Approved by Tribal Council 61513 Hopland Band of Pomo Indians Job Announcement OPEN UNTIL FILLED _________________________________________________________________ NORTHERN CALIFORNIA INTERTRIBAL COURT SYSTEM 3000 Shanel Road, Hopland CA 95449 | Phone: 7077441203 | Fax: 7077444504 Position: NCICS Clerk of the Court (F/T, 100% Grant funded position) Reports to: NCICS Court Operations Manager Wage Range: $16 to $20 per hour POSITION SUMMARY: The Clerk of the Court is responsible for the administration and management of Northern California Intertribal Court System’s (NCICS) criminal and civil docket, including, but not limited to, matters referred to mediation or arbitration. The Court Clerk is also the initial point of contact for public inquiries regarding the Northern California Intertribal Court System, and is responsible for other duties assigned by the Court Operations Manager ESSENTIAL FUNCTIONS : Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Under the supervision of the Court Operations Manager, and in accordance with Judicial Council policies and procedures, the Clerk of the Court is responsible for: 1. Completes clerical work generated by the Court; and as directed by the Court Manager, handles day to day operations of the Court; 2. Receives inquiries about court services and responding to routine inquiries or directing inquiries to the appropriate entity for handling; 3. Receives filings, pleadings and other matters related to Court proceedings; 4. Prepares and updates files on persons cited by law enforcement; 5. Prepares and manages case files on pending matters in the Court; 6. Collects filing fees and judgment payments from court patrons; 7. Administers oaths for witness and parties to matters before the Court; 8. Issues summons and subpoenas, certify copies of Court records, and serve as witness to Court activities; 9. Prepares all documents for service and notifications to litigants and jury members; 10. Receives and records incoming and outgoing mail for the Court; 11. Assists the Court judge, pro tem judges, prosecutor, public defenders and private counsel on trial court matters; 12. Maintains Court calendar and scheduling; 13. Maintains all court documents and case information confidentially; 14. Directs/limits communications as necessary between Northern California Intertribal Systems Judges and the Public in order to preserve fair access to the court; 15. Travels to various worksites of consortium Tribes and offers guidance, training and provides recommendations to ensure consistent office procedures; 16. Contributes to the development of office policies and procedures; 17. Swears in parties/witnesses and ensures all other Court functions are exercised regularly; 18. Orders and maintains necessary office supplies. To  perform  this  job  successfully,  an  individual  must  demonstrate  the  ability  to  perform  each  of  the  below  essential  functions  in  a  written  and  verbal  examination.  The  requirements  listed  below  are  representative  of  the  knowledge,  skill,  ability,  physical  and  environmental  conditions  required  of  the  employee  on  the  job:

2. Understand  and  follow  rules  and  procedures  of  court  operations.  

3. Read  and  write  English  and  comprehend  simple  instructions,  short  correspondence,  and  memos.      

4. Effectively  present  information  in  one-­‐on-­‐one  and  small  group  situations  to  community  members,  clients,  and  other  employees  of  the  organization.      

5. Apply  common  sense  understanding  to  carry  and  provide  out  instructions  furnished  in  written,  oral  and/or  visual  form.      

6. Must  be  customer  service  oriented.  

7. Solve  problems  involving  multiple  variables  in  a  various  situations.    

8. Ability  to  add,  subtracts,  multiply,  and  divides  in  all  units  of  measure,  using  whole  numbers,  common  fractions,  and  decimals  

9. Proficient  in  common  office  software  including:  Microsoft  (MS)  Word,  MS  Outlook,  MS  Excel,  MS  Power  Point,  MS  Access  and  Adobe  Acrobat  Professional.      

10. Capable  of  learning  court  case  management  software  and  other  software  used  by  the  organization.  

EDUCATION  &  EXPERIENCE  

Associate’s  degree  in  related  field  preferred,  a  minimum  of  a  high  school  diploma  or  equivalent  required;  and  four  (4)  years’  experience  working  in  an  administrative  support  position  with  a  minimum  of  two  (2)  years’  experience  involving  public  contact  in  a  legal  environment  required.    Any  combination  of  education,  training  and  experience  that  provides  the  required  knowledge,  skills,  and  abilities  to  perform  the  essential  functions  of  the  job.  

Knowledge  of  Tribal  government,  language  and  culture  is  preferred  but  not  required.  

ADDITIONAL  REQUIREMENTS:      

Possess  a  valid  California  Class  C  Driver’s  License  and  insurable  for  auto  insurance    

PHYSICAL  DEMANDS    

While  performing  the  duties  of  this  job,  the  employee  is  regularly  required  to  sit  and  talk  or  hear.  The  employee  must  occasionally  lift  and/or  move  up  to  25  pounds.  The  physical  demands  described  here  are  representative  of  those  that  must  be  met  by  an  employee  to  successfully  perform  the  essential  functions  of  this  job.    Reasonable  accommodations  may  be  made  to  enable  individuals  with  disabilities  to  perform  the  essential  functions.  

WORK  ENVIRONMENT  

This  position  is  subject  to  many  interruptions  and  the  applicant  may  be  required  to  handle  multiple  calls  and  inquiries  at  once.  The  noise  level  in  the  work  environment  is  usually  moderate.
