Objectives

To challenge the proposed ban on clamping and towing on private land

To persuade the Government to recognise the importance of independent regulation of private car parks

To secure Government backing for a BPA run independent appeals service

To secure Government recognition of the importance of keeper liability

Strategy

To identify parliamentarians to support the BPA’s position

To identify and educate stakeholders on the repercussions of the proposed ban on clamping and towing on private land

To develop key media messages

To identify opportunities presented by the Protection of Freedoms Bill

To position the BPA as the industry expert at every stage of the Bill.

Parliamentary outreach

Building a list of relevant parliamentary targets

Drafting and distributing letters to initiate contact

Preparing and including a short briefing on our key messages

Following up those letters to ask for a meeting

Briefing the individual leaving them with all the relevant information

Attending/hosting events at which the BPA can repeat and reinforce its key messages

Monitoring the progress of the Bill

Identifying potential allies to support the BPA

Contacting those allies to alert them to problems that the ban might cause them

Encouraging our advocates to repeat our messages

Support roll out of Independent Appeals Service with extensive media work supported by a campaign to raise the profile of the service

Ensure that any backlash or negative coverage of keeper liability is contained and that there is an appropriate response

Continue to campaign for additional exemptions to the Bill
