PREPAREDNESS PLAN:

This plan helps guide the CPC staff and volunteers respond to emergency or life-threatening situations.

As an active church that hosts not only weekend services, but also a K-8th Grade school (SRVCA), and multiple staff and volunteer events throughout the week, the emergency response protocols vary depending on the location and day of the week as follows…

San Ramon Valley Christian Academy (SRVCA) Protocols

The primary distinction between these protocols lies in the person responsible for making decisions, and initiating and enacting the emergency response.

For CPC operations and events,

This guide will clarify the person responsible for Incident Command and the related venue command hierarchy for the CPC Saturday evening and Sunday morning, and CPC Weekday and Saturday morning protocols.

Procedures and actions for specific emergency situations are the same regardless of the day or time. This guide outlines the steps to take in the event of an emergency.

For SRVCA operations and events,

SRVCA has its own Emergency Action Plan coordinated with and approved by regulating and local authorities. As a school, its plan is unique to and specifically developed to address school situations. The “San Ramon Valley Christian Academy Emergency Action Plan” is available in the SRVCA school office upon request.

This guide does NOT include SRVCA’s Emergency Action Plan.

CPC EMERGENCY INCIDENT COMMANDER RESPONSIBILITIES:

The CPC Incident Commander is the person primarily responsible for leading the emergency response, and coordinating staff and emergency response personnel during an incident.

The responsibilities of the Incident Commander include, but are not limited to…

Directs staff and others on campus to take appropriate action during an emergency.

Ensures access roads are clear for emergency vehicles.

Coordinates someone to meet responding emergency response authorities.

May order evacuation as needed depending on the emergency.

Does not allow attendees back into the buildings until the emergency responders declare it is safe to do so.

Provides First Aid for any injured, as needed, until emergency medical response personnel respond.

Directs Search and Rescue teams to ensure all attendees have left the buildings, based on direction from emergency response personnel.

Issues “Shelter in Place” orders as needed depending on the emergency.

Issues an “All Clear” order as directed by the situation or emergency responders.

Completes a CPC Incident Report and any necessary follow-up documentation.

CPC EMERGENCY ACTIONSWE WILL IMPLEMENT:

EVALUATION will be the first step by the IC and other responsible emergency coordinators to determine the most appropriate and effective response based on the emergency situation. As needed, the response could include…

MEDICAL EMERGENCY RESPONSE – actions taken when a medical situation arises that requires swift and appropriate emergency medical treatment.

THREATENING OR VIOLENT PERSON RESPONSE – actions taken when someone who is perceived to be a threat for violence or harm is encountered on campus.

BOMB THREAT – actions taken in the event of a bomb threat or suspicious package.

FIRE RESPONSE – actions taken in the event of a fire on campus.

ACTIVE SHOOTER RESPONSE: RUN, HIDE, FIGHT – actions taken during an active shooter incident.

EARTHQUAKE RESPONSE: DUCK, COVER and HOLD - actions taken during an earthquake to protect people from flying or fallen debris.

SHELTER IN PLACE RESPONSE – actions taken when it is determined or dictated that people shall remain in their current location rather than evacuating or moving to another location. In some cases, Shelter in Place may be dictated by local authorities.

EVACUATION RESPONSE – actions taken when conditions make it unsafe to remain in the building, that provide for the orderly movement of attendees from inside the building to a designated area of safety. The expected response to a fire alarm, bomb threat, or other imminent structural collapse threat going off is an evacuation.

ALL CLEAR - used upon conclusion of emergency incident and actions to notify all people that the emergency is over and it is safe to return to their normal locations and activities. An ALL CLEAR is not issued until the situation has been reviewed and supported by the appropriate emergency responders, which may be local authorities.

CPC EMERGENCY RESPONSE:MEDICAL EMERGENCY

Medical accidents and emergencies may occur at any time and may involve anyone on the CPC campus. Some emergencies may only need First Aid care, while others may require immediate medical attention.

THIS IS NOT A FIRST AID MANUAL. When in doubt, dial 911.

INCIDENT COMMAND PRIORITIES:1. Evaluate the situation to determine the severity of the medical emergency.2. Delegate responsibilities to Emergency Coordinators as needed.3. Coordinate with emergency responders, manage communication and crowd

control.4. Issue an “ALL CLEAR” once emergency has been properly handled.5. Report details of the emergency to the appropriate CPC Incident

Commander.

INCIDENT COMMANDER ACTIONS: Assess the victim – CAB – Circulation, Airways, Breathing Provide First Aid or find someone who can provide First Aid. Call 911, if appropriate, and provide the following:

o Church name and address, cross streets, and fastest way for ambulance to reach the victim.

o Exact building name and location within the building.o Nature of emergency and how it occurred.o Approximate age of the person.o Caller’s name and phone number. o Do not hang up until advised to do so by the dispatcher.

Assign a volunteer to meet the emergency responders and lead them to the location of the injured person.

Notify family members. Describe the illness or injury, medical care being administered, and location where the person has been transported.

Send a volunteer with the individual, if possible, if they are being transported to the hospital.

Complete a CPC Incident Report and any necessary follow-up documentation.

CPC EMERGENCY RESPONSETHREATS, AGGRESSIVE BEHAVIOR OR VIOLENCE:

You may encounter someone who is an imminent threat or is violent. Aggressive behavior or threats may come over the phone or in person, and may be driven by emotion, drugs or alcohol, or a mental illness.

The priority when faced with the threat of aggressive or violent behavior is your safety, and the safety of staff and others on the church campus.

RESPOND – If you feel safe, attempt to assist the person. If not, excuse yourself and get to a safe location.

o Consider first your safety and the safety of others in the area.You are not expected to endure or engage with someone who threatens your or other’s personal safety or security.

o Create a physical barrier or distance between you and the person. Move behind a desk or counter if possible. Step back a few steps.

o Stay calm and respectful. Avoid saying “Calm down”. Avoid force.o Listen, offer support and possible solutions in a non-judgmental way,

acknowledge the person’s anger (“I understand that you are upset.”)

ASSESS – Determine quickly if the person or situation is controllableo Is the person calming down?o Are you in a location where others may be threatened?o Do not try to be the mediator!

ISOLATE – At any point you feel unsafe,o Respectfully tell the person you will get assistance and move away.o Get to a safe location. Don’t be a hero.

NOTIFYo Call 911. Then contact the appropriate CPC Incident Commander.o Provide all information available to youo Advise to Shelter in Place if necessary.o Complete a CPC Incident Report and forward to the Executive

CPC EMERGENCY RESPONSE:BOMB THREAT - PHONE

No two bomb threats will be alike, but following guidelines will help in dealing with them. Whether in the form of a phone call, or a letter or suspicious package, take all threats seriously.

Bomb Threat over the Phone:

Remain calm and take notes.

Listen carefully to the caller, Listen for background noise and voice characteristics.

Follow the Bomb Threat Questionnaire to help you stay focused on getting as much information about the bomb as possible.

Ask the caller the location of the bomb.

Ask the caller if he/she knows who placed the bomb and why.

When the caller hangs up, immediately dial 911 and report the incident. Then call the Executive Director for next steps.

If an explosion time is given that is only a few moments from the present time, the CPC Incident Commander will consider the potential dangers of evacuation versus non-evacuation.

Take necessary steps to notify and evacuate affected areas as needed.

Remain clear of building until responding authorities advise it is safe to return.

Complete a CPC Incident Report and forward to the Executive Director.

CPC EMERGENCY RESPONSE:BOMB THREAT – WRITTEN/SUSPICIOUS PACKAGE

Written Bomb Threat:

Handle the message or letter carefully at the corners to preserve fingerprints.

Give the document to the Executive Director or designee.

Dial 911. Then call the appropriate CPC Incident Commander.

If a messenger delivered the threat, immediately document a detailed description of the messenger. Items to note include race, sex, age, height, weight, color of hair, clothing, identifying features, and mode of transportation.

If an explosion time is given that is only a few moments from the present time, the Incident Commander will consider the potential dangers of evacuation versus non-evacuation.

Complete a CPC Incident Report and forward to the Executive Director.

Suspicious Letter or Package

If suspicious object is found, DO NOT MOVE OR TOUCH IT!

Contact the CPC Incident Commander, who will advise whether to contact 911 and take further actions as necessary.

CPC EMERGENCY RESPONSE:SMOKE / FIRE - USING A FIRE EXTINGUISHER

Should fire occur it is important to act quickly and decisively to prevent injuries and contain the spread of the fire.

Response to smoke and/or a fire depends on the imminent threat to you and others the extent and location of the fire the proximity of the nearest fire extinguisher

Using a fire extinguisher

If the fire is small and contained in a limited location, such as a trash can, and you feel safe doing so, you may attempt to put out the fire using a nearby fire extinguisher.

Use the PASS method when using a fire extinguisher.

Pull the pin.Aim the nozzleSqueeze the handle.Sweep the base of the fire

If, after using a fire extinguisher, the fire is not completely out, call 911 and evacuate the area. Do not continue to fight the fire with multiple extinguishers since this may lead to personal safety risks.

If you successfully extinguish the fire, report the incident to the appropriate CPC Incident Commander. Work with the IC to complete a CPC Incident Report.

CPC EMERGENCY RESPONSE:SMOKE

If you see or smell smoke Always assume it may indicate a fire.

Keeping your safety in mind and the volume of smoke, locate the nearest fire extinguisher and take it with you as you attempt to locate the source of the smoke if possible.

o If the smoke is minor,

If the smoke is the result of a small fire and you feel safe doing so, use the fire extinguisher PASS method to extinguish the fire.

o If the smoke is thick, or clearly the result of a growing fire,

close the door to isolate the area if possible

pull the nearest fire alarm

dial 911, and evacuate the area.

o Report the incident to the appropriate CPC Incident Commander. Work with the IC to complete a CPC Incident Report.

If there is no evidence of fire,

o close the door to isolate the area

o contact the appropriate CPC Incident Commander immediately.

CPC EMERGENCY RESPONSE:FIRE

If there is a fire beyond your control:

Do not attempt to fight the fire with a fire extinguisher.

Close the door to isolate the fire, if possible.

Pull the nearest fire alarm to facilitate EVACUATION of the buildings. Immediately leave the area.

Call 911, if possible, from a safe location outside of the buildings. (When the fire alarm is activated, emergency responders are automatically alerted and will arrive on site.)

Report the incident to the appropriate CPC Incident Commander. Work with the IC to complete a CPC Incident Report.

Kitchen Fire

Fires in the Kitchen often involve, or are related to, grease. Grease fires require special fire extinguishing chemicals not found in typical fire extinguisher.

In the vent hood above the cooktop is a specialized fire suppression system which is automatically triggered by extreme high heat or flames, with a back-up manual trigger on the wall between the exterior exit door and the steel double sink.

The CPC Kitchen has a specialized portable extinguisher mounted between the exterior exit door and the steel double sink. Use the PASS method.

If there is a grease fire in the Kitchen and the suppression hood does not automatically deploy, first pull the manual trigger, and then use the fire extinguisher if needed.

CPC EMERGENCY RESPONSE:ACTIVE SHOOTER

An active shooter is an individual actively engaged in killing or attempting to kill people in a confined and populated area, typically through the use of firearms. Victims are usually selected at random. The event is unpredictable and evolves quickly. Law enforcement is usually required to end an active shooter situation.

RUN – in opposite direction of sound of gunfire… Have an escape route and plan in mind

Leave your belongings behind

Keep hands visible

Get as far away from building as possible.

Call 911 when safe to do so.

HIDE – if you can’t escape building… Close blinds or curtains and stay clear of windows.

Barricade doors with anything you can – chairs, tables, desk

Silence your cellphone

Hide in an area out of sight of windows

Keep others hiding quiet

Remain in room until all clear is announced or law enforcement enter.

FIGHT – if you come into contact with the shooter… As a last resort and only when your life is in imminent danger

Attempt to incapacitate the shooter with anything that could be a

weapon (stick, bat, fire extinguisher, etc.)

Act with physical aggression and throw items at active shooter.

EARTHQUAKE

During an earthquake, in addition to possible falling objects, fire alarms and sprinkler systems may be activated by the shaking. The effect of an earthquake may vary from one building to another. The major shock is usually followed by numerous after-shocks, which may last for days.

The major threat of injury during an earthquake is from falling objects, glass shards, and debris. Many injuries are sustained while entering or leaving buildings.

DUCK Get away from windows. Head for the center of the building.

COVER Find shelter under a sturdy desk or table if possible. Kneel down and cover

your head with your arms.

Stay away from temporary walls or partitions and freestanding objects such

as files, supply cabinets, shelves, etc.

HOLD Do not use elevators.

Stay put for a few minutes. An initial shock usually lasts less than a minute

but other jolts may come soon after.

DO NOT PANIC or attempt to evacuate. Evacuation routes, if needed, must

be inspected for safety before use.

CPC EMERGENCY RESPONSE:POST-EARTHQUAKE

After the earthquake has stopped the following actions should be taken:

INCIDENT COMMANDER ACTIONS:

Call 911 to report building damage, if applicable.

After shaking stops, EVACUATE the building.

Check for injuries and render First Aid.

Direct the assessment of the church buildings.

DO NOT return to the building until the emergency responders have determined it is safe to do so.

Coordinate staff to check all gas and power lines, check mechanical equipment, shut off gas if a problem is suggested.

Prohibit smoking or open flames in the area (gas lines may be ruptured).

Coordinate inspection of building interiors and exteriors to determine extent of damage and repairs.

Complete a CPC Incident Report and any other Supplemental follow-up reports as needed.

CPC EMERGENCY RESPONSE:STRUCTURAL COLLAPSE OR EXPLOSION

Although a structural collapse or explosion cannot be anticipated, taking immediate action following an event can greatly reduce the possibility of injury or further damage.

Pull fire alarm to EVACUATE building.

Call 911. Call the appropriate Incident Commander.

INCIDENT COMMANDER ACTIONS:

Designate someone to meet emergency response personnel.

Check for injuries and render First Aid.

Seal off the damaged areas.

Direct the assessment of the damaged areas

DO NOT return to the building until the emergency responders have determined it is safe to do so.

Coordinate staff to check all gas and power lines, check mechanical equipment, shut off gas if a problem is suggested.

Coordinate inspection of building interiors and exteriors to determine extent of damage and repairs.

Prohibit smoking or open flames in the area (gas lines may be ruptured).

Consider additional or extended security services.

CPC EMERGENCY RESPONSE:UTILITY FAILURE

Failure of any of the utilities such as electricity, gas and water may create a condition that must be dealt with on a situational basis. Advanced notice may or may not be received from the utility company regarding the loss of service.

If the outage is brief, consider staying in the current location, unless you feel safer evacuating the building.

Contact the appropriate Incident Commander to advise of the power outage.

INCIDENT COMMANDER ACTIONS:

Determine the cause of the outage… whether it is on campus only or in the community.

If not only on campus, contact the utility provider, either online or via phone call, to determine the cause of the failure and the estimated duration of the outage.

Consider the security of the property and people on campus. Keep everyone informed regarding status and evacuation options.

If you smell gas, determine the source and take appropriate action. This may include immediate evacuation of the campus.

Delegate appropriately trained staff to o Find the source of the outage, if on campus only.o Ensure emergency back-ups (such as emergency lighting) are

functioning.o Shut off all affected equipment.

When the utility service continues, make sure that all affected equipment resumes working correctly.

CPC EMERGENCY RESPONSE:SHELTER IN PLACE

Certain emergency situations may dictate that all persons on the CPC campus “Shelter in Place”, meaning they are to remain in their current location rather than evacuating or moving to another location.

Decisions to order a “Shelter in Place” may be necessitated by local authorities in the event of chemical or physical safety threat in the community. “Shelter in Place” may also be called by the appropriate CPC Incident Commander in response to an on-campus safety threat.

All persons must stay inside in their current location with windows and doors securely closed.

Persons outside must immediately move to the protection of an inside room.

Do not leave the current inside location or go outside until additional instructions are provided via the public address system or proper authorities.

INCIDENT COMMANDER ACTIONS:

Once the decision is made to order a “Shelter in Place”, use the central public address system to make a “Shelter in Place” announcement.

Example: “Attention please. Attention please. We have a hazard in the area and are instituting SHELTER IN PLACE procedures. Everyone should remain inside with windows and doors securely closed (and if appropriate, with air conditioning units turned off). Those who are outside should immediately move to the protection of an inside room. Do not go outdoors until you receive further instructions.”

Monitor the situation to coordinate with designated staff, and/or local authorities to determine when to issue status updates or ALL CLEAR announcement.

CPC EMERGENCY RESPONSE:EVACUATION

Certain emergencies may dictate that everyone on the campus evacuate to ensure their safety.

Decisions to evacuate may be automatically triggered, such as in a fire alarm. They may also be ordered by local authorities, or by the appropriate CPC Incident Commander in response to an on-campus safety threat.

Remain calm. Do not run, move swiftly and safely.

Do not waste time gathering belongings, equipment or other items.

Move immediately to the closest safe exit out of the building and go to the designated Emergency Meeting Place.

Remain in the Emergency Meeting Place until advised by the appropriate Incident Commander or designee.

INCIDENT COMMANDER ACTIONS: If the evacuation order is not automatically triggered, use the central public

address system to make an “Evacuate” announcement.

Example: Attention please. Attention please. This is an immediate evacuation order. Please proceed from the building immediately and go to the designated Emergency Meeting place. Remain there until you receive further instructions from the proper authority.

Upon the advice of law enforcement, designate staff to walk the entire property to verify that all buildings are evacuated.

Monitor the situation to coordinate with designated staff, and/or local authorities to determine when to issue status updates or ALL CLEAR announcement.

CPC EMERGENCY RESPONSE:ALL CLEAR

ALL CLEAR is used to conclude other immediate actions taken upon an emergency to notify staff and students that normal school operations can resume. ALL CLEAR signifies that the emergency is over. This is the final ACTION used to conclude the following actions:

An ALL CLEAR announcement must be made by the appropriate Incident Commander or designee, and only after receiving clearance from responding emergency personnel.

ANNOUNCEMENT:Make the following announcement in person directly or over the public address system:

Example: “Attention please. (Pause) ALL CLEAR. (Pause) ALL CLEAR. (Pause) ALL CLEAR. (Pause). It is now OK to resume normal school activities. Thank you all for your cooperation.”

Use messengers with oral or written word as an alternate means of staff notification if the public address system is not working.
