Fire Protection NmES 3M Fire Protection Products tic Installation Features Stopping Procedures T he telecommunications cable plant installed in the South Coasr Air Quality Management District (SCAQMD) headquarters has been protected with approved firestop materials and procedureb wherever cables penetrate raed firewalls. Th¡!, firestopping effort included use of new materials and procedures required to satisfy the special needs of fiber optic cabling and protective inner duct and achieve the required two- hour firestop rating. As the air pollution control agency for the four-county region that incorporates Los Angeles, Orange, and Riverside Counties, and portionr, of San Bernadino County, this district air quality management office is the nation’s largest local authority for administering environmental rcoulations. The SCAQMD ch& requires administration of some 45,000 smog permit files containing more than a million pages of information. The six-story SCAQMD building is raed Class IA for fue protection because it incorporates a laboratory with potentially explosive o* hazardous ga\es. Fire codes require that all penetrations of tire- rated walls and floors in the building be firestopped with approved materials and methods to prevent propagation of fire or spread of toxic fumes in the event of a fire. It is important that firewall openings be sealed against both heat and pressure, even when penetrated by meltable cable jackets and plartic fiber optic inner duct. Tests show that temperatures in â structural fire can quickly exceed I IOOC, and smoke and toxic gases are released in large quantities. When such a tire is confined to a small area. pressures also rise quickly, causing jets of smoke, flame and toxic fumes to be forced outward through the smallest firewall openings. Without firestopping, even û small fire can propagate quickly through a building resulting in majar property damage and potential harm to people. For larger firewall openings that could notbe firestopped using putty alone, 3M FireBarrier CS195+ Composite Sheet,consisting of a fire resistant material

bonded to 28 ga. steel and reinforced withwire mesh and aluminum foil was used.The circumferences of cable and conduitpassing through this composite barrier arealso sealed - either with 3M Fire BarrierMoldable Putty or a 3M Fire BarrierCP-ZWB+ Caulk.

Special3M materials and processes forfirestopping fiber optic inner duct wereused in the SCAQMD installation.Materials that melt or burn away, such asPVC inner duct, create a void in thefirewall that must be filled as a fireprogresses. The 3M fiber optic cablefirestopping method eliminates the need toterminate the inner duct at the penetrationpoint so that continuous cable protection i sassured.

This problem was solved with the use of aproduct called 3M Fire Barrier FS-195+Wrap/Strip, along with Moldable Putty. Alayer of this flexible strip was placedaround the inner duct, inside thepenetration, such as inside a concrete flooropening. Then the outer surface was filledand sealed, both above and below, withMoldable Putty. This firestopping methodeliminates the need to terminate the innerduct at the point of firewall or floorpenetration, and reduces risk of damage tothe cable with continuous protection fromfue, smoke and fumes.

While the plastic inner duct used for thisinstallation is fire and riser rated, themanufacturer had not included the requiredconfiiation stamp on the outer surface.Consequently, local building inspectorsrequired that inner duct inside Ere ratedspaces in the SCAQMD building bewrapped with 3M Scotch brand 77 tape asa further fire protection measure. 3Mproducts for inner duct firestopping are ULClassified and FM approved, and havebeen tested according to ASTM E 8 14 .
