AGENDA NO.2. Adoption of the Minutes of 57th SLBC meeting held on 19.02.2015. AGENDA NO. 3 : Action Taken Report of the 57TH SLBC Meeting

Action Taken Report on Minutes of Meeting is placed at Annexure-B ( Page- 33 ). The house is requested to approve Action Taken Report.

AGENDA NO. 4 : SLBC Sub-Committee meeting headed by Shri M K Rout, IAS, Additional Chief Secretary, Panchayat and Grameen Vikas Vibhag & Development Commissioner, Government of Chhattisgarh was conducted on 30.05.2015. Review of progress achieved under Government Sponsored Schemes and other related issues was carried out in the meeting of SLBC Sub-committee . Minutes of meeting are placed at Annexure – C(Page - 38 )

AGENDA No. 5 : Pradhan Mantri Jan-Dhan Yojana (PMJDY) :

The mission was started on 28 August 2014 and completed on 15.01.2015 in our State. Saturation Certificates received for all 27 Districts have been submitted to Mission FI, DFS, MoF, GoI. 5 LWE affected districts have approx. 20688 households in inaccessible areas which are being covered gradually.

As per reports received from the Banks 78,26,718 accounts have been opened by all Banks together up to 30.09.2015. Detailed district-wise data of number of accounts opened is placed at Annexure-D (Page -45 ).

AGENDA No 6. : Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Atal Pension Yojana (APY) :

Three Social Security Schemes namely Pradhan Mantri Jeevan Jyoti Bima Yojana(PMJJBY), Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Atal Pension Yojana (APY) were launched by Hon'ble Prime Minister on 09.05.2015.

A function was organized for launching of these three Social Security Schemes in the State on 09.05.2015 at New Circuit House, Raipur. Hon'ble Chief Minister, Union Minister, State Ministers, Senior Government officials, Top officials from NABARD, Chief General Manager State Bank of India, General Manager (NW-3), State Bank of India and Regional Heads of the member Banks and other VIPs were present in the meeting.

AGENDA NO. 7 : Pradhan Mantri MUDRA Yojana (PMMY) : The Scheme aims at financial support to Banks / MFIs for onward lending to Individuals, group of individuals, Self Help Groups, Joint Liability Groups for creation of qualifying assets as per RBI guidelines towards setting up / running micro enterprises as per MSMED Act and also carrying out non-farm income generating activities with beneficiaries loan size ranging from Rs 50,000.00 to Rs 10.00 Lac per enterprise / borrower.

Pradhan Mantri MUDRA card is another innovative and additional feature of the scheme. The issuance of card is aimed at providing flexibility and easy accessibility of credit to the borrower. MUDRA card would be used against available balance like any debit card and operated by a RuPay based debit card. Details of the scheme are placed at Annexure- F (Page - 48 ) .

The scheme was inauagurated by Hon'ble Prime Minister on 08.04.2015. All Banks have received targets from their respective Head Offices. District wise targets were worked out as advised by the Department of Industries, Government of Chhattisgarh and sent to all Banks and Nodal Office of C.G.Government. A special web portal for reporting of progress under MUDRA has been created by CHiPS. All banks are requested to update progress in the portal (web address - http:\\pmjdy.cgstate.gov.in) on daily basis.

Each Bank branch was given a minimum physical target of 25 cases during Mega Mudra loan Camp period ( from 25.09.2015 to 02.10.2015).The co-operative Banks were excluded from the financing under PMMY.

AGENDA NO. 8 . National Rural Livelihood Mission (NRLM) :

All poor women of the State are to be covered under Self Help Group (SHG) Bank linkage programme. Government of India is executing the Women Self Help Group Programme through NABARD in LWE districts and National Rural Livelihood Mission Programme through State Rural Livelihood Mission (Bihan) in the State.

AGENDA NO.10.Prime Minister Employment Generation Programme (PMEGP):

The Chief Executive Officer,KVIC, vide Circular number CEO Cell (PMEGP) / EDP Prog/2014-15/482 dated 02.12.2014, advised that EDP training to PMEGP beneficieries will be imparted through Banks' RSETIs / RUDSETIs. Further disbursements in PMEGP accounts can not be made unless the EDP training is completed by the borrower.

In a meeting on 19.06.2015 with three sponsoring agencies of PMEGP namely KVIC, KVIB and Industries Department it was decided that :

1. Targets for the year 2015-16 allotted by KVIC and KVIB will be sent by these two agencies only. As for Department of Industries, the cases sent during 2014-15 and still pending, will continue to be sanctioned. These pending cases will be considered as the targets for 2015-16 allotted by Directorate of Industries.

2. As per information received from Department of Industries, there are 630 cases pending as at 31.03.2015. This will serve as the target for the year 2015-16. All the Banks are requested for early disposal of the cases.

3. Cases recommended by DLTFC during the 2014-15 but not sanctioned by the branches for any reason and returned to concerned sponsoring agency will be considered for sanction only on consent of borrower and concerned Bank.

AGENDA NO. 11. Antyodaya Swarojgar Yojana and Adivasi Swarojgar Yojna.

The progress in Government Sponsored Schemes has been taken from Chhattisgarh Rajya Antyavasayi Sahakri Vitt evam Vikas Nigam Mydt. As the cases submitted by Sponsoring Agency are not on e-tracking, therefore, all Banks are advised to reconcile the position with the Chhattisgarh Rajya Antyavasayi Sahakri Vitt evam Vikas Nigam Mydt department under confirmation to SLBC ( Bank-District wise reports are placed at Annexure-L(Page No- 69 )

Chhattisgarh Rajya Antyaavasaayee Sahakaari Vitt evam Vikaas Nigam Maryadit. is also requested to send the list of beneficiaries Bank wise/Branch wise to their Regional Heads and also to the LDMs of the respective districts, so that, position of pending applications can be tracked at Bank / Branch and District levels.

AGENDA NO.12 Rajeev Rin Yojana -

As per Office Memorandum no. F.No. 14013/9/2014-H/FTS-11839 dated 16.04.2015 of Govt. of India, Ministry of Housing and Urban Poverty Alleviation (Housing Division), Rajiv Rin Yojna (RRY) has come to an end on 16.04.2015. In this regard, it is informed that the Ministry is in the process of launching a comprehensive Mission for “Housing for All” with a component of Interest Subvention, details whereof shall be put up to SLBC on receipt.

Fresh proposals would be taken up under the new Interest Subvention Scheme on the launch of the New Mission - “Housing for All “. Annexure - N (Page-76 ) .

Position of SBI run RSETIs projects in 11 lead districts is as under :

for re-demarcation, which is done on 22.09.2015. Re submitted to Town & Country Planning on 01.10.2015.

Kawardha Block 1- Ground floor roof casting completed, first floor wall construction in progress.Block 2- Director's Room, Ground and Ist floor plastering in progress.Block 3- Staff quarter plastering of inner wall in progress.Outer wall completed.Targeted to shift in April 2016.

Jashpurnagar Demarcation of land done and possession taken. Map submitted to Town and Country Planing on 11.08.2015 for approval. Fees paid through Challan.

Position of Dena Bank run RSETIs projects in 5 lead districts is as under :

Durg On going construction stopped by “Aapada & Rahat Prabandhan Vibhag”. Demarcation done on 25.08.2015 Report will be submitted by Revenue Inspector to Collector.

Rajnandaon Block 1 - Directors Office rooms complete. Tiles fitting in progress. Block 2 - Training Center cum Residence plastering completed up to 2nd

floor. Block 3- Staff Room Tiles work completed for both floors.Targeted to shift by 30.11.2015.

Raipur Possession of land has been taken on 05.06.2015 at Village Tendua with Khasra no. 696 P.H. 28 on which demarcation has already been completed. The area of land taken is 2.09 Hectare (4046 sqm.)

Dhamtari Construction has been completed. Approach road is being constructed and will take one month time to complete. Meanwhile, furniture work will be done. Expected to shift by 30.11.2015.

Mahasmund Map had been approved and work order placed. But demarcation work had been stopped by villagers who opposed to share land. The issue was tried to be solved in Gram Sabha. Matter was discussed in DLCC meeting also. Collector has advised to get alternative land allotted.

Position of Central Bank run RSETIs projects in 2 lead districts is as under :

Surguja All structure work completed, Tiles fitting completed in ground floor. Approach road yet to be constructed by the Government. Targeted to shift in December 2015.

Koriya Civil Construction completed, electrical and furniture work is in progress Target to shift in January 2016.

State Rural Livelihood Mission, vide their letter number 9761/व�-6/ NRLM-RSETI LH/2015 dated 30.06.2015 advised that target for training to rural youth have been allotted by Monitoring Cell, Ministry of Rural Development, Government of India for all 18 RSETIs, which is placed at Annexure - O (Page77) .

AGENDA NO. 15 FINANCIAL LITERACY AND CREDIT COUNSELING CENTRES (FLCC) :

Financial Literacy and Credit Counselling is a regular activity of Banks. In Chhattisgarh 25 FLCCs have been established in 27 districts. Details are as under :

1. State Bank of India – Jagdalpur, Kanker, Bilaspur, Kawardha, Janjgir Champa, Bijapur, Dantewada, Jashpur, Korba, Raigarh, Narayanpur, Mungeli, Sukma, Kondagaon, Balodabazar and Bemetara.

2. Dena Bank – Durg, Rajnandgaon, Raipur, Dhamtari, Mahasamund, Gariaband and Balod.

3. Central Bank of India – Surguja, Koriya.

In Surajpur and Balrampur Districts where Central Bank of India is Lead Bank FLCCs are yet to be established. Summary of activities from 01.04.2015 to 30.06.2015 :

As per RBI guidelines every rural Bank Branch also conducts at least one FLC camp every month. Also during implementation of PMJDY, various camps were conducted for Account opening, Aadhar seeding, RuPay cards which contributed to further spread of Financial Literacy of villagers.

SLBC has got printed and distributed the Standardized Financial Literacy Material designed by RBI with financial assistance from NABARD. The set of 16 Posters, Financial Literacy Guide and Financial Diary have been provided to all LDMs and Lead Banks for onward distribution at FLCC camps.

State Bank of India with financial assistance from NABARD, rolled out a Financial Literacy Rath in 100 villages in Raipur, Balodabazar, Kanker, Durg, Rajnandgaon, Bemetara etc. districts in the month of April 2015.

FLCC / awareness camps are also conducted regularly by NABARD.All LDMs also conduct at least one camp per month.In RSETIs also trainees are imparted knowledge of Financial Literacy.

AGENDA NO 16 : Kisan Credit Cards (KCC)

During June 2015 quarter, 1,60,836 new cards amounting to Rs.1025.70 Crores were issued . The cumulative position comes to 24,28,057 cards for Rs.6492.05 Crore. Out of Total Agriculture Advances of Rs.10922.29 Crore, Agriculture Cash Credit is Rs.7098.62 Crore and Agriculture Term Loan is Rs.3923.67 Crore as detail in the data table 1-e (1).

17.1 Number of Branches :

Public Sector Banks opened 05 branches, Private Sector Banks have opened 03 Branch during June 2015 quarter. There are now 1176 rural, 653 semi-urban and 630 urban branches in the State of Chhattisgarh aggregating 2459 branches as at the end of June 2015. Out of these, 74.37 % branches are operating in rural and semi-urban areas.

17.2 Expansion of Banking Services in LWE affected Districts :

As per minutes of meeting held under the Chairmanship of Union Home Minister on 09.02.2015 it was decided that new Bank Branches ( 20 in Sukma District, 18 in Dantewada and 33 in Bijapur District ) be opened in the State of Chhattisgarh.

Subsequently as per DFS letter no. F.No.20/57/2010-FI (C-53274) dated 30.06.2015, it was decided to expand banking activities in 8 worst Left Wing Extremism (LWE) affected districts of Chhattisgarh namely, Bijapur, Sukma, Bastar, Dantewada, Kanker, Narayanpur, Rajnandgaon and Kondagaon.

Further, the State Government asked for a List of Centres devoid of Banking facilities in the aforesaid eight LWE affected Districts, from respective District Collectors. As many as 150 locations were identified for opening of Bank branches in these districts. As advised by Secretary, Department of Financial Services, MoF, GoI., a team was formed to visit these districts to study ground level realities.

Accordingly the team visited the Sukma, Dantewada and Bijapur districts of Chhattisgarh from 14.07.2015 to 16.07.2015 to understand the ground realities and ascertain the availability of infrastructural facilities at the centres identified for opening new Bank branches / ATMs. After the visit, the team had a meeting on 17.07.2015 with Secretary (Finance) and Secretary (Home) of Chhattisgarh at Raipur.

Subsequently, a meeting was held on 14.08.2015 by Director, Directorate of Financial Service (DIF) , Govt. of Chhattisgarh, pursuant to the minutes of which, SLBC forwarded the list of proposed locations to all banks to indicate their preference with regard to opening bank branches at centres on the list. As per letter no. 687/DIF/2015 dated 19.08.2015 all Banks were to submit the list of centres of their choice from the proposed list in sealed envelope. As many as 10 Banks have given 44 choice centres out of which 22 are common centres. As per Director, Directorate of Institutional Finance letter no. 823/DIF/2015 dated 16.09.2015 in 22 centres, ICICI Bank, Bank of Baroda, Canara Bank, Chhattisgarh Rajya Gramin Bank, State Bank of India and UCO Bank are to open new branches till 31.12.2015.

17.3 Number of ATMs:

There are 503 ATMs in rural centers , 820 in semi-urban centers and 1287 in urban centers in the State of Chhattisgarh aggregating to 2610 ATMs as at the end of June 2015 . PSU Banks have 2261 ATMs , Private Sector Banks have 344 ATMs, Cooperative Banks 3, and RRB has 2 ATMs.

AGENDA NO.20: NEW SCHEMES :

SMALL FARMERS AGRI CONSORTIUM : Small Farmers Agribusiness Consortium (SFAC) , an organisation promoted by Ministry of Agriculture, is implementing the Central Sector Venture Capital Assistance Schemes (VCAS) to promote investments in agribusiness enterprises. The scheme is operational across the country and provides interest free margin money to entrepreneurs to enable them to leverage bank finance to set up agribusiness units. Details of schemes promoted by SFAC are placed at “Annexure R” (Page-84 ) .

AGENDA No. 21 : MISCELLANEOUS ISSUES

21.1 Central Samman Pensioners:

In a communication the Freedom Fighters & Rehabilitation (FFR) Division, Ministry of Home Affairs, GoI has informed that, it has come to their notice that even in those cases where PPOs have been passed on to CPPCs of the concerned banks with Special Seal Authority from Central Pension Accounting Office, Ministry of Finance, payment of the pension is not being started by the banks on account of missing date of birth. Considering that the freedom fighters/ widows are very old and often illitreate who do not know about their exact date of birth, the banks are directed to obtain valid documents like Aadhar Card, Voter I-Card etc and indicate that age. If the same is not available, an affidavit of present age of the pensioner may be obtained from him/her. Based on the relevant available document, the banks may work out a date of birth and enter in their system to facilitate payment of pension so as not to cause further inconvenience to the pensioners.

SLBC requests all member banks to submit a confirmation that the guidelines of Ministry of Home Affairs as mentioned above are being adhered to. Copy of letter is placed as Annexure- S (Page 92 ).

21.2 Difficulty faced by Banks in registration of Police Complaints in matters relating to Bank Frauds :

In a communication to SLBC by IBA in the context of representation received from AXIS Bank, the Committee on Legal & Banking Operations of IBA mandated that the matter may be taken up for discussion in SLBC meeting that the bank faced problem in regard to filing of police complaints. As per the letter police did not accept the complaints ab initio filed by the bank, citing various reasons. In cases where the Bank / Customer has suffered financial losses police did not entertain the complaint.

All the member Banks are requested to bring to the knowledge of SLBC any similar situation has been experienced by them.A letter placed at Annexure -T (Page 94 ).

21.3 Declaration of Nazari Anavari by State Government : Looking to the short fall in rains during Kharif season, Government of Chhattisgarh has declared nazari anavari 2015 in 93 tehesils of 22 districts vide their order number F-1-108/ र�जस� / र�हत/ 2015 dated 16.09.2015 (copy placed at Annexure- U ( Page 99). Information has already been disseminated to all the member Banks vide our letter number SLBC/2015-16/229 dated 07.10.2015.
