5. Description of the Proposal
Chapter 5 describes the Proposal and summarises key design parameters, construction method, and associated infrastructure and activities. The description of the Proposal is based on the AECOM Devlins Creek to Hornsby HV Aerial Lines and Cables Design Plans and GHD Signals Power Supply Upgrade LV Location and Site Layout Design Plans.
5.1. The Proposal
As described in Section 1.1 of this REF, the Proposal involves upgrading of the existing 2kV
signal power supply from Strathfield to Hornsby with a new 11kV signal power supply as part of the PSU Program.
5.1.1. Design features
The Proposal involves upgrading the power supply within the rail corridor between Strathfield Substation and Hornsby Substation and includes the following (see Figure 5-1, Figure 5-2and Figure 5-3):
Upgrade of the existing 2 kV overhead aerial line to an 11kV aerial line from Pole 15, approximately 500 metres north of the Devlins Creek Sectioning Hut at Epping, to Pole 127, approximately 300 metres south of Hornsby Station
Refurbishment of the 33kV transmission line poles and accessories along with the 2kV to 11kV line conversion on all common or sharing poles (approximately 115 in total) between Devlins Creek Sectioning Hut and Hornsby Substation
Replacement and upgrade of approximately 90 power poles between Devlins Creek and Hornsby
Installation of a combination of buried 33kV and 11kV cabling and galvanised steel trough (GST) for approximately 500 metres north and south of Pennant Hills Station
Trenching at Normanhurst from the power room, north within the rail corridor, passing underneath Buckingham Avenue bridge to an existing section hut
Construction and commissioning of power rooms (see example power room in Plate 5) at Concord West, Rhodes, West Ryde, Eastwood, Beecroft, Pennant Hills and Normanhurst
Construction and commissioning of 11kV/415V padmount substations (see example padmount substation in Plate 6) in the vicinity of the proposed power rooms at Rhodes, West Ryde, Eastwood, Beecroft, Pennant Hills and Normanhurst
Installation of underline track crossings (ULX) at Normanhurst and Concord West to connect the proposed power room and padmount substation
Supply (415V/120V) four to five signal locations from each power room. The distance between power rooms and signal locations vary between approximately 30 metres and 1500 metres
Installation of two underground/overhead (UGOH) poles (see example UGOH pole in Plate 7) at each proposed power room to connect cables from the padmount substations to the existing aerial lines. The poles would be a maximum of 70 metres apart

Internal renovation to the existing Hornsby and Strathfield signal rooms including the removal of redundant 2kV equipment (i.e. 11kV/2kV transformers, 2kV boards, 2 kV cable etc.)
Decommissioning of approximately 25 kilometres of the 2kV network including existing cables, transformers, regulators, and switchboards at Strathfield Substation, Epping Substation, Hornsby Substation; and reticulated 2kV switchboards at various signal locations.
Construction work is estimated to commence in late 2014 and take about 24 months to complete.
5.1.2. Power rooms
The power rooms would be approximately 5 to 7 metres long, 3.5 metres wide and 3 metres high (see Plate 5 for an example power room). The buildings are of modular design i.e. pre-
cast concrete mono-form. They are manufactured and fitted out off site, then transported to the required locations and placed on a 300 millimetre deep pre-prepared compacted base. Each power room would supply enough power to support 4 to 5 signals located within the surrounding area. The power rooms are all located within the rail corridor. Their internal equipment includes but is not limited to a combination the following items:
415/120V distribution transformers
415V/415V isolation transformer
Electrical switchboards
Uninterruptible Power Supply (UPS) backup supplies
Signalling alarm monitoring systems.
A natural convectional ventilation system would be installed to avoid the need for mechanical ventilation.

5.1.3. Padmount substations
The padmount substations would be approximately 1.2 metres tall and 1 metre wide (see Plate 6). Each padmount would consist of the following equipment:
11kV Ring Main Unit (RMU)
11kV/415V transformer
LV (415V) connection board.

A padmount substation at Concord West would be installed as part of the North Strathfield Rail Underpass (NSRU) Project. The padmount at this location has not been assessed as part of this REF.
5.1.4. Poles and overhead wiring
Generally, the existing 2kV and 33kV aerial lines share a common pole. However, in some instances (i.e where UGOH poles or lines transitioning between substations), separate poles are used. The Proposal involves the installation of an 11kV aerial line and removal of the

existing 2kV aerial lines. After construction there would generally be three aerial cables between poles, increasing from two aerial cables provided by the 2kV power supply.
Generally, the poles between Pole 15 (near Devlins Creek Section Hut at Epping) and Pole 127 (approximately 300 metres south of Hornsby Station) would remain in their current locations. Approximately 90 poles would be removed/replaced where required due to ageing, changes in line profiles, pole strength etc. Poles would be removed where the existing poles are not suitable for re-use.

5.1.5. Signal cables
The installation of 415V cables from each of the power rooms would be undertaken to power the nearby signals. The cables would extend for between approximately 30 and 1600 metres (this would vary for each location) before being connected to the signal power supply.
5.1.6. Sustainability in design
The design of the Proposal has been undertaken in accordance with the project targets identified in TfNSW’s Environmental Management System (EMS) and the Sustainable Design Guidelines (Version 3.0) which groups sustainability into seven themes:

Community benefit.
Within each theme, potential initiatives are prioritised into two categories of requirements:
Compulsory – the initiative is required to be implemented when applicable to the
Proposal as they refer to a corporate target, or are fundamental to the delivery of sustainable assets)
Discretionary – the initiative has benefits to be implemented, however may not be
the most appropriate.
The Guidelines also specify a minimum level of compliance within each category: 100 percent of applicable Compulsory initiatives and 50 percent of the applicable Discretionary points are to be adopted on the Proposal.
Further information on the sustainability design initiatives for the Proposal can be found in Section 7.12.
5.2. Construction activities
5.2.1. Construction methodology
Construction works would involve the following:
Site establishment:
Services relocation or protection work for services located on or near the site
Establishment of the construction compounds
Installation of safety fencing around the Proposal where required.
Tree trimming from within the rail corridor where required
Trenching and conduit laying works and galvanised steel trough installation 500 metres north and south of Pennant Hills Station
Directional drilling works for installing an under line crossing adjacent to the rail corridor at Normanhurst and Concord West
Replacement and upgrade of the existing high voltage aerial poles and aerial cables
High voltage (HV) aerial pole and aerial cable installation, including cable jointing
Electrical work and fit out including connection the electrical network
Site clean up.

5.2.2. Construction workforce
Construction of the Proposal would involve a maximum workforce of approximately 30 people. The Proposal would not be staged but rather when access is permitted into the rail corridor, planned activities would be undertaken to maintain progress.
To complete the padmount substations and power rooms, access to the rail corridor can be granted any time.
It is anticipated that workers would work across the whole Proposal area at any one time rather than starting at one section and moving on.
The work would commence in late 2014 and take about 24 months to complete.
5.2.3. Plant and equipment
Plant and equipment used to construct the Proposal may include, but not be limited to:
Water truck
2-4 hi-rail trucks
Mini excavators
Mini dump trucks
2 concrete booms and 2 concrete trucks
3x16 tonne excavators with augers and a rock breaker
Backhoes
Hand tools
Light commercial and passenger vehicles
2x25 tonne cranes
4 high rail telehandlers
Small site shed
Portaloo
Supersuckers/vacuum trucks
2-6 hi rail elevated work platforms.
5.2.4. Working hours
Construction would generally occur during the standard hours set out in the Interim Construction Noise Guideline (DECC, 2009):
Mondays to Fridays between 7 am and 6 pm
Saturdays between 8 am and 1 pm
No work would occur on Sundays or public holidays.
Some of the proposed works would be carried out during scheduled track possession periods (including work on Sundays). The majority of the overhead cabling would be undertaken outside of possessions and power rooms and padmounts would be installed during daytime hours. Some work would be required during possessions and isolations including signal supply changeovers, commissioning, and cable connections to padmount substations and power rooms where required to maintain network connections and for safety reasons.
For out of hours works, the contractor would obtain permission from TfNSW. All out of hours work would be undertaken in accordance with the Construction Noise Strategy (Transport for
NSW, 2012).

5.2.5. Earthworks
Seven sites within the rail corridor require excavation as part of the Proposal. The seven sites include the excavation of three trenches (varying from approximately 30 to 500 metres in length, to a depth of between 1 and 1.5 metres below ground level),the construction of seven power rooms, six padmount substations (maximum excavation depth of 1.5 metres below ground level) and associated connections.
The volume of material expected to be removed during trenching works at Pennant Hills would be approximately 750m3. The volume of material for the padmount substation and power room installation is expected to be minimal.
Excavated material would be used to backfill where possible across the Proposal. Excess spoil would be disposed of at an appropriately licensed facility.
5.2.6. Source and quantity of materials
Materials for the Proposal would be sourced from local suppliers where practicable and recycled materials would be used where possible. The power rooms would be constructed in Wollongong and transported to the site via road for installation in the rail corridor.
The source and quantity of materials required for construction would be confirmed during the detailed design of the Proposal.
5.2.7. Vehicle movements
Construction would generate the need for heavy vehicle movements associated with the transportation of construction machinery, equipment and materials to the site. Light vehicle movements would be associated with employees and smaller deliveries.
It is estimated that construction vehicle movements would involve a daily maximum of approximately 15 vehicles per day. This would consist of five light vehicles and 10 construction vehicles across the whole site.
The delivery of some equipment, such as the padmount substations and power rooms, may be considered oversized deliveries. These deliveries would be undertaken in accordance with the requirements of the relevant authorities.
5.2.8. Site access and car parking
Site access would be via existing rail corridor gates and access tracks. To achieve the project objectives. Access to the rail corridor would also be required at:
Pennant Hills adjacent to a car yard
Through the commuter car park at the West Ryde site
Derby Street (public and restricted area access) for the upgrading of the 2kV line to the 11kV line across the M2 Motorway between Beecroft and Eastwood.
Parking of construction and staff vehicles would be on the local road network or within the construction compound area where possible.
It is estimated that 15 vehicles per day transporting employees would be travelling to and from site during construction. These vehicles would have minimal impact to the road network and overall traffic on the surrounding road network.

Traffic and transport impacts associated with the Proposal are assessed in detail in Section 7.3 of this REF.
5.2.9. Ancillary facilities
Ancillary facilities that include a construction compound area would be located at a central location within the Proposal area as the work moves. This compound location would be located on largely cleared and vacant land where possible and it would not be located within 40 metres of a waterway or within 100 metres of a sensitive receiver where possible. The location and activities proposed for the construction compound are yet to be confirmed.
Potential locations for the construction compound include:
Within the rail corridor at Normanhurst on the same side of the track as the power room
Adjacent to Sutherland Road inside the rail corridor at Beecroft.
Where possible the site shed and ablutions building used by site staff would be moved along the Proposal area. The final location of ancillary facilities would be confirmed during detailed design. In the event that ancillary facilities are required outside of this footprint, further assessment would be undertaken of that specific location.
5.2.10. Public utility adjustments
During the subsequent phases of design, a utility investigation including a Dial Before You Dig (DBYD) enquiry, would be undertaken to identify utilities with the potential to occur within the Proposal area. The following utilities could potentially occur within the Proposal area.
Electricity
Telecommunications
Water and sewerage
Stormwater
Closed circuit TV
Rail signalling.
It is likely some services may require relocation. Such relocation is unlikely to occur outside of the Proposal area footprint assessed in this REF. In the event that construction related works would be required outside of this footprint, further assessment would be undertaken of that specific location.
The appropriate utility providers would be consulted during the detailed design phase.
5.3. Operational management and maintenance
The main function of the Strathfield to Hornsby Power Supply Upgrade would be to convert the existing 2kV signal power supply to an 11kV signal power supply. The 11kV network would operate 24 hours a day to ensure that power supply is provided to the network at all times.
No permanent staff members would be located on site.

Maintenance activities would be the responsibility of Sydney Trains and would involve approximately one visit each month. These visits would generally consist of one utility vehicle accessing the site. In emergency situations additional vehicles may need to access the site.
The potential impacts of operation are considered in Section 7.

6. Community and stakeholder consultation
This section summarises the community and stakeholder consultation undertaken as an input to development of the Proposal and the REF.
6.1. Introduction
This chapter summarises TfNSW’s approach to community and stakeholder engagement for the planning approval phase of the Proposal, including the REF public display.
Formal statutory consultation under the Infrastructure SEPP is not required as the Proposal is not likely to have an impact to local heritage that is not minor or inconsequential as per clause 13 of the ISEPP. Also, the Proposal would not have an impact on council-related infrastructure or services as per clause 13(e) and (f). Nevertheless, consultation with Hornsby Shire Council, City of Canada Bay Council, Parramatta City Council and City of Ryde Council has been undertaken to inform them of the Proposal.
6.2. Engagement objectives
Ensuring the community and key stakeholders are fully informed and given the opportunity to provide feedback during the planning process is fundamental to the development of the Proposal.
The objectives of community and stakeholder engagement activities are to:
Provide accurate, accessible and timely information about the Proposal and REF process to relevant stakeholders
Raise awareness of the REF and the opportunity for feedback, particularly residents, businesses and other stakeholders adjoining the rail corridor
Foster a positive two-way dialogue with the community and key stakeholders
Provide opportunities for stakeholders and the community to express their view about the Proposal
Identify, understand and incorporate stakeholder and community views into the planning approval phase of the Proposal.

6.3. Engagement during REF preparation
Table 6-1 lists the key engagement tools and activities employed during the preparation of
the REF and describes how each tool has been used to engage with the community and stakeholders.

Council briefings City of Canada Bay, City of Ryde, Parramatta City and Hornsby Shire Councils were invited to a briefing prior to the public display so TfNSW could provide an overview of the Proposal. City of Canada Bay Council, Hornsby Shire Council and City of Ryde Council were briefed by TfNSW on the Proposal on 14 May, 15 May and16 May 2014 respectively. No issues or concerns were raised by Councils during consultation. Parramatta City Council declined a briefing for the Proposal and would comment during the public display period.
6.4. Engagement during REF public display
This REF would be placed on public display for a period of two weeks from the 13 June to
27 June 2014 during which time written submissions would be accepted.
Table 6-2 lists the key engagement tools and activities that would be employed during the
REF public display and describes how each tool has and would be used to engage with the community and stakeholders.

Written submissions Written submissions on the REF are encouraged throughout the public display period. Submissions can be emailed to [email protected] or posted to:

Submissions would be accepted no later than 5 pm Friday 27 June 2014. All submissions received during the public display period (13 June to 27 June)would be considered as formal submissions and would be acknowledged by return letter or email (depending on what contact information is provided).
All information in submissions may be published in subsequent assessment documents. If the stakeholder indicates at the time of supply of information that it should be kept confidential, TfNSW would attempt to keep it confidential however there may be legislative or legal justification for release of the information, for example under the Government Information (Public Access) Act 2009 or under subpoena or statutory instrument.
6.5. Post-display engagement activities
TfNSW would accept and acknowledge written submissions throughout the REF public display period.
Following the REF display, TfNSW would prepare a report to summarise issues raised, provide responses to the issues raised, and identify any changes to the Proposal and the potential impacts of those changes.
TfNSW would consider issues raised in submissions prior to determining whether to proceed with the Proposal.
Anyone who makes a submission (and provides their contact details) would be notified when the Proposal's determination report is available for viewing on the TfNSW website.
Should TfNSW proceed with the Proposal, communication and consultation activities would continue, including updates and notifications to residents, businesses and other community members in the lead up to and during construction.
The TfNSW Infoline and email address would continue to be available during the construction phase as would a dedicated 24-hour Construction Information line.
