International Expert on Legislative Drafting Techniques

The project will focus on the enhancement of capacities of the municipal authorities in drafting municipal regulations in line with democratic law making standards and
best practices. It is a continuation of earlier Mission efforts, aimed to support the municipal authorities in improving the quality of municipal legal acts, as a tool for an
improved law implementation and good municipal governance.
Project activities will focus on provision of trainings for municipal officials involved in preparing municipal regulations, with a platform of democratic standards
pertaining to drafting municipal regulation.
• For purposes of the training, to get familiar with the current situation and practices used by municipal officials in drafting municipal general acts. In close
cooperation with the local expert, he/she will conduct the needed researches and analyses on the applicable legislation and legislative drafting techniques and
practices, used by municipal officials in Pejë/Peæ region in Kosovopractices, used by municipal officials in Pejë/Peæ region in Kosovo
• To deliver a comprehensive presentation in one (1) day training, to be held in Kosovo on modern legislative drafting techniques (legislative stiles, drafting of
clear, consistent, understandable and implementable local legislative instruments) applied at local level in EU (preferably EU members from the region), good
practices of cooperation and coordination between central and local authorities, needed for better regulation and easer implementation in practice
• During the training to actively contribute with his/her expertise, together with the local expert guide the participants through case studies and practical
examples in area of modern legislative drafting and provide answers on participants questions during questions and answers sessions
• Together with project team to assist in designing of the training curriculum, training materials and hand-outs
• To liaise and closely cooperate with OSCE and other experts
• To perform other tasks, as required
• Advanced university degree, preferably in law, or other discipline related to this terms of reference
• At least 6 years of professional experience in the legal field, preferably in the area of legislative drafting (at municipal level)
• Proven knowledge and extensive experience in reviewing and drafting of laws and regulatory instruments; knowledge in legal systems, and experience in
legislative drafting techniques and practices in the region will be considered as candidate's advantage
• Experience in presenting and contributing at round tables, high level conferences and seminars
• Ability to operate windows applications, including word processing and internet
• Excellent English communicational and writing skills
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the
current OSCE consultancy rates.
