NG-RMP Concept
Next Generation – Recognised Maritime Picture (NG-RMP) Concept:
Provide a near-real time RMP system that can be deployed in operations centres and on board vessels. Visualisation of single RMP on Admiralty vector charts. Accessible through dedicated workstations and mobile devices. Integration of both terrestrial and space based data sources to generate a single RMP from multiple sources. Integrate supporting information such as CCTV footage from major ports and vessel data from port and shipping authorities. Provide an automated decision support system using advanced Artificial Intelligence (AI) and Neural Networks to automate identification and alerting of suspect vessels backed with an advanced decision support system. Provision of detailed reporting capabilities for usage by organisations in follow up activities for example legal court cases following interception of illegal activity.

NG-RMP Data Sources – VMS
Vehicle Monitoring System (VMS) is a system which processes information from fishing vessels using onboard satellite communications regarding their position and catch. All fishing vessels above 15 metres have a transponder fitted since 1st Jan, 2005. Approx. 400 vessels active in Irish waters every day.

The EO information is delivered to the NG-RMP via an external interface to a system provided by the ESA ‘ANISTIAMO’ (Addressing new challenges in satellite based maritime surveillance and Arctic monitoring ) project. Contract No. 4000106262/12/I-LG. Information pre-processed to match visual observations with other data sources information such as AIS.

NG-RMP – Visualisation of RMP
Key challenge to merge multiple data sources into a single RMP hiding the complexity of the information sources. Usage of vector charts, in preference to maps by NG-RMP Within Europe, S-63 is an International Hydrographic Organization (IHO) standard for encrypting, securing and compressing electronic navigational charts (ENC) data.

NG-RMP Project Current Status
NG-RMP is an ongoing project under ARTES 20 (IAP). Project has completed requirements definitions and is finalising the detailed architecture and design. Component implementation has started in preparation for system integration and qualification in August, 2013. Project then enters Demonstration phase preparation with support of the INS and Irish Coast Guards.

In Conclusion…
Through the ARTES 20 - IAP programme supported development of NG-RMP which integrates multiple space assets including:
S-AIS Intelligent decision support tool via iPV system of Skytek Communication of information to vessels via VSAT
NG-RMP system being demonstrated in an operational environment this year. Directly addresses identified needs and demonstration supported by the INS and Irish Coast Guard end users. System adaptable to needs of other European maritime organisations.
