a little of the language due to a little language barrier," stated Lt. Col. Brandon Torres, Hawaii National Guard. "We are both meeting in somewhere in-between, it is teaching me a lot and it is going both ways. I believe that if we come in cold to a conflict we will not be as successful than if we practice more."

Due to the complex nature of the scenario and exposure to different ways of operating, each Gema Bhakti participant was pushed out of their comfort zone and provided with an opportunity to grow

professionally.

"From the lower enlisted perspective, Gema Bhakti has been great," said Sgt. Randolph Burns, Hawaii National Guard. "I get to experience such a high level of thinking and witness cooperation between officers from U.S. and Indonesia. I have some joint experience but not the point where there are Navy, Army, Marines, and Air Force from two different nations. It has been an eye opening experience."

The Gema Bhakti scenario this year was a complex military action with combat, humanitarian, and logistical facets. This complexity provided opportunity for the multinational joint staff to dig deep for solutions to each variable that presented itself. The final phase resembled a large and complex role playing game and was taken just as seriously. While this was a fictional scenario it provided real word benefits for each of the countries involved.

"As far as real world staff level planing, it is so important that we make decisions quickly," said Maj. Sarah Stevenson, Missouri Air National Guard. "It is for the safety of our own forces. It is for a more successful plan overall. The quicker and better we can make decisions the more successful we will be in the long run."

When the Kilauea volcano erupted on Hawaii’s Big Island, members of the 297th Air Traffic Control Squadron, Hawaii Air National Guard, were just getting home from a seven-month deployment that sent them to Al Asad Airbase, Al Anbar Province, Iraq.

On the day before he was supposed to return to work Air National Guard Maj. Irving Bicoy, 297th Air Traffic Control Squadron commander, received a call that he was to put a team of air traffic controllers together for a deployment to Hilo,

Hawaii to support Operation Ho’opalekana. In less than 24 hours, Bicoy was able to gather a team of five people to deploy to Hawaii’s Big Island to support the mission.

“Most of us have been away from our families for seven months,” said Bicoy. “It was the first day back to work for me and most of the technicians after our reconstitution time and that was the day that we were activated.”

The team deployed to Hilo to support Hawaii County Civil Defense, specifically

the Hawaii County Fire Department in the management of aircraft entering and exiting the area under a temporary flight restriction.

“We are providing a temporary flight restriction service,” explained Bicoy. “We are monitoring the entry and exit of aircraft into and out of the TFR and providing deconfliction to all aircraft operating in the temporary flight restriction area.”

Staff Sgt. Skyler Ross, air traffic control specialist assigned to the 297th

Air Traffic Control Squadronexplained that they are also assisting the fire department in making the operation a sustainable one until their services are no longer needed.

“The fire department had a very good reaction to the emergency, but they didn’t have the sustainability planset up”, explained Ross. “We have a very good sustainability plan doing this on a daily basis and always consistently reacting.”

Working in such a dynamic environment with so many moving parts safety is always a priority for everyone involved. Bicoy’s team had to ensure that there was a common practice between all involved parties when they hit the ground.

“The biggest thing is that we developed safe procedures, when we hit the ground running there were no procedures in place so we were able to get a memorandum of understanding between the Hawaii Civil Defense and the users of the TFR,(temporary flight restriction)” said Bicoy. “By getting everyone on the same page and developing common procedures and getting out to the community we were able to make a safer operation.”

Traditionally, annual training is two weeks, but Soldiers have been engaged with additional deployment training from August 4-24, 2018. Some of the training includes: land navigation, weapons qualification on the M4 rifle and M9 pistol, combat lifesaver skills, physical fitness training and multiple Kosovo culture briefs.

“It’s a little different, it is a twenty one day annual training, it’s a little longer than expected,” said 1st Sgt. Brandon Kumalae of the 29th IBCT. “We are doing specialized weapons training with M9 pistols, not something that everyday Soldiers carry around, and in depth weapons qualifications for the M4 rifle and other specific types of training for Kosovo.”

Although most Soldiers participating in this mission were previously deployed, this is the first deployment for some Soldiers with the 29th IBCT. Spc. Rhodger Savella, a unit supply specialist with the 29th IBCT and a graduate of the Hawaii Army National Guard Youth Challenge Academy, assists in coordinating logistics for the brigade as well as participating in Army warrior tasks during his first annual training.

“The annual training has helped me to be more confident when I get down range and has allowed me to apply my MOS training and take it to the next level during this brigade deployment process,” said Savella.

Another Soldier deploying for first time is Pfc. Alexys Puana, an air defense battle management systems operator, who is also

participating in her first annual training. The Pearl City high school graduate is an only child, but this will not be her first-time away from home. She has comfort in knowing she can video chat with her family while overseas.

“I feel the training I am receiving during AT will help me better understand what my role and responsibilities will be when I get in country, “ said Puana.

When asked what they will miss most about Hawaii, both Savella and Puana said they would miss their families, the weather, and the food, but both are excited and looking forward to serving their country, encountering snow for the first time, and having new experiences.

The purpose of the KFOR mission is to contribute to a safe and secure environment, support the international humanitarian effort, and the development of a stable, democratic, multi-ethnic and peaceful Kosovo, and support the development of the Kosovo Security Force.

Training has been carefully planned and made to mimic real life situations that Soldiers may encounter while deployed. The goal is to engage every Soldier in practical simulations and give feedback on what went well and how they could improve.

“We are ready to go tomorrow,” said Kumalae. “I am very confident that we are ready to deploy and ready to do our mission.”

Controllers ContinuedWhile always keeping safety in mind the task force also realizes that there is a need to be flexible to many factors and adapt to an ever changing environment in Hawaii County.

“We redefined the TFR because when we first came here it was just a five-mile circle that focused on the Leilani Estates area, it didn’t encompass the entire area of responsibility,” explained Bicoy. “As the area of responsibility changed, we developed a new TFR that’s more of a polygon shape that encompasses areas that are critical to air commerce.”

“We want to work with the community so we gathered ideas from everyone that was operating in the TFR to develop an air space that was more user friendly for all users,” continued Bicoy. “We shortened the distance from the shoreline which benefits two fold by allowing tour helicopters to take closer pictures and if a helicopter ever got into trouble with weather they could use the shoreline to navigate.”

The National Guard’s mission during Operation Ho’opalekana is to conduct National Guard Domestic Operations and Defense Support to Civil Authorities to save lives, prevent human suffering and allow residents to live their lives the best they can.

“I joined the Hawaii Air National Guard to stay in Hawaii and to protect the land and no matter what the emergency is we are glad to do anything to help,” said Ross. “Being a local boy, everywhere we go whether we’re in uniform or not people recognize that we’re local and we’re here to help and that we’re here to do whatever we can.”

Engineers of the Hawaii Army National Guard have been hard at work since June 7 constructing a community of emergency “micro-shelter” housing units in Pahoa, Hawaii for residents displaced by the on-going Kilauea eruption.

Sometimes working in pouring rain and mud, the soldiers are part of a community effort led by Hope Services Hawaii, a faith-based non-profit organization. The land on which the new community is being built was provided by Sacred Heart Church.

The initial phase of the project will make 20 housing units available to families, many of whom are currently living in evacuation shelters, cars, and tents. In addition to providing the new residents with shelter, the new community will give the families much-needed privacy while simultaneously helping to alleviate demands on evacuation shelters. First priority will go to senior citizens and families with children.

“It’s important to help the people effected by the lava flow, to help the kids at the shelters, the elderly

people,” said Capt. Matthew Driggers, commander of the 230th Engineer Company, which provided 48 soldiers to support the effort. “I take it very personal and want to help out.”

Members of the 230th, which provided much of the skilled labor to construct the homes, have been working side by side with volunteers from local contracting companies and charitable organizations to clear and prepare the land and begin initial construction of the shelters.

Following an early-morning ceremony to bless the project on Saturday, June 9, National Guard soldiers, contractors, and other volunteers descended on the site en masse. By the end of the day, the outer structure and roofs of the micro-shelters were in place. Interior work, such as installing dry wall, will be performed in coming days.

The new community has been dubbed “Sacred Heart Shelter,” and organizers hope to have the new community ready for move-in soon.

With the lava flow on the Big Island impacting the land, air quality, and peoples safety, the Hawaii National Guard was called up to support the Hawai County community. One of those service members was Army Specialist and Rainbow Warrior defensive lineman, Kelly E Padello. -

“It means everything, growing up here. Seeing how beautiful this island is. And seeing the disaster that’s happened. It means a lot to give back to the people and give back to the land,” said Spec. Padello.

As a student-athlete on the University of Hawaii at Manoa, and a soldier in the Hawaii Army National Guard, Padello had to put down his football cleats and pick up his combat boots. He got the phone call to serve his state. But first had to make a phone call to head coach Nick Rolovich and tell him he was headed to the big island.

“KK has always communicated very well about his responsibilities,” said Coach Rolovich. “Balancing them with UH, school, football and the National Guard, and then he called me a few weeks ago and said, ‘hey I’m gonna probably miss some of training camp... Because I gotta stay over here and help.’ That’s gonna come first for KK.”

Padello was part of the security and rover team supporting Hawaii county. The Soldiers and Airmen on those teams, work with the Hawaii Police Department to patrol the community and stop looting and other illegal activities. They also helped observe security checkpoints, and monitor air quality levels around areas impacted by lava.

“It’s very sad to see that people that’s been affected by it, but that’s why I signed up,” said SPC Padello. “That’s why I wear this uniform. To serve and protect the people of the state of Hawaii and the United States of America.

“I have tremendous respect for him, and everyone that puts on that uniform,” said Coach Rolovich. “He’s a guy who’s not the biggest guy. Not the fastest guy. But it’s hard for you to pick somebody else out of that 105 that works harder than him.”

Playing football, you can rack up stats and earn trophies. In the military, you can earn certificates and ribbons. But for Padello, helping the community and people of Hawaii, is it’s own reward.

‘To be able to know that you helped out these people,” Said Padello. “It’s not about the awards that you’ll get or the ribbons. It’s just. being able to say that; You signed up for this, you did your job

As a Hawaii island community was inundated with the lava erupting from the Kilauea volcano, the Hawaii National Guard was activated. Calling Soldiers and Airmen to perform the state mission to ensure their residents of Hawaii County are safe and that their property remains secure.

“Task Force Hawaii has been established by the Hawaii National Guard. It’s composed of Airmen and Soldiers from the Army and the Air National Guard. The mission for Task Force Hawaii is mission command of command and control the organizational assets and resources that are on the Big Island, in response to assistance as requested by the County of Hawaii,” stated LT. Col. Shawn Tsuha - Commander Task Force Hawaii “So what we’ve done is we’ve established several teams

that are working with the first responders on The Big Island. One team is the aviation element. They’re working with the Hawaii Fire Department and their aviation element to provide that support as needed. We have two teams on the ground that’s composed of our security team that go out to the neighborhoods in response to request from Hawaii County Police Department in regards to presence patrols, and then we have traffic control points and check points to control the flow in and out of the affected area.”

The security teams provided 24-hour support of communities at specific checkpoints.

“We have about five posts set up,” said Pfc. Mariel Calivoso, security team member. “If people are allowed in, we

let them know what the status is on the inside.”

Command and control is provided at a joint emergency operation center at Keakakha Military Reservation in Hilo where the ever evolving conditions on the ground changed as new volcanic fissures opened each day.

“When it first developed, the Hawaii National Guard, stood up a very small initial response, but over time the incident has grown in scope and in danger in regards to the lava and where the lava is, especially in the Leilani Estates, and then the East Rift Zone,” said Tsuha. “So we’ve had to increase the amount of personnel on the ground and the amount of resources that we have to apply in order to assist the county in their efforts to help the community respond to whatever Pele does and then also hasten the recovery of the community when all of this is done”

A public affairs team was also dispatched to assist Hawaii County authorities with on-site lava coverage and also coordinating media inquiries from international, national and local media outlets.

National Guard Civil Support Teams from Hawaii’s 93rd CST and Arizona’s 91st CST provided around the clock monitoring of sulfur dioxide levels that protected both first responders and residents of Puna.

A team of Hawaii Air National Guard (HIANG) air defense experts traveled to various air bases in the Philippines to conduct subject-matter expert exchanges with the Philippine Air Force (PAF), Aug. 6-14, 2018.

The HIANG has a long standing relationship with the PAF, and for the past six years they have been sharing air defense expertise with the PAF as they undergo enhancements to their air defense capabilities.

This year, the team featured a general officer with over 30 years of experience in air defense.

Maj. Gen. James O. Eifert, who currently serves as the Air National Guard Assistant to the Commander, Pacific Air Forces (PACAF), headlined a team of nine Airmen as they discussed various aspects of the air defense enterprise with their PAF counterparts.

“During high level discussions with Philippine air force Air Defense Command leadership, I was able to communicate my air defense command and control experience in both Pacific Command and U.S. Northern Command,” Eifert said. “I walked them through a few air defense scenarios from my experience in the Operation Noble Eagle mission, which painted the

picture of how they need to think about command and control in defending the Philippine homeland.”

The multifaceted nature of air defense required the team to have a wide range of expertise. Various air force

specialties were represented in the group: from tracking and identification, to communications and air battle management.

“Air defense is a complex enterprise. It requires a very diverse range of skill sets to succeed,” Eifert said. “This HIANG team brought literally over a hundred years of combined experience in the air defense business to this engagement to share their experiences and positively shape the Philippine Air Force’s future.”

According to Eifert, the PAF is on the right track as they proceed with their air defense upgrade efforts.

“They’re motivated, have great young people ready to seize the new capabilities available to them, and have new equipment arriving with great capabilities resident in it,” Eifert said. “They also have strong relations with an experienced ally (U.S.) happy to help.”

The expert exchange was part of the larger National Guard State Partnership Program (SPP). For more than two decades, SPP has been building relationships around the world, linking a state’s National Guard with a partner nation’s military or security forces to foster cooperative and mutually beneficial relations.

This iteration of the engagement - which required months of planning and had been conducted five times previously - was held at various air bases throughout the Philippines allowing for a wide range of interaction with PAF counterparts.

“This particular engagement was absolutely critical in the PAF’s development of their air defense enterprise,” Eifert said. “The timing of this engagement gave us the opportunity to share our lessons learned from decades of air defense experience so the PAF can get theirs right the first time, and hopefully learn from our mistakes.”

In addition to briefings and question and answer sessions, the team toured and surveyed various Philippine Air Force facilities.

The team, headlined by Eifert, included Airmen from the HIANG 169th Air Defense Squadron, 201st Air Operations Group, 204th Air Lift Squadron, and 154th Wing.

“I would like to congratulate the HIANG for offering up their best and brightest Airmen to these encounters with our close allies in the Philippines. Their efforts are helping to make tremendous strides in the PAF’s ability to monitor and defend their borders.” Eifert said.

While stealth technology on Fifth Generation fighter aircraft make it “uncommon” to see on radar, it’s common to see a Fifth-Gen F-22 Raptor take off and land here. What is uncommon to see however, is the pairing of the Raptor with the latest aircraft to join the Fifth-Gen ranks, the F-35 Lightning II, joint strike fighter [JSF].

For a brief period in late July, the two advance fighters could be seen together as the Hawaiian Raptors took to the skies with F-35s assigned to Marine Fighter Attack Squadron 211.

“This training was significant as it marked the first integration with the Marine version of the F-35,” said a pilot with the Hawaiian Raptors. “We previously integrated with F-35s at Hill Air Force Base at home and on the road, but this marked the first integration with ship-based F-35s.”

The JSFs stopped at Joint Base Pearl Harbor-Hickam for training with the Hawaiian Raptors on their way to a regularly scheduled deployment with the Essex Amphibious Ready Group and

13th Marine Expeditionary Unit.

While in Hawaii the stealth fighters practiced fighter integration.

“The training was extremely successful.” a Hawaiian Raptor pilot said. “We flew Fifth-Gen fighter integration sorties outnumbered against a higher-tier threat and all mission objectives were met.”

With the Hawaiian Raptors being a Total Force Integration unit comprised of the Hawaii Air National Guard 199th Fighter Squadron and the active duty 19th Fighter Squadron, integration was already part of the culture.

This latest training took integration another step forward.

“The integration between two fifth-generation platforms was outstanding, and contributed significantly to our readiness training for any future conflicts.” said a Hawaiian Raptors Pilot.

Members of the Hawaii Air National Guard’s 204th Airlift Squadron completed a series of mass-airdrop operations throughout Europe June 4-14, as first-time participants in two multinational exercises.

The team of 51 was comprised of guardsmen and several of active duty Airmen and military civilians from Joint Base Pearl Harbor-Hickam, who flew side-by-side with other airlift units from Air Mobility Command and the NATO Heavy Airlift Wing at Papa Air Base, Hungary, as part of exercises Swift Response 18 (SR18) and Bayonet Strike.

Aircrew, maintenance professionals and an operations support team set up a mobile operations center June 4 at Rammstein Air Base, Germany, for SR18. The exercise focused on high-readiness airborne forces from nine nations to include Israel, and NATO allies; Italy, Latvia, Lithuania, Poland, Portugal, Spain, the United Kingdom and the United States. Approximately 2,300 participants joined in this year’s iteration.

Throughout the exercise, personnel and equipment

were transported on a C-17 Globemaster III, a cargo aircraft capable of rapid delivery of troops and equipment to main operating bases or directly to forward bases in the deployment areas. Deliveries were made through static line jumps, high altitude low opening jumps (HALO), equipment air drops and air-to-land transportation.

Since this is the first time the guardsmen operated outside of PACOM, Maj. Britton Komine, 204th AS pilot and mission planner, said his team faced a new set of challenges, such as adjusting to a foreign airspace along with new languages and cultures.

“This was a great opportunity to build new relationships and fortify the friendships we already have,” said Komine. “Our C-17 community is small, and being able to lean on our partners from Hungary was very helpful. In order for us to do our part and execute, we really had to learn quickly and adapt to our new environment.”

operation, which entailed the guardsmen airdropping armed paratroopers, known as ‚Äòpathfinders,’ from the Portuguese Army Rapid Reaction team and the Italian Army 186th Airborne Regiment Forlgore Brigade. Once landed, the pathfinders set out to survey and secure the designated area. The Hawaiian C-17 also flew an advance echelon (ADVON) team and their equipment to Miroslawiec Air Base, Poland. The team included specialists from various civil engineer and communications career fields, who set up the airfield and paved the way for follow-on forces to come.

Hundreds of U.S. Army soldiers from the 4-319 Airborne Field Artillery Regiment, 173rd Infantry Brigade Combat Team stepped onto the NATO, AMC and Hawaiian aircraft to conduct a joint-forcible entry operation, through static line jumps. The soldiers were joined by members of the Israeli Army, to include the Chief of Staff of Ground Forces, Brig. Gen. Ori Gordin.

“Multinational JFEs provide a realistic, complex, and rewarding training platform for all parties involved‚Äîboth Army and Air Forces,” said Capt. Mike Hank, NATO Heavy Airlift Wing chief pilot. “United States Army Europe truly does a fantastic job in integrating this with their paratroopers across their entire ground tactical plan. From the conferences to the mission planning cells to execution, training alongside our allies and partners creates efficiencies, enhances capabilities, and

ultimately yield better understanding of tactics, techniques, and procedures that promote worldwide readiness‚Äîwhether that be the Pacific or in Europe.”

Several of these flights required aircraft to max out their capacity, which can entail seven large vehicles and a dozen passengers. Komine said the training was invaluable to his fellow aircrew, since it was the first time some individuals had the opportunity to maximize the Globemaster’s payload.

As a final task for SR18, the Hawaii guardsmen carried out air-to-land deliveries to the newly-established base in Poland, in a move called Bravo Echelon. To accomplish this, aircrew from the 204th AS flew four AMC aircraft simultaneously. Vehicles the size of school buses were loaded onto the jets, to include heavy expanded mobility tactical trucks, which are used for the patriot missile system, high-powered radars and more.

Echelon, the guardsmen and C-17 partners relocated to Aviano Air Base, Italy on June 9, to take part in exercise Bayonet Strike, which included more airlift operations with the 173rd Airborne Brigade, the Italian Army 186th Airborne Regiment Forlgore Brigade and a new group of paratroopers from the Spanish Airborne Brigade.

The operation served to fulfill training requirements for aircrew and soldiers,

qualifying them to rapid assemble and deploy virtually anywhere in the European Theater. The Bayonet Strike training culminated with operation Rock Drop, which entailed hundreds of soldiers being dropped onto contested terrain to reshape and dominate the battle-space.

As the training neared its end, the cultural exchange between participants continued. To commemorate their combined accomplishments, the guardsmen hosted a traditional Hawaiian Luau with their Europe-Based counterparts. While the break was short-lived in comparison to their flying schedule, the multi-national teams of Airmen still found time to discuss and contemplate their plans to work together in the future - be it another training exercise or in a battlefield.

“Being stationed in Europe as part of a 12-Nation program that operates C-17’s, our unit was extremely excited to engage in multiple missions with the 204th,” said Hank. “Both of our units integrated as one team through multiple Air Land and Air Drop Operations. Our Dutch, Swedish, Norwegian, Polish, and Romania crew members left the exercise feeling a true sense of “Aloha” and we hope we we’re able to extend that same hospitality to the 204th.”

The Hawaii National Guard is hosting the 2018 Pacific Rim: (CRE) Chemical, Biological, Radiological, Nuclear, Response, Enterprise exercise at its Joint Force Headquarters.
