encouraging a stronger IMO investment. Coupled with a renewed Chinese proposal to formally establish domestic ferry safety on the MSC Agenda, the IMO Member States agreed to proceed with an ambitious work-plan, seeking to develop model regulations for domestic ferry safety.

In parallel to these high-level deliberations, Interferry has been kindly supported by the Lloyd’s Register Foundation to pursue FERRYSAFE, which is a long-term project team formed to identify and promote safety advances in ferry operations. The project has completed two visits to the Philippines and is now developing a short, but comprehensive report on which measures are best suited to bring about a real enhancement of domestic ferry safety.

While there may be merits (although yet to be validated) in advanced calculations for probabilistic damage stability, FERRYSAFE would rather promote the fundamentals, which based on the initial findings from the Philippines consist of proper surveys, prohibition for ferry operations

Following major ferry accidents in Europe in the 80’s and 90’s (Herald of Free Enterprise 1987, Scandinavian Star 1990, Jan Heweliusz 1993 and not the least the Estonia in 1994) many European countries have co-operated via the International Maritime Organisation and the EU to strengthen requirements for ferry safety. Although such regulations are typically developed for the international market, thanks to the EU’s wider reach, significant IMO regulations have been transposed to also be applicable for domestic operation, i.e. where the ferry operation is conducted exclusively within one country’s territory. As Interferry, we strongly endorse national adoption of international rules, under the motto that “a ferry passenger should be equally safe regardless of the ferry’s destination”.

While there is no mechanism for IMO regulations to be enforced on domestic operations, most developed countries will make use of the key fundaments of the IMO regulations to develop corresponding, but adapted, national requirements.

Thanks to this positive development, the number of annual ferry fatalities in international operations between developed (OECD) countries is, since decades, consistently low.

Compared to the situation in other ferry markets, however, it is quite evident that any efforts made to enhance ferry safety should target domestic operations within developing countries. Since 1985, some 97% of known ferry fatalities have occurred in domestic operations in non-OECD countries. For the ten-year period 2009-2018, 99,8% of known fatalities occurred in domestic operations in non-OECD countries.

Interferry has long been engaged to raise the awareness of domestic ferry safety and have continuously encouraged the IMO to expand its remit to also engage with domestic operations. While some formal reasons for the IMO not to do so have been consistently quoted, it has become increasingly apparent that investing the collective resources of the international community to address a fraction of a percent of the problem, is unequitable and untenable.

We have therefore been very happy over the past few years, seeing how China and the Philippines have asserted strong leadership to put this issue on the international agenda; we have also been very disappointed to see leading developed maritime nations not lending any support whatsoever.

In November 2018, China suggested to the IMO Maritime Safety Committee that a statistical analysis of domestic ferry incidences in Member States should be undertaken but was met with a lukewarm reception. Building on that placeholder and continuing the work that was initiated by his predecessor, the Secretary General Ki-Tack Lim, issued a strong note to the following MSC in May 2019,

in adverse weather conditions, proper classification and a strong adversity to graft and corruption throughout the judicial system.

The FERRYSAFE team will present its findings at Interferry’s 44th Annual Conference and the Lloyd’s Register Foundation conference, both taking place in London in October. Dissemination to other developing nations – particularly in SE Asia and Africa – will follow mainly via Interferry’s ongoing participation in the ASEAN regional ferry safety forum and through its involvement with the IMO’s Safety Committee and Technical Cooperation programme.

The 44th annual Interferry conference explores “step change” Innovation.All roads lead to London in October when global trade association Interferry stages its 44th annual conference with a wide-ranging speakers program focused on transformational change.

The conference theme of Innovation is particularly appropriate in a location that ranks among the world’s pre-eminent maritime centres. London is recognised as the global leader in ship chartering and shipping-re-lated legal, financial and insurance services.

Against this background, Interferry CEO Mike Corrigan is anticipating record attendance at an event dedicated to what he defines as “the next big things on the horizon”.

Two keynote speakers have been confirmed, including a return engagement for futurist and hi-tech writer David Rowan, founding editor-in-chief of the UK edition of WIRED magazine. At Interferry’s 2017 confer-ence in Split, Croatia, Mr. Rowan headed a session on connectivity, which explained how digitalisation, data mining and social media were crucial in building the customer experience and enhancing profits.

Back then he predicted: “Digital tools can transform the ferry industry. Business won’t be the same and things will never move so slowly again.” The timing for his recall could hardly be better – it follows the recent publication of his book Non-Bullshit Innovation: Radical Ideas from the World’s Smartest Minds, which is the premise his talk will be based on, with a focus on the ferry industry

Another keynote presentation, The Future of Ferries in Shipping, is scheduled from Guy Platten, head of the International Chamber of Shipping, where Interferry is an associate member. The London-based

ICS is the principal international trade association for owners and operators in all sectors of merchant shipping and represents more than 80% of the world fleet.

The keynote speeches will be supported by a broad array of conference sessions highlighting innovation initiatives across the industry.

Senior executives from large and small ferry companies around the world will reveal how they are Transforming Ferry Companies, while key providers in the customer service arena will report on Tech Innovations in Customer Service in areas ranging from terminal interfaces to billing systems to the Internet. In Ship Insurance – The New Paradigm, a major company will present its insurance risk model based on analytics that could trigger a paradigm shift.

Various industry players are contributing to a session on The Drive Towards Zero-emissions Ferries. In addition, a global line-up of shipyards will offer their latest thinking on Shipbuilding Innovation for anything from fast ferries to large ro-pax vessels. Another cross-section of industry participants will discuss The Future of Autonomous Ferries, together with a preview of the way forward and the potential legal ramifications of operating vessels with little to no human interaction.

In Innovative Terminal Connections and Innova-tions in Thermal Imaging, two key suppliers will explain innovative technologies for terminal berthing and bridge navigation, while in The World Above Us, telecommunications leaders will examine upcoming advances in IT and satellite networks.

Sessions will also include Driving Results in Regulation, led by Interferry’s Director of Regulatory Affairs Johan Roos, and Domestic Ferry Safety

which will explore Interferry’s FerrySafe program and more, tying in nicely with the Training Seafarers for Tomorrow session. We will also hear from the European Maritime Safety Agency in EMSA – The EU Maritime Picture.

Both days of the speakers program will conclude with what promises to be spirited CEO Innovation Panel discussions among leaders from a variety of ferry operators representing all corners of the globe.
