Malloy has reinstated in the proposed state budget a tax reimbursement to towns and cities for manufacturing equipment. It amounts to millions of dollars of tax revenue for munic- ipalities. The Payment In Lieu Of Taxes program, or PILOT, was missing from the first ver- sions of state budget proposal. Politicians consider Malloy’sreimbursement return

State lawmakers and local politicians saythey’re relieved that Gov. Dannel P. Malloyhas reinstated in the proposed state budget atax reimbursement to towns and cities formanufacturing equipment. It amounts tomillions of dollars of tax revenue for munic-ipalities.

Local author Stephen Dar-ley signed copies of his latestbook The Last of the GreatSwashbucklers: A Bio-Bibli-ography of Rafael SabatiniApril 14 at North Haven’sMemorial Library. Sabatini,a novelist himself, wrote 290short stories and 47 novels.

“The 200-page hard covercontains a 30-page biographyof Sabatini and a bibliogra-phy of US and UK first edi-tions of all of Sabatini’sbooks, including photo dustjackets. It is the first biogra-phy and bibliography ofSabatini published in bookform,” explained Darley.“The book is divided into two

parts: biography and bibliog-raphy.”

Hosted by the Friends ofthe North Haven Library,Darley’s book discussiontook place in the building’scommunity room. “It is ourpleasure to give all authors,especially local ones, the op-portunity to display and pres-ent their work and sharetheir books with us,” stated

Claudia Giulietti, co-presi-dent and program coordina-tor of the Friends. “We’vebeen doing this for the pastthree years and it alwaysworks out great.”

Family and friends attend-ed the event, listening as Dar-ley spoke about his work,which he co-wrote with thelate Jesse Knight. Oak KnollPress, a premier publishingcompany in New Castle,Delaware, which specializesin publishing bibliographiesand books about book collect-ing, book design, and bookhistory published Darley andKnight.

Darley and Knight workedon separate parts of the biog-raphy. After the first draftwas submitted, Knight diedfrom a heart attack and neverhad the chance to see the pub-lished version. Darley saidthat Knight was a fan ofSabatini, and it was a pleas-ure collaborating with himon this book.

leigh Holt nominated juniorTyler Hinde as the third Ro-tary Club Unsung Hero thiseducation year, she recog-nized him as “truly a leaderof tomorrow.”

In its third year of recog-nizing students who exceedexpectations of the averageteenager, North Haven’s Ro-tary Club presented Hindewith its Unsung Hero Awardat Washington Avenue’sBreakfast Nook Restaurantlast Tuesday morning.

Holt further recognizedHinde with words like “pas-sionate” and “dedicated,”while commending him forhis leadership skills. Sharingher list of nearly 20 accoladesregarding Hinde, a vocalistwho actively participates inher choral program, she rec-ognized his numerous volun-teer acts of service to hisschool and community, fromsetting up the chorus stageand helping younger stu-dents, to performing in con-certs for senior citizens andthe annual tree lighting onNorth Haven’s green.

His volunteer work is as di-verse as supporting the Habi-tat for Humanity program, toworking in the concessionstand this past weekend withthe Rotary Club at the Kidsfor Kids dance competition,

When most Americansthink of the Irish, kelly-green shamrocks, happy-go-lucky leprechauns and light-footed river dancers come tomind: An overall brightly-colored picture. But now thatSt. Patrick’s Day, a holidaywhen every person claims tohave a trace of Irish heritagein their blood, has passed,the darker and even blackpart of Irish and Irish Amer-ican history deserves somerecognition.

In Quinnipiac Universi-ty’s Arnold Bernhard Li-brary, the anguish of An Gor-ta Mór (the Great Hunger)comes alive in one of themost extensive and signifi-cant collections ever madeon the subject.

Credit for the concept andcreation of the display large-ly goes to President John La-hey, who was inspired by hisown Irish heritage. His goalis to raise awareness of theoften forgotten tragedy inwhich 1.5 million people diedof starvation and related dis-eases from 1845-1850 in Ire-land.

Over 100 books, a numberof primary documents, adozen bronze sculptures andvarious photographs andpaintings fill the space andoffer an eerie feeling of con-nectedness with the past andthe Irish people’s helplesssuffering. The wooden roomitself is constructed in theshape of a teardrop, purpose-fully made to mimic thecurve of the bottom of theships that the famine immi-grants traveled to America,Canada, Great Britain andAustralia on. Although itdoes add to the overall effectof the exhibit, the major im-pact comes from the chillingsculptures and morose paint-ings throughout the room.

One such sculpture isJohn Behan’s “FamineCart,” in which a wiry horseis displayed trudging withthe weight of human skele-

tons overflowing from itscart.

In Behan’s words, “theslow, plodding movementsuggests the weight of theworld,” and the skeletal fig-ures “yearn upward, sug-gesting their last gesturewas to reach beyond inde-scribable hunger.”

Conor and Tom Kenny, ofthe famed Kenny’s Book-store in Galway, Ireland,have been major contribu-tors to the exhibit and con-tinue to source documentsand works of art for the me-morial.

One of the most recent ad-ditions to the collection isoriginal British Parliamentpapers from the years 1801-1916, which reveal informa-tion pertaining to the famineand are currently in theprocess of being scannedand digitized by the library.

Conor and Kenny notedthat given the subject matterand strength of the material,the exhibit is not only impor-tant to the university andthe entire United States, butit holds importance interna-tionally.

“You can put it in India,who has experienced a simi-lar famine, and you could geta reaction,” said Kenny. “Orin China — anywhere real-ly.”

Robert Young, the publicservices librarian at Quin-nipiac and contact personfor those interested in visit-ing the exhibit, has noticedthat the primary attractionto the collection comes fromoff-campus visitors in thenortheast; however, he hasexperienced some interna-tional interest as well.

“What I don’t understandis how that affects the rest ofthe package,” Fasano said.“Both camps have it in theirbudget and that’s the way itshould be. Manufacturerswill get clobbered by electricrate increases and gas tax in-creases.”

First Selectman MichaelFreda also appreciated the re-imbursement’s return. “Thathelps us tremendously,” hesaid.

Out of 169 Connecticutcommunities, North Havenranks ninth in terms of howthe tax reimbursement wouldaffect a municipality’s fi-nances, Freda said, as manymanufacturing businessesare located throughout town.

State Rep. David Yaccarino,R-North Haven, echoed Fredaand Fasano. “It’s a necessaryreinstatement,” he said.“That’s moving in the rightdirection. We want manufac-turing in the state, and wewant healthy municipalities.Without the reinstatement, itwould hurt municipalities.We need incentives to keepmanufacturing in municipal-ities.”

“To his credit, Malloy lis-tened in one respect,” headded. “I’ve met the Governorpersonally. I like him, but he’sthe Governor of all of Con-necticut, not just his party.

He’s not listening to us.”State Rep. Mary Mushin-

sky, D-Wallingford, said Pa-tricia Widlitz, House chair-woman of the General As-sembly’s Finance, Revenueand Bonding Committee,promised that the PILOT pro-gram funds would be re-stored fully but not necessar-ily be funded the same way.

“We were promised thatthe replacement is a com-plete replacement so that noone will be shortchanged,”Mushinsky said. “There’s aportion of the conveyancetax and sales tax that will

now be put to the municipali-ties and distributed on a re-gional basis.”

According to the state’s Of-fice of Policy and Manage-ment, $57 million was paid tomunicipalities through theprogram this year. Before therecent reinstatement of PI-LOT money, Malloy’s budgethad allowed municipalitiesfor the first time to take inshares of taxes on hotelrooms and other purchases,as well as eliminating exemp-tions on boats, planes andcommercial vehicles.

Lawmakers will get a bet-

ter picture of the reissuedprogram in the comingweeks when the assessmentfor each town is computed onprintouts called “runs.” Itmay turn out to be more mon-ey reimbursed to municipali-ties, she said.

“Not that we don’t trustpeople, but we do like to seethe runs,” Mushinsky said. “Ilike to see things in black andwhite before I do final ac-tion.”

As state decision-makerscontinue budget construc-

tion, Freda is watching care-fully for future financial con-siderations. Between townside and education, NorthHaven receives $7.8 millionin state aid. “That’s a signifi-cant number, which we needto pay close attention to,”Freda said. “Thankfully,though, we’re not wholly de-pendent on state aid likesome other municipalities.”

Sabatini spent most of hislife writing. He was born inItaly and lived in England,where he spent most of hislife writing historical ro-mance novels. Both of Sabati-ni’s parents were operasingers and he spoke six dif-ferent languages.

Darley has lived in NorthHaven since 1987 and is mar-ried to his wife Peggy. He is amember of the Friends and acommissioner on the NorthHaven Economic Develop-ment Commission. He retiredin 2009 from his real estatedevelopment and construc-tion company that was inbusiness for nearly 40 years.

He has a law degree fromGeorge Washington Univer-sity. Writing has become hislatest passion and it keepshim very busy.

“Lots of research andmany hours are put into thewriting of my books andmagazine articles. I havewritten articles published inseveral magazines on a vari-ety of authors as well as his-torical figures and events inthe Revolutionary War era,”said Darley. “It’s been a posi-tive experience and a learn-ing experience.”

“I think it’s great for thetransition from retirementto writing non-fiction, andmy husband is enjoying whathe is doing,” added PeggyBrennan, Darley’s wife. “Myhusband’s writing is a laborof love.”

Darley has an extensivecollection of Sabatini’sworks, which fill his person-al library. He is an avid read-er and enjoys coming to thelibrary to do research or

check out publications. Healso spends time collectingbooks. Darley believes thatpeople of all ages shouldread. His stepson Dave gavehim a gift, which was asweatshirt with the saying,“Real Man Reads.”

“I have recently finished anew book which will soon bereleased by Author House. Additional local televisionstations in other Connecticutmunicipalities will also car-ry NHTV’s transmission, in-cluding Branford, NorthBranford and Madison, all onthose towns’ channel 18. “Wegot the Rotary Clubs of thosetowns to help out in carryingthe feed. A big thanks goesout to those chapters,” Mikesaid. “We’re still looking toget a few other stations topick up the feed.”

Moreover, anybody withAT&T’s U-verse can watchthe telethon through theservice.

For Haiti, North Haven Ro-tary Club’s telethon raised$2,800. Mike aimed to take in

$10,000 for Japan. “I figurewe could do $2,000 per town,”he said.

Donations collected willgo toward Rotarian initia-tives already begun in Japan,along with Red Cross andother charitable organiza-tions also assisting with re-lief efforts.

To generate telethonawareness, Mike and Maryare promoting across numer-ous mediums. “I’ve postedthis on the Rotary Club’sFacebook, the InternationalRotary Club Facebook page.We’re using all kinds of dif-ferent technologies to getthis out,” Mike said.

“Someone actually mes-saged me back and said,‘Charity begins at home,’” hecontinued. “Well, I think thisworld is one big family, onehome, and what affects one,affects all. And it’s not justthe tsunami disaster thathappened to Japan, but thenuclear disaster that is stillgoing on.”

Mary concurred. “You seethe self-sacrifice of the menand women in those reactorsover there. They know whatthey’re getting into,” shesaid. “This volunteer work isnothing compared to that.”

Mann was eager to helpout North Haven’s RotaryClub. “NHTV and the RotaryClub worked together lastyear. We helped them out,”he said. “We try to be themiddlemen and set up thetechnical side. It’s teamwork.

The Rotary Club is a tremen-dous organization.”

“When I’ve had students con-tact me, I have had a couplefrom the United Kingdom,”Young said. “I’ve had twohigh school students contactme in the past year who wereinterested in knowing aboutthe famine. I think thatmight have to do with Eng-land often being blamed forthe famine getting as bad asit did.”

One of the most remark-able facts of the exhibit isthat it offers something foreveryone; no matter what ageyou are or what previousknowledge you hold, thereare countless pieces of histo-ry and modern representa-tions that are sure to arouseall sorts of emotions.

The display has existedsince the library’s remodel-ing in the fall of 2000 and isfree and open to the publicduring library hours. The li-brary hours are Mondaythrough Thursday, 8 a.m. tomidnight, Friday from 8 a.m.to 5 p.m., Saturday from 9a.m. to 6 p.m. and Sundayfrom noon until midnight.

Paul Joseph Connery, 88,of Notch Hill Road, NorthBranford, formerly of Mari-on Drive, North Haven, andStamford, died April 22, 2011,at the Hospital of SaintRaphael after a short illness.He was the husband of Au-drey Zimmerman Connery.

Mr. Connery was born inGranby, Mo., on Jan. 14, 1923,a son of the late Arthur andErvena Walcott Connery, andhad resided in North Havenfor the past 8 years, and for atotal of 24 years, before mov-ing to North Branford fourmonths ago.

He had also lived in Stam-ford for 15 years. Mr. Con-nery served as director of fi-nancial controls, and then asvice-president and comptrol-ler at ITT World Headquar-ters in New York City for 25years until his retirement in1985. He received his bache-lor of science degree in com-merce from Southwest Mis-souri State College, Spring-field, Mo., in 1943, and hisMBA from NorthwesternUniversity in 1948, with hon-ors. Mr. Connery was a proudWorld War II veteran, serv-ing in the U.S. Army, attain-ing the rank of captain, in-fantry, including service inthe Philippines. He was a

long time member of theKnights of Columbus.

Besides his wife, Mr. Con-nery is survived by a son,Brian Connery, and his wife,Marlene, of Rochester Hills,Mo.; a sister, Betti Clarke, ofSan Antonio, Texas; and twograndchildren, Carina andBrendan Connery ofRochester Hills. He was pre-deceased by a brother,Arthur Connery.

A funeral Mass was cele-brated April 28 at St. ThereseChurch, Branford, followedby military honors. A privateburial will take place inGranby Memorial Cemetery,Granby, Mo., at a later date.The Torello-Iacobucci Wash-ington Memorial FuneralHome, North Haven, hasbeen entrusted with arrange-ments.

Healthcare reformTo the editor:

The citizens of our stateface two critical issues withregard to healthcare reform:the moral issues and the eco-nomic concerns. These is-sues are not incompatible.We can begin the work of in-suring the approximately400,000 Connecticut resi-dents who are uninsured byenacting selected compo-nents of the legislation withlittle or no cost outlays.Every other advanced nationinsures all of its citizens forhealthcare and we can too.

The federal Patient Pro-tection and Affordable CareAct does not have a public op-tion, whereas SustiNet does.This omission means tens ofthousands of Connecticutresidents will be left unin-sured without SustiNet. Thelarge majority of the unin-sured are working and withchildren. Middle class fami-lies are at risk of bankruptcyif they are denied a large

claim or lose their insur-ance. Can we consider our-selves a just society whenonly the fortunate and well-off have health insurance?

It is hard to justify waitingfor most of the federal re-forms to take effect whensome legislators in Washing-ton are fighting to sink thefederal reforms altogether.Can we afford SustiNet?With healthcare inflationrising about eight timesfaster than the consumerprice index — including theincomes of most of us — wecan’t afford not to begin ourreform now.

Our market-driven econo-my is one of the reasonshealthcare costs continue toconsume an ever greater por-tion of our incomes. WhileMedicare puts about 95 per-cent of its money into pa-tient care, private insurancecompanies spend just 70 to 80percent. If we view SustiNetas an “investment” ratherthan a “cost,” we will be do-ing this the American way —

This year,NHTV Executive DirectorWalter Mann has not onlyagreed to broadcast ourtelethon for Japanese relieflive on Saturday, April 30,from 1 to 5 p.m., but also hasoffered to link with other in-terested public access sta-tions in order to spread theword to a greater area.

Webster’s New WorldDictionary defines nepo-tism, in part, as “favoritismshown to relatives.” Withthat in mind, allegationsthat, because his father isPolice Chief, Meriden offi-cer Evan Cossette receivedpreferential treatment tocover up acts of brutalityshould spur local officialsto review nepotism guide-lines.

Charges of concealment,and excessive force,brought this month by twofellow-officers and three ar-restees, have justly prompt-ed city, state and federal in-quiries. (To these, add ques-tions of inappropriate pur-suit - R-J, 4-22.) Whether ir-refutable proof exists of er-ror on Cossette’s part issubject to further analysis.Either way, Meriden deci-sion-makers must reevalu-ate policy concerning rela-tions among town employ-ees in the same depart-ment.

cate workplace proceed-ings. Undeniably, Cossette’sstatus as the chief ’s son hasadded a layer of complexityto Meriden’s recent law en-forcement controversy. Ex-clusion of men and womenfrom employment with rel-atives, however, could need-lessly prevent individualsfrom pursuing family tradi-tions.

Following vocationalfootsteps of one’s relationscan instill a sense of honor.Besides Cossette’s father,an uncle also works forMeriden police, while hisgrandfather and anotheruncle are city firemen.Such type of succession -occurring in municipali-ties countrywide - is notnecessarily a dynasty, butcan be parent of inspira-tion to progeny, and asource of community prideof the most positive im-port.

But personal associa-tions within businesses ororganizations can handi-cap staffers with a tangle ofsentiments. Relatives mustbalance their hearts’ incli-nations with professional

Southington has no estab-lished anti- nepotism code ofconduct. Whether towns door not is a matter of internalprocedure. Banning relativesfrom positions in the samelabor pool could sinkchances to fulfill a long-culti-vated American ethos - fa-milial tradition in chosen oc-cupations. Distinctive cus-toms of public service forMeriden’s Cossette familybring deserved esteem tothem and their city. However,recent nepotism and brutali-ty allegations should impelmunicipal leaders to at leastcontemplate the merits of ex-plicitly forbidding authorita-tive management of job-holders by relatives.

National VolunteerWeek was April 10-16. Inthe words of Ralph WaldoEmerson: “What is suc-cess? To laugh often andmuch; To win the respect ofintelligent people and theaffection of children; Toearn the appreciation ofhonest critics and endurethe betrayal of false friend;To appreciate beauty; Tofind the best in others; Toleave the world a bit better .. . To know even one life hasbreathed easier becauseyou have lived; That is tohave succeeded.” ErmaBombeck said “Volunteersare the only human beingson the face of the earth whoreflect this nation’s com-passion, unselfish caring,patience and just plain lovefor one another.”

We don’t usually think ofvolunteering as a way tohelp ourselves. Isn’t it therecipient of your time thatis supposed to benefit?

While it is true that yourhelp does benefit the recipi-ent, social science researchhas also demonstrated thepersonal health benefitsgained from volunteering.

Volunteering can in-crease your overall sense ofwell-being. It can increaseyour level of happiness, lifesatisfaction, self-esteemand sense of control overyour life. It has also beenshown to decrease depres-sion and improve sleep.

Sometimes, life changes,such as a death, a divorceor the empty-nest syn-drome can leave us feelingempty, lonely or depressed.Volunteering gets you awayfrom those feelings for awhile and helps you to viewyour life in a broader con-text. (Have you ever heardthe saying, “I felt sorry formyself because I had noshoes until I met the manwho had no feet”?) Volun-teering can help you to be-come more social and lessisolated.

There have also beensome studies done on vol-unteering and its effect onchronic pain. Research hasshown that volunteering

can lessen or alleviatechronic pain. How thisworks is not known, butsome study participants re-late that volunteering givesthem a sense of connectionto others and a purpose forthemselves. Perhaps thisconnection and purposeleaves less time to focus onself.

Volunteering can alsohelp you gain entry to anew profession or field. Youmight learn new skills orlearn about a different pro-fession. Some career coun-selors recommend volun-teering as a first step intoworkforce re-entry. Manyemployers will hire a per-son with volunteer experi-ence over someone who hasno volunteer experience.

No matter what your rea-son for volunteering, youwill undoubtedly reapgreat rewards from the ex-perience. Quinnipiac Val-ley Health District is al-ways looking for volun-teers to be part of ouremergency preparednessteam. Although rarely acti-vated, this team of individ-

Recent action by North HavenHigh School boys’ varsity lacrosseprogram brought both victory anddefeat.

Vs. GuilfordIt was an overcast, cold day on

April 23 when the Indians steppedonto the artificial turf of KavanaughField at Guilford High School. Asteady rain continued throughoutthe entire match. Guilford estab-lished a lead early on, scoring sixgoals in the first 12-minute period toopen a 6-0 lead.

“It was a tough day,” said NHHS

head coach Bill Altman. “Many ofmy varsity players also played thejunior varsity game first, so the kidswere frozen and soaked to the boneby the time the varsity game camearound.”

Senior Captain Tyler Bensonscored with eight seconds left in theinitial period to finally get the Indi-ans on the board. Sophomore QuincyPecora scored a goal in each of thesecond and third periods for NorthHaven, but Guilford dominated therest of the match, scoring threetimes in each of the last three peri-ods for a final score of 15-3.

“We got outplayed,” Altman said.“Guilford plays a tough schedule.

They opened their season with somevery tough games, which helped pre-pare them. I think we caught themon their upswing.”

“Guilford had a great day and wehad a tough day,” he continued. “Theculmination of that and the stormended with our 15-3 loss. But I don’tthink it’s a great representation ofour program.”

Vs. West HavenOn April 25, NHHS bounced back

with a 17-3 triumph over West Havenat North Haven’s Vanacore Field.Benson netted six goals to lead hissquad over their opponents.

“He has been leading the way allyear,” Altman said of Benson.

“Against West Haven, everybody hada great game.”

Altman instituted helpful changesafter Guilford’s damp defeat of histeam. “We made some adjustmentsto our style,” he said. “We playedsome guys in new positions that Ithought they might be better situat-ed for.”

“We upped our intensity level,” headded. “I let them know that everyplay matters.”

By winning over West Haven,North Haven improved its record to4-3.

Notice is hereby given, pursuant to Chapter VII, Section 706 of the North HavenTown Charter, that the Annual Town Budget Meeting of the electors and citizensqualified to vote in town meetings of the Town of North Haven, Connecticut, willbe held in the auditorium of the North Haven High School, 221 Elm Street, onMonday, May 9, 2011 at 7:00 P.M.
