OTHER AREAS This chapter describes the revised data for assets and liabilities and number of banks in seven areas outside the continental United States. These areas are Alaska, American Samoa, Hawaii, the Mariana Islands, the Panama Canal Zone, Puerto Rico, and the Virgin Islands, Aggregate data for these areas are not included in the tables on pages 30-49 but are shown separately on pages 1150-69. The classes of banks operating in each area and the period covered by the data for each class are indicated in following paragraphs. For the definition of "bank" as used in this study and a description of the balance-sheet items, the classification of banks, and the principal methods and procedures used in com- piling the figures, readers may refer to Part I of this volume, the United States Summary. All figures for national banks in Alaska, Hawaii, and the Virgin Islands were obtained from annual reports of the Comptroller of the Currency, with relatively minor adjustments. Data for national banks in Puerto Rico 1 for the period through 1939 were obtained from the Comptroller's annual reports and ab- stracts, but in some instances it was necessary to make some adjustments in these data. These exceptions are described later. Data for Puerto Rican national banks for 1940- 1946 were obtained from the reports of the Treasurer of Puerto Rico and from abstracts furnished by the First National City Bank of New York and for subsequent years from the Federal Deposit Insurance Corporation. Figures for branches of mainland national banks operating in the Panama Canal Zone were taken from annual reports of the Comp- troller through 1946 and from the Federal Deposit Insurance Corporation thereafter. A general description of the figures for na- tional banks is included in the United States Summary. Compilation of figures for nonnational banks presented a number of problems and considerations not encountered in compiling the balance sheet for national banks. The following sections describe these problems and the methods used in deriving the revised series. ALASKA

Revised data for assets and liabilities andnumber of all banks in Alaska, as of June 30or the nearest available date, in the period

1897-1955 are shown in Table 1 for that area;for national banks, in Table 2; and for terri-torial commercial banks, in Table 3.2 Thesetables appear on pages 1170-81.

The primary source of statistics for terri-torial commercial banks for 1897-1946 wasfigures reported to the Comptroller of theCurrency and published in his annual reports.This source was supplemented by data ob-tained from bankers' directories. For 1947-1955 the data are as reported to the FederalDeposit Insurance Corporation.

The following paragraphs describe forterritorial commercial banks for the period1897-1946: (1) the principal adjustmentsmade in the figures published by the Comp-troller of the Currency, (2) supplementationof the data from other sources, and (3) prep-aration of estimates where data were incom-plete or were not available.3

Neither public nor private sources showedany data for territorial commercial banks inAlaska (if any) in 1896. Furthermore, no datafor banks in Alaska were reported to theComptroller until 1901. Adequate data for1912 and 1913 were published in the Comp-troller's reports, but the data in his reportsfor 1901-1908, 1910, and 1914-1916 appear tohave been underreported. Except for 1912 and1913, therefore, data for the number of banksin all years prior to 1917 were obtained frombankers' directories. Information derived fromthe reports of the Territorial Banking Depart-

ment indicated that the number of banks aspublished by the Comptroller included somebranches in most years during the period1917-1934; exclusion of these branches did notaffect the aggregate balance sheet, however.

The accompanying table shows the netchanges in figures for number of banks aspublished by the Comptroller.

A separate balance sheet was estimatedfor unreported banks for each year of theperiod 1897-1908 by the following method.Total capital accounts of each bank for eachyear were derived from the bankers' direc-tories. Total assets and liabilities were thencomputed by assuming that total capitalaccounts in each year represented the sameproportion of assets or liabilities as for thegroup of banks that reported to the Comp-troller in 1901. The breakdowns of assets andliabilities for 1897-1904 were estimated byassuming that each principal item and sub-item represented the same proportion of thetotal as for reporting banks in 1903; for 1905-1908, by assuming that the distributions werethe same as those at reporting banks in 1909,Totals for nonreporting banks were thenadded to those for reporting banks.

The balance-sheet data reported to theComptroller for 1909 and 1911 were notchanged, even though two banks were addedto the number in each of these years.

For 1910 all the balance-sheet items wereinterpolated between reported figures for 1909and 1911. Data for 1912 and 1913 were re-ported to the Comptroller. For 1914-1916 theprincipal balance-sheet items were derivedfrom .bankers' directories for each year, andthe breakdowns of the principal items wereestimated on the basis of the data as shownby the banks reporting to the Comptroller forcorresponding years.

For some years after 1916 the reporteddata did not show a breakdown of the majoritems on the balance sheet. In these yearsdata were derived from other sources or wereestimated.

LOANS

A complete classification of loans intoreal estate, collateral, and "all other" was notreported to the Comptroller until 1939.

Real estate loans for 1917-1919 were esti-mated by applying to total loans in each yearratios of this item to total loans that wereinterpolated between similar ratios computedfrom reported data for 1916 and 1920. Col-lateral loans for 1917-1938 were estimatedby applying to total loans less real estateloans, ratios of collateral loans to this totalthat were computed from data for nationalbanks in Alaska in corresponding years.

INVESTMENTS

A complete breakdown of investmentsinto United States Government, State andpolitical subdivision, and other securities wasnot reported to the Comptroller regularlyuntil 1921.

Holdings of United States Governmentsecurities in 1917 were derived from bankers'directories; estimates for 1918 and 1919 weremade by applying to total investments, ratiosof these securities to total investments that

were interpolated between similar ratios com-puted from reported data for 1917 and 1920.Holdings of obligations of States and politicalsubdivisions in 1917-1920 were estimated byapplying to total investments less UnitedStates Government securities, ratios of Stateand political subdivision securities to this totalthat were interpolated between similar ratioscomputed from data for 1916 and 1921.

DEPOSITS

The breakdown of deposits into interbank,United States Government, other demand, andother time was adequate in all years except1917 and 1920. The breakdown for 1917 wasestimated by applying to total deposits theaverage ratio of each item to total depositscomputed from reported data for 1916 and1918. For 1920 demand and time depositswere estimated by applying to the total ofdemand and time deposits the average ratioof each item to the total of the two computedfrom reported data for 1919 and 1921; inter-bank deposits in 1920 were reported, andthere were no United States Governmentdeposits.

AMERICAN SAMOA

Revised data for the assets and liabilitiesof the Bank of American Samoa, as of June30 or the nearest available date, in the period1926-1955 are shown in Table 1 for that area.4

This table appears on pages 1182-85.The balance-sheet data for the bank for

1926-1930 were obtained from informationobtained in connection with Hearings beforea special Commission;5 for 1931-1937, frombankers' directories; for 1938-1946, from an-nual reports of the Comptroller of the Cur-

rency; and for 1947-1955 from data reportedto the Federal Deposit Insurance Corporation.

Since the major items in the balance sheetwere small, only a few subitems were esti-mated during the period. Small amounts ofinvestments in 1931-1933 were distributedamong United States Government securitiesand other securities on basis of the distribu-tion in 1934; estimates of currency and coinand of bankers' balances were made for 1932-1937 by applying to total cash assets, ratiosof each item to total cash assets that wereinterpolated between similar ratios computedfrom reported data for 1933 and 1938. Thebreakdowns of total deposits into demand,time, and interbank for 1931-1937 were esti-mated from the percentage distribution ofthe total for 1938.

HAWAII

Revised data for assets and liabilities andnumber of all banks in Hawaii, as of June 30or the nearest available date, in the period1900-1955 are shown in Table 1 for that area;for national banks, in Table 2; and for terri-torial commercial banks, in Table 3.6 Thesetables appear on pages 1186-97. The datafor Hawaii do not begin until 1900 becauseHawaii did not become a territory of theUnited States until that year.

The primary source of statistics for terri-torial commercial banks for 1900-1946 wasfigures reported to the Comptroller of the Cur-rency and published in his annual reports.This source was supplemented by data ob-tained from bankers' directories. For 1947-1955 the data are as reported to the FederalDeposit Insurance Corporation.

The following paragraphs describe forterritorial commercial banks for the period1900-1946: (1) the principal adjustmentsmade in the figures published by the Comp-troller of the Currency, (2) supplementationof the data from other sources, and (3) prepa-ration of estimates when data were incompleteor were not available.7

Information in bankers' directories indi-cated that summary balance-sheet data pub-lished by the Comptroller for 1908 and 1913were underreported. The number of banks andthe principal balance-sheet figures for thesetwo years were compiled from bankers' direc-tories and substituted for those reported bythe Comptroller. This resulted in the additionof two banks to the number reported by the

Comptroller for 1908, but made no change inthe number for 1913. The number of banksreported by the Comptroller for 1912 wasincreased by one, but no change in the aggre-gate balance sheet was necessary.

The methods of estimating the detailedbalance-sheet breakdown for 1908 and 1913and for other years when data were notreported satisfactorily are described below.

LOANS

A complete classification of loans intoreal estate, collateral, and "all other" wasreported to the Comptroller in every year ofthe period 1900-1941 except 1908 and 1913.For those two years the breakdowns wereestimated by applying to total loans thepercentage distribution of total loans derivedfrom figures for those banks that reportedall loan items to the Comptroller. For 1942-1946 the breakdowns were estimated by ap-plying to total loans, ratios of each subitemto the total that were interpolated betweenratios computed from reported data for 1941and 1947.

INVESTMENTS

The breakdown of investments intoUnited States Government, State and politicalsubdivision, and other securities as reported tothe Comptroller was available throughout theperiod. For 1908 and 1913 it was assumed thatall investments were "other" securities.

CASH ASSETS

The breakdown of cash assets for 1908was estimated by applying to the total theaverage ratio of each subitem to the totalcomputed from reported data for 1907 and1909, and for 1913 by assuming that thedistribution was the same as that at banksreporting to the Comptroller in that year.

Cash items in process of collection wereestimated for 1935-1946 by applying to totalcash assets, ratios that reflected changes overthe period in the ratio of this item to total

cash assets at national banks in Hawaii; theseratios were derived by interpolating tech-nique No. 2, described in the United StatesSummary.

DEPOSITS

The breakdown of deposits into interbank,United States Government, other demand, andother time as published in the annual reportsof the Comptroller was used, with only minoradjustments, in all years except 1900-1909,1913, and 1917-1929. There were no UnitedStates Government deposits at these banksuntil 1942.

The breakdowns of total deposits otherthan interbank into demand and time for1900-1909 were estimated by applying to totaldeposits other than interbank in each year theratio of each item to this total computed fromreported data for 1910; for 1913, the break-down of the revised total (other than inter-bank) was estimated on the basis of ratioscomputed from data reported to the Comp-troller in that year. For 1917-1929, when theComptroller's reports included some unclassi-fied deposits, these were distributed betweendemand and time deposits on the basis of thepercentage distribution between demand andtime deposits as reported for the same year.

MARIANA ISLANDS

Revised data for the major assets andliabilities of banking offices in the MarianaIslands, as of June 30 or the nearest availabledate, in the period 1917-1955 are shown inTable 1 for that area.8 This table appearson pages 1198-1201.

The figures for 1917-1933 were obtainedfrom the annual reports of the Governor ofGuam; for 1938-1941, from annual reports ofthe Comptroller of the Currency; for 1934-1937, 1945, and 1946, from bankers' direc-tories; and beginning in 1947, from the Federal

Deposit Insurance Corporation. No figuresare available for 1942-1944 because of the war.

Because of the relatively small amountsinvolved, only a few of the missing balance-sheet items were estimated. In each case theestimated breakdowns were based on the dis-tribution of corresponding items for the near-est years for which data were reported. As anexample, the breakdowns of deposits for 1932-1937 were estimated by applying to totaldeposits, ratios of each subitem to the totalthat were interpolated between similar ratioscomputed from figures for 1931 and 1938.

PANAMA CANAL ZONE

Revised data for the major assets andliabilities of the branches of banks that oper-ated in the Canal Zone, as of June 30 or thenearest available date, in the periods 1915-1917 and 1925-1955 are shown in Table 1 forthat area; this table appears on pages 1202-05. All of these offices were branches ofmainland national banks except in 1955, when

one of .the parent national banks merged intoa State member bank. There were no bankingoffices in the Canal Zone prior to 1915 or inthe period 1918-1924.9

Since there was practically no informa-tion available on the types of loans held prior

to 1939, no breakdown has been estimated.For the years 1939-1942 and for 1949-1955,detailed breakdowns of loans were reportedto either the Comptroller of the Currency orthe Federal Deposit Insurance Corporation.The breakdowns for 1943-1948 were estimatedby applying to total loans, ratios of each sub-item to the total that were interpolated be-tween similar ratios computed from reporteddata for 1942 and 1949.

Demand and time deposits for 1925-1928

were estimated by applying to total depositsless interbank the ratio of each item to thistotal computed from reported figures for 1929.

Cash items in process of collection for1936-1946 were estimated by applying to thetotal of bankers' balances and cash items inprocess of collection, ratios of cash items inprocess of collection to this total that wereinterpolated between similar ratios computedfrom reported data for 1935 and 1947.

PUERTO RICO

Revised data for assets and liabilities andnumber of all banks in Puerto Rico, as of June30 or the nearest available date, in the period1899-1955 are shown in Table 1 for that area;for national banks for 1903-1955 in Table 2;and for insular commercial banks for 1899-1955 in Table 3.10 These tables appear onpages 1206-17.

Statistics for insular commercial banksfor the period 1901-1946 represent figuresreported to the Comptroller of the Currencyand published in his annual reports; figuresfor 1947-1955 are as reported to the FederalDeposit Insurance Corporation.

The following paragraphs describe forboth national and insular commercial banks(1) the principal adjustments that were madein figures published by the Comptroller and(2) the supplementation of the data from othersources, and for insular commercial banks thepreparation of estimates where data were notavailable or were incomplete.

The number and assets and liabilities ofthe branches of mainland national banks were

Theinsular commercial bank data for these yearshave been adjusted to exclude the numberand balance-sheet data for these branches ofnational banks, data for which are includedwith other national bank data in Table 2.

The aggregate balance-sheet data for thebranches of national banks for 1918 and for1931-1939 were derived from tabulations inthe annual reports of the Comptroller. Suchtabulations were not published thereafter.Balance-sheet data for 1940-1946 for thebranches of the First National City Bank ofNew York were derived from condition staterments furnished by that bank. Data for thebranch of the Chase National Bank in thisperiod were derived from the reports of theTreasurer of Puerto Rico.

The balance-sheet figures for branches ofnational banks for 1918 and 1931-1939 wereremoved from the totals for all insular banksreported by the Comptroller to arrive at atotal for insular commercial banks in thoseyears. For 1940-1946, balance-sheet data forindividual insular commercial banks wereavailable from the Comptroller, and theaggregate balance sheet for this group ofbanks was derived from these reports.

The reported data for insular commercialbanks did not show breakdowns of the major

items on the balance sheet in some years. Foryears when items were not reported, figureswere estimated.

LOANS

A complete breakdown of loans was notavailable for 1941-1946, but total real estateloans were available in data reported to theComptroller. The breakdowns of loans otherthan real estate loans were estimated byapplying to this total, ratios of each item tototal loans other than real estate that wereinterpolated between similar ratios computedfrom reported data for 1940 and 1947, Thebreakdowns of real estate loans into loans onfarm land, on residential property, and "other"for 1941-1946 were estimated by applying tototal real estate loans, ratios of each subitemto total real estate loans that were interpo-lated between similar ratios computed fromreported data for 1940 and 1947.

INVESTMENTS

A complete breakdown of investmentsinto United States Government, State andpolitical subdivision, and other securities wasavailable except for 1902-1908 and 1913.

For 1902-1908 the investment breakdownswere estimated by applying to total invest-ments, ratios of each subitem to total invest-ments that were interpolated between similarratios computed from data for 1901 and 1909.Obligations of States and political subdivisionsand other securities were estimated for 1913by applying to total investments less UnitedStates Government securities the average ratioof each of these items to total investments less

United States Government securities computedfrom reported data for 1912 and 1914.

OTHER ASSETS

Cash items in process of collection for1902 and 1903 were estimated by applying tototal cash assets, ratios of this item to totalcash assets that were interpolated betweensimilar ratios computed from reported datafor 1901 and 1904. For 1939-1946 this itemwas estimated by applying to total cash assetsless currency and coin, ratios of cash items inprocess of collection to total cash assets lesscurrency and coin that were interpolatedbetween similar ratios for 1938 and 1947.Bankers' balances are residuals.

DEPOSITS

The breakdown of deposits into interbank,United States Government, other demand, andother time as published in the annual reportsof the Comptroller was used, with minor ad-justments, in all years except 1901-1908 and1942-1945.

The breakdowns between demand andtime deposits for 1901-1908 were estimatedby applying to total deposits other thaninterbank the ratio of each item to this totalcomputed from reported data for 1909.

For 1942-1945 the breakdowns of depositsinto demand and time were reported separatelyfor all depositors except States and politicalsubdivisions. Deposits for this group weredistributed between demand and time byapplying to their total deposits, ratios of eachitem to the total that were interpolated be-tween similar ratios computed from reporteddata for 1941 and 1946.

VIRGIN ISLANDS

Revised data for major assets and lia-bilities and number of banks in the VirginIslands, as of June 30 or the nearest availabledate, in the period 1934-1955 are shown inTable 1 for that area; for national banks for1935-1955 in Table 2; and for mutual savingsbanks for 1934-1955 in Table 3. Tables 1-3

appear on pages 1218-29. Beginning in 1954the table for all banks includes figures forone insular bank; the figures for this bankare not shown in a separate table.

In 1917, when the United States purchasedthe Virgin Islands, three banks—the NationalBank of Danish West Indies, the St. Thomas

Savings Bank, and the New St. Croix SavingsBank—were operating on the Islands. TheNational Bank of Danish West Indies wasfounded in 1904 and operated until 1935, whenit was succeeded by the Virgin Islands Na-tional Bank; the St. Thomas Savings Bankwas founded in 1847 and closed in 1931; andthe New St. Croix Savings Bank was foundedin 1881 and is still in existence. Balance-sheetdata are available only for the New St. CroixSavings Bank beginning in 1934 and the VirginIslands National Bank beginning in 1935.The other three banks are included in numberonly.11
