The key elements of the CEF
• Support implementation of Transport White Paper through new infrastructure policy including:
• Dual layer approach based on an objective methodology: core and comprehensive network
• Ambitious standards for all infrastructures
• Common deadlines to achieve network (2030/2050)
• Corridors and coordinators for implementation

• 80 – 85 % of available budget for pre-identified projects listed in Part 1 of Annex
• 4 horizontal priorities • (innovation and new technologies, MoS, Safe and Secure infrastructure)
• 9 core network corridors
• other important cross-border and bottleneck sections
• delegated act foreseen to amend list
• 15 – 20 % for other projects of the core and comprehensive networks and for financial instruments

Standards
• Comprehensive network
• Mainly basis for specific legal acts (e.g. tunnel safety directive, TSIs, Single Sky, etc.)
• Rail: ERTMS + electrification with possibility for exemptions
• Inland waterways: class IV with possibility for exemptions
• Safety and security, environmental protection, climate resilience, accessibility for all users
• Core network
• Road: express roads or motorways, parking areas, alternative clean fuels
• Rail: ERTMS, electrification, European track gauge
• Rail freight lines: 22.5 t axle load, 740 m train length, 100 km/h line speed
• Alternative clean fuels for ports, inland ports and airports
• Possibilities for exemptions by the Commission under certain conditions

• To be allocated exclusively to projects in Cohesion Fund eligible Member States
• Respect of National allocations under the Cohesion Fund until end 2016
