Pat Martel’s background shows that she’s not afraid to take on professional challenges. With over three decades of leadership experience in the public sector, she has led large organizations during times of rapid change. Understanding and Overcoming Career Traps for Women Presented by Debra Hermann, Korn Ferry Addresses ICMA Practice Area 18 Personal Development Organizations that have women on their boards and executive teams are more likely to be successful. Yet, women continue to be underrepresented on boards and in top leadership and when women reach the highest levels, they receive lower compensation. The general consensus has been that as education and opportunities opened up, a natural momentum would correct this imbalance. But progress has stalled, despite decades of discussion.

The question is why—Why are women held to higher standards? Do women hold themselves to higher standards? Do women lack key qualifications? Are women’s qualifications underestimated? Is this a perception issue of an experience issue? Is this a confidence issue or a motivation issue? In this presentation, we will examine the data and explore how women can accelerate their movement into top organizational roles.

Taking Care of Business during a Crisis

Presented by Anne Marrin, Village Administrator, Fox Lake with Yvette Heintzelman, Clark, Baird, and Smith, LLP Addresses ICMA Practice Areas 3 Functional and Operational Expertise and Planning; 14 Advocacy and Interpersonal Communication; 16 Media Relations; and 17 Integrity Fox Lake Village Administrator Anne Marrin will discuss the challenges associated with being the first professional (and female) administrator in a small organization which, shortly after her arrival, garnered national media attention as a result of the death of a police lieutenant. She will discuss how Fox Lake sustained operations during the investigation of the officer’s death, including establishing an inner circle of trusted advisors, interactions with external investigators, managing local and national media attention, managing personnel and elected officials, and the aftermath of the investigation. She will discuss lessons learned and what she would do differently.

YVETTE HEINTZELMAN

Ms. Heintzelman has extensive experience litigating claims filed under various federal and state employment related laws in Illinois and nationally. She has tried to verdict cases in both federal and state courts, agencies and arbitrators. Specifically, Ms. Heintzelman led a team of attorneys in defending pattern and practice cases (class actions) filed by the EEOC. She has also defended employers in class action wage and hour litigation both in-house and as outside counsel. She has particular expertise representing Public Safety Departments in disciplinary matters interpreting the Peace Officers Disciplinary Act and the Firefighters Disciplinary Act and associated agreements, laws and regulations. Her experience in disability matters includes analysis of applications for and defense of municipal decisions under the Public Employee Safety Benefit Protection Act and the Public Employee Disability Act.

Ms. Heintzelman also provides counseling and training as employers rely on Ms. Heintzelman to help them avoid litigation through a proactive approach to responding and resolving various employment issues. She works with her clients to establish human resources policies and procedures necessary to comply with constantly evolving labor and employment law without hindering business operations. Ms. Heintzelman also provides necessary training to ensure that all personnel are informed and are able to implement and comply with policies and procedures. She has presented numerous training courses and presentations, such as sexual harassment training, anti-discrimination training, personnel policy training, handbook training, disciplinary investigations training (including public safety) and presentations on free speech and the recently amended Freedom of Information Act. Ms. Heintzelman was one of the first individuals selected to provide nationwide sexual harassment training as part of the conciliation agreement in EEOC v. Ford Motor Co. Ms. Heintzelman received her J.D. (cum laude) from Creighton University School of Law and B.A., Creighton University. She is admitted to both the California and Illinois state bar associations.

DEBRA HERMANN

Debra Hermann is a Managing Principal and Consulting Director for Korn Ferry Leader and Talent Consulting, based in the Firm’s Houston Office. Ms. Hermann brings over twenty years of experience to her talent consulting practice. In addition to leading a team of eight consultants, she regularly consults with CEOs and senior executives in the identification, development, and deployment of leadership talent in support of business goals and strategy. Succession planning, individual executive and executive team development, and coaching are among her fortes. Her experiences allow her dep insight into what excellence looks like for the most successful leaders.

Prior to joining the Firm, Ms. Hermann was a director/partner at executive assessment and development firms YSC Ltd. And RHR International. Responsible for P&L, she honed her understanding of leadership along with the financial acumen necessary to achieve business goals. Across her consulting, she has worked with clients in energy/oil and gas, manufacturing, financial services, private equity, insurance, retail, transportation, and pharmaceutical industries.

Earlier in her career, she was an executive at United Airlines. Overseeing a multi-million dollar budget, there she directed training, leadership assessment and development, organizational development, and communications teams and programs in support of a global workforce.

Ms. Hermann holds a doctoral degree in industrial/organization psychology from Rice University and an undergraduate degree in psychology from Washington University. She participates on the Board of the College of Social Sciences at Rice.

KATY SIMON HOLLAND

Katy Simon Holland retired in 2013 after serving 15 years as the County Manager of Washoe County, Nevada, overseeing a budget of $800 million and 3200 employees serving 423,000 residents.

Ms. Holland has returned to consulting as President of Simon and Associates, and in that capacity has served local and state government clients in California, Florida, Colorado, North Carolina, Massachusetts, Arizona, Nevada and Alberta, Canada, as well as non-profits and corporations such as Qualcomm, Baxter Healthcare, Sony, Mitsubishi, Amoco Oil, USWest technologies, and others, in leadership development , strategy, performance excellence, and innovation.

Once named one of Twenty People to Watch in the New Millennium by the Reno Gazette-Journal, she is an ICMA (International City/County Management Association) Credentialed Manager and has chaired or served on the boards of the Alliance for Innovation, the National Association of County Administrators, the ICMA Center for Performance Measurement, and many other civic and non-profit entities. She most recently serves on the faculty and as Innovation Mentor for the Alliance’s national local government Innovation Academy, and as a guest lecturer for the USC Sol Price Graduate School of Public Policy. She holds a Bachelor of Arts in History magna cum laude from the University of California and a Master’s in Counseling from the University of Nevada. She was an Olympic Torchbearer for the 1996 Olympics, and in her spare time is a performing vocalist.

ANNE MARRIN

Anne Marrin is an alumni of NIU and graduated with a Bachelor’s degree in Political Science/Public Law. She returned later in 2005 to earn a Master’s degree in Public Administration. Anne has worked for over 16 years in government serving as an elected official as well as in administration. She served as a trustee for the village of McCullom Lake for seven years and served on the Planning Committee, Police Commission, and Economic Development Committee. While obtaining her MPA degree, Anne interned at the village of Buffalo Grove and worked for WRB LLC with Bill Balling where she consulted on various projects. One of these projects was for the city of Highwood and assisting them to obtain ILCMA accreditation as a city administrator form of government. This was accomplished in 2008 and Anne was asked to stay on as assistant city administrator. Anne then became city administrator and served until 2010 where she accepted a position as city administrator for the city of Prospect Heights until 2014. Currently, Marrin serves as the village administrator for the village of Fox Lake where she has faced many challenges and continues to serve as a professional administrator.

PATRICIA E. MARTEL

Patricia E. Martel has served as the City Manager of Daly City, the largest and most diverse full-service community in San Mateo County, CA, since 2005. She also serves as the General Manager of the North San Mateo County Sanitation District.

During more than thirty-five years of service in local government, Ms. Martel has held executive management positions with several California municipalities including the cities of Inglewood, South San Francisco and Daly City where she previously served as the Assistant City Manager from 1995-2001. In 2001, she was appointed the General Manager of the San Francisco Public Utilities Commission with responsibility for managing the Hetch Hetchy water delivery system which serves 2.4 million people in the San Francisco Bay Area and the sanitation and power systems serving the City and County of San Francisco.

Ms. Martel’s community service commitments include work as a board member and volunteer for a number of non-profit boards, including currently serving as Board Chair of Peninsula Family Services. She also previously served as an appointed Trustee of the San Francisco Employees Retirement System.

Professionally, Ms. Martel is currently the President of the International City/County Management Association, the premier local government leadership and management organization. She is serves as a Trustee of the California City Management Foundation, Executive Committee member of the City Managers Department of the League of California Cities, and a Board member of the International Hispanic Network. Additionally, Ms. Martel is a Fellow of the National Academy of Public Administration.

Ms. Martel was recognized by Women Leading Government as the recipient of the 2014 Career Excellence Award. KQED Public Broadcasting and Kaiser Permanente also honored Martel by selecting her as a Latino Heritage Month Local Hero for her outstanding contributions and commitment to community service. The San Francisco Business Times has acknowledged her professional accomplishments by naming her one of the 100 Most Influential Business Women in the Bay Area and has also cited her among the Top 100 Women Business Leaders in the Bay Area.

A graduate of the University of Southern California, Martel holds a B.S. degree in Public Affairs and a Master’s degree in Public Administration.
