A  FRAMEWORK  FOR  ECONOMIC  ROLLOUT  OF  5G  SERVICES  -­‐ 1

4G  /  4.5G  LTE  Networks  are  already  demonstrating    ~  0.5  Gbit/s  speed  using  4.5G  /  LTE  standard  with  carrier  aggregation  using  IMT  bands  up  to  2.6  GHz.  

4.5  LTE  Networks  will  in  near  future  providing  >  1  Gbit/s  speeds  using:  -­‐ 4.5G  /  LTE  standard  

with  carrier  aggregation  with  IMT  bands  below  3.4  GHz  and  at  3.5  GHz.

-­‐ also  LAA  

3G  /  4G  /  4.5G  devices  already  have  2.4  GHz  /  5  GHz  WIFI  radios  for  

enabling  low  cost  data  off-­‐load  service  delivery.  

Circa  70  – 90  %  of  mobile  data  traffic  is  carried  by  WIFI  networks  today.

MNOs  top  priority  seems  to  be  to:  -­‐ monetise  their  huge  investments  in  3G  /  4G  /  4.5  G  networks.  -­‐ achieve  economically  viable  deployment  of  new  ‘5G-­‐like’  networks  /  services.

It  is  highly  probable  that  5G/IMT-­‐2020  networks  will  be  deployed  on  large  scale  basisin  cm  wave  bands  below  3.8  GHz  in  Europe  supported  by  WIFI  and  WIGIG.

Technical  Challenges  For  5G/IMT:

-­‐ Severe  radio-­‐link  implementation  challenges  due  to  very  high  attenuation  by  building   walls,  window  glass  etc

-­‐ Is  it  practicable  to  reliably  establish  5G/IMT  with  outdoor-­‐indoor   coverage  ?

-­‐ Significant  cost  to  deploy   robust  wide  area  5G/IMT  networks  to  provide  reliable  5G  services  for  outdoor  and  indoor   coverage.

Spectrum  Challenges    For  5G/IMT:

Constraints for  5G/IMT  due  to  existing  /  planned  use  by  other   terrestrial  and  space/satellite  services.

Rapidly  increasing  population   of  Fixed  Service  links  (used  usually  for  backhaul).  

Radical  increase  in  Ka-­‐band  services  via  GEO  and  Non-­‐GEO  satellite  systems (Note:  No  satellite  systems  in  31.8  – 33.4  GHz).

Fragmentation  of   spectrum  for  possible  5G/IMT-­‐2020  use  due   to  the  above.    

Challenges  for  For 5G/IMT  in  ‘Low  mmwave’  Bands  

So  why  plan  /  implement  /  invest  in  5G/IMT  in  ‘Low  mmwave bands’    ?  

Political  reasons  (‘industrial   leadership’  ?)  are  a  poor  substitute  for  economic  rationales.

-­‐ 3G  /  4G  /  4.5G  devices  will  in  2017  onwards  have  60  GHz  WIGIG  radios  for  enabling  very  high  data  (~  10  Gbit/sec)  off-­‐load  service  delivery.    

-­‐ In  2017,  ~  200  million  60  GHz  WIGIG  radio  forecast  to  be  shipped.  

-­‐ By  2020,  over  1  billion  60  GHz  WIGIG  radios  projected  to  be  shipped.

-­‐ 5G  should  benefit  from  the  leverage  of  technology  and  product  developments   in  WIGIG.

-­‐ Radio  /  device  technology  used  for  60  GHz  WIGIG  can  be  efficiently  reused  to  develop   ‘high  mmwaveband’   (viz >  66  GHz  )  5G  /  IMT-­‐2020  systems.

-­‐ Up  to  15  GHz  available  for  5G/IMT  with  minimum  of  5  GHz  contiguous  blocks  at  66  – 76  GHz  &  81  – 86  GHz.  

-­‐ >  66  GHz  5G/IMT  will  also  offer  very  high  data  rate  (>  10  Gbit/sec)  services.

Future  5G  device  in  EU  will  be  multi-­‐band-­‐radios  supporting  

-­‐ LTE/4.5G  in  bands  below  3.8  GHz  for  wide  area  coverage  /  outdoor   use  /  indoor   use.

-­‐ 4.5G  or  5G  in  bands  above  31  GHz  for  high  capacity  /  indoor   /  near-­‐indoor  use

-­‐ 2.4  /  5  GHz  WIFI,  60  GHz  WIGIG  and  >  66  GHz  5G.

WRC-­‐2015  ITU  RESOLUTION  FOR  THE  TERRESTRIAL  COMPONENT  OF  IMT

Resolution  238  (WRC-­‐15)  resolves  to  invite  ITU-­‐R  1.   …2.  to  conduct  and  complete  in  time  for  WRC-­‐19  the  appropriate  sharing  and  compatibility  studies,  taking  into  account  the  protection  of  services  to  which  the  band  is  allocated  on  a  primary  basis,  for  the  frequency  bands:24.25-­‐27.5  GHz,  37-­‐40.5  GHz,  42.5-­‐43.5  GHz,  45.5-­‐47  GHz,  47.2-­‐50.2  GHz,  50.4-­‐52.6  GHz,  66-­‐76  GHz  and  81-­‐86  GHz,  which  have  allocations  to  the  mobile  service  on  a  primary  basis;  and  31.8-­‐33.4  GHz,  40.5-­‐42.5  GHz  and  47-­‐47.2  GHz,  which  may  require  additional  allocations  to  the  mobile  service  on  a  primary  basis,

further  resolves  1. ….2. to  invite  WRC-­‐19  to  consider,  based  on  the  results  of  the  above  studies,  additional  

spectrum  allocations  to  the  mobile  service  on  a  primary  basis  and  to  consider  identification  of  frequency  bands  for  the  terrestrial  component  of  IMT;  the  bands  to  be  considered  being  limited  to  part  or  all  of  the  bands  listed  in  resolves  to  invite  ITU-­‐R  ,
