During Cleanliness Drive Plantation in Indl. Area, Distribution of Mask, Sanitizer etc to workers has been done. Discussion held on Problem faced by MSMEs in Roz Ka Meo Indl Area like Safety, Electricity, Water & Industrial Estate Development issues related to HSIIDC & HUDA. State Govt Schemes under HEEP-2020 Electricity Duty Exemption, Incentives for MSMEs Capacity Building for MSME Employees were discussed by Sh D K Tyagi, AD. M/o MSME Schemes Public Procurement Policy, GeM, Delayed Payment, Udyam Registration, Champion Portal, Facilities at Technology Centre Rohtak were also discussed. Officer from DIC Mewat, Office Bearer of Mewat Chamber of Commerce & Industry were present during Cleanliness Drive.
About ROZ-KA-MEO Industrial Area
Roz Ka Meo Industrial Complex was established in 1984 & is located on Sohna Alwar road, around five Kilometers away from Sohna Town. Many big & Small business houses have set up their units along with a few NRI’s. Various subsidies were offered to initial investors, all aimed at generating revenues from this area and providing employment to the local youth.
With passage of time and lack of infrastructure, the industrial unit of Roz Ka Meo has degraded and ultimately the beautiful complex of industrial cluster has been converted to abandon buildings. Entrepreneurs have shifted their production units to other lucrative areas primarily due to absence of essential services required for running factories. There are now around 30 units functional.

FOREWORD
The Micro, Small and Medium Enterprises (MSME) sector has been
recognized as an engine of growth all over the world. The major advantage
of this sector in India is its employment potential at low capital cost. The
labour employment in MSME sector is much higher than that of the large
enterprises. The MSME constitute over 90% of total enterprise in most of
the countries with the highest rate of employment growth and a major
share of industrial production and exports. In India, MSME‟s play a
pivotal role in the overall growth of economy. With its agility and
dynamism, the sector has shown admirable innovativeness and
adaptability to survive in the recent economic recession.
District Mewat is the only district declared as aspirational district by
NITI AAYOG in Haryana state, which leads to speed up the overall
development of the district on various parameters. The New Haryana
Enterprise and Employment Policy, 2020 will also be helpful to create
favourable Industrial environment in the District. It is hoped that the
entrepreneurs will find this document useful for taking investment
decisions, besides proving immensely helpful information to various
agencies engaged in the promotion and development of MSME‟s in the
State.

1. Executive Summary
District Mewat was formed vide Haryana Government Revenue
Department Notification No.S.O.30/P.A.17/1887/S.5/2005 dated 4.4.2005,
with headquarter at Nuh. A new District known as Mewat (Nuh) came into
existence comprising aforesaid 5 blocks. The region is spread over 1507 Sq.Km.
inhabited by 10.89 lacs people in 443 villages and 5 small towns. This region is
one of the most backward region of Haryana.
According to the 2011 census, Nuh district had a population of
1,089,406, roughly equal to the nation of Cyprus or the US state of Rhode
Island. Its population growth rate over the decade 2001-2011 was 37.94%. The
main occupation in the district is agriculture along with allied and agro-based
activities. The Meos are the predominant population group and are all
agriculturists.
This District Industrial Potentiality Survey (DIPS) Report examines the
current as well as future prospect for MSMEs in district Mewat. To obtain a
holistic prospective of MSMEs in the district, this report utilized data from
different sources including state govt. and central govt.
Objectives of the Study
The main objective of this study is to examine the status of MSMEs in the
Mewat district. The study has two specific objectives:
1. To analyse the current status of MSMEs in Mewat district of Haryana
2. To analyse the future prospective for MSMEs in Mewat district and
suggest appropriate strategies for the development of the MSMEs in the district.
Methodology and Tools
The study is mainly based on secondary data sources. The district-level
data is analyzed using the secondary data sources that include data form
District Administration, Nuh, District Industries Centre, Nuh, District MSME
Centre Nuh, Statistical Abstract of Haryana, Census 2011, Banking Statistics,
Directorate of Secondary/Middle/Primary Education, Haryana, Director
General, Animal Husbandry and Dairying, Haryana, Director General of Land
Records, Haryana etc.

2. Introduction to District Mewat (Nuh)
District Mewat was formed vide Haryana Government Revenue Department
Notification No.S.O.30/P.A.17/1887/S.5/2005 dated 4.4.2005, with
headquarter at Nuh. Mewat „the land of Meos‟ comprises 5 blocks i.e. Nuh,
Taoru, Nagina, Punhana and Ferozepur Jhirka in old District Gurgaon in
Haryana State. A new District known as Mewat (Nuh) came into existence
comprising aforesaid 5 blocks. The region is spread over 1507 Sq.Km. inhabited
by 10.89 lacs people in 443 villages and 5 small towns. This region is one of the
most backward region of Haryana. In the year 1980, Government of Haryana
with a commitment to deliver social and economic justice to the backward and
under-privileged sections of society constituted Mewat Development Board (
MDB ) under the Chairmanship of Chief Minister, Haryana, Ministers and
Secretaries of important departments viz. Finance, Irrigation & Power,
Industries, Agriculture, Animal Husbandry, Cooperation & Development and all
the M.Ps & MLAs of Mewat region, besides D.Cs of Gurgaon and Faridabad and
also few other eminent persons of the region as official and non-official
members. Mewat Development Agency (executing Agency of MDB ) implemented
various developmental activities in Mewat area in the fields of Health,
Education, Agriculture, Irrigation, Animal Husbandry, Rural Water Supply
Community Development, Housing, Industrial Development etc. This District
comprises of 4 sub divisions, 5 tehsils, one sub tehsil and 5 blocks.

3. District at a Glance
Nuh district is one of the 22 districts in the Indian state of Haryana. It has an
area of 1,507 square kilometres (582sq mi) and 10.9 million population. It is
bounded by Gurgaon district on the north, Rewari district on the west and
Faridabad and Palwal districts on the east. It is predominantly populated by the
Meos, who are agriculturalists, and Muslims.
Geography
Mewat region geographically coordinates on Latitude 27°54‟05”North and
Longitude 77°10‟50”East, is a hilly region, comprising the portions of ancient
Matsya-desh and Surasena or modern southern part of Haryana and north-
eastern Rajasthan. Mewat is historically very important region lies in the south
of Delhi, takes its name from its inhabitants, the Meos. In the ancient period, its
boundaries were roughly described, running irregularly from Deeg in Bharatpur,
Alwar itself and Dholpur in Rajasthan, Rewari, Palwal and Gurgaon in Haryana
and also include parts of the districts of Mathura in Uttar Pradesh. Mewat
possesses several hill ranges of Aravali Mountain. It was for many centuries
famous for the predatory character of its inhabitants, who at all times gave great
trouble to the Turk, Pathan, Mughal and British rulers at Delhi. In Mughal
times, Mewat formed a part of the Subah of Delhi and Agra. Its most famous
towns were Narnaul, Kotila, Indore, Alwar, Tijara, and Rewari. Mewat region in
modern times generally comprising a very small portion in comparison of
ancient and medieval one, starts from north of Sohna in Gurgaon district, in the
south the Deeg and Kama in Bharatpur and Alwar districts, in east the Tijara
and Tapokra, in west the Punhana in Nuh district and Hodal in Palwal
district. The average elevation of Mewat(Nuh) area above the surrounding
alluvial plain is 500 feet. The summit of the plateau consists of a barren
expanse covered with masses of coarse sandstone, almost entirely unrelieved by
verdure. The whole range may be regarded as the boundary between the
elevated Rajputana desert and the low-lying valley of the Jumna, rather than as
a separate hill system. The Aravali Hills falling Mewat area popularly known as
Kala Pahar has a special significance in Mewat.

Demography
According to the 2011 census, Nuh district had a population of 1,089,406,
roughly equal to the nation of Cyprus or the US state of Rhode Island. This gives
it a ranking of 420th in India (out of a total of 640). The district had a
population density of 729 inhabitants per square kilometre (1507/sq km). Its
population growth rate over the decade 2001-2011 was 37.94% It has a sex
ratio of 906 females for every 1000 males, and a literacy rate of 56.1%.
According to the Census of India 2001, the total population of the district was
993,617 (including Hathin Block of district Palwal) of which 46,122 (4.64%)
lived in urban areas and the major chunk 947,495 (95.36%) of the population
lived in rural areas. Out of the total population of 993,617, there are 524,872
males and 468,745 females. The SC population is around 78,802. The total
numbers of households are 142,822 out of which 135,253 (95%) are in rural
areas and remaining 7,569 (5%) are in urban areas. The total number of BPL
households are 53,125 including Hathin Block.

Economy
The main occupation in the district is agriculture along with allied and agro-
based activities. The Meos are the predominant population group and are all
agriculturists. Agriculture is mostly rain-fed except in small pockets where
canal irrigation is available. Agriculture production measured in terms of crop
yield per hectare is low in comparison to the other districts of the State. Animal
husbandry, particularly dairy, is the secondary source of income for the people
and those who live closer to the hilly ranges of Aravali also keep sheep and
goats. Milk yields are not so low, however, due to heavy indebtedness, most of
the farmers are forced to sell the milk to the lenders at lower than normal price,
which drastically reduces their income from the milk. Towns like Punhana,
Pinangwan, Ferozepur Jhirka, Taoru and Nuh are major hub of retail shops and

acts as the backbone of day to day life in area. The district also has an MMTC-
PAMP factory located in the Roj ka-Meo industrial estate.
Climate
The district falls under the Sub-Tropical, Semi-arid climatic zone with extremely
hot temperature in summer. Dryness of air is a standard feature in Nuh district
except during the monsoon season. May and June are the hottest months of the
year with the temperature ranging from 30C to 48C. January, on the other
hand, is the coldest month with temperature ranging between 2 °C to 25 °C.
Strong dusty winds are conspicuous during summer.
Rainfall: The annual rainfall varies considerably from year to year. The
maximum rainfall is experienced during the monsoon season, which reaches
its peak in the month of July. The principal precipitation occurs during
monsoon period from June to September when about 80% of the rainfall is
received. The average rainfall varies from 336 mm to 440 mm in the district.
Humidity: Humidity is considerably low during the greater part of the year.
The Nuh district experiences high humidity only during the monsoon period.
The period of minimum humidity (less than 20%) is between April and May.
Wind: During the monsoon, the sky is heavily clouded, and winds are strong
during this period. Winds are generally light during the post-monsoon and
winter months.
Region Specific Weather Phenomena: Nuh district experiences a high
incidence of thunderstorms and dust storms, often accompanied by violent
squalls (andhar) during the period April to June. Sometimes the
thunderstorms are accompanied by heavy rain and occasionally by
hailstorms. In the winter months, fog sometimes appears in the district.

By Air:
Indira Gandhi International Airport, New Delhi, and distance from Airport to
Nuh is 63 KM.

By Railway:
There is no rail connectivity in Nuh, However, Palwal Railway Station is nearby
37 KM, Gurgaon Railway Station is nearby 51 KM and New Delhi Railway
Station is near about 80 KM.
By Bus:
District Headquarters Nuh is well connected by road. Nuh is about 343 KM by
road to Chandigarh (Capital of Haryana ) and 77 KM from ISBT, New Delhi.

Administrative Setup
Deputy Commissioner
The general administration of the district is vested with the Deputy
Commissioner, who for administrative purposes, is under the Divisional
Commissioner, Faridabad. He is at once the Deputy Commissioner, the District
Magistrate and the Collector. As Deputy Commissioner, he is the executive head
of the district with multifarious responsibilities relating to development,
panchayats, local bodies, civil administration, etc. As District Magistrate, he is
responsible for law and order and heads the police and prosecuting agency. As
Collector, he is the chief Officer of the revenue administration and is responsible
for the collection of land revenue, and is also the highest revenue judicial
authority in the district. He acts as the district Elections Officer and the
Registrar for registration work. He exercises over-all supervision on other
government agencies in his district. He is, in short, the head of the district
administration, a coordinating officer among various departments and a
connecting link between the public and the government so far as he executes
the policies, administers the rules and regulations framed by the government
from time to time .
The main functions of the Deputy Commissioner may be broadly categorized as:
co-ordination of development and public welfare activities as Deputy
Commissioner, revenue officer/Court of the district as District Collector, and
law and order functions as District Magistrate. Thus, he acts as Deputy
Commissioner, District Collector and District Magistrate on different occasions.
His role in each of these capacities is described, in brief, as under:
Additional Deputy Commissioner
Additional Deputy Commissioner is the chief executive officer of DRDA The post
of Additional Deputy Commissioner has been created to assist the Deputy
Commissioner in his day-to-day working. The Additional Deputy Commissioner
enjoys the same powers as that of Deputy Commissioner under the rules.

SDM & Sub-Divisional Officer
The Sub-divisional Officer(Civil) is the chief civil officer of the Sub-Division. In
fact, he is a miniature Deputy Commissioner of his Sub-Division. He possesses
adequate powers to co-ordinate work in the sub-division. He exercises direct
control over the Tehsildars and their staff. He is competent to correspond
directly with government and other departments on routine matters. His main
duties, like those of the Deputy Commissioner, include revenue, executive and
judicial work. In revenue matters, he is Assistant Collector Ist grade but the
powers of Collector have been delegated to him under certain acts. The powers
and responsibilities of the Sub Divisional Officer relating to revenue, magisterial,
executive and development matters within his jurisdiction, are analogous to
those of the Deputy Commissioner.
Tehsildar/Naib Tehsildar
The Tehsildar and Naib Tehsildar, are the Key officer in the revenue
administration and exercise powers of the Assistant Collector 2nd grade. While
deciding partition cases; the Tehsildar assumes the powers of Assistant
Collector 1st grade. Their main task being revenue collection, the Tehsildar and
Naib Tehsildar have to tour extensively in their areas. The revenue record and
the crop statistics are also maintained by them. The Tahsildars and Naib-
Tahsildars are responsible for the collection of land revenue and other dues
payable to the Government.

Places of Interest
Nalhar Shiv Mandir
Nalhar is located in the foothills of the Aravallis and also has at its base a Shiva
temple which forms the starting point of the trek to the reservoir. There is a big
ceremonial gate at the temple.
There is more than 250 steep stair-steps to be climbed to the place and the last
bit is a bit slippery and one has to hold on to the tree roots and branches to
climb. It is a good climb if you are looking for some good exercise and once you
reach the top it provides a view of the whole area.
There is a reservoir where the water was trickling directly into a hollow created
(natural) in the tree from the rock. This reservoir is about 2 feet long and maybe
a foot wide only. The water keeps flowing around the year into this hollow and
this is the reservoir that people locally talk with veneration as it is believed by
locals that it is some „chamatkar‟ (miracle) of the gods that water is flowing out
of the rocks in this arid region. It is also believed that the Pandavas stayed there
and drank this water during their 14-year exile. Lot of locals travel till the Shiva
temple but only the more determined and fit people climb up to the reservoir.

Chuhi Mal Ka Talaab in Nuh
Chui Mal ka Taalab is a masonry pond with cenotaphs located in the town of
Nuh in the Mewat district of Haryana. Adjoining it is a grand two-storied
structure, the Cenotaph of Seth Chui Mal. Both the pond and the Samadhi
(memorial) have been built around the same time by Chui Mal. Of course the
tomb in the structure was placed after his death by his son. The pond has eight
cenotaphs around it and looks picturesque.
Ferozepur Jhirka
The historical town Ferozepur Jhirka, a tehsil of the Nuh district, is
situated on the main road of Gurgaon to Alwar, about 82 km south of Gurgaon
and 150 km south of Delhi. It geographically coordinates on the Latitude
27.79394 North and Longitude 76.940659 East. Ferozepur Jhirka Pin code is
122104 and postal head office is Ferozepur Jhirka . Sidhrawat ( 2 KM ) ,
Kameda ( 4 KM ) , Sulela ( 5 KM ) , Hasanpur Bilonda ( 5 KM ) , Maholi ( 5 KM )
are the nearby Villages to Ferozepur Jhirka. Ferozepur Jhirka is surrounded by
Nagina Tehsil towards North , Kishangarh Bas Tehsil towards west , Punahana
Tehsil towards East , Ramgarh Tehsil towards South . Alwar , Nagar , Hodal ,
Bawal are the nearby Cities to Ferozepur Jhirka. This Place is in the border of
the Nuh District and Bharatpur District. Bharatpur District Nagar Pahari is
South towards this place . It is near to the Rajasthan State Border.

Kotla, Nuh
Kotla is a village coordinates Latitude 28.0137 North and Longitude
76.937668 East and located about 7 kms south of Nuh, the district
headquarters of Nuh. It is a historic village and once the capital of Nuh during
Mewati Yadubanshi ruler Bahadur Nahar Khan. This village is also important
for its location in the Arawali foothills and scenic outlook. Historically, Kotila
was the first capital of Mewat ruled by its own people popularly known as
Khanzadas. The village Kotila is situated in a small valley, wholly surrounded by
the hill, except where a small tunnel-like pass gives entrance to it. In front of
this pass is the Kotila Lake, and when this is filled with water, the only road to
the pass lies along a narrow strip of land between the lake and the hill.
Cunningham describes the position of the Kotila that the site was probably
chosen for security as it is protected on the east by the large lake named Dahar,
which is from four to five miles in length and upwards of two miles in a breath.

5. Available Infrastructure for Industrial Development
Government has taken various initiatives for building infrastructure for
the development of Mewat region. Some of them are as follows:
1. Mewat Development Board
Govt. of Haryana with a commitment to deliver social and economic
justice to the backward and under-privileged sections of society, in 1980,
constituted Mewat Development Board, Haryana (MDB) under the
Chairmanship of Hon`ble Chief Minister, Haryana with Ministers viz. Finance,
Revenue, Agriculture, Industries, Development & Panchayats, Cooperation,
Irrigation, Animal Husbandry and Power, all the M.Ps, MLAs of Mewat region,
Chief Secretary, Secretaries of important departments and eminent persons of
the region as official & non official members. Its executing agency at field level,
Mewat Development Agency (MDA) was also formed simultaneously with the sole
objective of ameliorating the condition of poverty, unemployment, economic and
social backwardness of the Mewat region. The Mewat region comprises of six
blocks i.e. Nuh, Taoru, F.P. Jhirka, Nagina, Punhana of district Nuh and Hathin
of district Palwal of Haryana State.
The objective of the Mewat Development Board is to ameliorate the
conditions of poverty, unemployment, economic and social backwardness of this
area and to raise the standard of living of the people of this area. The objective
of Mewat Development Agency is to accelerate the pace of development in Mewat
region for implementation of developmental schemes specifically designed to
benefit this area.
Mewat Development Agency looks after the implementation of different
development schemes of the state govt. and central government specially
designed for the development of this region. Some of the schemes monitored by
MDA are as under:

2. Mewat Engineering College
Mewat Engineering College one of the top engineering colleges in
haryana is here to guide the students and help them grow. The college building
is situated in a sprawling campus of about 28 acres in the scenic backdrop of
the Aravalli Ranges and is in Nuh on the Nuh-Pataudi Road about 48 km from
Gurgaon and 80 km from New Delhi.
A panoramic view of Aravalli‟s welcomes the visitor with its majestic
presence along with the ruins of an old fort on top and a historical 600 years old
Dargah and a Mosque at the foothill. The college has fully furnished laboratories
with modern equipment, spacious classrooms, Central Workshop, Computer
Centre, Language Lab, and tutorial rooms. The College has a computerized
Central Library with Labware software working on OPAC module and has more
than 18000 volumes and extends book bank facilities to students.
3. Apparel Training And Design Centre
ATDCs has emerged as the largest Vocational Training Provider with a
leading position in the vocational education space being a nodal agency under
component-1 for implementing Integrated Skill Development Scheme (ISDS) of
Ministry of Textiles, GOI in 2010 where ATDC took the ambitious target of
training 1, 72,220 candidates in five years under SMART project and has
successfully trained 1, 52,138 candidates through 176 ATDC Centres pan-India
till March 2015. Address of ATDC Mewat is Apparel Training & Design Centre,
Community Centre MDA, Kherdla, Delhi-Alwar Road (Near Petrol), Mewat.
4. Industrial Estate-Roz ka Meo
In order to strengthen the industrial infrastructure and for the purpose of
development of industries in the district Government of Haryana established

Roz Ka Meo industrial estate in 1981. This industrial estate is located about 70
Kms away from New Delhi on National Highway No.8.

Ministry of Food Processing Industries (MoFPI), in partnership with the

financial, technical and business support for upgradation of existing micro food
processing enterprises. The Scheme adopts One District One Product (ODOP)
approach to reap benefit of scale in terms of procurement of inputs, availing
common services and marketing of products.
Tomato is the approved product for Mewat district under one district one
product approach of PM FME Scheme of Ministry of Food Processing Industries
(MoFPI).

7. Prospects of new MSMEs/ Industrial Development
Excellent(Both in manufacturing and Service Sector) There is a good
potential of new MSMEs such as Auto Ancillary units, Plastic, Chemical based
units, Engineering units, Metal based(Steel Fabrication), Apparel Industry,
Building Stone, Fabric Dyeing, Electroplating, Agro based, Cotton textile, Sewing
threads, wooden based furniture etc.
The district Mewat is the southernmost district of the state with probably
highest number of rural population and comparatively less per capita income.
There is a lot of scope for the small and tinny units involving skill for the

MSME Testing Centre (NR), Okhla (New Delhi):
MSME-Testing Centre, New Delhi [Formerly Regional Testing Centre (NR)]
is one among the four Regional Testing Centre established by the Government of
India in the early Nineteen Seventies, initially to cater to the testing/calibration
needs of the Small Scale Industries for improving the quality of their product.
Currently this centre caters to the Testing and Calibration needs of the
Micro, Small and Medium Enterprises (MSMEs) in the Northern Region in the

The Centre is an extension of Central Tool Room Ludhiana. CTR Ludhiana

10. District Industrial Development Plan
Champion of Change as Aspirational District
The Transformation of Aspirational Districts Program aims to
expeditiously transform 117 districts that were identified from across 28 states,
in a transparent manner. Central to the programme are – Convergence (of
Central & State Schemes), Collaboration (of Central & State level „Prabhari‟
Officers & District Collectors), and Competition among districts. Driven
primarily by the States and instituted for the States, this initiative focuses on
the strengths of each district, and identifies the attainable outcomes for
immediate improvement, while measuring progress and ranking the select
districts.
Formulation of district Plan
NITI Aayog has developed a broad template for formulation of district
plans. Since different districts have different opportunity and challenges,
Districts have been advised to customise the template. They have been
particularly advised to identify low hanging fruits/opportunities and make

12. Conclusion and Way Forward
District Mewat is one of the aspirational districts identified by NITI
AAYOG. Its proximity to National capital New Delhi is one of the major strength.
Availability of unskilled and semiskilled labour is other opportunity for the
MSME sector. District Mewat has a great potential for the MSME growth.
Different schemes and incentives of Government of India and Government of
Haryana for the region are the motivational factor for the prospective
entrepreneurs.
Concentration of MSMEs is very less as compared to other parts of
Haryana. In the district state of infrastructure, including power, water, roads,
etc, in such areas is poor and unreliable, leading to very high transaction costs.
Affordable land near the critical resource for the Industry with adequate power
supply is required for the growth of MSME in the region. Adequate land for
extension/expansion of MSMEs is simply not available. Only one industrial
estate is developed by state government in the district.
Established entrepreneurs from the nearby states/districts can be
attracted in selected rural/sub-urban area to make that area self reliant in all
aspects. There is urgent need to announce special incentives and policies for
Infrastructure, Technology adoption, ease of doing business. Additional
incentive under the scheme like PMEGP, CLCSS, CGT-MSE etc may be
provided. Also if more Institutions mainly technical, design, Management are
setup in the region it will enhance the skill and entrepreneurship in the district
which is very essential for Industrialization.
