The impact of the COVID-19 (novel coronavirus) continues to create
uncertainty and concern both globally and here in our community.
Following Centers for Disease Control and Prevention (CDC) guidelines,
campus leadership has implemented social-distancing protocols that im-
pact all university events. Illinois Extension, as the outreach program of
the university, aligns with all policies related to public health and safety.
University of Illinois Extension has suspended normal office hours at our
offices. While our staff will still be working, they will largely be doing so
remotely, in most cases from their homes.

Award Training
Illinois 4-H Awards for 4-H members! Discussion will
be the various applications, best practices and hear-
ing the “why” behind the process from some of our
Illinois 4-H Youth Leadership Team Members.
4-H members who register and attend this event will
count as a state level activity. This will be a teen led
and focused training for 4-H members to learn more
about the process and to ask questions. Click on this

The Experience Award The Experience Award offers recognition for mem-
bers who participate in activities and events. There
are always lots of activities you can do as a 4-H mem-
ber ranging from club to national events.
ELIGIBILITY
Open to 4-H members of all ages.
APPLICATION PROCESS
DOWNLOAD the Experience Award Application at
https://4h.extension.illinois.edu/members/awards
for Individuals and save to your computer. You can
also check out the award tip sheet and example pro-
vided below. We encourage you to work on this ap-
plication throughout the year. Your county will pro-
vide you a local application deadline. Complete the
application listing your experiences during one year in
these 4 areas:
Participation
Community Service
Leadership
Project Learning
RECOGNITION
Bronze, Silver, & Gold Clover Award winners receive
county recognition. Diamond and Emerald Clover
Award winners will be honored at a state awards
ceremony each fall. There is no limit to the number
of members who can achieve each level... if you do
the work, you get the award.
Your award level is determined by how many experi-
ences you do in each area:
Bronze Clover Award: Complete at least 1 experi-
ence in each of the four dimensions.
Silver Clover Award: Complete at least 2 experiences
in each of the four dimensions; at least 2 of those
experiences must be at the County level or beyond.
Gold Clover Award: Complete 4 experiences in each
of the four dimensions; at least 2 of those experienc-
es must be BEYOND the County level.
Diamond Clover Award: Complete 6 or more
experiences in ONE dimension; at least 4 of those
experiences must be BEYOND the County level.
Emerald Clover Award: Complete 8 or more experi-
ences in ONE dimension; at least 4 of those experi-
ences must be BEYOND the County level PLUS at
least 2 must be at the State or National level.
CITIZENSHIP WASHINGTON FOCUS SCHOLARSHIP
You must currently be fourteen years of age or older,
enrolled in 4-H in Effingham County, and submit a
500 word essay including the following criteria: 4-H
accomplishments, community service activities; how
you will utilize what you have learned from 4-H.
Essay must be in the Extension Office no later than
September 1.
NEWLIN MARTIN SCHOLARSHIP You must currently be a high school senior or junior, or college freshman, enrolled in the Effingham County 4-H program, and submit a 500 word essay including the following criteria: 4-H accomplishments, community ser-vice activities; how you will utilize what you have learned from 4-H; and financial need of the scholarship. Essay must be in the Extension Office no later than October 15.

Volunteer training is essential so that volunteers not

Club Fiscal Forms Due September 15
All 4-H clubs WITH an EIN Refer to email sent on August 26, 2020, sent from [email protected]. You will find all the
instructions, along with the necessary documents you will need to complete.
Complete the club’s fiscal review and submit the (2-page) 4-H Club Annual Financial Statement) to the
Extension office:
* Make certain bank statements, cancelled checks, copies of bills paid, deposit slips, proper
signatories and receipts for cash are all reviewed.
Extension staff should check each 4-H club’s financial statement to ensure that the following items appear
on the form:
* The correct Annual Financial Statement form revision is used.
* Dates for fiscal year (September 1, 2019 – August 31, 2020)
* 4-H club name
* 4-H club EIN
* Income and expenses have been entered and totaled (checking &/or savings)
* Club treasurer and leader signatures (page 2)
* Fiscal review has been completed and committee signatures (3) are included (page 2)
All 4-H clubs WITHOUT an EIN No deadline
Complete the Indication of Financial Activity Statement () and submit to the Extension office
This form will NOT have to be uploaded to the repository since they don’t have an EIN or bank
account.
Keep this form in your office files as a paper trail to monitor club fiscal activity.
All 4-H clubs with a new EIN
Be sure to obtain the three subordinate forms from the club required by the IRS: Group Tax Exempt
Authorization, Articles of Organization and Indication of Financial Activity Statement/Annual Financial
Statement. Also, a reminder to always input the club’s EIN number in 4-H Online, whether it is a new or
old club. Both of these will assist in running accurate club reports using 4-H Online.
4-H clubs with an EIN that have disbanded
Complete and submit a final Secretary Record Book and Treasurer Record Book / Annual Financial State-
ment to the Extension office
New 4-H clubs interested in opening a bank account
New 4-H clubs may begin to meet, elect officers, and identify goals and activities for the new 4-H program year as
soon as adult volunteers have completed the screening process. An Employer Identification Number (EIN) is required
in order to open any bank account (4-H clubs can only have a checking and/or savings; no CD’s or other long term
investments). Continue to send requests to me at [email protected] to submit applications for new club EINs. Please
note that we are on hold with receiving new club EINs. We will continue to submit applications, but there is no
timeframe of when they will be received. Please inform club leaders accordingly.
The EIN application process must be done through the State 4-H Office; not with the assistance of a bank etc. since
this will not connect them to the 4-H Central Organization in Illinois.

Congratulations to Mr. Nathan Hill from Altamont, IL. (Photos Attached to this email) Nathan was honored
to receive the Jeff Brooks Scholarship. Nathan has given back not only to his club and his community but to the county 4-H program as well. He has been a Teen Teacher at the Lawnmower/Small Engine/Tractor Safety School for many years educating youth on the importance of safety while working on the farm or at home.
Jeff Brooks made a very significant con-tribution Effingham County during his service as Youth Advisor from 1957 to 1970. Mr. Brooks family members con-tinue to share his positive attitude and his enthusiastic encouragement by hon-oring youth with this scholarship in or-der to help youth achieve success in their chosen endeavors.

OFFICER AWARDS: Special prizes are given to the following top club officers:
President: MEMBER’S APPLICATION PROCESS: Write an essay about your leadership as the club’s president. Include your involvement in preparing the club agenda, planning programs, assisting members, holding officer meetings, etc. which might give a clue into how you personally led your 4-H club.
Vice -President: MEMBER’S APPLICATION PROCESS: Write an essay about your leadership as the club’s vice-president. Include your involvement in preparing the club agenda, planning programs, assisting members, hold-ing officer meetings, etc. which might give a clue into how you personally led your 4-H club.
Secretary: MEMBER’S APPLICATION PROCESS: Submit secretary book and all supplemental material. The sec-retary’s book may be typed instead of handwritten, but all additional sections of the secretary’s book must be completed.
Treasurer: MEMBER’S APPLICATION PROCESS: Submit treasurer book, bank statements and all supplemental material. THE AUDIT MUST BE COMPLETED AND SIGNED.
Reporter: MEMBER’S APPLICATION PROCESS: Submit reports submitted to the paper or the office. The following criteria is used in judging the officer awards: neatness; thorough completion of the books by the member; accuracy of the information provided; and the scrapbooks should include the club name, officers’, leaders’ and members’ names.

implementing 4-H curriculum (especially ag related) with their students.

4-H Volunteer Café Conversations!
Register to participate in the first 4-H Volunteer Café Conversation on Thursday, August 20; at 7 PM.
We are so excited to be launching this new Illinois 4-H opportunity creating a platform for 4-H Volunteers
from across Illinois to meet virtually and discuss topics of interest, share both ideas and challenges. Volun-
teers will gain access to tools & techniques to support their volunteer efforts, strengthening 4-H club and
member learning experiences. We will address two topics during each Café Conversation so come with

Indication of Financial Activity Statement.
All 4-H Clubs with an EIN complete the club’s fiscal review
and submit the (2-page) 4-H Club Annual Financial
Statement to the Extension office in the following ways:
• Separate 2-page financial statement included with the
Treasurer Record Book
• Make certain bank statements, cancelled checks,
copies of bills paid, deposit slips, proper signatories,
and receipts for cash are all reviewed.
All paperwork must be submitted to the office by
October 1st!

4-H Club Guidelines for Meetings
4-H Clubs may begin holding their meetings while abiding by the following guidelines:
1. Social distancing required; gathering size limited to the lesser of 25 people indoors/50 people outdoors or 50% of space capacity
2. Masks must be worn 3. A virtual meeting option is strongly recommended even if clubs decide to have a face to face
meeting 4. 4-H Clubs will need to identify a safety monitor. The safety monitor will 5. Clubs will need to complete a 4-H Club Safety Management Plan, which will be further
discussed with club leaders.
General COVID-19 Guidelines for Extension Volunteers
Best Practice Guidelines Practice best practices for personal protection and hygiene in order to protect you and those around you. https://www.cdc.gov/coronavirus/2019-ncov/prevent-getting-sick/prevention.html Clean and wash your hands for a minimum of 20 seconds before and after volunteering. Fol-
low the same practice if you take breaks during your volunteer time.
Avoid physical contact with others and maintain a distance of at least six feet.
Cover your cough and sneezes with your elbow or a tissue.
If soap and water are not available, use a hand sanitizer that contains at least 60% alcohol.
Cover all surfaces of your hands and rub them together until they feel dry.
Avoid touching your eyes, nose, and mouth with unwashed hands.
Wear a cloth face covering when you cannot maintain at least six feet distance form others.
If you become ill with COVID-19 like symptoms AFTER volunteering, notify your local public health
department so the proper procedures can be followed. The public health department will coordi-
nate any contact tracing efforts and will notify Illinois Extension of any possible exposure.

• Have been contacted by a contact tracer in-forming you that you have been exposed to someone who has tested COVID-19 positive
• Traveled to any foreign country
• Been on a cruise or been in an airport
• Been to an event with more than 50 people

This is an evolving situation, so these guidelines are subject to change, based on guidance from the University of Illinois and guidelines provided by the Centers for Disease Control. We appreciate the commitment of our volunteers to these volunteer programs, as well as your patience and commit-ment to safety as we navigate the times.

END OF YEAR AWARD TIME IS APPROACHING
Whether you are a first-year 4-H member or a longtime member, it’s time to focus on
pulling together information for your 4-H award applications. Even younger members can
submit the 4-H Experience Application and be eligible for 4-H recognition. Older members
can submit both the 4-H Experience Application and the Illinois 4-H Scholarship Application to be eligible
for state recognition, scholarships, and/or trips.
The Illinois 4-H Experience Award Application focuses on all of those events and activities that you
have experienced during the 4-H year in four areas: Participation, Community Service, Leadership, and
Project Learning. Depending upon the type and number of experiences you can report on, members can
receive recognition on the Bronze, Silver, Gold, Diamond or Emerald Clover Award level. Your family cal-
endar, 4-H notes or county summary, checkmarks, and a few written details are all that’s needed for even
the youngest members to submit this application. This application can be found @

The Illinois 4-H Scholarship is a merit-based scholarship to award outstanding work in project areas. Five
$1,000 scholarships will be awarded in each of the following categories: Animal Science, Civic Engage-
ment/Global Living, Creative Performing Arts & Communication, Food Systems, Healthy Living/ Nutrition,
Leadership, Natural Resources & Environmental Science, Personal Growth and STEM/Robotics. The
deadline to apply is November 1. Apply online @ go.illinois.edu/4Hscholarships .
Each 4-H member has a story to tell and are eligible for our 4-H awards program – tell YOUR stories and
see where they take you!
CLUB RECOGNITION AWARD
Is your 4-H Club doing outstanding work in the areas of Community Service, Leadership or Project Mas-
tery?. If so, you should apply for the Illinois 4-H Club Award! Clubs receiving this award will receive a $75
cash incentive and an award certificate. This is also a great tool to set goals and plan for the upcoming 4-H

PROGRESS IN A NEW SUSTAINABLE AG
PROJECT
In collaboration with the Illinois 4-H Foundation,
Illinois Farm Bureau, and the FarmBot company
we are beginning to roll out several pilot sites for
the implementation of STEM programming in Ag
Education. This educational program is aimed at
developing the critical thinking and STEM-related
skills of Illinois youth by bringing them into contact
with precision agriculture technology and promot-
ing design-thinking approaches to agriculture’s

4-H SHOOTING SPORTS FALL UPDATE
After a survey of shooting sports discipline instructors; key volunteers; and state
shooting sports venues - the decision has been made to move all in-person state
shoots to a virtual tournament format for health and safety reasons. This will allow for
smaller, local competitions to be conducted and supervised by certified Level I 4-H
discipline instructors who will then report the youth scores centrally through an on-line
system. Only Level I certified instructors may enter scores from 4-H members.
Also, we are happy to announce that our 2020 Illinois 4-H Shooting Sports team
members who were scheduled to attend the National 4-H Shoot last June (cancelled due to COVID-19) will
be invited to shoot at the same national event in 2021 if they are still age eligible. Our 2020 virtual shoot re-
sults and the data from 2019 State Shoots will then be used to fill any gaps in the 2021 Illinois team.
The virtual shoot will run for the months of September – December, 2020. Registration will be free and
have both a Junior (11-13 years) and Senior (14-18 years) division! Disciplines offered will be compound
archery; recurve archery; shotgun (trap); and air rifle. The rules, registration link, and score submittal link

Virtual Shoot registration opens Sept. 1st
There are no current plans to conduct an in-person 4-H Shooting Sports adult certification training in the fall
