BACKGROUND PREFACE

The Government has been organizing National Youth Festival (NYF) since 1995. The
objective of NYF is to provide a platform to bring the youth of the country together in an
attempt to provide them opportunity to showcase their talents in various activities. It also
provides an arena, by creating a mini-India, where youth interact in formal and informal
settings and exchange their social and cultural uniqueness. This blend of diverse
socio-cultural milieu proves the Hon’ble Prime Minister’s commitment and belief in ‘Ek
Bharat Shrestha Bharat’.
So far 23 National Youth Festivals have been organized in different States of the
country. About 7000 youth participated in the last NYF organised at Lucknow. Hon’ble
Prime Minister of India addressed the youth, through video-conferencing on 12th
January, 2020. The Programs of the Festival included cultural programs, youth
convention, suvichar, exhibitions, adventure programs, etc
This Festival is the biggest Youth Festival organized every year by the Ministry in one
of the State willing to and equipped with to host it. During the Festival, various cultural
programmes (both competitive and non-competitive), Youth convention, Suvichar,
Exhibition, and Adventure programmes etc. are organized and about 5000 youth
delegates from different State/UTs take part in the Festival.
Every year the government of India host the youth festival in coordination with one state
government which acts as a host state. This year due to prevailing circumstances, the
Ministry of Youth Affairs and Sports resolved to conduct the festival in a virtual manner
by partnering with all the state governments and union territories

The theme of the 24th National Youth Festival 2021 is ‘YUVAAH – Utsah Naye Bharat
Ka”The National Youth Festival is like a mega National Integration Camp. NYF 2021
would connect across all States of the country. As the theme of 2021 NYF suggests, the
youth bring alive the celebration of the new India.
From 19th Dec 2020 the competition has been organised across all the districts of the
country. After the completion of district and state level events the national level events
will be held from 12th January to 18th January. Different competitive (Folk Dance,
Bharatanatyam, Kathak, Musical, Instrumental, Street play, Stand-up comedy etc) and
Non-Competitive Events (Yoga) will be showcased on virtual platform keeping in mind
the Covid guidelines. Audience from across the country will witness the NYF for the first
time on the virtual platform and see all the top performances and interaction with the
esteem judges.
NATIONAL YOUTH FESTIVAL - BRIEFNational Youth Festival (NYF) is usually organized every year from 12th to 16th
January. 12th January being the birth anniversary of Swami Vivekananda, the great
philosopher and thinker, is observed as National Youth Day. The Festival is a National
Integration Camp on a mega scale.
Opening and closing ceremony: The festival is usually inaugurated on 12th January
where all the State contingents participate in the march past in their respective
traditional costume /attire followed by cultural events as decided by the State
Government. The closing ceremony is organized on 16th January where prizes for
various competitive events held during the festival are distributed.
Competitive Events: Competitive Events are held as individual as well as group items.
A panel of Judges drawn from reputed institutions judge the performances. The State
Government is responsible for making arrangements of each venue with proper light
and sound, uninterrupted power supply and all other logistic arrangements for smooth
conduct of the competitive events. They are also responsible for making available
sufficient number of volunteers at the venues of the competitive events. The conduct
of the competitive events and non-competitive events is done by NYKS.

In all the National Youth Festivals, a few themes which are relevant for the Youth of
the country are suggested by the chosen State Govt. A dominant theme is then
chosen by this Ministry.
The Themes for the last 7 National Youth Festivals were as under:
i. Fit Youth Fit India (2020)
ii. Sankalp Se Siddhi (2018)
iii. Youth for Digital India (2017)
iv. Indian Youth for Skill Development and Harmony (2016)
v. Youth for Clean, Green and progressive India (2015)
vi. Youth for Drug free World (2014)
vii. Celebrating Diversity in Unity (2012)
Communication of the competition at the district level for district competition for
getting participants for Intra State round
Data shared between the two teams – Max Local along with State Level +
NYKS team of local contacts and meeting of the local teams
Coordination and Information Dissemination between Central Max Team +
Local Max Team along with the State level teams and NYKS team
The discussion points between two teams will cover the following that will be
implemented at the District level
Communication to include – Do’s and Don’ts of the competition as provided
Max team along with the different categories and activities that the audience
can participate
State and National level Competition details and Winner gratification to be
communicated to attract more audience at the district level
Location of event at state level to be finalized by the State team in conjunction
with the local Max team keeping in mind all the necessary requirement details
mentioned in the briefing document submitted by Central Max team – in the
capital of the state

All the States will share videos of the finalist from that particular state, Genre / Activity wise performance who will be
qualified for the Nationals, Recording for the same should be sent across by the states to the Central EMA team in
MP4 format with appropriate lighting and clear sound.
The same can be uploaded on the given link shared by Central EMA team, in which there will be a folder which will
be state wise followed by sub-folders for activity and category for uploading and the access will be given to the State
Level SPOCs, the same needs to be uploaded within 24 hours of the activity.
State Team can upload the same the data with the help of a High Speed broadband connection.

Activities Proposed by IMF for 24th National Youth Festival, Sponsored by Ministry Of Youth Affairs & Sports, Govt Of Indiaa)Winter Alpine Skills Climbing Camp in Uttarakhand Himalaya during January–2021.
National Winter Alpine Skill Climbing Camp is being organized in Uttarakhand Himalaya during January
2021. The aim of this programme is to promote Winter Climbing Skills during winter conditions and to
select young mountaineers from all over India for Mountain Leadership Training Programme. The
participants, through this program, will be trained in Winter Climbing, Route Opening, Lead Climbing,
Winter Survival, Winter Camping, Alpine Climbing, Theory Classes on Self Sustained Mountaineering,
Principles of Safety, Trekking & Environmental Related Issues in Indian Himalaya.
b)Cleaning Expeditions under “Swachh Bharat Abhiyan”.
In keeping with the National directive, IMF will organize Clean Himalaya Programme with four Cleaning
Expeditions in Indian Himalaya in Arunachal Pradesh/Ladakh/Himachal Pradesh/Uttrakhand and
Sikkim/West Bengal on the major high altitude trekking routes during January/February 2021.These
cleaning expeditions on trekking routes, frequented areas by climbers of Indian Himalaya as feasible in
the winter conditions will be sent. The cleaning expeditions will ensure bringing back Bio Non
Degradeable waste like used tins , plastic scrap and other items left over by the previous expeditions
and trekkers. The cleaning expeditions will not only clean the mountains and trekking routes, but will
also motivate and involve youth of the villages in far flung areas in cleaning activity and spread the
message of “Swachh Bharat Abhiyan”.in the Himalayan hinterland. The main aim is to bring down the
garbage to Base Camp and Road Head for proper disposal. These expeditions will go a long way in
contributing to preserving of the fragile ecology of our mountainous regions.
c) High Altitude Winter Trek in Arunachal Pradesh.
To explore undertake a challenging Winter Trek in less frequented ares of areas of Himalaya, in
challenging winter conditions and promote the spirit of adventure in the Youth of India in the North East
Region, a High Altitude Winter Trek in January 2021 will be conducted in Arunachal Pradesh. Training
on Winter Camping, Winter Survival, Trekking skills etc in winter will be imparted.
d) Sport Climbing Activities
Sport Climbing has emerged as one of the most dynamic sports of the world, which has fired the
imagination of our youth. Basic / Intermediate Level Sport Climbing & IMF Youth Climbing
Championships/ Training at five IMF Zones.i.e North, East, West, North East and South Zones will be
conducted for the Youth of the country in January, 2021.
Virtual Activities Proposed for 24th National Youth Festival, Sponsored by Ministry Of Youth Affairs & Sports, Govt Of Indiaa) Screening of Selected IMF Webinars on ( 10 to 15 minutes):-
(i) Photography.
(ii) Interesting Journeys.

b) IMF Film Festival. (IMF Youth Adventure Youth Festival ). Select screening of short high
octane and adrenalin films to motivate Youth. Each film varies 8 to 10 films.

c) Motivation Talks - Motivation Promotion of Adventure Sports, through short 10 minutes talks by
prominent Youth Mountaineers like Shri Kiren D’ Souza, Ms Prerna Dangi, Mr. Keval Hiren Kakka ,
Mr. Arjun Bajpayee , Ms. Arunima Sinha etc, will be done in January 2021. These talks will be online.

WORLD RECORD ATTEMPT FOR SURYA NAMASKAR RELAY TO COMMEMORATE 75 GLORIOUS YEARS OF INDIAN INDEPENDENCE LIVE AT HMI AND ONLINE PAN INDIA1. Introduction on 15th Aug 2019 the Team HMI created a world record by performing Surya Namaskar and other Yoga Asanas at the summit of Mt. Elbrus in Russia at an altitude of 18600 ft. This was the first time that any mountaineer made such an attempt to perform Yoga or Surya Namaskar on the top of any mountain peak.
2. Proposal to showcase the true spirit and enthusiasm of young India and carrying forward our rich cultural heritage it is proposed to conduct relay event of Surya Namaskar at HMI in which about 150 participants will do Surya Namaskar for 75 hours( 09 Jan -12 Jan 2021).The grand finale will be conducted online PAN India in which the masses will be approached to perform minimum 12 SURYA NAMASKAR on 12 Jan 2021 (between 0600 am to 1030 hrs, due to different weather conditions etc.) at their own location (indoor/ outdoor), upload photo footage on a particular website or email. Whereas, the main event will culminate at HMI with Live Suryanamaskar and Yoga performance along with felicitation of all participants at HMI.
Digital certificate will be provided to Online participants.
3. WHY ONLY SURYA NAMASKAR The traditional Surya Namaskar consists of 12 Asanas and these 12 Asanas benefits the whole body and is useful for people of any age and physical structure. In fact, it is a simple yet complete exercise for the whole body. Also, it will be a precursor for Young India to represent the Indian youth under the banner of YUVVAH, while the Sun transits into Makara in its northward journey known as Uttarayan. The simple Asanas of Surya Namaskar would be taught online from 4/5 Jan 2021.
4. Guinness Book of World Records As discussed as later stage, on direction from MoYA ,we would approach to Guinness Book of World Records for Certification.
5. Online Participation by Institutes/ Govt. Organization To encourage online participation from various organisations including the Armed forces/Para Military/Police Forces, Civil Organisations, Schools and Colleges a letter and the details of event is proposed to be sent from Min of Youth Affairs & Sports.
1. Introduction On 15 Dec 2020 ,Himalayan Mountaineering Institute set a new milestone in WestSikkim, in close proximity of Mount Kanchenjunga the third highest peak in the world, by undertaking the first ever trial of Sports Skydiving from a height of 7000 AMSL using a TANDEMPARA GLIDER with an aim to introduce Kanchenjunga skydiving as annual event. The skydiving was dedicated to National Youth Festival 2020- 2021, to spread awareness to general mass about the importance of wearing masks, follow healthy lifestyle and promote FIT INDIA. Theconcept was initiated in 2019 by HMI. Trial of Sports Skydiving was undertaken by Principal HMI from a Tandem paraglider.
2.Uniqueness to undertake Skydive from paraglider As a standard practice in vogue, all across the world Skydive Jump have been organised from aeroplane, helicopter etc. Very rarely it is undertaken from a paraglider. This is the first time in Indian that parachuting trial from paraglider undertaken by anyone in proximity of Mt. Kangchenjunga, the third higher mountain peak in the world.
3. Plan. HMI is undertaking KANCHENJUNGA Skydive Jump trials ( first of its kind in India ) from paraglider in Pelling district (in West Sikkim) and the video footage, photographs would be used for promotion of National Youth Festival 2020-21. The event would give ADRENALINE JOSH to youths to accept new challenges and showcase the true spirit of Indian Youth across the world. The next phase of jumps will continue from 22 Dec 2020 to 19 Jan 2021 (as per weather condition)

take the nation on a path of fitness and wellness. It provides a unique and exciting opportunity to
work towards a healthier India. As part of the movement, individuals and organisations can
undertake various efforts for their own health and well-being as well as for the health and
well-being of fellow Indians.

India Movement is dedicating the whole month of December for fitness.
The Fitness month starts with the Fit India School Week where all schools across the country will
dedicate one week of their choice to Fitness activities and crores of school children will benefit from
it. Along with Fit India School week, the concept of Fitness Prabhatpheri will be launched for the
first time to raise awareness of fitness amongst the citizens. People can be a part of Prabhatpheri
between 1st to 6th December 2020.
The other biggest event during this month will be the Fit India Cyclothon. This will be the 2nd
edition of this mega Cycling event that will be for 25 days starting from 7th December till 31st
December 2020 held across the country in each district, town, and village. Citizens can participate
in the Fit India Cyclothon by registering on the website, cycle daily a distance of their choice, and
share their images and videos on social media tagging @FitIndiaOff.
So get ready to unleash your fitter side and give your contribution to making India a fit nation!
