Whenthe eyntem was Cm inaugurated of bringingCbine-- c cxdicA here as laborers on our planta-tions, the id'-- a was never entertained that a spe-cial law Would be needed for their accommoda-tion, whereby they might be provided with thedrug with which they are so cursed in their owncountry ; but on the contrary laws were enacted,that may now be found in the Civil Code, restrict-ing the imjKjrtation and sale of "opium andother drugs" to duly qualified and licensed phy-sician or surgeon, and the persons thus licensedwere specially prohibited from selling or furnish-ing "opiuin or any preparation thereof, or anyjKjisonoua drug, to any Chinaman or coolie, ex-cept upon the prescription of a physician or Bu-rgeon." This was the law in 1859, some sevenyears after the arrival of the first lot of laborersimported from China. It is now fully apparentthat it would have been vastly better fjr us hadour legislators been content to leave it so. Dotunfortunately, the Solons of 1SC0, not, as we,imagine, from a sentiment of benevolence for thecoolie, deprived of Lis accufetomed drug, but fromthe suggestion that a goodly amount of revenuemight be realized from the duties and licensefees, repealed the whvlesomo prohibitory law,which ordinary vigilance might have enforced,and enacted that three licenses to impiort and sellopium to Chinamen, two for Honolulu and onefor Lahaina, might be granted annually by theMinister of the Interior, at the upset price atauction of $2,000 each license, the licensee giv-ing a bond of one thousand dollars conditionednot to t'' to any person except a Chinaman.Here was wiedoia in tho concrete ! While plan-ning to replenish our coffers by pandering to thevice of the heathen Chinee, we fancied that by asimple provision of law we could effectually cir-cumscribe and limit its effects to him alone. Weall know to-da- y, in some degtec, what have beenthe consequences of the law of 1800. Finan-cially, the government had been the apparentgniner. The natives, to an extent littledreamed of by Ordinary observers, Lave acquiredthe habit from the low class of Chinese, cithernow employed on plantations or whose contractshave expired, and who are scattered from one endof the inland to the other. This habit once es-tablished, is a slavery compared to which that ofthe drunkard's appetite is freedom. Ita victim,unlike the beer or rum drinker, invariably courtsprivacy, and so almost entirely escapes observation.

Under the law of 1SGO, aa we have seen, thelicenses for the sale of opium were restricted toHonolulu and Lahaina, but the latter town Ladonly a brief enjoyment of the privilege, andHonolulu Las been the centre from which thelethargic influence Las gone out over the group.Up to 1SCS, but one license was sold yearly, andthere wa no competition in the trade. This sudden and entire prohibition of a trafficwhich has flourished so long, in an article tohungrily sought after by its consumers and onwhich there is so large a profit on a small cuan-tit- y,

will, it may reasonably be expected, pi vc astrong incentive to smuggling. And herein willhe work on which our police and Custom-hous- eguards can exercise their wits and prove theirvigilance. Uut the most that can posribly bosmuggled will be but a tithe to the quantity ofthe pernicious drug that is now consumed in thecountry.

The loss to the revenue which will be caused bythe abolition of 4his traffic will, it is estimated,be not far from 2o,000 pr annum, and this w illttill further add to the deficit to be anticipatto'from the operation of the reciprocity treaty, tomake up which will be the province of the nextLegislature.

The Keferces bhould eachhave before him a copy of the standard authority,which is usually Webster's L'nabridgcd.

A coRRKsro.vKENT writing from Eaaton, Penn.,communicates ti lings of the Rev. A later date gives an amusing account of a " spelling match," that had just come off, for the benefit ofthe " Easton Relief Society." The two colleges,tae High schools, and theprrsr were all well repre-sented iu the 180 young gents and ladies, who vol-unteered to be beateu on the occasion. The OperaHouse was crowded to overflowing with au tiger au-dience waiting for the fun. It came, thick and fast.Professor Barlow cf Lafayette College acted as peda-gogue, and Dr. Cattcll, President of the same College,awarded the prizes to the three successful combutauts.The prizes were first, a superior gold medal; second,a copy of Webster's UuabriJgud; and third, a beau-tiful copy of Shakespeare's works. Education had bt-e- taken from the church, andthe children sent to Godless schools subject to theciil power. The education cf ;!?e priesthood washtmpereil by arlitary rules, and its members werenow subject to military cc nscription. The inferiorclergy were encouraged to resist their bishops, andmany other things done in derogation cf the autho-rity of the church. In Germany the Vatican decreeshad been distorted, and acts performed pointing di-rectly at the ecclesiastical competence of the Pope.The bishops who had resisted these acts were highlypraised. But he advised prayer to God, againstthese afflictions, who was preparing for them andhim hereafter eternal joys.

Archbishop Bayley of Baltimore speaks highly ofthe selection of Archbishop McCloskey of New Yorkas Cardintl, though there appears to have been somedisappointment that he himself did not receive theappoint inrut, as be'mg the bead of the oldest archdiocese in the United States. He thought the ap-pointment was made without consulting the arch-bishops, perhaps not even the one designated. Butin speaking of tbe new Cardinal be said to some bemight not appear to have that force of characternecessary for a Cardinal, but that his zeal was am-ple He thought tbe Pope might call the new Car-dinal to Rome, w'aich as the United States has nolonger a diplomatic representative in tha'. city, wouldseem to be most desirable, and would be of a greatadvantage in many ways. There is evidently somedisappointment iu Maryland that the Cardinalshipdid not go to that archdiocese.
